1. INTRODUCTION

Background

1.1 Key Transport Consultants Limited (KTC) is retained by LiveWest to provide transport advice on a proposed residential development at a site located on Hornbean Close, in Bradley Stoke, South , BS32 8EF.

1.2 This Transport Statement (TS) has been prepared to assess the transportation implications associated with the proposals and accompany a planning application for 22 new affordable dwellings including 9 houses, 12 flats and 1 bungalow.

Summary

1.3 This TS concludes that the site is sustainably located in a town centre, in close proximity to a wide range of local facilities and services, including frequent bus services, within a short walk distance.

1.4 In view of this and given the limited traffic impacts demonstrated, it is considered that there are no transportation reasons not to permit the proposed development.

Report Structure

1.5 This Transport Assessment continues in Section 2 with a description of the site and local transport network whilst Section 3 describes the development proposals for the site including access. Section 4 sets out the transport policy context while Section 5 considers accessibility by alternative modes of transport to the car to jobs, shops and services from the site. Traffic impact is assessed in Section 6 and parking is considered in Section 7. Finally, in Section 8, conclusions are drawn.

2. SITE SETTING AND LOCAL TRANSPORT CONTEXT

2.1 This section provides a summary of the characteristics of the development site including location, context, planning history and other relevant transport information relating to the current condition of the transport network including accident data.

Site Location

2.2 As shown on Figures 1 and 2 the site is located to the north of Hornbeam Close, east of Manor Farm Crescent and west of the access road leading to Willow Brook Shopping centre. An existing farm gate at the northern end of Hornbeam Close currently provides access to the site.

Local Highway Infrastructure

2.3 The local road network is shown on Figure 2. Hornbeam Close is a mixture of separate carriageway and footway and shared space. At the northern end, adjacent to the site, and at the southern end where it meets Savages Wood Road it has a 6m wide carriageway and 2m wide footways.

2.4 Savages Wood Road is a residential distributor road connecting Bradley Stoke Way and Brook Way. It is approximately 7.3m wide with 2m footways.

2.5 Bradley Stoke Way is a primary distributor road linking the A4057 Winterbourne Road to the south with the A38 to the north which links the M5 to the north with Bristol City Centre to the south.

2.6 Brook Way also forms part of a primary distributor road linking Winterbourne Road to Bradley Stoke Way some 500m east of the A38.

2.7 An assessment of facilities for pedestrians, cyclists and public transport users and an analysis of the accessibility these provide to local facilities is detailed in Section 5 of this TS.

Planning History

2.8 A review of the planning history for the site identifies that it was previously earmarked for the provision of a local Health Centre. Outline permission was first granted by Council (SGC) for this use in 1990 (P90/0020/249), with the permission being continuously renewed in 1994 (P93/20/402), 1997 (P97/1762), 2000 (PT00/1510/R30), and for a final time in 2004 (PT04/0815/R30).

2.9 Since then, the Health Centre has been developed at an alternative location elsewhere is Bradley Stoke. This allows for other suitable uses for this site to be considered.

2.10 It is worth noting that trip generation to a local health centre would have been significantly higher than a residential development of 22 dwellings.

Planning Consultations with SGC

2.11 A pre-application consultation (PRE20/0171 ‘Land off Savages Wood Road’) was undertaken with SGC to inform the scheme. A detailed response was received in May 2020 which is provided in Appendix A, with a summary of key points provided below.

2.12 In terms of general Highways issues: vehicle tracking of the appropriate Refuse vehicle should be provided; each residential unit with an allocated parking space should have an Electrical Vehicle Charging Point (EVCP); and secure cycle parking for all residential units is required.

2.13 In a section on Design, Density and Layout, SGC note that the proposed density of around 63 dwellings per hectare is suitable given the location. However, it notes that existing high-density residential areas around Hornbeam Close are dominated by parking and access, and it is recommended that this scheme put more focus on generating a visually positive public realm by integrating parking into the development.

2.14 Direct access to the Willow Brook Centre, through the north-east boundary of the site, is desirable to allow residents direct access to local shops and services.

2.15 Advice on communal refuse storage is also provided, making reference to SGC Waste guidance and a benchmark site in Swindon (Triangle) where facilities for the storage of bikes, bins, garden equipment etc. is integrated into the built form, and are conveniently located for the provision of electric vehicle charging points whist also screening parked cars better.

