Notice is hereby given that on the 25th February 2020 The Flintshire County Council made an Order under Section 84 to the Road Traffic Regulation Act 1984, and of all enabling powers, the effect of which will be:-
a) To impose a speed limit of 20mph on the length of roads specified in the Schedules to this notice.
A copy of the Order, which will come into operation on the 6th March 2020, together with a plan showing the lengths of road to which the Order relates and a statement of the Council’s reasons for the making of the Order may be inspected during normal opening hours at the Mancot Library, Mancot Ln, Mancot, Deeside CH5 2AH and Flintshire County Council, Alltami Depot, Mold Road, Alltami, Flintshire CH7 6LG during office hours.
SCHEDULE 1 20MPH Speed Limit Zone
Leaches Lane: from its junction with B5129 Chester Road to 357 meters south west of the junction with Hawarden Way.
Hawarden Way: from its junction with Leaches Lane to 42 meters south west of the junction with Mancot Lane.
Foxes Close: From its junction with Leaches Lane, for its entire length.
Mancot Royal Close: For its entire length.
Field View: From its junction with Foxes Close, for its entire length.
Earle’s Crescent: From its junction with Leaches Lane, for its entire length.
Mancot Lane: From its junction with B5129 Chester Road to its junction with Hawarden Way.
Leaches Close: From its junction with Leaches Lane, for its entire length.
Oak Court: From its junction with Leaches Lane, for its entire length.
Colliery Lane: from its junction with Mancot Lane for a distance of 46 meters in a northwest direction.
Cottage Lane: from its junction with Mancot Lane for a distance of 34 meters in a northwest direction.

STATEMENT OF REASONS FOR PROPOSING TO MAKE THE ORDER
Following a robust prioritisation process, Flintshire County Council has identified Sandycroft Primary School as the Authorities priority when assessed under the Welsh Governments Safe Routes in the Community initiative.
Following a successful bid to Welsh Government, Flintshire County Council have been successful in obtaining funding to implement substantial safety measures (for which the 20mph Speed Limit forms part of) to address congestion and reduce unnecessary vehicle movements experienced along the route to School.
It is proposed to introduce a 20mph Speed Limit, on (Leaches Lane, Hawarden Way, Foxes Close, Earle’s Crescent, Field View, Cottage Lane, The Paddock, Colliery Lane, Wilton Road, Willow Lane, Hampton Avenue, Clos Coed, Marnel Drive, Mancot Royal Close, Crossways, Mancot Way, Ashfield Crescent, Maxwell Avenue, Wenlock Crescent, Sunnyside, Deiniol’s Road, Oakley Road, Leaches Close, Oak Court, Orchard Close, Westway and Mancot Lane, Mancot), which will improve safety for pedestrians and vulnerable road users, whilst reducing congestion and improving traffic flow around Sandycroft Primary School. The reduced congestion has benefits for the safety of the children going to and from School and will also improve air quality and quality of life for local residents.
The 20mph Speed Limit Zone, forms an integral part of a safer routes in the Community scheme, funded by Welsh Government. Other such measures include new crossing facilities and improved walking & cycling provisions.
The proposals are detailed in the Public Notice and are contained in the proposed Draft Order.
