This policy has been developed in response to responsibilities placed on the LA under the consolidated version of the Education Act 1996, Learning and Skills Act 2000, Education Act 2002, Education and Inspections Act 2006 and Education Skills Act 2008, in respect of transport arrangements for 16-19 year olds in continuing education. SCOPE AND COVERAGE OF THE POLICY 2. The policy relates to provision planned for the academic year 2019/20, i.e. from 1st September 2019 to 31st August 2020. 3. The policy is in two parts: the main body provides background and context; the support available to students, which is provided through the partners, is described in detail in Annex A. 4. Whilst every effort has been made to ensure the accuracy of the detail contained in Annex A, the Council reserves the right to modify the detailed arrangements over the life of this policy. 5. In line with the legislation, this policy is primarily aimed at full-time students aged 16-19 inclusive, with support continuing to the end of the course, where the course started before the student had reached the age of 19. In this context, a full-time education means a programme of education provided by a recognised provider such that the young person’s timetable taken across all courses would require him or her to be in a class, or other taught or guided study session, (including practical work), for at least twelve hours per week. A learning programme means full time education (as defined above), or; a YPLA or SFA funded Foundation Learning programme.

    Substations Replacing Manchester’s Stalybridge substation The new 275 kV substation at Stalybridge When National Grid wanted up to upgrade its Stalybridge substation in 2006, it took the decision to trial a new approach to project delivery and appointed ABB to work in a £44 million partnership contract to replace the south east Manchester substation in a fore-runner of what became its Joint Activity Solution way of working. The need ABB appointed as first Joint Activity Solution (JAS) Stalybridge’s substation was originally completed in 1961 partner to National Grid and by 2006 was in significant need of refurbishment. Both National Grid took the step of planning the project as its first electrical and civil engineering elements were at the end of major project to be carried out on the alliance working model their design life. National Grid’s objective was to completely as a test case on the benefits of alliance working: long-term replace the 275 kV air insulated switchgear (AIS) substation, visibility of workloads, sharing of risk and reward and working which had 11-bays of air insulated switchgear and it selected as a single team. ABB to provide compact state-of-the-art indoor gas insulated switchgear (GIS). The café shop never opened and Caffé Ritazza closed within a few weeks through lack of custom. Compare this with Huddersfield bus station below at 11.35 on a Saturday morning. Together with a daily passenger throughput of 33,000+, it has thriving retail units and a very busy café especially popular with O.A.P’s. All the 31 pairs of automatic doors work here too! Note the large pair of overhead double-sided electronic departure boards. Had the £28 million been spent on a grand central interchange at Piccadilly Gardens incorporating trams, buses and National Express, we should now have a facility that would have really enhanced the city and been popular with both passengers and bus operators. We believe the gardens are owned by the City Council so land acquisition costs would largely have been avoided and the £28 million gone so much further in providing a magnificent interchange. Instead of that we’re stuck with a red brick office block, an ugly concrete wall, portable urinals at weekends and probably the worst city centre bus waiting facility in the country! Wouldn’t you say a lack of foresight both by GMPTA/E and the City Council? 11 BURY INTERCHANGE: Automatic doors were fitted a few years ago to five stands (P to V) and were probably expensive. They’ve not worked for at least 18 months if that, and remain permanently open.

On Saturday, the twenty-second, after a five-day trial at the Old Bailey in London, the expatriate American doctor Hawley Harvey Crippen was found guilty of poi­ soning his wife Cora, who was best known by her stage name of Belle Elmore. And on the following Monday, Mark Wilde entered the dock in Court Number One at Chester Castle to stand trial for the stabbing of George Harry Storrs. He was the second person to be tried for the murder—the first, Cornelius Howard, a cousin of the victim, having earlier been found not guilty. The "Gorse Hall mystery," as it became known from its mise-en-scene, the stately residence of the murdered man near the town of Stalybridge in Cheshire, was at that time almost twelve months old; and it had captured the imagination of the British public since the morning of November 2, 1909, when, according to one reporter, "the whole country was thrilled with the news of the outrage." Though Storrs, a wealthy mill-owner, had only a few weeks before erected a massive alarm bell on the roof of Gorse Hall after telling the police of an attempt on his life, it did not save him from being stabbed to death by a mysterious intruder.
