Foreword

Micro, Small & Medium Enterprises – Development Institute, Kanpur is dedicated to render services for the development of MSMEs in 25 districts of Central . The institute was set up in 1958. The Institute functions in close coordination with the State Government in this endeavour and to implement various programmes & policies formulated by the Office of the Development Commissioner (MSME), Ministry of MSME, Government of India.

This Annual Progress Report for the year 2014-15 includes the important programmes and activities organized by the Institute during the year 2014-15 under the directions of the office of the Development Commissioner, MSME. It is to mention here that this Institute has organized 63 ESDPs, 06 EDPs, 02 MDPs, 53 IMCs, 1 National Vendor Development Programme, 15 State Level Vendor Development Programmes and special programmes on various topics like Intellectual Property Rights, Bar Code, QMS/QTT, Product Certification, Energy Efficiency Technology under NMCP. Apart from these, various cluster development proposals were examined and recommended for approval of the competent authorities.

I appreciate the sincere efforts made by Shri Jagadish Sahu, Asstt. Director (EI) in preparing and bringing out the Annual Progress Report for the year 2014-15 under the guidance of Shri Rajesh Kumar, Dy. Director (IMT). I further appreciate Shri P. S. Bajpai, Stenographer of this institute for nice secretarial assistance and typing of the report.

CHAPTER 1

INTRODUCTION

The Office of the Development Commissioner (MSME) is an attached office of the Ministry of Micro, Small and Medium Enterprises (MSME) and is the apex body to advise, coordinate and formulate policies and programmes for the development and promotion of the MSME Sector in the country. The office also maintains liaison with Central Ministries and other Central/ State Government agencies/organizations/ financial institutions for the benefit of the MSMEs. Office of the Development Commissioner (MSME) has a network of 30 MSME-Development Institutes (MSME- DIs), 28 Branch MSME-Development Institutes (Br. MSME-DI), 4 MSME-Testing Centres (MSME-TCs), 7 MSME-Testing Stations (MSME-TSs) and also 18 Autonomous bodies which include 10 Tool Rooms (TRs), 6 MSME-Technology Development Centers (MSME-TDCs) and two Footwear Training Institutes.

In the state of Uttar Pradesh, the support facilities and services of the Office of the Development Commissioner (MSME) are rendered through the network of three MSME-Development Institutes located at Kanpur, Agra and Allahabad and one Branch Institute at Varanasi.

MSME-DEVELOPMENT INSTITUTE (MSME-DI) KANPUR

MSME-DI, Kanpur has been set up at Kanpur in Uttar Pradesh since 1958. At present, it caters to the promotional and developmental needs of MSME Sector of 25 districts of Uttar Pradesh, namely Auraiya, Basti, Barabanki, Kushinagar, Deoria, Etawah, Farukhabad, Fatehpur, , Gorakhpur, Hamirpur, Hardoi, Jalaun, Jhansi, Kannauj, Kanpur Nagar, Kanpur Dehat, Lakhimpur Kheeri, Lalitpur, , Mahoba, Raebareli, Shahjahanpur, Sitapur and Unnao. Rest of the districts fall under the jurisdiction of MSME-DIs at Agra and Allahabad.

MSME-DI, Kanpur is the nodal institute for the state of Uttar Pradesh. The institute maintains a close liaison with the State Industries Department, Financial Institutions/Banks, State Promotional Agencies, Technical Departments, Universities and academic institutions, engineering colleges and Industry Associations. The support of the institute is basically in terms of:-

Publicizing the Public Procurement Policy and facilitating due share of MSE Sector in procurements by Government Departments and Public Sector Enterprises 4. REVENUE

MSME Development Institute, Kanpur has a mechanical workshop attached to it. The earlier facilities of testing and heat treatment have been discontinued. Most of the work is done with Wire Cut CNC machine. Training programmes are also being organized for wire cut CNC machine and other technical topics. The revenue earned from technical training programmes including ESDPs are mentioned below. Apart from this revenue is also earned through fee charges for participation in the training programmes, inspection charges for assessing the production capacity of the MSEs for Government Purchase Programme of NSIC, etc. The details of the revenue earned during the year 2014-15 are given below:

