This consolidation is part of the Community Networks for Seniors (CNS) programme expansion. Silver Generation (SG) Ambassadors actively reach out to all Singapore Citizens aged 65 and above to share with them activities and services under CNS. With the integration of health and social support services, seniors benefit from more prompt and holistic Community Care and support. Nevertheless, there is no blue print as to how to successfully manage transport demand on the local level. It should always be borne in mind that sound transport measures based on Economic Instruments: • are highly city-specific, depend on city size, level of develop- ment, road networks and transport demand characteristics, cultu- ral and educational factors that determine transport behaviour, fle- xibility in transport mode choice, public acceptance, institutional capacities to introduce and enforce measures, local institutional and jurisdictional independence from national transport policy fra- meworks; • are most effective if applied as part of a comprehensive transport strategy as outlined in chapters 1 and 2; On the regional and local level important Economic Instruments which are implemented in many countries include: • Surcharges on national/federal measures (see section 4.1), • Parking fees (see section 4.2), • Urban road and congestion pricing (see section 4.3). As contributing elements in the fabric of the Toronto, Canada City, Tall Buildings often have associated Urban Spaces which surround them. The Network of these Urban Spaces frames the public realm, and becomes the figure ground for the way we, experience our cities. James Parakh O.A.A. (Ontario Association of Architects) is the Urban Design leader for Toronto and East York District, Urban Spaces range in scale from London’s Pocket Parks, to neighbourhood scaled parks City of Toronto Planning Division. He is a CTBUH Advisory Group member and chairs the Urban Habitat / Urban Design resulting from master plans like Battery Park City, to grand urban spaces such as Downtown Committee.
