िजनके उससे भावत होने क संभावना है, ; और यह सूचना द जाती है क उत ाप अधसूचना पर, उस तारख से, िजसको इस अधसूचना वाले भारत के राजप क तयां जनसाधारण को उपलध करा द जाती ह, साठ दन क अवध क समाित पर या उसके पचात ् वचार कया जाएगा ; ऐसा कोई यित, जो ाप अधसूचना म अंतवट ताव के संबंध म कोई आेप या सुझाव देने का इछु क है, इस कार वनदट अवध के भीतर, केय सरकार वारा वचार कए जाने के लए, आेप या सुझाव सचव, पयावरण, वन और जलवाय ु परवतन मंालय, इंदरा पयावरण भवन, जोर बाग रोड, अलगंज, नई दल- 110003 या ई-मेल पते: [email protected] पर लखत प म भेज सकेगा । ाप अधसूचना गुदावी पी अभयार य कनाटक रा य के शमोगा िजले के सोरबा तालुक म उ तर अांश 14 025'59 से 0 0 0 14 26'41 और 75 6'43 से 75 1'28 पूव देशांतर के बीच 0.7368 वग कलोमीटर े म फैला हुआ है ; और, यह े पिचमी घाट के साहयदर पहाड़ी के आ पणपाती वन और दलदल जमीन से ढका हुआ है, जो क सुंदरता का भय खंड और बहुमूय वन माग है, और संयत जै भाव के बावजूद, अभयारय का भाग इसक पुरातन, सधन और ववध वनपत का योय रखने का अधकार रखता है । 114 GI/2016 (1) 2 THE GAZETTE OF INDIA : EXTRAORDINARY [P ART II—SEC . 3(ii)] और, यह सुनिचत है क बकु ल जर मौजूद संसाधन केवल भावी ढंग से संरत नहं है, लेकन उचत उपाय भी आगे संसाधन म सुधार करने के लए शु कर रहे है । और, अभयारय म वैवय और ववधता म अयधक वनपत और जीवजंतु दोन है इस वन म बहुमूय जातयाँ सिमलत ह- चपल, बाँस, शीशम होने, नद आद और वयजीव म जैसे- चीतल, बनैा, सुअर, बंदर मालाबार, गलहर आद पाए जाते है और इस े म चुर माा म सरसपृ और पी जीवसंया भी है । और, यह पठार े म वरदा नद के लए आवाह कंु ड प देता है और यह े भन मेदंडी और अमेदंडी के लए एक नवास के प म काय करता है । और, अभयारय म असंय जड़ी-बूट, झाड़यां, औषधीय पौध और कु छ घास है िजनका सवण और सूचीब कया गया है । और, गुदावी पी अभयार य के चार ओर के भौगोलक े को, पारिथतकय और पयावरणीय के पहलु से पारिथतक संवेद जोन के प म सुरत और संरत करना, संरण और सुरा म जै-ववधता और वयजीव और पयावरण क रा के लए आवयक है; और, गुदावी पी अभयार य के चार ओर के े को, िजसका वतार और सीमाएं इस अधसूचना के पैरा 1 म वनदट ह, पयावरण क िट से पारिथतक संवेद जोन के प म सुरत और संरत करना तथा उत पारिथतक संवेद जोन म उयोग या उयोग के वग के चालन तथा संकरण करने को तष करना आवयक है; अतः, अब, केय सरकार, पयावरण (संरण) नयम, 1986 के नयम 5 के उपनयम (3) और पयावरण (संरण) अधनयम, 1986 (1986 का 29) क धारा 3 क उपधारा (2) के खंड (v) और खंड (xiv ) के साथ पठत और उपधारा (1) वारा दत शितय का योग करते हुए, कानाटक राय म गदावीु पी अभयारय क सीमा से 0.5 क लोमीटर से 2.3 क लोमीटर तक के े को गुदावी पी अभयारय पारि थतकय संवेद जोन (िजसे इसम इसके प चात ् पारि थतक संवेद जोन कहा गया है) के प म अधसूचत करती है, िजसका ववरण ननानसारु है, अथात:- 1. पारिथतक संवेद जोन का वतार और उसक सीमाएं--(1) गदावीु पी अभयारय का पारिथतक संवेद जोन 14 025'16.191 से 14 027'51.69 उ तर अांश और 74 059' 37.915 से 75 002'29.806 पूव देशांतर के बीच है और इसका े 17.6046 वग कलोमीटर है और इसका व तार गुदावी पी अभयारय के चार ओर 0.5 कलोमीटर से 2.3 कलोमीटर तक है और ऐसे जोन क सीमा का वणन उपाबंध-I पर दया गया है । (2) पारिथतक संवेद जोन के भीतर आने वाले ाम क सूची उनके मु य नदशांक ब दओंु सहत उपाबंध- II के प म उपाब है । (3) सीमा के यौरे और अांश और देशांतर के यौर के साथ पारिथतक संवेद जोन का मानच उपाबंध-III के प म उपाब है । (4) मु य पारिथतक संवेद जोन के मु य अव थान (जीपीएस) ब द ु उपाबंध-IV के प म उपाब है । 