Whiteaker Community Council: Eugene Neighborhood Survey Results

More than 4,600 community members responded to the recent Eugene Neighborhood Survey, providing useful information about what they like in their neighborhoods and what they would like to improve. Conducted during the summer and fall of 2009, the survey was developed in partnership with neighborhood leaders and the UO’s Community Planning Workshop. Neighborhood associations, as well as City staff and other community groups, distributed the survey with a special emphasis on reaching people who have not participated in neighborhood associations and underrepresented groups. These efforts paid off, as results indicate that survey responses are a good representation of the city population in terms of age, income, race/ethnicity, gender, and home ownership.

Responses for Whiteaker NA were 175, about 3.9% of the neighborhood’s total population. Respondents were 53% renters, 39% homeowners, and 6% worked at or owned a business. Forty-eight percent of respondents’ household income was less than $30,000, 32% between $30,000-60,000, and 20% over $60,000. The race/ethnicity breakdown of respondents is as follows: 75% White, 7.1% Latino/Hispanic, 7.1% Multi-racial, 2.6% American Indian/Alaskan Native, 1.3% Asian, .6% Black/African American, and 6.4% other. The respondent age was predominately 25-64 years old (88%), with 11% ages 17-24 and 1% 65 or over. For planning and outreach purposes, the Whiteaker Neighborhood Analysis should be consulted to compare actual demographic make up to the demographic make-up of the survey respondents. Gaps may exist.

Forty-eight percent of respondents had not participated in their neighborhood association, but 33% expressed an interest in being connected. Survey data should be consulted for information on what would encourage respondents to be more involved and what respondents view as the neighborhood association’s primary role.

Overall, Whiteaker Community Council results show that respondents have generally positive views of the quality of life in the Whiteaker neighborhood. When asked about what they would like to improve in Whiteaker, safety was the most frequent response, followed by biking and walking, access to services, and parks/open space.

Neighborhood surveys are considered a best practice in neighborhood planning initiatives. The survey provides a wealth of information for neighborhood associations and the City of Eugene, as we work to increase involvement and participation in neighborhood associations and improve neighborhood livability. Please explain your answer(s) for the above question (three areas you would like improvements in): 1 I would love to see mixed-use live-above-the-store development in the Whiteaker. But that would be even more important Aug 3, 2009 11:50 PM downtown. Same with businesses, same with safety. Over the 3 years I've lived here my house has been broken into once and some things were stolen from my car once. But I don't feel unsafe. I haven't driven my car in over a year and can do every thing I need to do comfortably by bike. 2 Lots of homeless foot traffic that frequently beg for money in this area. Some run down homes that could look better. Much Aug 4, 2009 10:56 PM improvement has happened over the past few years. 3 Our neighborhood is not safe. Drug addicts and the homeless are all around. They walk the streets late at night (and Aug 7, 2009 10:34 PM during the day) screaming obscenities, selling/buy drugs, participating in prostitution and panhandling. My home has be robbed on at least 3 occasions in the last 6 years.

The police will not respond - example - What I must presume was a drunk driver crashed into BOTH of my cars in the middle of the night a few years back and the police would not come out to take a report or collect evidence. There was copious evidence - whole pieces of the other vehicle, that may have lead to finding the perpetrator. Instead I was told to contact MY insurance and make a claim.

I feel there is a bias in public services to this neighborhood as well. After the February 2002 windstorm our house was without power for 3 days, despite the fact that we live in the middle of town. People in much more remote locations had services long before we did.

The general appearance of the neighborhood is shabby. No effort is made by city officials to enforce simple things like making sure intersections are clear and visible. There are several blind corners blocked by overgrown shrubbery or high fences.

The people who live here must constantly contend with the people passing through. I can't work in my front yard without being hit up for money or asked for a job. Transients and drunken college students feel no compunctions against sleeping/have loud conversations/lounging beside or in front of my house. The hostile environment prevents neighbors from having polite conversation. There is no sense of community in my area of the neighborhood. 4 I don't like some of the very run-down buildings and spaces, grafitti and public camping. It doesn't look like we have pride Aug 11, 2009 12:40 AM in our neighborhood. The "entries" into our neighborhood need some work.

Great businesses have started to succeed here, like Papa's, Pizza Research, World Cafe, and Ninkasi brewing. I'd like to see more of a healthy business district starting at 6th and Blair.