Meetings Convened/ Attended

Meetings convened /attended/ represented by Director, MSME-DI, Kanpur:

5.1 National Awards – 2013 to MSME Units

Officials of the Institute visited various units, explained the scheme and motivated the units to apply for the National Awards. 60 applications pertaining to different categories of National Awards such as Outstanding Efforts in MSMEs engaged in Manufacturing, Outstanding Entrepreneurship in Micro & Small Enterprises in Rendering Services, Product/Process Innovation Efforts in MSME, Quality Products and Lean Manufacturing Technology in MSMEs were received from different regions of U.P. for consideration of National Awards 2013.

The applications were then scrutinized/ evaluated at MSME-DI, Kanpur by an Internal Screening Committee consisting of officials of MSME-DI, Kanpur, MSME-DI, Agra, MSME-DI, Allahabad and Directorate of Industries, Govt. of U.P., Kanpur on 20 & 21 Nov. 2014. Officers did a commendable job in scrutinizing the applications to enable the State Level Selection Committee for further consideration.

The State Level Selection Committee meeting was held in Lucknow on 26.11.2014 under the Chairmanship of Shri Mahesh Kumar Gupta, IAS, Principal Secretary (MSME & Export Promotion), Govt. of Uttar Pradesh. 34 applications from Uttar Pradesh were recommended to the National Level Selection Committee for National Awards - 2013.

5.2 State Level Advisory Board – 2014:

The State Level Advisory Board (SLAB) meeting was held in Lucknow on 26.11.2014 under the Chairmanship of Shri Mahesh Kumar Gupta, IAS, Principal Secretary (MSME & Export Promotion), Govt. of Uttar Pradesh, to discuss various issues relating to MSME sector of Uttar Pradesh. All developmental institutes associated with the development of MSMEs were invited in the meeting.

5.3 Other meetings during 2014-15 are detailed below:

1. Shri R. K. Prakash, Asstt. Director (Electrical) attended Cluster meeting at Office of the Commissioner & Directorate of Industries, Govt. of U.P., Kanpur. The meeting was chaired by Shri L. Venkateshwaralu, IAS, C&DI.

2. A Team of Officers of the Institute visited Deoria to welcome the Hon’ble Minister of MSME on 31.05.2014 & 01.06.2014. During the visit, Hon’ble Minister ordered to submit future Action Plan for upliftment of the Industrial Scenario of District Deoria. The Information & data related to various District offices viz: DIC, Deoria, UPSIDC, BSNL, RDSO, DLDO, Dist. Agriculture

Office, Vikas Bhawan & Collectorate, Deoria, were collected to prepare District Industrial Potential Survey Report.

3. Director, MSME-DI, Kanpur and Shri J.K. Sinha, Asstt. Director (Mech.) visited Varanasi and Mirzapur to accompany Secretary (MSME) for various visits to Khadi Institutions.

4. Shri Sanjay Bisariya, Joint Development Commissioner, MSME, Hqrs., New Delhi visited various textile, leather & food industries of existing & proposed Clusters (lean) during his visit to Kanpur on 17.05.2014. Shri Ajay Bajpai, AD(Electronics) & Shri S.K. Agnihotri, AD(Chem) of the Institute were associated during the visit.

5. Shri R.K.Prakash, AD (Electrical) of the Institute attended DLCC Meeting at Collectorate, Kanpur.

6. Shri Amit Bajpai, Asstt. Director (Elect.) has attended the Workshop on Capacity Building at Kolkata organized by GIZ under MSME Umbrella Programme on 26 & 27 May, 2014.

7. Director of the Institute alongwith Shri Ajay Bajpai, AD (Electroncis), Shri Jagadish Sahu, AD(EI) attended a meeting on 17.06.2014 at Institute for Entrepreneurship Development, Lucknow. The meeting was chaired by Principal Secretary (MSME & EP), Govt. of U.P. for discussion on prevention of Sick units & Exit Policy.

8. Director of the Institute alongwith Shri Yogendra Pandey AD(IMT) attended a meeting on 20.06.2014 at Deoria to discuss various issues for promotion of entrepreneurship. The meeting was chaired by Hon’ble Minister of MSME, Govt. of India.

