Mission: • Provide greater opportunities of access to Higher Education with equity to all the eligible persons and in particular to the vulnerable sections. • Expand access by supporting existing institutions, establishing new institutions, aimed at removing imbalances that exist at present. • Initiate policies and programmes for strengthening research and innovations. • Promote the quality of Higher Education by investing in infrastructure and faculty, promoting academic reforms, improving governance and institutional restructuring. Goals: A. Higher Education:- I. Improving the Quality and Reach of Higher Education:- Issues:- → Despite massive expansion of higher education, quality has been a crying concern as reflected in the reports of the various committees appointed from time to time by University Grants Commission. → Quality, access and equity should go together in a pluralistic society like ours. → Access without quality can only augment the problem of unemployment and unrest among the educated youth. → Quality at the level of higher education is to be rated on the basis of the following criteria: • Employability • Innovative research output • Social sensitivity and emotional maturity Approach (Steps proposed to be taken to ensure quality with inclusiveness): → Right student for each course:- • The talent inventory should actually start from the preprimary level so that when the student reaches the level of higher education, the student and the parents will be clear in their mind as to which subject the student should accommodate.
