‘A Man of Courage and Activity’: Thomas Tew and Pirate Settlements of the Indo - Atlantic Trade World, 1645 -1730 1 Kevin McDonald Department of History University of California, Santa Cruz “The sea is everything it is said to be: it provides unity, transport , the means of exchange and intercourse, if man is prepared to make an effort and pay a price.” – Fernand Braudel In the summer of 1694, Thomas Tew, an infamous Anglo -American pirate, was observed riding comfortably in the open coach of New York’s only six -horse carriage with Benjamin Fletcher, the colonel -governor of the colony. 2 Throughout the far -flung English empire, especially during the seventeenth century, associations between colonial administrators and pirates were de rig ueur, and in this regard , New York was similar to many of her sister colonies. In the developing Atlantic world, pirates were often commissioned as privateers and functioned both as a first line of defense against seaborne attack from imperial foes and as essential economic contributors in the oft -depressed colonies. In the latter half of the seventeenth century, moreover, colonial pirates and privateers became important transcultural brokers in the Indian Ocean region, spanning the globe to form an Indo-Atlantic trade network be tween North America and Madagascar. Let Privateers Marque Terrorism: A Proposal for a Reawakening ROBERT P. DEWrrE* INTRODUCTION In the aftermath of the terrorist attacks of September 11, the United States has repeatedly emphasized the asymmetry between traditional war and the War on TerrorlI-an unorthodox conflict centered on a term which has been continuously reworked and reinvented into its current conception as the "new terrorism." In this rendition of terrorism, fantasy-based ideological agendas are severed from state sponsorship and supplemented with violence calculated to maximize casualties.' The administration of President George W. Bush reinforced and legitimized this characterization with sweeping demonstrations of policy revolution, comprehensive analysis of intelligence community failures,3 and the enactment of broad legislation tailored both to rectify intelligence failures and provide the national security and law enforcement apparatus with the tools necessary to effectively prosecute the "new" war.4 The United States also radically altered its traditional reactive stance on armed conflict by taking preemptive action against Iraq-an enemy it considered a gathering threat 5 due to both state support of terrorism and malignant belligerency. -

Navigating the Atlantic World: Piracy, Illicit Trade, and the Construction of Commercial Networks, 1650-1791 Dissertation Presented in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy in the Graduate School of The Ohio State University by Jamie LeAnne Goodall, M.A. Graduate Program in History The Ohio State University 2016 Dissertation Committee: Margaret Newell, Advisor John Brooke David Staley Copyright by Jamie LeAnne Goodall 2016 Abstract This dissertation seeks to move pirates and their economic relationships from the social and legal margins of the Atlantic world to the center of it and integrate them into the broader history of early modern colonization and commerce. In doing so, I examine piracy and illicit activities such as smuggling and shipwrecking through a new lens. They act as a form of economic engagement that could not only be used by empires and colonies as tools of competitive international trade, but also as activities that served to fuel the developing Caribbean-Atlantic economy, in many ways allowing the plantation economy of several Caribbean-Atlantic islands to flourish. Ultimately, in places like Jamaica and Barbados, the success of the plantation economy would eventually displace the opportunistic market of piracy and related activities. Plantations rarely eradicated these economies of opportunity, though, as these islands still served as important commercial hubs: ports loaded, unloaded, and repaired ships, taverns attracted a variety of visitors, and shipwrecking became a regulated form of employment. In places like Tortuga and the Bahamas where agricultural production was not as successful, illicit activities managed to maintain a foothold much longer. -