9. Shri Sanjeev Chawla, Director, Shri R. K. Prakash, Asstt. Director (Elect.) and Shri S. K. Agnihotri, Asstt. Director (Chem.) of MSME-DI, Kanpur met Shri N.K. Narula, GM (Subsidy), SIDBI, Lucknow to discuss procedural requirement for processing the application and guiding the entrepreneurs for various components of TEQUP scheme.

10. Director of the Institute alongwith Shri R.K. Prakash, AD(Elect.) and Shri S.K. Agnihotri, AD(Chem.) attended a meeting on 30.06.2014 at Hotel Gomti, Sapru Marg, Lucknow. Shri Mukul Singhal, IAS, Chairman of KVIB, Senior Officers from Bank, SLBC, Coir Board, State Directorate, KVIC, Zonal Manager, NSIC also attended the said meeting. The meeting was chaired by Hon’ble Minister of MSME, Govt. of India Shri Kalraj Mishra.

11. Shri J.N.S.Yadav AD(Stat.) attended SLBC meeting on 06.06.2014 at Bank of Baroda, Baroda House, Gomti Nagar, Lucknow.

12. Shri V.K.Bhatt, AD(Stat) and Shri Jagadish Sahu, AD(EI) attended RBI Empowered Committee meeting on 25.06.2014 at RBI Bhawan, Gomti Nagar,

Lucknow. The officers also visited DIC, Lucknow for collection of IIP Data of District Lucknow.

13. Shri V.K.Bhatt, AD(Stat.) also attended District Level Coordination Committee meeting organized by BOB, Kanpur at Collectorate, Kanpur on 26.06.2014.

14. Shri R.K.Prakash, AD (Elect.) participated in Awareness Programme on Product Certification organized in association with BIS Lucknow at IIA Bhawan, Kanpur on 26.06.2014.

15. Director of the Institute attended a meeting on Lean Manufacturing at New Delhi on 22-07-2014.

16. Director of the Institute alongwith other officers attended a meeting of Financial Inclusion for Hosiery Association Members, which was organized at MSME-DI’s Committee Room. Prominently present in the Meeting were DGM and Sr. Managers of BOB and entrepreneurs.

17. Shri Ajay Bajpai, AD(Electronics), extended technical services to Advanced Training Instittue (ATI), CTI Chauraha, Kanpur.

18. Director of the Institute had a meeting with Shri L.Venkateshwarlu, Commissioner & Director of Industries U.P., on the subject of U.P. Trade Fair and cluster development.

19. Hon’ble Union Cabinet Minister for MSME, Shri Kalraj Misra took a review meeting of MSME-DI, NSIC, KVIC and Coir Board at VVIP Guest House at Lucknow. DD (IMT), Shri Rajesh Kumar along with Shri Ajay Bajpai, AD, briefed the progress of MSME-DI, Kanpur.

20. Director along with DD (IMT), Shri Rajesh Kumar and AD(Mech), Shri Manoj Pandey, attended a seminar on Aromatic & Medicinal Plants organized by CSIR-CIMAP, Lucknow.

21. Director along with DD (IMT), Shri Rajesh Kumar had a meeting with Shri Manmohan Agrawal, President, IIA (Lucknow Chapter) and discussed about possibilities of organizing special programmes with IIA.

22. Director along with officers of this institute actively participated in awareness programme on Bar Code with specific thrust on NMCP Schemes in association with CSIR, Lucknow held at Rania, Kanpur Dehat.

23. Hon’ble Minister (MSME), Govt. of India took a review meeting of PMEGP in the State of U.P in Indira Gandhi Pratisthan, Lucknow. Hon’ble Shri Narad Rai, Minister of Khadi and Village Industries, Govt. of U.P., Hon’ble Shri Bhagwat Saran Gangwar, Minister for MSME and Export Promotion, Govt. of U.P., Secretary, MSME, Ministry of MSME, Govt. of India, Principal Secretary (MSME and Export Promotion), Govt. of U.P., Chairman KVIB, Lucknow, Govt. of U.P., Commissioner & Director of Industries, Govt. of U.P. were also present. District-wise targets and achievements for PMEGP were discussed.