2. पारिथतक संवेद जोन के लए आंचलक महायोजना –(1) राय सरकार, पारि थतक संवेद जोन के योजन के लए राजप म इस अधसूचना के अंतम काशन क तारख से दो वष क अवध के भीतर, इस अधसूचना म दए गए उपदश का अनुपालन करते हुए, थानीय यितय के परामश से आंचलक महायोजना तैार करेगी । (2) उ त योजना को रा य सरकार म सम ाधकार वारा अनुमोदत कया जाएगा । ¹Hkkx II µ[k.M 3(ii) º Hkkjr dk jkti=k % vlk/kj.k 3 (3) पारिथतक संवेद जोन के लए आचंलक महायोजना राय सरकार वारा इस अधसूचना म यथावनद ट रत म और सुसंगत कय और रा य व ध य और कय सरकार वारा जार मागदशक स ांत, यद कोई ह, के सामंज य से तैयार क जाएगी । (4) आचंलक महायोजना उसम पयावरणीय और पारि थतक मु को सि मलत करने के लए सभी संबंध त रा य व भाग के साथ परामश से तैार क जाएगी, िजसके अंतगत न नलखत ह, अथात:— (i) पयावरण ; (ii) वन ; (iii) शहर वकास ; (iv) पयटन ; (v) नगरपालका ; (vi) राज व ; (vii) कृ ष ; (viii) कनाटक रा य दषणू नयंण बोड ; (ix ) संचाई ; और (x) लो क न माण व भाग (5) आंचलक महायोजना अनुमोदत वयमान भू-उपयोग, अवसंरचना और याकलाप पर कोई नबधन अधरोपत नहं करेगी जब तक क इस अधसूचना म इस कार वनद ट न कया जाए और उ त आंचलक महायोजना सभी अवसंरचना और कायकलाप म दता और पार ि थ कय अनुकू लता का सुधार करेगी । (6) आंचलक महायोजना म अनाछादत े के जीणार, वयमान जल नकाय के संरण, आवाह े के बंधन, जल-संभर के बंधन, भूतल जल के बंधन, मदाृ और नमी संरण, थानीय समुदाय क आवयकताओं तथा पारिथतक और पयावरण से संबंधत ऐसे अय पहलूओं, िजन पर यान देना आवयक है, के लए उपबंध हगे । (7) आंचलक महायोजना सभी वयमान पूजा थल, ाम और नगरय बंदोबत, वन के कार और क म, कृ ष े, ऊपजाऊ भूम, हरत े जैे उयान और उसी कार के थान, उयान कृ ष े, आकड, झील और अय जल नकाय का अयकंन करेगी । (8) आंचलक महायोजना थानीय समुदाय क जीवकोपाजन को सुनि चत करने का सुन चय करेगी। 3. राय सरकार वारा कए जाने वाले उपाय-- राय सरकार इस अधसूचना के उपबंध को भावी करने के लए ननलखत उपाय करेगी, अथात ् :-- (1) भू-उपयोग – पारि थतक संवेद जोन म वन, उयान-कृ ष े, कृ ष े, आमोद-मोद के योजन के लए चिहत कए गए पाक और खुले थान का वाणियक और औयोगक संब वकास याकलाप के लए उपयोग या संपरवतन नहं होगा : परंत ु पारिथतक संवेद जोन के भीतर कृ ष भूम का संपरवतन, मानीटर समत क सफारश पर और राय सरकार के पूव अनुमोदन से, थानीय नवासय क आवासीय जरत को पूरा करने के लए और पैरा 4 क सारणी के तंभ (2) म म सं0 11, 17, 23, 28 और 31 के अधीन याकलाप को पूरा करने के लए अनुात होगा, अथात ् :- (i) पारि थतकय अनुकू ल पयटन याकलाप के लए पयटक के अ थायी आवासन के लए पारि थतकय अनुकू ल आरामगाह जैे टट, लकड़ी के मकान आद; The groundwater dependence of agrarian states like Karnataka is high. Recent studies indicate that 26 percent of the area of Karnataka State is under over exploited category and number of blocks is under critical category. In view of the growing concerns of sustainability of ground water sources, immediate attention is required to augment groundwater resources in stressed areas. Irrigated agriculture in the state is putting additional stress on the groundwater system and needs proper management of the resources. Central Ground Water Board is providing all technical input for effective management of ground water resources in the state. The groundwater scenario compiled on administrative divisions gives a better perspective for planning various ground water management measures by local administrative bodies. With this objective, Central Ground Water Board is publishing the revised groundwater information booklet for all the districts of the state. I do appreciate the efforts of Dr. K.Md.Najeeb, Regional Director and his fleet of dedicated Scientists of South Western Region, Bangalore for bringing out this booklet. I am sure these brochures will provide a portrait of the groundwater resources in each district for planning effective management measures by the administrators, planners and the stake holders. In the present study, soil samples collected randomly from all the taluks of shivamogga district and from each taluk five representative locations is selected for analysis. Physical parameters like pH, Electrical Conductivity (EC), Color and chemical parameters like Nitrogen, Phosphorous, Potassium (N+P+K), Sulphur, Boron, Copper, Iron, Manganese, Zinc and Organic Carbon were analyzed.
