Vernon Township’s “BACKPACKER” Club Please help the less fortunate children in Vernon Township start the school year with new school supplies. Vernon Township is seeing more families than ever needing the extra services that the township provides.

Suggestion for this year: Fill a gender neutral backpack with supplies for a specific grade level. You can go to any school’s website and see what each grade needs. Make sure you mark the backpack for the specific grade. Vernon Township will accept loose school supplies as well.

Donated items should be delivered to the Vernon Township Administration Building at 3050 N. Main St. Buffalo Grove before the 2nd week of July. If you have any questions or suggestions please feel free to call Kathie at (847) 634-4600.

50/50 Taxi Coupons Vernon Township has made changes to the 50/50 Taxi Program. This program is still available to Senior Citizens and Disabled residents of Vernon Township. However, coupons sold as April 1, 2012, can no longer be used for transportation to and from any airport. For residents interested in participating in this program, the 50/50 Taxi Program offers $3.00 coupons good for use with American Taxi. The coupons are purchased for half the coupon value ($1.50) and residents use the coupons to pay the posted cab fair. Coupons are sold in $15 increments and limited to $75 per household, per month.

Vernon Township | Summer 2012 | 3 From the Desk of the Assessor Exemptions are also known as Property Tax Relief. There are a variety of exemptions you can receive on your tax bill. It is up to you as a taxpayer to make sure you are receiving the exemptions for which you are eligible. Everyone should receive a General Homestead Exemption as long as the property is your primary residence. The General Homestead Exemption will take off 6,000 from your assessment before the tax rate is applied. A primary residence means you live at that property; it is the address that appears on your driver’s license, and it is the address you are registered to vote from. If you are not receiving this exemption, please call our office so that it can be corrected. If you are receiving the Homestead Limited Exemption on more then one property, it is essential to call our office as well to get this corrected. Illinois law only allows the Homestead Exemption on your primary residence. Most states, if not all, have this same law. Other exemptions you might qualify for are: • Senior Exemption • Senior Freeze Exemption (FREEZE FORMS ARE USUALLY MAILED OUT IN MARCH/APRIL) • Home Improvement Exemption • Disabled Veteran’s Standard Homestead Exemption • Disabled Veteran’s Exemption • Disabled Person’s Homestead Exemption • Returning Veteran’s Exemption

Property Tax Rate What is the property tax rate and how is it calculated? Property tax dollars are determined by two specific things, your assessment and the Property Tax Rate. By law, your assessment is determined each year by the assessor based on the prior 3 years of sales. Your Property Tax Rate is determined by the amount of money your municipalities need to operate for the year, also know as their budget. Most tax bills include multiple tax districts such as, County, Village, Library, Park District, High School, Grade School, College, Forest Preserve, Fire, Police, and Township. Even when assessments decline, all taxpayers still need to pay their portion of these district levies for the year. You may NOT see tax bills go down unless these taxing bodies decrease their spending. After the Lake County Treasurer receives all the budgets and has the final assessment totals, the tax rate is determined and applied to each tax bill. The tax rates will go up year to year if the budgets continues to go up year to year. Tax rates are determined right before the tax bills come out, usually sometime around April. Please note that the county tax extension office will be calculating higher tax rates in general for the 2011 payable 2012 real estate tax bills. Rates are calculated by dividing the legal budget also known as levy requested amount by the taxable equalized assessed value of each given district. With property assessments decreasing in general and correspondingly decreasing taxing districts equalized assessed values, the result is a higher tax rates. Even if spending remains flat for a district a lower equalized assessed value would result in a higher tax rate as calculated by the county. The 2011 tax bill payable in 2012 is mailed out usually the first week in May; the due dates are June 6, 2012 and September 6, 2012. The Lake County Treasurer’s Office mails out over 264,000 tax bills and collects over 2 billion dollars in taxes. They only send out one tax bill a year with two stubs attached. To avoid penalties, payments must be US postmarked by the actual due date.