24. Director of the Institute alongwith Shri Ajay Bajpai, AD (Electronics), Shri R.K.Prakash, AD(EIect.) attended a meeting on 18.09.2014 under PMEGP Scheme. The meeting was chaired by Hon’ble Minister, MSME Shri Kalraj Mishra.

25. Director of the Institute attended 37th Steering Committee Meeting of MSE- CDP on 03.09.2014 in New Delhi under the Chairmanship of Secretary (MSME), Govt. of India, New Delhi.

26. Director of the Institute attended a meeting on 30.09.2014 organized by IIA Kanpur at Rania, Kanpur Dehat under the Chairmanship of Kanpur Zone Commissioner Shri Mohd. Iftikharuddin, IAS.

27. Shri R.K.Prakash, AD(Elect.) attended a meeting on Innovation at Department of Science & Technology, Lucknow on 26.09.2014.

28. Shri V.K.Bhatt, AD(Stat.), attended a meeting organized by Bank of Baroda at Collectorate, Kanpur on 15.09.2014.

29. Director of the Institute Shri Sanjeev Chawla attended Entrepreneurship Meet organized by GHS-IMR, TIE Uttar Pradesh in GHS-IMR Auditorium as a Panelist and motivated the participants to draw action plan for launching their enterprises and detailed various Govt. Schemes. Other Panelists were Shri S.K.Tripathi, Senior Manager, NSIC, Kanpur, Shri N. K. Pawar, DGM and Regional Head, Band of Baroda, Kanpur. Shri Manvendera Singh, Jt. DGFT, Shri Amit Tiwari, IIT, Kanpur, CEO, MKT Software interacted with the prospective entrepreneurs for developing their projects.

30. Director of the Institute Shri Sanjeev Chawla attended a meeting on “How to promote Export” under the Chairmanship of Shri L.Venkateshwarlu, IAS, Commissioner & Director of Industries, Govt. of UP, Kanpur on 29.10.2014.

31. Director of the Institute alongwith Shri R.K.Prakash, AD(Elect.) & Shri J.K.Sinha, AD(Mech) attended a meeting chaired Dr. Roshan Jacob, IAS, District Magistrate, Kanpur about “Brand Kanpur” held in the month of December, 2014.

32. Director of the Institute chaired a meeting with Executive Engineer, CPWD, Kanpur regarding speedy work of Civil & Electrical work in Mechanical Workshop of the Institute. 33. Shri Sanjeev Chawla, Director, MSME-DI, Kanpur held a meeting with Shri Mahesh Kumar Gupta, IAS, Principal Secretary (MSME & Export Promotion), Govt. of Uttar Pradesh to apprise him about National Awards – 2013 and State Level Advisory Board for U.P. Principal Secretary (MSME & EP) gave his consent to chair the State Level Selection Committee meeting of National Awards – 2013 and State Level Advisory Board meeting on 26.11.2014.

34. Shri V.K. Bhatt, Asstt. Director (Stat.) attended SLBC meeting on 01.12.2014 at Bank of Baroda, Gomti Nagar, Lucknow.

35. Shri Rajesh Kumar, DD(IMT) alongwith Shri Jagadish Sahu, Asstt. Director (EI) attended Seminar on “Export Opportunities in Uttar Pradesh” organized by Export Promotion Bureau, Govt of U.P. at Lucknow on 23.01.2015. 36. Shri Amit Bajpai, AD (Elect,) of the Institute attended DLBC Meeting of Kanpur Nagar on 31.12.2014 at CDO Office, Vikas Bhawan, Kanpur.

37. Shri Ajay Bajpai, AD (Electronics) attended a Training Programme on “IPR Challenges & Prospects” at NIMSME, Hyderabad during16-20 Feb, 2015.

38. Shri V.K. Bhatt, AD (Stat.), attended SLBC Meeting at Lucknow on 25.02.2015 organized by Bank of Baroda.

39. Shri Manoj Pandey, AD (Mech.) attended an Awareness Programme on Lean Manufacturing organized jointly by Director of Industries, U.P. and NPC, Kanpur on 18.02.2014.

