MINUTES OF MEETING OF BOARD OF DIRECTORS OF ARKANSAS THOROUGHBRED BREEDERS' & HORSEMEN'S ASSOCIATION A meeting of the Board of Directors of Arkansas Thoroughbred Breeders' & Horsemen's Association was held Wednesday, March 5, 2014 at 1:00 p.m. at the ATBHA office located at 161 Golf Links Road, Hot Springs, Arkansas. President McDowell called the meeting to order. The Directors not in attendance were Susan Watkins and David Whited. A quorum was announced. President McDowell asked if there were any corrections or discussion regarding the Minutes from the February 5, 2014 meeting; there being none, Val Yagos made a motion to accept the Minutes as presented, sec- onded by Linda Anderson, and unanimously approved. President McDowell then asked if there were any questions regarding the 2013 year-end financial report that had been distributed to all directors. After brief discussion, Stanley Roberts made a motion to accept the 3 Year Comparative Financial Statement as prepared by our CPAs for the 2013 year end, seconded by Val Yagos and unanimously approved. Lewis Mathews gave a report summarizing the Horsemen's Committee meeting held before noon with Oaklawn. Of major concern to all parties was the fact that the Downthedustyroad Breeders' Stakes was called off because there were only four entries. It was agreed that this should not happen. After discussion, Val Yagos made a Motion to change the condition of all Arkansas-bred stakes races at Oaklawn that currently are for "colts and geldings" to no longer be restricted by sex, thus leaving the race open to all Registered Arkansas-breds that otherwise qualify, seconded by Lewis Mathews, and unanimously approved. Additionally, there was discussion regarding Maiden Special Weight races for Registered Arkansas-breds and the possible consideration of a "least preferred" amount to be added to the condition of such races. The matter will be tabled to allow more time for the directors to determine the "least preferred" amount that would be best for all parties concerned. Next was the matter of the request of Jim Labiak for breeder's awards to be paid on a mixed breed race 9/20/13 at FP where Ruddys Buddy had earnings of $3,600. After discussion, being aware that The Jockey Club does not acknowledge or include earnings in mixed-breed races and most importantly pursuant to Arkansas Racing Commission Purse & Awards Fund Rules (page 3 of Rules and Regulations for Arkansas-bred Thoroughbred Horses, Arkansas Broodmares and Arkansas Stallions), which state "Statistics used to determine earnings of Arkansas-breds for the purpose of computing Stallion and Breeder Awards are obtained from The Jockey Club." Based on the above Linda Anderson made a Motion, seconded by Jesse Clement, to disallow payment of Breeder Awards on earnings of Ruddys Buddy in the FP race on 9/20/13 where he finished 1st and earned $3,600. Next was clarification of the handling of a returned check on a 2013 nomination payment. After discussion, a Motion was made by Val Yagos, seconded by Linda Anderson, that in the event a check is returned on a nomination payment, the payee shall be notified that a $15.00 returned check fee is owed to ATBHA, that the check is being redeposited and should it not clear the payee's bank account and the returned check fee is not paid, the nomination will be considered null and void as if the payment was not timely made. A vote was taken and the motion was unanimously approved. A report was given to all Directors explaining the 2013 Purse and Awards Fund Distribution with attachments itemizing eligible earnings of Registered Arkansas-breds for Breeder, Stallion and Owner Awards, the funds to be distributed and the percentages to be paid in 2014 on the 2013 earnings. Tim Martin then reported that he had talked to personnel at Remington Park about the possibility of holding the Arkansas-bred two-year-old races at their facility in 2014. After being advised they would be happy to host these races, he shared the contact information to Bill McDowell. President McDowell reported he is still in negotiations with them regarding the possibility of Remington Park contributing a portion of each purse and the conditions of each race, and explained they are asking us to give them possible dates for these two races. After discussion, Tommy Ives made a Motion to ask for the date of Saturday, November 8, 2014 as our first choice for these races, November 1, 2014 as our second choice and October 25, 2014 as our third choice. The Motion was seconded by Val Yagos and unanimously approved. A follow-up report will be given at the next meeting. The next matter to be considered was discontinuation of "Champion" Awards plaques. After discussion, a Motion was made by Stanley Roberts, seconded by Libbie Thiel, that in the future the awards to be present- ed at the Awards Banquet annually will be Breeder of the Year, Horse of the Year, Stallion of the Year, Broodmare of the Year and all Stakes Winners. MINUTES OF MEETING OF BOARD OF DIRECTORS OF ARKANSAS THOROUGHBRED BREEDERS' & HORSEMEN'S ASSOCIATION A meeting of the Board of Directors of Arkansas Thoroughbred Breeders' & Horsemen's Association was held Wednesday, April 2, 2014 at 1:00 p.m. at the ATBHA office located at 161 Golf Links Road, Hot Springs, Arkansas. President McDowell called the meeting to order. All directors were in attendance, with the exception of David Whited, representing a quorum. President McDowell asked if there were any corrections or discussion regarding the Minutes from the March 