Welcome to the Penrith District Police Citizen Youth Club (PCYC) Minibike Club located at 112 Rickards Road, Castlereagh. Our club is a family friendly and safe place for young people to learn and develop riding. Our Club provides the opportunity to practice and compete in Minikhana events that teach the necessary skills to ride and control a motorcycle. The club is run by parents and volunteers for riders aged from 4 – 20 years.

The express purpose of Minikhana is the development of riding skills and techniques for junior competitors by providing an organised competition, where skill, rather than speed is the determining factor. We aim to give our children a safe and enjoyable environment to learn skills and control their , whilst making new friends. We promote Good Sportsmanship and respect toward others. None of this is possible without the support of parents and some rules.

The Penrith District PCYC Minibike Club has a range of riding events for riders of all skill levels including:

2 grading days, 12 point score club days, 1 enduro day, 1 trophy day, 1 fun parent & child relay day for all club members 7 Interclub competition days at the 7 different Minikhana clubs from across NSW. (Licence required) Invitation to the 2 Day Minikhana State Titles Social events including committee BBQs, family weekends away and Presentation Day Coaching and Licensing

Becoming a member – By joining our club you are also becoming a member of PCYC NSW, one of Australia's leading youth development organisations with 57 clubs across NSW and over 85,000 members. Not only can you attend minibikes as a PCYC Club member but it entitles you and your family to: - Use other PCYC facilities - Participate in PCYC activities and programs - Help your Club elect and operate a Club Committee to promote PCYC activities - Offer yourself as a PCYC volunteer - If you are a young person, participate in the Blue Star Leadership Program

Forms to be filled in. Each member of the immediate family of the rider that will be coming to the track will need to fill in a PCYC membership form (this will cover all members of the family by insurance) every adult will also need to complete a working with children form, a police check form and provide 100 points of ID. These forms are available from the club or can be downloaded from our website.

Riding Fees and Membership Annual Family membership fee is $100 Annual Family maintenance fee is $100 Rider fee is $15 per child per ride day

What happens on a Ride days When you arrive at the track, sign on at the office and pay your $15 riding fee, get your hand stamped and then line up with your bike and all your riding gear to get scrutineered. Do not start or ride your bike in the car park or in any pedestrian areas. Sign on - Riders must be signed in before 9:00am as scrutineering will cease at 9:15am precisely. Riders attending after this time will not be able to ride for that day. 8:00am gates open 8:30am to 9:00am Sign on 8:30am to 9:15am Scrutineering 9:45am Riders briefing held near the office **Please put your lunch orders in before 10am** 10:00am to 12:30pm Riding 12:30pm to 1:00pm Lunch 1:00pm to 3:30pm Riding 4:00pm Finish riding and help pack all the cones, flags, umbrellas and fire extinguishers away in the shipping container.

Canteen Is open from 8:30 at all ride days and has an affordable range of breakfast, lunch, snack and drinks. Lunch orders are to be submitted by 10am ** anyone who can assist with running the canteen would be more than welcome **

SCRUTINEERING: Bikes and Equipment will be scrutineered at every ride day with the following being checked: The bike needs to be an approved make and model as listed in the 2013 Manual of (MOM’s) Bikes to have been washed and be clean Handlebar ends are plugged and that handlebar widths do not exceed the limits stated in the MOM’s Brake and Clutch Levers have ball ends on them Throttle must return freely Kick starter folds away No loose or broken spokes on the wheels Front and back brakes must work and levers return Tyres are in good condition Chain properly adjusted No play in wheel, swing arm or steering head bearings All stands are to be removed (except for PW50s) Foot pegs retract and have split pins installed Riding numbers displayed on the front and both sides of the bike No rider is to practice, start or compete in Minikhana unless wearing the correct safety gear: Helmet to be clean, undamaged and have the Australian Standards sticker Goggles, Armour, Gloves, Boots, Long sleeves jersey and long pants, Hair longer then shoulder length must be confined in the helmet or jacket Any body jewellery is to be removed or securely taped and A stamped hand to show that you have paid and signed on

Parent Help - Parents are required to assist with running our days and no riders are to be left unattended at the track without a parent or guardian (over 18years of age). A minimum of one parent must marshal until completion of the days events. All parents/guardians/family that assist are required by PCYC to fill out a Child Protection and police Check forms. 2

Marshalling – All parents are required to marshal and are required to wear a Hi-Vis vest, fully enclosed footwear and abide by all the rules. If unsure of what to do please ask for help. When marshalling on a corner of the track you are responsible for your corner and back to the next corner in the opposite direction to the riders. Flags: National Flag Raised or Dropped – Start Black Flag – raised or held stationary – Competitor must stop at the pits on the next lap Red Flag – slow down/stop racing/return safely to the dummy grid Yellow flag held stationary – Danger, ride slowly, overtaking is forbidden Yellow flag waving – Immediate danger, slow down, prepare to stop, overtaking is forbidden Last lap board – indicates it’s the last lap Purple Flag – Protest flag for all junior competitions Black and white check flag waved – Race is finished, practice session or qualifying

Riding Numbers When joining you will be allocated a riding number – this number must be displayed on the front and both sides of the bike. For riders who do not have a licence and will not be attending interclubs this can be done in black numbers with a white background. For those riders intending on going to interclubs the numbers must be displayed as follows. Demonstration/Nipper/Mini - Green background with white numbers A grade - Yellow background with black numbers B grade - Red background with white numbers C grade - White background with black numbers

Grading – Riders will remain in the grade allotted to them on grading day regardless of Interclub grading. An option of re-grading can be applied for by the rider (NOT the parent) to the sports captain. If the committee decide that it is in the best interest of the child to re-grade them, then the parent will be approached. Re-grading to be done before 15th August of the current year. Rider goes to equal 3rd or own points whichever is the lesser in the new grade. No change to grade allowed after this date.

