rfl official guide 2012 working.e$S:RL GUIDE 2006 FRIDAY PM 17/1/12 14:41 Page 131 Section A Membership and Membership Obligations rfl official guide 2012 working.e$S:RL GUIDE 2006 FRIDAY PM 17/1/12 14:41 Page 132 MEMBERSHIP & MEMBERSHIP OBLIGATIONS Section A1: Membership & Membership Obligations CLUBS: ACCEPTANCE OF OPERATIONAL RULES A1:1 All Clubs which participate in Super League, the Championships, or in any league or competition or any game under the jurisdiction of the RFL or organised by the RFL are deemed by acceptance of the invitation to be bound by the Operational Rules (including but not limited to those relating to discipline or Misconduct), the Rules and Regulations of any body of which the RFL is a member, the terms of any agreement entered into by the RFL and the Laws of the Game and accept the jurisdiction of the RFL. A copy of the Laws of the Game and the Operational Rules relevant to the particular competition shall be sent to each of the intended participating Clubs prior to that Club's entry in such competition being accepted. APPLICABLE LAWS A1.2 All Clubs which participate in Super League or in any league or competition or any game under the jurisdiction of the RFL or organised by the RFL are required to act in accordance with all applicable laws. Each Club agrees that the RFL shall be entitled to take any action and/or make such orders as it considers appropriate where to do otherwise would knowingly allow a Club to breach any applicable laws even where such behaviour is not prohibited through a strict interpretation of these Operational Rules. -

(Application reference: EAC/18/2011/026) AGREEMENT EAC-2011-xxxx ANNEX I DESCRIPTION OF THE ACTION Title of the Project: European Rugby League Governance Foundation Project Beneficiary: European Rugby European Federation Partners: Česká Asociace Rugby League Rugby League Deutschland Federazione Italiana Rugby League Latvijas Regbija Ligas Federacija Nederland Rugby League Bond Svensk Rugby League Förening Rugby Football League Fédération Française de Rugby à XIII Wales Rugby League Scotland Rugby League Rugby League Ireland Summary of the project objectives and activities: CONTEXT Since the adoption of its new constitution and eight-year strategy [both promulgated in August 2010] the RLEF is committed to disseminate best practice in the area of governance throughout its Membership, many of whom are inexperienced NGBs to whom the importance of good governance may not be immediately obvious. MAIN OBJECTIVES To address this, the Governance Foundation Project [GFP] has created a tiered Membership structure of the RLEF – Bronze [Observer status], Silver [Affiliate Member], Gold [Full Member] – where best practice and the principles of good governance will be promoted, and the cooperation between partners will develop the European dimension throughout rugby league, itself a young sport on the Continent, [foundation date of January 2003]. Use of Mentors and Learners provides innovation. ACTIVITIES In addition to utilising the Mentor-Learner system inherent in the GFP throughout a series of transnational exchanges, the project will utilise partnerships with more established European sports, namely football, to explore and cultivate good governance, using a series of seminars, technical visits and on-line tutorials and resources such as e-learning. RESULTS The objectives of the GFP are in line with the RLEF strategy, strengthening capacity building throughout and specifically elevating Learners from Bronze to Gold by project completion. -

STUDY ON SPORTS AGENTS IN THE EUROPEAN UNION A study commissioned by the European Commission (Directorate-General for Education and Culture) November 2009 KEA – CDES – EOSE: Study on sports agents in the European Union 2 KEA – CDES – EOSE: Study on sports agents in the European Union EXECUTIVE SUMMARY I. Overview of the study In March 2007, the European Parliament invited the European Commission to assist football bodies and organisations in improving the regulations governing sports agents 1. In July 2007, the European Commission indicated in its White Paper on Sport 2 that it would “ carry out an impact assessment to provide a clear overview of the activities of players’ agents in the EU and an evaluation of whether action at EU level is necessary, which will also analyse the different possible options ”. The European Commission’s terms of reference for this study confirm that the European Commission “ wants to have an analysis of the situation regarding sports agents in all the sports they deal with”. The aim of the study is therefore to examine the situation of sports agents in the European Union and to identify, analyse and describe the questions that their activities give rise to as well as the solutions that have already been provided by public and/or private actors, thus enabling the European Commission to assess – on the basis of the data collected, the problems identified and the analyses carried out – whether intervention is required and, if so, at what level and in what form. The study develops, for the first time, a European outlook on the issue of sports agents. -

Valerie Clancy, who is 13 and plays off a handicap of 6, had a fantastic year in 2013 winning the Seapoint U-13 Scratch Cup (and finishing joint 3rd in the U-21 section) and was runner up in the Irish Girls Close U-18 Championship. She was part of the Killarney golf Club Girls team that reached the finals of the Munster Girls U-19 Interclub Match Play and reached the play-off stages of both the Ulster Girls U-18 Championship and the Munster Junior Championship. She also won the prestigious Klaus Noelke Bursary at Killarney Golf Club, presented annually to the Club’s most improved Junior Golfer. Mairead Martin, who is 14, and plays off a handicap of 5.4 also excelled in 2013 winning MAUREEN CULLOTY LADY CAPTAIN KILLARNEY GOLF CLUB (RIGHT) WHO MADE SPECIAL PRESENATIONS TO MAIREAD MARTIN AND VALERIE CLANCY WHO WHO ARE OFF TO JOIN THE IRISH U-16 GIRLS TEAM FOR THE SCOTTISH OPEN STROKE PLAY CHAMPIONSHIP TO BE PLAYED AT the Girlie Hegarty Memorial Cup for U-22’s and THE STRATMORE GOLF CENTRE IN PERTSHIRE, SCOTLAND, FROM THE 10TH TO 14TH APRIL PICTURED WITH MARY GEANEY CLUB PRESIDENT AND winning the Eileen Murphy Foursomes Munster MIKE DALY CAPTAIN AT KILLARNEY GOLF CLUB ON SUNDAY.