INTRODUCTION One of the missions of The Friends of Valley Forge Park is the promotion of our historical heritage so that the spirit of what took place over two hundred years ago continues to inspire both current and future generations of all people. It is with great pleasure and satisfaction that we are able to offer to the public this chronology of events of The American Revolution. While a simple listing of facts, it is the hope that it will instill in some the desire to dig a little deeper into the fascinating stories underlying the events presented. The following pages were compiled over a three year period with text taken from many sources, including the internet, reference books, tapes and many other available resources. A bibliography of source material is listed at the end of the book. This publication is the result of the dedication, time and effort of Mr. Frank Resavy, a long time volunteer at Valley Forge National Historical Park and a member of The Friends of Valley Forge Park. As with most efforts of this magnitude, a little help from friends is invaluable. HJ 14 Department of Legislative Services Maryland General Assembly 2010 Session FISCAL AND POLICY NOTE Revised House Joint Resolution 14 (Delegate Walkup) Rules and Executive Nominations Recognition of Captain Lambert Wickes of Maryland - Revolutionary War Naval Hero This joint resolution requests the Maryland General Assembly to recognize the role of Captain Lambert Wickes of Maryland in the successful outcome of the American Revolutionary War. The State must partner with the United States Navy to develop and conduct an appropriate memorial event on the grounds of the United States Naval Academy annually on October 1 to honor the service and sacrifice of Captain Lambert Wickes. Fiscal Summary State Effect: Conducting a memorial event for Captain Lambert Wickes will not affect State finances. Local Effect: None. Small Business Effect: None. Analysis Background: Lambert Wickes was born around 1742 in Kent County, Maryland. During the Revolutionary War, Wickes was appointed as the captain of the 16-gun Reprisal and listed as the eleventh in seniority in the Continental Navy. In October 1776 Wickes was selected to transport Benjamin Franklin to France on a secret mission. Through this mission, Wickes became the first Continental Navy Officer to enter European waters and the Reprisal was the first American warship to base operations in Europe, capturing and destroying 14 ships in five days. On the ships return voyage to the United States, the Reprisal sunk in the Atlantic Ocean during a violent storm. Wickes, along with the men onboard the Reprisal perished. Only one member of the ship’s crew survived. Despite his contributions to the Continental Navy, Wickes did not receive a military burial, or a State or national commemoration for his sacrifice. -

Derek L. Elliott Abstract This paper examines pre-colonial interaction among polities along the Konkan coast, from Surat to Goa, during the long half-century c.1680-1756. Specifically it uses the dynasty of the Angrias, who were deemed pirates by the European powers but were actually an integral part of the Maratha Confederacy. Scholarship that has dealt with the Angrias has relied on historiography passed down through the English East India Company chroniclers and employees to colonial historians under the British Raj and carried into contemporary times. The result has been a continued Eurocentric interpretation of the Angrias that has obfuscated the geopolitical history of the region. This paper seeks to rectify the situation through a fresh look at British archival evidence coupled with scholarship that has examined the Indian and other European languages primary source material. The Angrias were not pirates preying on the vessels of other nations. Rather, they governed a section of the Marathan Confederacy and sought through a European institution to extend exercise sovereignty over their littoral. The East India Company was unwilling to cede any of their gains of maritime supremacy to the upstart Maratha maritime force. -

FAIR SHARES FOR ALL JACOBIN EGALITARIANISM IN PRACT ICE JEAN-PIERRE GROSS This study explores the egalitarian policies pursued in the provinces during the radical phase of the French Revolution, but moves away from the habit of looking at such issues in terms of the Terror alone. It challenges revisionist readings of Jacobinism that dwell on its totalitarian potential or portray it as dangerously Utopian. The mainstream Jacobin agenda held out the promise of 'fair shares' and equal opportunities for all in a private-ownership market economy. It sought to achieve social justice without jeopardising human rights and tended thus to complement, rather than undermine, the liberal, individualist programme of the Revolution. The book stresses the relevance of the 'Enlightenment legacy', the close affinities between Girondins and Montagnards, the key role played by many lesser-known figures and the moral ascendancy of Robespierre. It reassesses the basic social and economic issues at stake in the Revolution, which cannot be adequately understood solely in terms of political discourse. Proof 1 2 3 3 4 Violence, Protection and 5 6 Commerce 7 8 Corsairing and ars piratica in the Early Modern 9 Mediterranean 10 11 Wolfgang Kaiser and Guillaume Calafat 12 13 14 15 Like other maritime spaces, and indeed even large oceans such as the 16 Indian Ocean, the Mediterranean was not at all a ‘no man’s sea’ – as 17 the sea in general appears, opposed to territorial conquest and occupa- 18 tion of land, in a prominent way in Carl Schmitt’s opposition between 19 a terrestrian and a ‘free maritime’ spatial order.1 Large oceanic spaces 20 such as the Indian Ocean and smaller ones such as the Mediterranean 21 were both culturally highly saturated and legally regulated spaces.2 22 The Inner Sea has even been considered as a matrix of the legal and 23 political scenario of imposition of the Roman ‘policy of the sea’ that 24 had efficiently guaranteed free circulation and trade by eliminating 25 the pirates – Cicero’s ‘enemy of mankind’ 3– who formerly had infected the 26 Mediterranean.