Ages & Grades – A rider’s age on 1st January will determine their age for competition purposes for that year 4 to under 11 50cc Demonstration Class 7 to under 11 50cc Auto Class 7 to under 16 Mini Wheel = Front wheel 14” rear wheel 12” 7 to under 16 65cc 9 to under 16 Small Wheel - 85cc 2-stroke & 150cc 4-stroke (standard wheel only = Front 17” rear wheel 14”) 12 to under 16 Junior Big Wheel - 85cc 2-stroke & 150cc 4-stroke (big wheels = Front wheel 19” rear wheel 16”) 16 to under 21 Seniors - ride combined 85cc 2-stroke & 150cc 4-stroke small and big wheel class

Rider Licensing Options There are two options: Riders are not required to have a Motorcycling NSW license to participate at the Penrith club’s 12 point score days or on the trophy day. Riders wishing to participate at the Minikhana Interclubs will need to complete the kick start course and then apply for a Motorcycling NSW Mini Licence. There are 6 other minibike clubs within the Sydney region and they each hold their own interclub and our licensed riders are invited to attend all of these. More information about obtaining a licence and Supplementary Regulations for these events is available from Motorcycling NSW www.motorcycling.com.au

Protesting In the event that a rider is not happy with the decision that a marshal has made they can lodge a protest by getting the purple flag. This protest must be made BY THE RIDER ONLY and NOT the parent. Protests will be dismissed if there is any parent interference. Abusive behaviour by parents/spectators or riders will not be tolerated. Parents may approach the penciller, sports captain or president if there seams to be any inconsistency in the running of the event.

On the track Only bikes of the same capacity allowed on the track/event area at the one time while events are in progress. Only 4 riders on the track at any one time under race conditions, 12 under practice.

Rider behaviour No abusive behaviour / or unsportsmanlike actions No speeding on the transit lanes or pits (walking pace only) Riders must obey all signs including STOP signs No skylarking will be tolerated No starting or riding of bikes in the carpark or pedestrian areas

General behaviour (all) No smoking in all event areas, pits, canteen and lunch area (All smoking to done in Carpark) No alcohol or illicit drug (Alcohol or Drug Testing may take place at any time during the meeting) No swearing No marshals under 16 years No parents to ride unless dressed in approved safety gear and under coaching Enclosed footwear must be worn at all times when in the minibike grounds No pushbikes allowed in the pits, event areas or the carpark Spectators/parents are to stay behind the fenced areas unless marshalling.

Code of Conduct Motorcycling Australia (MA) requires every individual and organisation bound by this policy to: Be ethical, fair and honest in all their dealings with other people Treat all persons with respect and courtesy and have proper regard for their dignity, rights and obligations, Always place the safety and welfare of children above other considerations, Comply with MA’s Constitution, rules and policies including this policy, Operate within the rules and spirit of the sport, Comply with all relevant Australian laws (Federal and State), particularly anti-discrimination and child protection laws, Be responsible & accountable for their conduct, and Abide by the Code of Conduct as outlined in Attachment A of the Manual of Motorcycle Sport (MOM’s)

Motorcycling Officials and Coaches Accreditation Schemes All sporting bodies need to ensure that those involved in the development and control of the sport have the tools they need to do their jobs. The National Accreditation schemes ensure the future of the sport through the development and training of its officials and coaches. The Club will support any parents interested in getting accreditation and licensed for any one or more of the following officials: Race Stewards Clerks of Course Race Secretaries Scrutineers Coaches Venue Inspectors Club Competition and Points System Minikhana events undertaken at the Club Points Days will follow the General Competition Rules of the Manual of Motorcycle Sport, Motorcycling Australia. This competition is run in a calendar year and presentation of Trophies and Awards will be at the AGM and Presentation Day normally held on the third Sunday in November.

How it works? First place in each event on a competition day will attract 17 points, 12 points for second place and 9 points for third place. Riders who do not place 1st, 2nd or 3rd but who successfully complete an event will receive 4 points for that event. Riders who attempt but do not successfully complete an event on a competition day will receive 2 points for that event. Points earned on competition days will aggregate towards Series Points Trophy.

Series Points Winners Awards will be presented to riders in each class who come first, second or third. Series Points winners are determined based on the following aggregated points from the potential 12 points days;

Attendance Awards  Riders who do not come first, second or third in their respective class will receive an Attendance Award subject to attendance at more than 50% of competition days held at the Club’s home grounds per calendar year. Demonstration Riders that have attended more than 50% of ride days will also qualify for this Trophy.

Riders Moving Up a Class  Riders moving up a class mid season (e.g. from 65cc to 85cc) will take their points with them, up to 100 points less than 3rd in the new class.

Rider Numbers If a rider does not re-join the Club, their rider number will be held for a maximum of twelve months, unless confirmation has been received directly from the rider or parent that the number is no longer required.