40. Shri Sanjeev Chawla, Director of the Institute had a meeting with Commissioner, Kanpur Mandal, Mohd. Iftikharuddin, IAS and invited him to be the Chief Guest for the Inaugural Ceremony of NVDP and also met Commissioner & Director of Industries, Govt. of U.P. for NVDP.

41. Shri Jagadish Sahu, Asstt. Director (EI) attended RBI Empowered Committee meeting in Lucknow on 12.2.2015.

42. Shri R. R. Pathak, Asstt. Director (Met) attended a three days training programme from 20.03.15 to 23.03.15 on Solar PV System in Jaipur. This programme was organized by PPDC, Agra.

6.6 Lean Manufacturing Competitiveness Scheme

10 Mini Clusters have been identified in cooperation with National Productivity Council, Kanpur for implementation of up-scaled Lean Manufacturing Competitiveness Scheme. The MSMEs were motivated to participate in the scheme through meetings, individual interactions and through letters and emails. Further work of forming the mini cluster is being done by National Productivity Council, Kanpur. The names of these clusters are;

i. Food Processing (Biscuit) Cluster, Kanpur ii. Hosiery Processing Cluster, Kanpur iii. Hosiery Knitting Cluster, Kanpur iv. Hosiery Stitching Cluster, Kanpur v. Auto Components Cluster (A), Lucknow vi. Engineering Cluster, Allahabad vii. Footwear Components Manufacturing Cluster, Kanpur viii. Aircraft Components Cluster, Kanpur ix. Packaging (Corrugated Boxes) Cluster, Kanpur x. Auto Components Cluster (B), Lucknow.

6.7 Energy Efficiency Technology Subsidy Scheme under TEQUP: MSEs in the region were motivated to apply for EET subsidy of up to Rs.10 lakhs for purchase of energy efficient machine under TEQUP scheme of NMCP. After intensive persuasion, 15 MSEs were identified and 5 MSEs have applied under the scheme.

CHAPTER 7

MSE- CDP, Programme on Packaging, ISO 9000, Clean Tech and SME Exchange

7.1 MSE-CDP

Following clusters were visited by the officers of the institute and recommended for conducting diagnostic study. These have been sanctioned an amount of Rs.2.50 lakhs and release of funds of Rs.1.25 lakhs for preparing Diagnostic Study Report (DSR) during the financial year 2014-15 under MSE-CDP scheme:

i) Handloom Cluster, Nai Basti, Dewrisinghpura, Ranipur, Jhansi. ii) Handloom & Handmade Carpet Industrial Cluster, Phaphund, Auraiya. iii) Chikankari Cluster Urban & Rural Lakhimpur Kheeri

Soft interventions in the Zari Zardozi Cluster, Unnao have been undertaken. In principle approval for setting up of CFC in the cluster has been accorded during 2014-15.

Readymade Hosiery Woolen Garment Cluster, Gaddopur, Faizabad submitted proposal for DSR and the same have been visited by the officers of the institute before forwarding the proposals for approval of the Steering Committee during financial year 2014-15.

Proposal for setting of CFC in the Mono Filament Yarn Cluster, Industrial Area, Rooma, Kanpur was forwarded for approval of the Steering Committee after visit by the officers of the institute

Readymade Garment Cluster, , Faizabad has submitted proposal for soft intervention and the same has been forwarded to Steering Committee, Hqrs. Office for approval.

There are more than 50 online cluster applications, mostly for Diagnostic Study Reports. But hard copies of proposals were not received at MSME-DI, Kanpur, which were required as per guidelines of MSE-CDP.

7.2 Programme on Packaging

An Awareness Programme on Packaging for Exports was held on 12.12.2014 at Merchants Chamber of f U.P., Kanpur in association with Indian Institute of Packaging, Delhi to sensitize entrepreneurs about packaging. 26 entrepreneurs participated in the above programme.