Lots of my neighbors have experienced ongoing property crimes. One day 19 cars had their windows smashed just on our street alone. Safety issues remain a concern for people setting up businesses and buying homes.

Most of them are Aug 11, 2009 5:20 PM harmless, but we have an insane amount of property crime. In the last 4 years living in Whiteaker, I've experienced a home break-in and a car theft, neither of which I experienced in 10 years of living in Oakland, Ca. 6 Connection. Whiteaker has a kind of "us against the outsiders" feeling to it, which is stupid in such a small town. I just Aug 11, 2009 6:04 PM noted while riding my bike around the other day that there are more Tibetan prayer flags than American flags in the neighborhood which makes me feel ill.

Safety. There are alot of scum bags that lurk around the whole Blair corridor probably going to the Mission or to the various things around 6th & 7th. I don't feel unsafe personally, but there is alot of theft by these degenerates.

Those are really my two central issues. 7 It's challenging to ride on uneven pavement. Aug 11, 2009 8:42 PM 8 The Whitaker area DESPERATELY needs road improvements, including replacement or resufacing, with a specific Aug 11, 2009 10:26 PM emphasis on bike and pedestrian travel, and with somewhat narrower lanes for vehicular traffic, and designs which specifically discourage vehicular speed. Sidewalks and street surfaces are in very poor condition, generally speaking. There is not sufficient number of higher density, affordable housing options which fit into the existing look and feel of the neighborhood. Any new developments should attempt to embrace the existing ambiance of the neighborhood, while offering more landscaping, low maintenance mini-park options, additional housing options and a more cohesive mix of residential and commercial properties. 9 E. While there are many great parks in our neighborhood, it would be great to have an after-school program for the low Aug 12, 2009 12:46 AM socio-economic kids in our neighborhood. I see a lot of kids playing on the concrete outside of the apartments on 5th and Blair and think how nice it would be if they had a place that they could go to study, get help with their homework, and recreate in a safe, open space.

B. There is no direct bus route from my neighborhood to the UO. Getting a transfer at Eugene Station is slow and inconvenient. I've been sexually harassed by drunk sketchy bus riders and even though the bus drivers have dealt with the situation, it makes me not want to ride the bus on the same route that goes past the Eugene Mission, I'm sorry to say it.

N. I have previous experience with my neighborhood association and I have unfortunately found that they are only interested in pursuing the narrow, self-serving agenda of their own needs. Any viewpoints that are not in alignment with their vocal minority are not respected, nor heard. In fact people who present moderate viewpoints are actively discriminated against and subjected to personal attacks in my experience at the meetings and as a an active council member who has attended board meetings as well as community meetings. 10 The one thing that this neighborhood lacks is a good meat market. If there was one, most everyday grocery needs could Aug 13, 2009 7:04 PM be met. 11 If you go out at night, be prepared to defend yourself. The buse stops are somewhat close, but one of them is right next to Aug 13, 2009 9:16 PM where all the transients live and sleep and street kids hang out. ( 1st and Washington. Police officers beat helpless homeless people, Aug 13, 2009 10:09 PM and there is no one to help them except the residents of the Whiteaker. Eugene's cops scare me, so I won't help someone in need.

Businesses are out of place and poorly situated throughout the neighborhood. Gray's is a perfect example. The rest of the neighborhood is clearly designed to fit together, or takes advantage of abandoned or neglected buildings. Gray's is a monstrosity that wastes resources (ie watering the sidewalks behind the fortress to the point of street flooding every night).

Because planning has been so poor, we're stuck with all kinds of parking problems. I have watched drug deals go down in two apartment complexes (also built outside the realm of the neighborhood) while the drivers park in spots designated for the rental I live in. This is both a police/DEA issue and a parking enforcement issue. I'd gladly pay for a pass to ensure that I get parking near my home in this high crime area. 13 There is a of of crime which leads to me (as well as others I know...) not feeling safe. We don't feel safe walking/biking at Aug 16, 2009 6:49 AM times, but otherwise there is good walking/biking routes near. There are often times that it is a challenge to find on-street parking near some places in my neighborhood. 14 New developments: We just need more of it. The economy put a stop to a couple of really great projects, especially Aug 16, 2009 11:58 PM housing. Need more people living down here and more small commercial and office.

