1984 CONSTITUTION (AMENDMENT) CHAP. 12 CONSTITUTION AMENDMENT ACT, 1984 CHAPTER 12 Assented to May J, 1984. HER MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of British Columbia, enacts as follows: 1. Section 19 of the Constitution Act, R.S.B.C. 1979, c. 62, is amended by striking out "the Schedule" and substituting "Schedule 1" in both places. 2. The following sections are added: Interpretation 19.1 (1) In this section and in sections 19.2 to 19.4 "commission" means the Electoral Commission established by this section; "mainland electoral base" means the total number, as it exists at the time of a review required by section 19.3, of persons resident in the 5 electoral districts of Vancouver Centre, Vancouver East, Vancouver-Little Mountain. Vancouver-Point Grey and Vancouver South, divided by 10; "Island electoral base" means the total number, as it exists at the time of a review required by section 19.3, of persons resident in the 2 electoral districts of Victoria and Oak Bay-Gordon Head divided by ?. (2) For the purpose of section 19.3 the electoral district base of (a) an electors' district listed in Schedule 2 is the mainland electoral base multiplied by the percentage shown opposite that electoral district, and (b) an electoral district listed in Schedule 3 is the Island electoral base multiplied by the percentage shown opposite that electoral district. Electoral Commission 19.2 (1) An Electoral Commission consisting of 3 persons is established. (2) The persons who are appointed as Chief Electoral Officer under the Election Act and as Clerk of the Legislative Assembly under this Act are, while holding those offices, members of the commission. (3) The Chief Judge of the Provincial Court shall appoint a judge of the Provincial Court as the third member of the commission. (4) The commission shall (a) carry out its functions under section 19.3, and (b) study and make recommendations on any other mattei s referred to it by the Lieutenant Governor in Council or by resolution of the Legislative Assembly. Duties of commission 19.3 (1) As soon as practicable after this Act omes into force, and on other occasions as required by section 19.4, the commission shall conduct a review of the electoral districts of the Province. 43 CHAR 12 CONSTITUTION (AMENDMENT) 33 Euz. 2 (2) For the purposes of the review, the commission shall study the most recent population figures published by Statistics Canada, pursuant to the Statistics Act (Can­ ada), and shall, on the basis of those statistics, determine (a) the mainland electoral base, (b) the Island electoral base, and (c) the number of persons resident in each electoral district of the Province. (3) The commission shall report its determinations under subsection (2) to the Provincial Secretary. (4) Where the commission's determinations show that the number of persons resident in any electoral district exceeds the electoral district base for that electoral district by more than 60%, the commission shall draw attention to that fact in its report, and (a) where the electoral district returns one member, recommend that it be represented by 2 members, or (b) where the electoral district returns 2 members, recommend that it be divided into 3 new electoral districts, each of approximately equal popula­ tion and represented by one member, and recommend what it considers should be the boundaries of those new electoral districts. (5) The Provincial Secretary shall lay the report and any recommendations of the commission before the Legislative Assembly as soon as practicable. Further reviews 19.4 Wherever, since the day the commission last submitted a report under section 19.3 to the Provincial Secretary, (a) 6 years have elapsed, or (b) 2 general elections have been held, the commission shall conduct a further review and submit a further report under section 19.3. The Schedule to the Act is amended by numbering it as Schedule 1 The following are added to the Act as Schedules 2 and 3. Pursuant to that section, Gordon Campbell, MLA for Vancouver-Point Grey, wrote to me on the 16th day of March, 1998 requesting an opinion respecting compliance with the provisions of the Act by the Member of the Legislative Assembly for Prince George North, the Honourable Paul Ramsey. In a general sense this thesis examines the centralizing forces of equality of opportunity promoted by the provincial government versus the forces of decentralization found in the principle of local autonomy. Specifically this thesis examines the reasons why the school districts in die central interior of British Columbia, around Prince George, were consolidated with little or no opposition in 1946 following the recommendations of the Cameron Report. This thesis is a case study of the region approximately in the center of the province that was to become School District No.

She researches and writes on issues of government finance and how budget decisions relate to the accessibility and quality of public services. As the new Apprenticeship Advisor for South Delta, Surrey, Langley and White Rock, Dhatt brings over eight years of experience motivating and counseling individuals towards employment.
