He received his masters from the University of Arkansas in 1975. He did some post graduate work at the University of Georgia.

Tom was an American history teacher at Dunbar Junior High School and Hall High School. both in UtIle Rock. He then went on to work as historical parks planner with the Arkansas Department of Parks and Tourism. later, he served as the Direc­ tor of the Arkansas Department of Heritage.

While in this position, he served as the chairman of the Sesquicentennial Commission, which coordi­ nated the celebration of the Slate's 150th anniver­ sary of statehood in 1986. That year, Tom made the move to the University of Central Arkansas. to be the first director of the UCA Archives and Spe­ cial Collections. During his tenure, the archives has amassed an impressive collection 01 manuscripts, photographs and maps and has become one of the important resources for research in Arkansas his­ tory.

Tom has been prolific in his historical writings. Numerous articles have appeared in the Arkansas Historical Quarterly, the Pulaski County Historical Review and other historical journals. He has writ­ ten or co-compiled two books, Researching Arkan­ sas History, and Arkansas History: an Annotated Bibliography. He also wrote the introduction for the new edition of Mifflin W. Gibbs autobiography, Shadow and light. Tom is considered an expert on Arkansas black history. He has been president 01 By Tim G. Acts of Arkansas Act CLXXXV (1899)

An Act to permit ex-Confederate and United States Soldiers and Sailors, and ali blind persons, to peddle and give Ulustrated lectures and magic lantern exhibitions without paying license.

Sections: 1. Indigent ex-Confederate or United States Soldier to peddle and give certain exhibitions without license. 2. Ex-Soldier to make affidavit and County Judge to issue certificate. 3. Repeals all laws In conflict and act takes effect from passage.

Be !1 enacted !ri the General Assembly of the State of Arkansas:

Section L It shall be lawful for any indigent or disabled ex-Confederate or United States soldier or sailor, and aU blind persons residing in this State, to engage in what Is commonly known as hawking and peddling, to give Dlustrated lectures and magic lantern exhibitions and such other like entertainments without paying either State, County, city or town license or tax for the privilege of so doing; provided, thet the provisions of this act shall not apply to any ex-Confederate or United States soldier or sailor drawing a pension exceeding eight dollars per month.

Section 2. Before any ex-Confederate of United States soldier or sailor shall be entitled to any of the privileges set out in section 1 of this act. he shall make an affidavit in writing before some officer author­ izzed by law to administer oaths, that he is a resident of this State, and that he was peoperiy mustered in and served as a soldier or sailor in the army or navy of the Confederacy or United States. A certHicate of the County Judge of the County In which any ex-Confederate or United States soldier or sailor resides, setting forth that said soldier or saUor has compiled with the provisions of this act. and that he is entitled to the benefits and privileges set out in section 1 of this act. shall be sufficient proof of the indigency or disabU­ tty and of the service of said soldier or sailor in the Confederate or United States army or navy; provided. that nothing In this act shall be so construed as to authorize the peddling of any ardent spirits or intoxicat­ ing liquors. upon which a license is now imposed by law; provided, further, that the privileges hereunto granted shall not be assignable to, transferable to or used by any other person other than the original person or persons to whom a certHlcate has been issued as provided by this act.