Appearance: Looks a little too industrial. Could use more residential scale houses and cool looking office / businesses.

Housing? Ranges from low to middle. Need a few more middle to upper end. Tis would stimulate the need for more services and not just a convenience store. 15 End of our street, there is a very troublesome trailer court with constant trouble with the law. Traffic Congestion- In the morning, noon and evenings it is almost impossible to make a south bound turn on to river road to get out of my street when I am driving. Appearance-Many potholed streets in Whitaker neighborhood that could use attention. 17 I think our neighborhood is great in terms of recreational opportunities. It falls short in business and safety so that's where Aug 21, 2009 7:02 PM work should be done. 18 We live a block away from Scobert Park and have only been there a handful of times and each time we have had some Aug 26, 2009 4:19 PM encounter with an intoxicated person. Not only do I worry about what my children might hear or see at that park but also what they might find there. Its a great park but I don't feel it is safe or appropriate for children.

The traffic on Polk is pretty heavy from people turning on to Polk to speed down to 2nd and then turn left to get to RR. There are no stop signs from 6th and Polk down to 2nd and Polk so it seems most cars speed through not thinking about the families and pets that live here. I would love to see a stop sign or even better 2nd and Polk closed going in one direction. :)

I do not feel Aug 26, 2009 8:12 PM safe in my neighborhood, and I will move as soon as I can afford it. I really really think this neighborhood needs to be cleaned up. I hate living here, but rents in Eugene are really expensive and this is the only area I have found that I can afford right now. 20 I expect Whitaker will always have more crime than some other neighborhoods, simply because it is so central to so many Aug 26, 2009 8:35 PM different populations. And while it is easy to find a bus stop or a restaurant or shopping (especially if you don't take your car and can take the bike bridge to VRC, I don't much like either of the grocery stores in the neighborhood, and the public schools all seem to require a ride. 21 I'd like for the community council to no longer be associated with a non-profit organization so that it can focus on local and Aug 28, 2009 6:22 PM neighborhood scale issues. I think the city needs to look at why it is supporting and facilitating a non-profit organization without a clear neighborhood focused agenda.

Although the Eugene Police have made great strides in community policing in Whiteaker, there is still a very strong anti- police contingent in the neighborhood. There is also considerable hesitation on the part of residents to call the police on durg trafficking activity. This needs to stop, it is a key cause of violent crime in the neighborhood and it happens in plain sight day and night.

Although walking and biking are both great options in Whiteaker, as a daily bike commuter the road conditions are very poor in bike travel lanes. Additionally the lack of clear bike routes on Blair Blvd create conflicts between bikers and cars, and on-street parking often interferes with bike travel lanes. 22 I don't have a car. My last neighborhood was car-dependant, and I love that Whiteaker is so pedestrian friendly. There are Aug 28, 2009 8:00 PM shops and restaurants I can visit on bike or foot, and I really appreciate that and would never want that to change, but only to improve. I would stay for that, plus it is not too far from work, so public transportation needs to be present and maintained. The only worry I have is the somewhat high amount of property crime, and if the neighborhood grows together, perhaps that won't be as much of an issue. 23 E. 3. There is really run-down and cheap housing, or if you don't work in the neighborhood and have a high income, you can buy. There isn't much for median level income people to purchase (although there are a very few rental options). 35 People do not obey the leash laws in Sladden Park and on the River Bike Path. Regular visits from law enforcement personnel who talk to the homeless people who hang out in Sladden Park all day are appreciated, but rarely is anyone taken away, even when they start fires, scream and yell at each other, pass out drunk, or urinate in public. I've seen lots of stuff that I can't have my child witness, from violent outbursts in our parks (I've broken-up multiple fights in Scobert Gardens), prostitution and open drug-abuse in our alleyways. Police respond when called but there needs to more "eyes on the street".

I have a child who doesn't feel completely safe walking two blocks to the store even with the dog and knowing most of the neighbors on the route. It doesn't help that there are not child-focused centers of activity (neighborhood schools, kid- friendly parks). We are big supporters of the skate park under Washington-Jefferson Bridge.