2.16 SGC highlight that the site has a lot of potential, being in a sustainable location and very close to the shops and services in the Willow Brook Centre. As such, regarding car parking, there is a:

‘…justifiable argument to support the provision of only 1 space per 2-bed house, given how close the site is to the local shops’

2.17 SGC consider that the site is likely to be compliant with their ‘new approach to existing Town Centres, called Urban Lifestyles’ which forms part of the emerging, but currently unadopted, local plan. This aims to focus higher density schemes, with a better range of residential units, in locations with excellent accessibility. By making provision for more people to live closer to existing services, lower levels of car ownership would be expected. This allows a more efficient use of land within a site, with lower parking provisions and therefore a higher quality public realm. Further details are provided in Section 4 of this TS

Personal Injury Accident Records

2.18 Personal Injury Accident (PIA) records on Savages Wood Road for the period January 2016 to December 2020 were obtained from South Gloucestershire Council and are provided as Appendix B.

2.19 There have been two slight injury accidents on the stretch of road between the roundabout access to the Willow Brook Centre and Brook Way.

2.20 Accident 161605499 occurred at the Hornbeam Close access. It occurred at 19:21 on a Thursday in July 2016 when a car pulled out of Hornbeam Close and was hit by another car travelling eastbound on Savages Wood Road resulting in slight injury.

2.21 The other accident on this stretch of road was accident 161608412 which occurred approximately 50m west of Hornbeam Close at 20:56 on a Wednesday in October 2016. The incident involved a taxi travelling eastbound which when passing parked vehicles collided with an oncoming car leading to slight injuries.

2.22 The Planning Practice Guidance states that Transport Statements and Assessments should include an analysis of the injury accident records on the public highway in the vicinity of the site access for the most recent 3-year period, or 5-year period if the proposed site has been identified as within a high accident area.

2.23 We do not believe that this is a high accident area and as such the accidents fall outside the most recent 3 year period and do not therefore strictly need consideration. Notwithstanding this the two accidents do not suggest that there is a particular problem in the vicinity of the access.

2.24 Looking further afield there have been two slight injury accidents at the roundabout junction with Brook Way, one serious injury accident at the roundabout that provides access to the Willow Brook Centre, one slight injury accident between the Willow Brook roundabout and the roundabout junction with Bradley Stoke Way. There has also been 1 serious injury accident and 2 slight injury accidents at the roundabout junction with Bradley Stoke Way.

2.25 This section of the local highway is busy and this number of accidents over a 5 year period does not suggest a particular problem.

2.26 Looking at the 2 serious injury accidents, the one at the roundabout (161609146) that provides access to the Willow Brook Centre occurred at 10:16 on a Friday in November 2016. Again this accident occurred outside the 3 year assessment period recommended by the Planning Practice Guidance.

2.27 The accident occurred when a car entering the roundabout collided with a cyclist on the circulatory carriageway resulting in serious injury to the cyclist.

2.28 The serious injury accident that happened at the Bradley Stoke Way roundabout (161606140) also occurred in 2016 so falls outside the typical assessment period. It occurred at 07:46 on a Wednesday in August and is similar to the accident that occurred at the Willow Brook roundabout as it involved a car entering the roundabout and colliding with a cyclist resulting in serious injury.

2.29 Of the 9 accidents that have occurred on Savages Wood Road, including its terminal junctions 6 have involved cyclists. In addition to the two serious injury accidents involving cyclists described above, there have been 4 slight injury accidents as described below.

• 181803551 – occurred at 17:15 on a Tuesday in May 2018 on the stretch of road between the Willow Bank roundabout and the Bradley Stoke Way roundabout. A cyclist travelling on the footway entered the road at a signal controlled crossing and collided with a car pulling out of a private car park. • 191900080 – occurred at 16:30 on a Friday in January 2019 at the Manor Farm Roundabout (Savages Wood/Brook Way). It occurred when a car entered the roundabout and collided with a cyclist on the circulatory carriageway. • 191901449 – occurred at 18:25 on a Thursday in February 2019 at the roundabout at Bradley Stoke Way. Again the accident involved a cyclist on the circulatory carriageway being hit by a car entering the roundabout and colliding with the cyclist leading to a slight injury accident. • 191905799 – occurred at 19:45 on a Thursday in May 2019 at the roundabout at Bradley Stoke Way. Again the accident involved a cyclist on the circulatory carriageway being hit by a car entering the roundabout and colliding with the cyclist leading to a slight injury accident.

2.30 The accident search area is a busy section of the highway and 9 accidents across a 5 year period is not a high number of accidents in that context over a section of road that includes 3 roundabouts and 1 priority of the junction.