7.3 ISO 9000/14001/HACCP Certification Reimbursement Scheme

Reimbursement under ISO 9000 was made to the following units during the year 2014-15:

7.4 CLEAN TECH PROGRAMME : Ministry of MSME, Govt. of India in collaboration with UNIDO launched a Clean Tech Programme wherein various entries from MSEs were invited in the area of energy efficiency, renewal energy, waste of energy etc. so as to promote the concept of energy efficiency in the MSMEs and to support their modernization. MSME-DI, Kanpur made efforts to popularize the scheme amongst the associations and entrepreneurs and mobilized 06 applications, out of which one application of M/s Jet Knitwears Pvt. Ltd., Kanpur was short listed. Shri Pankaj Garg, National Project coordinator of the Cleantech Project visited Kanpur to verify the status of energy efficiency of M/s Jet Knitwears Pvt. Ltd., Kanpur.

7.5 BSE SME Exchange

The concept of BSE SME Exchange was popularized through emails, discussions etc. There is a general lack of awareness among SMEs about equity capital, stock markets and funding options, other than banks. So far, there have been only costly debt-financing options, without any access to alternative equity options. Equity for SMEs has so many benefits in comparison to costly DEBT.

BSE Ltd has set up the BSE SME Platform. BSE SME Platform offers an entrepreneur and investor friendly environment, which enables the listing of SMEs (with net worth between Rs 1 to 25 crore) for further growth and development. BSE SME will assist these SMEs to raise equity capital for their growth and expansion in a cost effective manner. Investors will have opportunities to identify and invest in good companies at an early stage, long term and short term Capital Gain tax benefit and Exit Route.

Further, in order to facilitate capital raising by SMEs including startup companies which are in their early stages of growth and to provide for easier exit options for informed investors like angel investors, VCFs and PEs etc., from such companies, it has been decided to permit listing without an Initial Public Offer and trading of specified securities of SMEs including start-up companies on Institutional Trading Platform (ITP) in SME Exchanges.

The officers of the Institute attended Seminars on SME Exchange. After a lot of persuasions, 02 units were motivated. M/s Jet Knitwears Ltd., is at advance stage of negotiations with Merchant Bankers. The unit has changed its form of Company from Private Limited to Limited.

National Vendor Development Programme 2014-15

This Institute organized a National Vendor Development Programme –cum- Industrial Exhibition on 21st & 22nd March, 2015 at Institute’s premises in association with prominent Industries Associations of the State viz; Indian Industries Association (IIA), Provincial Industries Association (PIA), Laghu Udyog Bharti & Marchant’s Chamber of U.P.

A wide publicity was given to the event through DAVP by releasing advertisements in prominent newspapers such as The Dainik Jagran & The Times of India. Publicity was also made through Press Meet, Event Brochure, Hoardings and Banners. The Industries Associations which were associated with this programme also made all out efforts in conveying details of the programme to their members and motivating members to visit & participate in the programme.

The National Vendor Development Programme was inaugurated by Hon’ble Commissioner, Kanpur Mandal, Shri Mohd. Iftikharuddin on 21st March, 2015. While delivering the inaugural address as Chief Guest, Hon’ble Commissioner, Kanpur mandal, appreciated the efforts made by MSME-DI Kanpur in organizing the event. He appreciated the growth taking place in Plastic & Leather Industries& revival of Textile Industry which is being done on PPP model. He reiterated that PWD is constructing 9.5 Km. long Industrial corridor from Mandhana to Bhauti with the cost of Rs. 500 Crore. He told that sector wise Industries would be developed on both sides of the Road.

In the presidential address, Director, MSME-Development Institute, Shri Sanjeev Chawla said that the objective of Vendor Development programme is to bring the SMEs & Central Public Sector Undertakings (CPSUs) in to one platform. As Govt. of India and UP Govt. are the big buyers, he encouraged MSEs to supply more products to Central/State PSUs by improving quality & packaging of their products.

Sri S. V. Yadaw, Additional Director, DMSRDE was present as a Guest of Honour. In his address,he requested MSEs to give emphasis on adopting new technology in manufacturing the products.

