The purpose of this report is to provide the update on the current operations undertaken after TC Winston.

This Situation Report is issued by the National Emergency Operation Centre and covers the period from 0000 to 0800 hours on 02/03/2016. Updates in this report summarise all reports and briefs submitted from various EOC’s in the four divisions.

1.0 HIGHLIGHTS OF LAST 12 HOURS  Accident at Wailotua - A container truck transporting Sodium Cyanide went off the road in Wailotua, Wainbuka. Clearance of container to resume later today.  The Honorable PM, The Honorable AG, The Honorable Minister for Local Government, The Assistant Minister Rural Maritime Development & NDM and the Commissioner Western’s Team toured the Ra Province and met with people in the affected areas.  Dawasamu District School Evacuation center to be vacated by Friday 4th of March.  Tikinas of Nalawa and Saivou are now accessible by road.  Distribution of the one month ration for the Ra province started as of 01/03/2016.

1.1 STATUS SUMMARY

Number of deaths in the four divisions remains the same. There is however an increase in the number of evacuees although there has been a slight decrease in the evacuation centres.

2.0 DIVISIONAL UPDATES

Divisional updates remain mostly unchanged during the evening to midnight shift of the Current Ops. Evacuation Centres matrixi are appended for perusal if necessary.

Brief summary of updates are below:

2.1 CENTRAL DIVISION

Ration distributions has been carried out to Nakorosule and Waibalavu in the province of Naitasiri.

Crop Damage Assessment Report for Naitasiri and Rewa submitted by Ministry of Agriculture representative.

There are a lot of urgent needs in Dawasamu District School and Dawasamu Nursing Station.

Dawasamu District School:

 Classrooms, textbooks and exercise books are all damaged.  Tarpaulin is urgently needed to cover their belongings.  All the nine teachers are occupying a classroom at the moment.

Dawasamu Nursing Centre:

 The staff nurse at Dawasamu Nursing station is still waiting for the food ration.

Lodoni Health Centre:

 There is no food ration distributed to the staffs.  Clean drinking water is needed by the Doctor, nurses and also for the outpatients who visit the centre on a daily basis.

2.2 EASTERN DIVISION

No major changes to the status in the Eastern division in the 8 hours.

2.3 WESTERN DIVISION

 Distribution of food rations still continues

 District teams are continuing with the supply of tents to the schools which are still used as EC’s. These tents are distributed to the evacuees for the setting up of their temporary shelter.

2.4 NORTHERN DIVISION STATUS

Environmental Health had submitted list of activities for post disaster operation for the Northern Division and the activities include village & settlement inspections and disinfection and anti-mosquito spraying. Vuna, Lavena and Yacata Island have been identified as the worst affected areas.

Restoration of electricity supply Taveuni is now at 95%.

Pending Issue:  Savusavu EC update is still yet to be submitted and EOR North have admitted that the discrepancies of data collected is an issue.  MV Vatulawa will berth at Nabouwalu at 1700hrs tomorrow instead of 1000hrs as reported earlier in SITREP 33.  Installation of 50mm combination Master Meter at Nabouwalu Jetty by WAF Nabouwalu

Ration distribution is ongoing and is summarised in the appended matrixii.

3.0 AGENCY UPDATES Below are the agency updates received as of 0000hrs to 0800hrs 02/03/16.

3.0.1 Fiji Electricity Authority

 Central Division: 80% of areas in the division have been restored.

Page 3  Northern Division: Power supplies have been fully restored in Labasa, Seaqaqa and Dreketi areas.  Eastern Division: 80% of power poles and lines requiring attention for the Distribution Network.  Western Division: Most of the centres in the division are still being supplied by diesel generation and FEA teams and contractor are working simultaneously in multiple areas to restore normalcy to power supplies.

3.0.2 Ministry of Health

 Central Division: 17 600 water purification tabs distributed to Dawasamu and Namena Tikina. For Vector Surveillance, Malathion spraying in villages starts today. NO reported cases of Leptospirosis, Dengue or Typhoid so far.  Northern Division: PH health team deployed. Team consists of Doctors, Nurses, Allied Health Practitioners, Health Inspectors and support staff.  Eastern Division: AUSMAT team left for Levuka today. PH outreach team will be deployed from Levuka to islands in the Lomaiviti group.  Western Division: Continuation food surveillance and condemnation in urban centres.  3.0.3 Ministry of Local Government  Green Waste collection continuing in all townships this week.  Stock supply normal in all supermarkets operating in towns and cities.  Supermarket and Hardware store have been allowed flexible operating hours in towns and cities.  186 listed heritage listed properties are currently being assessed by the Department of Heritage in Levuka. 3.0.4 Fiji Military Forces  Update from RFMF is appended as Appendix IIIiii

 Ministry of Fisheries has highlighted that cost of damages to its assets in the 16 stations around the country is valued at $5,692,000.00. (Please refer to Appendix IV. Please refer to Appendix IV.

3.0.8 Ministry of Education

 A total of 188 schools are still closed as of Tuesday 1st March. Of these 188 schools, 154 are primary schools.

FINDINGS/RECOMMENDATIONS  The figures for the evacuation centres fluctuates a lot and there does not seem to be a co-relation. For example when the evacuation centre decreases the number of evacuees should either decrease or remain the same if they are moved to another location. However in some cases, the number of evacuees increases and there is no explanation and we therefore we recommend that they explain the changes.  We request if the Divisional EOC can be advised to update only on changes that have taken place. In some cases, the data received remains the same for 2-3 SITREPS especially in data for food rations. It would be convenient if they just informs that there are no changes.