2.31 The fact that 5 of the accidents involved cyclists travelling through one of the 3 roundabouts being hit by a car entering the roundabout does illustrate the vulnerability of cyclists at busy roundabouts.

2.32 The proposed development would generate a very small number of trips, as will be set out later in this report, which would be barely perceptible on the local highway network. It is therefore considered that the development would not have a significant impact on highway safety.

3. DEVELOPMENT PROPOSALS

Proposed Mix of Dwellings

3.1 As outlined in Section 1, the proposed development is for 22 new dwellings, in a highly sustainable location, with 100% being affordable homes.

3.2 It provides a broad mix of affordable dwelling types broken down as follows:

• 7 two-bed affordable houses;

• 2 three-bed affordable houses;

• 12 one-bed affordable flats; and

• 1 two-bed affordable detached bungalow.

3.3 The 9 affordable houses will be provided for general rent but the 12 flats and the single bungalow, are to accommodate residents with Learning Difficulties, with one flat used as a communal space with no permanent resident. The bungalow has two bedrooms to provide accommodation for live in care.

3.4 Access will be via an extension of Hornbeam Close. There is the potential to provide a pedestrian/cycle access to the access road to Willow Brook Centre but this road is private and would need the agreement of the owner. There is an alternative access to this road through an existing link from Hornbeam Close a short distance south of the site.

3.5 Generally residents with learning difficulties do not drive or cycle and therefore do not own cars or cycles. However car and cycle parking is needed for carers and visitors.

3.6 Car and cycle parking provision is considered in Section 7.

Site Layout and Access

3.7 As shown on an extract of the site layout plan below (Site Layout is provided in Appendix C), the affordable houses are in a terrace along the western side of the access road, set back behind their parking spaces. The flats are arranged in a block to the north-east of a side road, with the bungalow at the far eastern end.

3.8 Access to the site is provided by extending Hornbeam Close. The proposed internal road has one side road to the east and visibility at this side road, for vehicle speeds of 20mph, is shown on drawing 1104-002 also provided in Appendix C.

3.9 The access roads will be designed to adoptable standards to include a 5.0m wide carriageway and generally 2m footways where provided. There is a narrower footway in front of the parking along the side road which is 1.2m wide.

Refuse Access and Vehicle Tracking

3.10 A series of vehicle track plots have been undertaken to demonstrate that the site layout can accommodate the SGC Refuse Vehicle (referenced in Section 4 of this TS). These are shown on drawing 1104-001 provided as Appendix D.

3.11 The communal waste store for the flats and bungalow is located at the end of the small side road near the bungalow.

Proposed Pedestrian and Cycle Access

3.12 Pedestrian and cycle access will be made via the main site access road onto Hornbeam Close. Footway connections will be provided up to the site boundary to connect to the existing footway network on Hornbeam Close Given the cul-de-sac nature of the site, and the expected low speeds and volumes of traffic, it is considered that cyclists would be easily able to travel on the highway with other vehicles and pedestrians can cross at convenient locations.

Cycle Parking

3.13 SGC cycle parking policy set out in Section 4 requires a minimum of 1 cycle space per bedroom however residents with learning difficulties are very unlikely to cycle although carers and visitors will require cycle parking. For the nine houses, cycle parking will be available within their curtilage, either in garden sheds (for the 7no 2-bed houses) or garages (for the 2no 3-bed houses).

3.14 A secure cycle store is proposed next to the refuse store adjacent to the bungalow. This is conveniently located for carers and visitors for residents with learning difficulties. This is a convenient location, near the access to the flats and bungalow.

Electric Vehicle Charging Point (EVCP) Provision

3.15 Section 6 of the SGC Parking SPD considers that Electric Vehicle Charging Points (EVCPs) should be provided in the external walls or garages of suitable houses to serve private parking spaces. This may include a charging point in a communal/unallocated visitor parking space.

3.16 As such, all of the (9no) affordable dwellings, along the west side of the access road, will be provided with active EVCPs given their allocated parking space is conveniently positioned within their curtilage and close to an external wall.

3.17 A sketch detail for the EV charging to serve the flats is provided in Appendix E. The provision includes a feeder pillar that will accept a new 3 phase meter, and switchgear for up to 8 No. 7kW single phase charging stations; based on an off the shelf product (a Lucy Zodion EVC feeder pillar).