Shri Sanjay Rastogi, Executive Director, RDSO, in his address mentioned the latest requirements of Railways. Other dignitaries present in the prpgramme were Shri Navin Khanna, Chairman, Indian Industries Association , Shri Sunil Vaish, Vice President, Indian Industries Association, Shri Manoj Banka, Provincial Industries Association, Dr. I.M. Rohatgi, President, Merchant’s Chambers of U.P., Sri J.P. Agarwal, President, Laghu Udyog Bharti. Officials from Bank of Baroda, Allahabad bank, Punjab National Bank, IDBI Bank, Union Bank & NSIC were also present.More than 150 entrepreneurs graced the occasion. Shri R.K. Prakash, Assistant Director, MSME-DI, Kanpur welcomed the guests and dignitaries.

Hon’ble Commissioner, Kanpur Mandal, Shri Mohd. Iftikharuddin visited all stalls and encouraged MSE entrepreneurs with his kind words.

CPSUs like NTPC, ALIMCO, 4 BRD, Indian Air Force, Hindustan Aeronautics Ltd. (HAL), BSNL, Bureau of Indian Standard (BIS), Ordnance Parachute Factory and Small Arms Factory (SAF) had put their stalls with spares and equipments frequently procured by them from MSE Sector.

Financial Institutions and Banks like Bank of Baroda, Allahabad Bank, Union Bank of India, Punjab National Bank, IDBI Bank, Bank of India and NSIC actively participated in the programme. These institutions had placed SME friendly products and services for display.

There were 85 stalls of Micro and Small Entrepreneurs in the National Vendor Development Programme. This year, the theme of the programme was based on “Engineering Industries”. These stalls of MSEs attracted large number of visitors.

NTPC, ALIMCO, 4 BRD, Indian Air Force, Hindustan Aeronautics Ltd (HAL), BSNL, and RDSO, DMSRDE, DLW and Banks addressed the representatives of MSEs and offered their services through Technical Sessions and conferences during the programme. About 300 industrial visitors, business delegates and professionals visited the exhibition.

A committee of officers was formed to make assessment of business inquiries in the exhibition. As per the written feed back of the exhibitors, business to the tune of Rs. 3 Crores is going to materialize within one month.

The event was prominently covered by press and electronic media. The national newspapers like Dainik Jagran, Amar Ujala, Lokmat, Hindustan and Rastriya Sahara covered the event comprehensively.

Efforts were also made for wide publicity of Public Procurement Policy for Micro & Small Enterprises (MSEs) Order 2012 by circulating a good number of copies of the Study Material amongst media and entrepreneurs.

Select success stories

In the year 2014-15, 43 success stories were compiled as a follow up to Skill Development Trainings. The entrepreneurs have set up units for manufacturing of products like Namkeen, Totmato Sauce and Tomato based products, chilli sauce, soya sauce, synthetic vinegar, repairing & servicing of Computer Hardware, Ladies Dress making etc. Some trainees are working as Computer Instructor in private institutes.

CHAPTER 13

Intensive Assistance

13.1 Financial Intensive Assistance:

A Workshop was organised in the office premises of MSME-Development Institute, Kanpur on 11th July 2014 to facilitate advances from bank to micro units of garment manufacturing sector of Kanpur. Shri V. K. Sethi, AGM, Bank of Baroda (Lead Bank of Kanpur), Shri R. P. Vijay, Chief Manager, SME Branch, Bank of Baroda, Sarvodaya Nagar and Shri Amit Mishra, Senior Manager, Bank of Baroda were present in the Workshop to address the concerns of entrepreneurs. Shri Balram Narula, Chairman, Textile Committee of IIA was the Chief Guest in the Workshop.

Shri Shiv Shanker Trivedi, President, Kanpur Hosiery Silai Association and 28 micro entrepreneurs presented their requirements for advances.

11 proposals of loan were forwarded to Bank of Baroda, SME Branch, Kanpur.

13.2 Marketing Assistance – The Institute motivates the MSEs to participate in the Govt. Store Purchase Programme so that they may take the benefit of registration as provisioned in the Public Procurement Policy for MSEs Order 2012. The Institute has recommended 87 MSEs for Single Point Registration Scheme of NSIC after inspection of units for first time registration. Apart from this, 77 MSEs were inspected to assess their production capacity for additional items for Single Point Registration Scheme of NSIC. The revenue earned by inspection charges is Rs.531365/-.
