Way to go… Cross Party Group on Deafness Meeting The next Cross Party Group on Deafness will be held on Wednesday 3 March 2021 at 1.00pm by Zoom (an online platform). Papers will be circulated closer to the time as well as the invitation to join the meeting. BSL / English Interpreters and Electronic Note-takers will be provided. The TV/VOD and radio will run for 2 weeks from today, and digital will run until early April. There will also be a national mailing to all homes in Scotland during the month of February, so please expect this to land at your door. As per previous door drop mailings, additional languages and formats for the mailing will be available online. The new advert will be on TV (VOD) and radio for two weeks, with the digital campaign running until early April, a national leaflet door drop in February, and the multi-channel campaign going live in March. This year winter looks very different due to restrictions, and people who might usually have good general mental wellbeing may be feeling worn down. For those of you who saw the First Minister’s briefing there was a strong focus on mental health, and Dr Alistair Cook spoke about the support available to those who may be needing help. Our December Clear Your Head campaign focussed on connecting with others to help lift spirits during the festive period. With the festive period now over, we know January can often feel like a difficult month. Our new campaign for January encourages people to be kind to themselves at 4 this time. This phase of the Clear Your Head Winter Campaign runs on TV, VOD, Digital, Radio and Press until the 31st January. The Money Talk Team is a confidential and personalised service delivered by the Citizens Advice Network in Scotland and funded by the Scottish Government, offering families free financial advice and support during these tough times. The campaign aims to encourage families to find out what benefits they are entitled to and what household bills they can save money on during these challenging times by contacting the Money Talk Team. This exciting relationship between a Deaf company and a Deaf charity is really inspiring, and the support from SignVideo will allow SignHealth to achieve its ambitious 3-year plan to expand their services to improve Deaf people’s health and wellbeing. SignVideo’s BSL video interpretation solution removes existing barriers facing service providers, businesses, work colleagues and family wanting to hold conversations with Deaf BSL-using people. In addition, their service has reduced the previous waiting time of 3 to 6 weeks for a BSL interpreter to be available, down to an average of 30 seconds or less. There is a growing awareness about mental health among the Deaf community, but much more needs to be done. The average wait for a Deaf person to receive therapy is 12 weeks, compared to 6 weeks for a hearing person. Together, we want to improve access and achieve health equality for Deaf people. The partnership will start on 1st January 2021 for 3 years.     The Lobbying (Scotland) Act 2016 This is an Act of the Scottish Parliament which has created a Lobbying Register and introduced new duties to register lobbying activity which comes within the definition of “regulated lobbying”. The Act came fully in force on 12 March 2018. On that date the duty to provide information to the Lobbying Registrar took effect and a new criminal offences relating to the failure to provide information also came into operation. Lobbying Registrar The Church of Scotland is registered with the Lobbying Registrar and this covers all the Councils and Committees of the General Assembly of the Church of Scotland. If you are a congregation or Presbytery with 10 or more full time employees it is recommended you email [email protected] with your legal name and charity number and our Parliamentary Officer will arrange for you to be registered with the Lobbying Register. This is important as you must be entered on the Register within 30 days of your first act of regulated lobbying but there is a longer period for the actual act of regulated lobbying to be registered. Exemption for the Unincorporated Councils and Committees of the General Assembly of the Church of Scotland The Church of Scotland, i.e. the Councils and Committees of the General Assembly, have gained an exemption to all face to face communication with MSPs who are not Scottish Government Ministers (or a Law Officer, Special Adviser or Permanent Secretary). A list of the MSPs who do not come within this exemption because they are in the Cabinet or are Scottish Ministers can be found at the end of this circular.

As a supporter of both independence and the SNP, I feel I am now unable to support both your government and party. I am astonished at the agenda the justice department has to introduce illiberal legislation which curbs free speech in Scotland. It started with the Offensive Behaviour & Threatening Communications Act (OBFA) which I vigorously lobbied against and has continued with this new bill being proposed. I really appreciate everything you are doing just now with the current health crisis. However it would be incompetent of the government to once again oversee and pass legislation which hurts our nations free speech. Just like it did with the OBFA and took an embarrassment of cross party revolt to repeal against a stubborn party vanguard. Please do not allow legislation which even slightly curbs free speech, regardless of its content to pass into law. At the cost of loosing support for the SNP or independence as this will certainly be a vehicle the opposing parties will use as a stick to beat the SNP with. I was victim to the OBFA and I dare not see another individual go through similar horrendous court proceedings as I did.