3.18 There are 2 No. 7kW EV points to be installed now adjacent to the block of flats as shown on the drawing provided as Appendix E and the spare capacity will allow for future installations

along the row of parking spaces shown adjacent to the feeder pillar. NB: A 7kW single phase EV charging point will typically provide a charge in 3-4 hours [30 kWh battery].

Buggy Charging

3.19 There is a store for 2buggies adjacent to the lobby within the block of flats with electric charging points. There will also be charging points within the two flats which are designed for wheelchair users and also one in the bungalow. In total there will be 5 buggy charging points.

4. TRANSPORT POLICY CONTEXT

Introduction

4.1 This chapter sets out the relevant national and local transport planning policies and other policy guidance to be considered in the context of the site and the proposed development.

National Policy

National Planning Policy Framework

4.2 The National Planning Policy Framework (NPPF) was published by the Ministry for Housing, Communities and Local Government in February 2019. Section 9 of NPPF is titled Promoting Sustainable Transport and comprises ten paragraphs that specifically address transport issues for plan making and development.

4.3 The first paragraph of Section 9, numbered paragraph 102, sets out the main transport objectives of the NPPF. It states:

‘Transport issues should be considered from the earliest stages of plan-making and development proposals, so that:

a) the potential impacts of development on transport networks can be addressed; b) opportunities from existing or proposed transport infrastructure, and changing transport technology and usage, are realised – for example in relation to the scale, location or density of development that can be accommodated; c) opportunities to promote walking, cycling and public transport use are identified and pursued; d) the environmental impacts of traffic and transport infrastructure can be identified, assessed and taken into account – including appropriate opportunities for avoiding and mitigating any adverse effects, and for net environmental gains; and e) patterns of movement, streets, parking and other transport considerations are integral to the design of schemes, and contribute to making high quality places.’

4.4 Paragraph 103 states:

‘The planning system should actively manage patterns of growth in support of these objectives. Significant development should be focused on locations which are or can be made sustainable, through limiting the need to travel and offering a genuine choice of transport modes. This can help to reduce congestion and emissions, and improve air quality and public health. However, opportunities to maximise sustainable transport solutions will vary between urban and rural areas, and this should be taken into account in both plan-making and decision-making.’

4.5 Paragraphs 108 to 111 are presented under a sub-heading of ’Considering development proposals’, so they are specifically relevant to development. Paragraph 108 states that:

‘In assessing sites that may be allocated for development in plans, or specific applications for development, it should be ensured that:

a) appropriate opportunities to promote sustainable transport modes can be – or have been – taken up, given the type of development and its location; b) safe and suitable access to the site can be achieved for all users; and c) any significant impacts from the development on the transport network (in terms of capacity and congestion), or on highway safety, can be cost effectively mitigated to an acceptable degree.’ 4.6 Paragraph 109 continues:

‘Development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or the residual cumulative impacts on the road network would be severe.’

4.7 Paragraph 110 states:

‘Within this context, applications for development should:

a) give priority first to pedestrian and cycle movements, both within the scheme and with neighbouring areas; and second – so far as possible – to facilitating access to high quality public transport, with layouts that maximise the catchment area for bus or other public transport services, and appropriate facilities that encourage public transport use; b) address the needs of people with disabilities and reduced mobility in relation to all modes of transport; c) create places that are safe, secure and attractive – which minimise the scope for conflicts between pedestrians, cyclists and vehicles, avoid unnecessary street clutter, and respond to local character and design standards; d) allow for the efficient delivery of goods, and access by service and emergency vehicles; and e) be designed to enable charging of plug-in and other ultra-low emission vehicles in safe, accessible and convenient locations. 4.8 Paragraph 111 sets out the requirements for transport documentation to be submitted in support of a planning application and reads:

‘All developments that will generate significant amounts of movement should be required to provide a travel plan, and the application should be supported by a transport statement or transport assessment so that the likely impacts of the proposal can be assessed’.

4.9 Paragraphs 122 and 123 requires support for developments that achieve appropriate densities that make an efficient use of land, accounting for:

a) the identified need for different types of housing and other forms of development, and the availability of land suitable for accommodating it;

b) local market conditions and viability;

c) the availability and capacity of infrastructure and services – both existing and proposed – as well as their potential for further improvement and the scope to promote sustainable travel modes that limit future car use;

d) the desirability of maintaining an area’s prevailing character and setting (including residential gardens), or of promoting regeneration and change; and

e) the importance of securing well-designed, attractive and healthy places.”

4.10 Transport is addressed sporadically in other sections of NPPF including paragraph 127 which recognises the importance of the transport network in achieving well-designed places.

