Summary

I welcome the increased focus of long- term thinking across all main party manifestoes in this year’s Senedd election. An increase of 75% in the use of the word ‘future’ across their manifestoes (compared to 2016) is a clear commitment across all political parties to tackle the climate and nature emergencies, to improve the quality of Welsh homes, to provide skills and job opportunities for young people, to improve digital connectivity and access to nature, regenerate our towns and cities and tackle mental health. We have seen genuine attempts to set out future focused policy and to bring forward new innovative ideas such as a basic income highlighted by three of the main political parties as a potential new solution to the unfinished business of tackling poverty.

Unemployment in Wales, driven by the COVID-19 crisis, could double peaking at around 114,000 people in 2021 (compared to pre-crisis levels of 55,000).

Investment in key infrastructure projects in green industries and nature restoration could create at least 45,000 direct jobs and over 60,000 indirect jobs in the next two years: an estimated 2730 jobs in retrofit energy assessors, 4260 jobs in retrofit insulation of housing, 2810 jobs in social housing construction.

A Welsh housing decarbonisation programme alone could create 26,500 new jobs in Wales by 2030.

However, there is a significant gap both in terms of numbers qualified to undertake this work and programmes to train and upskill a future workforce, as current numbers of apprenticeships / training opportunities are far lower than what is needed.

Investing in, and developing a long-term pathway, to decarbonise all homes in Wales will provide long-term commitment and security to enable development of skills pathways which will support new jobs that could be created in our foundational economy. Proposals such as the Retrofit Academy for Walesshould be supported and scaled up across Wales.