5, 2014 meeting of the ATBHA Board of Directors. There being none, Linda Anderson made a motion to accept the Minutes as presented, seconded by Val Yagos, and unanimously approved. Linda Anderson was asked to explain her suggestion to alleviate future stakes races from being cancelled. She said she had talked to others and suggested a person from the Horsemen's Committee be delegated to work from the Supplementary Nomination List provided by Oaklawn's Racing Office prior to the date of entries, to assure enough entries would be made for this race to run. She further said she thought Lewis Mathews, who is on the Horsemen's Committee, would be a good person for this. After brief discussion, Motion was made by Val Yagos, seconded by Tommy Ives, that Lewis Mathews be the delegated person from the Horsemen's Committee to work with Oaklawn and those that have submitted a supplementary nomination to assure that there are enough entries to alleviate future stakes races from being cancelled. A vote was taken and Motion passed unanimously. Next was discussion concerning the timing of the restricted MSW races during the 2014 live race meet. Bill asked Deana, since The Horsemen's Committee had not met with Oaklawn yet this month, to schedule a meeting with Jed Doro and Pat Pope as soon as possible, this being the last meeting during the live meet, so scheduling of the restricted MSW races in 2015 could be discussed. President McDowell said that he had again talked with Mike Shamburg at Remington Park and we would be sending a letter of agreement to him setting forth the agreements of both parties to run the 2014 Razorback and Lady Razorback at Remington Park, Saturday, November 8, 2014. The purse will remain $50,000 for each race with ATBHA being responsible for the entire purse of both races. We will further explain to Remington Park officials that a $500 to enter and $500 to start fee will be collected at the date of entry and the start date with those funds to be applied to the $50,000 purse of each race. Additionally, the Razorback will be written as an open race for colts/geldings and/or fillies (colts and gelding preferred) to allow 2 year old fillies with a race in which to run in the event the number of entries is insufficient to fill the filly race. Next was a brief discussion regarding the Awards Banquet. Bill suggested next year that we ask Eric Jackson to speak at our banquet and make the same presentation that he made to our Board at the beginning of the year. It was very informative and will give our members some insight into what has occurred over the years that ultimately got us to where we are today. The other directors agreed. Deana will ask Mr. Jackson if he will make the same presentation to our general membership at the Awards Banquet in 2015. There being no further business, the meeting was adjourned. 2014 filly by Ordained - Only Starfish Stables, breeder 10 A Message from our President: I hope everyone had a good meet at Oaklawn. I thought the Arkansas-breds fared real well this year. Year end figures have not yet been provided, but I think we’ll be happy. Congratulations to the winning owners and breeders of the Arkansas stakes races. Which reminds me to again mention, for the benefit of those that weren’t at the Awards Banquet, that the two-year old stakes races are being moved from Louisiana Downs to Remington Park effective this year. We ran these races at Louisiana Downs for 20 years, but the ATBHA Board felt it nec- essary to make this change. Everyone I’ve talked to and those that have mentioned it at the ATBHA office are happy with this move. The purse amounts and conditions will stay the same and both races are scheduled for November 8th. The percentage paid for Breeder Awards this year (on 2013 earnings) dropped from 13.25% (paid last year) to 11.25% (paid this year). That is not a bad thing when you know the reason for the decrease. Registered Arkansas-bred horses earned $5,782,297 in 2013 which is about a million dollars more than the amount they earned in 2012 ($4,789,277). Purses are increasing, horses earnings are increasing and owners are winning more at the tracks. Expansion of the EGS area at Oaklawn started the Monday after the and appears to be pro- gressing well. Oaklawn is hoping for a November completion. Question: What is that going to mean to A.T.B.H.A.? Answer: More money paid into the Purse and Awards Fund and higher percentages paid in Breeder, Stallion & Owner awards. Unfortunately, there were a few that couldn’t attend because our banquet date (which is the Friday of the Rainbow & Rainbow Miss weekend) conflicted with spring break. Next year the scheduled banquet date is March 27th. Mark that on your calendars! Pat Day was our guest speaker and we enjoyed seeing and hearing him. Congratulations to all of the awards recipients for 2013. It’s always encouraging to see new faces receiving these awards. The awards checks were mailed later this year than we had hoped. With the new program that the State of Arkansas designed and requires that we use, it will get easier and faster. You, as a breeder, stallion owner and/or racing owner, can help us by keeping the ATBHA office informed of any changes in your mailing address. Also, please look at the last four digits of a SSN or FEIN listed on the sheet or sheets you received with your check to make sure those numbers match the last four digits of your SSN or FEIN. If there is a discrepancy, please notify the ATBHA office immediately. That will save time us a lot of time.