4 | Vernon Township | Summer 2012 Highway Department Briefs Spring Clean Up Weekend Spring Clean Up Weekend in unincorporated Vernon Township will take place on May 5th and 6th with a rain date of May 12th and 13th. During this weekend dumpsters will be strategically located in the subdivisions of: Horatio Gardens, Krisview Acres, The Meadows, and Pekara. Additional locations include Elm Road, Woodbine Circle, and Juneway. When discarding items into the dumpsters, please take the time to do so in such a way that will allow for the maximum use of the space provided. Please refrain from filling the dumpsters over the top. Unfortunately there are some items that cannot be disposed of into the dumpsters, and they are: . Appliances of any kind . Tires . Paint, solvents, household hazardous materials or chemicals . Yard waste (grass clippings, brush or tree limbs) . Construction debris To find out how or where to dispose of these items please visit www.swalco.com. Year Round Electronic Recycling Program The Vernon Township Highway Department, located at 3050 N Main St. Buffalo Grove, is accepting electronic recycling between 8:00 a.m. - 3:00 p.m., Monday through Friday. This is an unmanned program, which means there may not be anyone available to help remove the items from your vehicle, so please plan accordingly. Culvert Maintenance Keeping the culvert(s) in front of your residence free of debris is important for proper drainage. A periodic check of your culvert(s) and removal of any debris can reduce flooding during the rainy season. If you live in Unincorporated Vernon Township and have difficulty removing any debris or you find a plugged culvert, please contact the Vernon Township Highway Department. Permits Permits are required when you are doing work on the ditch, culvert, trees, bushes and driveways in the right of way. The right of way is approximately 20’ from the edge of the road. Clarke Mosquito Abatement As the weather gets warmer the emergence of mosquitoes begins. To help eliminate this continued threat, Vernon Township has again contracted with Clarke Mosquito Control to treat known areas in unincorporated Vernon Township. For further information regarding this program or if you are having problems with mosquitoes near your home please call the Mosquito hot line at 1-800- 942-2555. If you do not live in an unincorporated area, please contact the village you live in regarding their abatement program.

Vernon Township | Summer 2012 | 5 Vernon Township Food Pantry Vernon Township wishes to thank all the local schools, churches, families, corporations, synagogues, and other organizations who donated cash, grocery gift cards and food to the township’s non-perishable food pantry. The generous support of the community enables Vernon Township to achieve its goal of helping those in need. At the present time the township has over 350 families signed up to use the pantry.

The Food Pantry is always in need of food, especially during the summer months. Sponsor-A-Family 2011 - Reaching out to the Community The holidays are a wonderful time of year to celebrate as well as reach out and help those that are less fortunate. Vernon Township would like to take this opportunity to thank the participants in our annual holiday Sponsor-A-Family programs. Once again the Vernon Township community reached out to over 160 less fortunate families and enabled them to enjoy a Thanksgiving dinner and many wonderful holiday gifts.

Pictured below are just a few of many residents who participated in the program. Alexia and Jessica both helped deliver gifts to the township. Thanks to the employees of the Grainger Corp., three very lucky families were helped for the holidays with many wonderful gifts.

Disability Parking Placards According to the Secretary of State’s Parking Program for Persons with Disabilities brochure (available for you to read at www. cyberdriveillinois.com) Vernon Township can only issue a Temporary Placard for 90 Days. If you need one longer or you have to extend the one you have, you will have to go to a Secretary of State office. The Secretary of State office can issue up to 6 months.

Back By Popular Demand 4th Vernon Township’s 4th Annual Community Garage Sale WHEN: Saturday June 9, 2012 TIME: 10:00 a.m. until 3:00 p.m. (Set-up starts at 7:00 a.m.)

Vernon Township will be hosting the 4th Annual Community Garage Sale in the west parking lot of the Prairie View Train Station. The township will be selling 2 spaces (16ft x 17ft) for $25.00 with proceeds from the sale of spaces benefiting the Vernon Township Food Pantry.

Applications are available at the Vernon Township Administration Building or on line at www.vernontownship.com. Spaces are available on a first come first serve basis. Spaces may be reserved in person at the township office or, if mailing the application, spaces will be assigned by the township. Everyone is invited to participate, however space is limited so reserve your spaces early. Deadline for reserving a space is May 18. Sellers must provide their own supplies such as tables, chairs or something to hang clothes on. Clean up is also the responsibility of the seller after the sale is over.
