He is the son of Nand Kumar Baghel and Bindeshwari Baghel & is married to Mukteshwari Baghel. He started his political career under the guidance of his political guru Late Mr. Chandulal Chandrakar in early 80s. He joined Indian Youth Congress (IYC) in 1985 and was the President of IYC Durg District (rural) from 1990 to 1994. He was also the Vice President of Madhya Pradesh Youth Congress(1994–95). He was the President of Chhattisgarh Pradesh Congress Committee since October 2014. His constituent assembly is Patan (Durg). After the state of Chhattisgarh was formed in November 2000, he became member of Chhattisgarh Legislative Assembly. Mr. Baghel became First Minister for Revenue, Public Health Engineering and relief work (until 2003). Mr. Baghel with the help of other leaders like T. S. Singh Deo, Charan Das Mahant, P. L. Punia etc. played a major role in rejuvenating Chhattisgarh Congress after Jhiram ghati kand in 2013 which left the party in tatters. Chhattisgarh is located in the Center-East part of India. It is the 10th largest state in the country. Sixteen Chhattisgarhi-speaking southeastern Madhya Pradesh districts were partitioned in the year 2000 to form this state. It is also known for its high Scheduled Tribe population. It is also one of the states known for the presence of Naxalite insurgents in the country. A little more than a year ago we had gathered to discuss the Draft Approach Paper to the Tenth Five Year Plan. Now, when the first year of this Plan is nearing its end, we are meeting to approve the Draft Tenth Five Year Plan. However, discussion at this stage would, I presume, serve the purpose of focusing attention not only on the objectives and strategy set out for the Plan but, in the light of the role that has been envisaged for the States, also focus on the ability, or otherwise, of the States to contribute to the success of the same. 3. Every Five Year Plan provides an opportunity of stock taking as well as reorienting the priorities of the Government, Central and State, in the light of the changing environment. It is pertinent, therefore, to discuss briefly what we had sought to achieve in the Ninth Five Year Plan and how far we in Rajasthan have succeeded in achieving the same. 4. The main objectives of the Ninth Five Year Plan was 'growth with equity' and included objectives like generating adequate productive employment, eradicating poverty, ensuring nutrition security to the vulnerable sections, basic minimum services of drinking water, healthcare, containing population growth primary education and shelter, empowering the disadvantaged groups like SCs/STs and OBCs, promoting and developing people's participatory institutions, and, strengthening efforts to build self-reliance.

Chief Minister said that it would take only one hour to reach from Bastar to Raipur and Hyderabad via flight. And from Hyderabad, one can travel to any place in the world. Presently, it takes 6 hours to reach from Bastar to Raipur by road and nearly 12 hours to reach Hyderabad by road. Now in case of medical emergencies, people of Bastar will be able to reach Raipur,Vishakhapatnam or Hyderabad via flight within an hour.
