Fuel Pricing Seasonal Variations Fuel Transportation Standards, Quality and Testing

The Bulk Oil Storage and Transportation Company Limited (BOST) was incorporated in December 1993 as a private limited liability company with the Government of Ghana as the sole shareholder. Until May 2001, BOST was responsible for the distribution of refined products from its strategic depots located throughout the country. Ghana Oil Company Limited is a public organization with the objective of marketing and distributing petroleum products in Ghana. The biggest share of its sales comes from the sale of Diesel and Gasoline. The main distribution points are Liaison Office, Central Depot, and the Plains Depot all within the catchment area. In Ghana, Total is involved in a Joint User Hydrant Installation (JUHI) for Aviation Turbine Fuel (ATK) at the main airport, Kotoka International Airport in Ghana with two other Oil Marketing Companies (OMCs). The standard civil grade of aviation turbine fuel, Jet A-1, is manufactured to meet the requirements of the latest version of the Aviation Fuel Quality Requirements for Jointly Operated Systems (AFQRJOS) "Check List." (TOR) Limited is the only refinery in Ghana with a processing capacity of 45,000 barrels of crude oil per day. It is authorized by its regulators to process crude oil and market petroleum products. The refinery is situated in Tema about 24 kilometers east of the capital, Accra. It was originally named the Ghanaian Italian Petroleum (GHAIP) Company and incorporated as a Private Limited Liability Company under the Companies Ordinance (Cap 193) on December 12, 1960. It was 100% owned by the Group (Ente Nationalie Indrocarburi) of Italy but in April 1977, the Government of Ghana bought all the shares of GHAIP and became sole shareholder. In 1990, the name was changed to the Tema Oil Refinery (TOR).

Fuel Pricing

The National Petroleum Authority (NPA) on June 16, 2015, issued a statement announcing the first process towards the implementation of the first stage of price deregulation. The NPA has subsequently directed OMC and LPG Marketing Companies (LPGMCs) to submit their indicative ex-pump prices to NPA two days before every pricing window. The indicative ex-pump prices submitted by an OMC or LPGMC would represent its maximum indicative price for the two-week period – first to 15 and 16 to the end of the month. The NPA also directs all Petroleum Service Providers to ensure that ex-pump prices of products remain the same at all its retail outlets throughout the country at any given particular period.

Fuel Transportation

There are no constraints regarding the transportation of fuel. The current capacity can meet the local needs as well as any increases in demand from the humanitarian community.

Standards, Quality and Testing

A central laboratory has been set up to facilitate the testing of all petroleum products meant for the local market to ensure their good quality. The laboratory, located on the premises of the Ghana Standards Authority (GSA) at Okponglo in Accra, will ensure that all petroleum products to be sold locally are of good and acceptable quality to promote safety. The set-up is a collaboration between the GSA and the National Petroleum Authority (NPA) in support of the implementation of the petroleum products marketing scheme instituted in 2014.