While some businesses and residence owners care about the community, many don't. There can be garbage piled-up and labeled as "free" in someone's yard for weeks. There is supposedly a free-stuff box next on Van Buren just past Blair Street that is just a junk heap. Very frustrating when some people care and others don't. 42 I don't feel particularly strongly about these 3 choices. Because of its diversity, the Whiteaker is more like a city than other, more residential, neighborhoods. There is too much garbage and vandalism. The crowd and grounds around Tiny Tavern continues to be unexcuseable for a neighborhood.

Scobert and Washington/Jefferson parks are too dangerous to be in. It would be nice to be able to walk down my street and not be harrassed by those hanging out in Scobert. It would also be nice if my son could play at the two parks closest to him. 45 Cars speed through parts of the neighborhood and there are several blind intersections where you can’t see cars coming Oct 5, 2009 4:24 PM until they speed in to your car or bike. I would like a close in community garden. Food is a big issue right now and something that would get people in to our current open spaces on a regular basis. I'd like to see that park get taken over by gardeners and families rather than homeless and drug abusers. Also, I want there to be fair housing prices in ALL of Eugene, which is a great and livable city but not always affordable.

The parks are there in the neighborhood, BUT they are not usable due to crime and the above complaint.

Blair Blvd, north of W. 5th has come a long way, and now houses 6 restaurant choices. The city can make this area a draw by providing incentives to convert the vacant Bakery at Blair and 2nd into more restaurants, or by ensuring the zoning includes restaurant establishments. We have hit a critical mass of choices that now brings in ppl from all around Eugene. In addition, our large population of artists can create a "shopping" area of artisan shops if some of the industrial, vacant buildings in the area are converted to such. 48 1. The corner of 4th & Blair is long overdue for a 4-way stop. We bear the brunt of Eugene's homeless problem due to the fact that the only indoor option is the Mission. Eugene needs to do a better job of homeless outreach and neds a non-religious short term shelter so that those that avoid the Mission stay off the streets 50 1. In addition, certain elements attract much more than Whiteaker's share of homeless and transients. While we welcome all types of people in the neighborhood, having the Mission, the Buckley Center, more than our proportional share of very low income housing, plus several convenience stores who cater to the homeless really does have a major impact on our lives. I don't think we want to kick any of these out, but certainly we shouldn't add more, and the recent actions to control the predator convenience stores is a very good move. Traffic at the edge of Whiteaker, in particular on 6th and 7th, creates a barrier that breaks up the lively Blair commercial area, discourages pedestrians and bikes (who otherwise thrive in Whiteaker), and encourages a lot of bad, often illegal, behavior. 61 More variety of stores would be great. A. It is very hard to see pedestrians and bikes while driving. It might be good to not allow parking so close to alleys, and to encourage bikes to slow before moving between sidewalk and street.

FYI, I do not seek connection with folks in the neighborhood other than my friends. 64 I understand that given the current state of the economy that we have a lack of resources, but the on street camping and Oct 18, 2009 7:55 PM crime in our neighborhood has increased dramatically. I believe that 'developers' see the open space out by the river as a place that should be filled in and utilzed...with little stores and apartments above the stores...that whole concept that has happened on Cresent Rd...I know that it has been proposed that there be more access to the river from River Road. Currently, there is complete access to the river from River Road...you can bike, walk....there are so many people who currently enjoy the park and the green space by the river. Just because it is a wide open space, with many of the little roads in Whiteaker at a dead end to the river... DOES not mean that we need to fill this space with businesses and apartments and little roads that go to the river. This would seriously distroy the peace and tranquility of this area. Just because there is open space....does not mean we need to develop this open space. Please concentrate your energy on River Road and the inadequate cross walks. The current cross walks on River Road need to have traffic lights so cars will actually stop to let pedistrians walk across River Road. Without lights at these cross walks, cars will rarely stop. This is what the target should be in this area, NOT development anywhere close to the river. 74 I would love to stay here. Much of the parking problem involves their tenants as do many of the safety concerns in the neighborhood. Auto theft is outrageously high for any neighborhood. Auto dismantling should be discouraged on North Polk. Parking restrictions need to be enforced, especially for non-running vehicles. The neighbours generally agree that these problems largely emanate from those apartments. The increasing concentration of people from the continued development of residences and higher concentration of tenants is causing more frequent close encounters of the dangerous kind, especially between automobiles and bicycles and pedestrians. This is a very high pedestrian and bicycle traffic neighborhood with many young children. Speed Limits need to be lowered to 20 mph or lower, posted and heavily enforced.