4.11 In the Glossary at Annex 2, the definition of ‘Sustainable transport modes’ is: ‘Any efficient, safe and accessible means of transport with overall low impact on the environment, including walking and cycling, low and ultra-low emission vehicles, car sharing and public transport.’

4.12 The terms Transport assessment, Transport Statement and Travel Plan are also defined in Annex 2.

Planning Practice Guidance 4.13 The Planning Practice Guidance online resource makes reference to Transport Assessments where it is stated:

‘The scope and level of detail in a Transport Assessment or Statement will vary from site to site but the following should be considered when settling the scope of the proposed assessment:

• information about the proposed development, site layout, (particularly proposed transport access and layout across all modes of transport);

• information about neighbouring uses, amenity and character, existing functional classification of the nearby road network;

• data about existing public transport provision, including provision/ frequency of services and proposed public transport changes;

• a qualitative and quantitative description of the travel characteristics of the proposed development, including movements across all modes of transport that would result from the development and in the vicinity of the site;

• an assessment of trips from all directly relevant committed development in the area (i.e. development that there is a reasonable degree of certainty will proceed within the next three years);

• data about current traffic flows on links and at junctions (including by different modes of transport and the volume and type of vehicles) within the study area and identification of critical links and junctions on the highways network;

• an analysis of the injury accident records on the public highway in the vicinity of the site access for the most recent three-year period, or five-year period if the proposed site has been identified as within a high accident area;

• an assessment of the likely associated environmental impacts of transport related to the development, particularly in relation to proximity to environmentally sensitive areas (such as air quality management areas or noise sensitive areas);

• measures to improve the accessibility of the location (such as provision/ enhancement of nearby footpath and cycle path linkages) where these are necessary to make the development acceptable in planning terms;

• a description of parking facilities in the area and the parking strategy of the development;

• ways of encouraging environmental sustainability by reducing the need to travel; and

• measures to mitigate the residual impacts of development (such as improvements to the public transport network, introducing walking and cycling facilities, physical improvements to existing roads.

Local Policy

Joint Local Transport Plan 4 (JLTP4)

4.14 Joint Local Transport Plan 4 (JLTP4) 2020 - 2036, dated March 2020, is led by the West of Combined Authority (WECA), working with Bath & North East Somerset, Bristol, North Somerset and South Gloucestershire Councils. JLTP4 “aims to achieve a well-connected sustainable transport network that works for residents, businesses and visitors across the region; a network that offers greater, realistic travel choices and makes walking, cycling and public transport the natural way to travel.”

4.15 JLTP4 identifies the following five objectives based on the aspirations of the West of England authorities:

• Take action against climate change and address poor air quality; • Support sustainable and inclusive economic growth; • Enable equality and improve accessibility; • Contribute to better health, wellbeing, safety and security; • Create better places.

4.16 The document identifies policies and interventions based on “improving connectivity” as follows:

• beyond the West of England: B1 to B2; • within the West of England: W1 to W5;

• local: L1 to L5; and • neighbourhood: N1 to N2

4.17 Section 11 of the document sets out the major schemes and a summary of interventions. The schemes are set out under the headings:

• Transformational - including improvements to the bus network, an expanded metrobus network, new Park & Ride sites and enhanced rail services; • Early investment schemes - including committed projects and schemes under development; • Joint Transport Study Required Schemes - including Local Plan schemes; Working with partners to build our current programme - including schemes to be developed in partnerships with Highways England and Network Rail.

South Gloucestershire Council Core Strategy - December 2013 (2006-2027)

4.18 The adopted Core Strategy emphasises the need for sustainable communities. ‘i.e. communities that will stand the test of time, where people want to live, and which will enable people to meet their aspirations and potential’.

4.19 Policy CS8 is applicable to the proposed development and addresses Improving Accessibility. Within the policy it is noted that the principle of provision and promotion of sustainable travel options will be applied, as follows:

‘Provision and Promotion of sustainable travel options. All new development proposals of a sufficient scale will be encouraged to reduce greenhouse gas emissions, travel demand and support travel by means other than the private car, particularly to significant destinations such as educational establishments, hospitals, rail stations, bus interchanges and employment areas. This will be achieved through:

• the provision of, and integration of walking, cycling and public transport infrastructure into the local network; • providing mixed use developments in appropriate locations; • the active promotion of a Green Travel Plan approved by the Council; • the provision of shower and changing facilities for use by staff in commercial and business premises; • contributions to bus services, and other initiatives such as commuter and car clubs and community transport projects, as appropriate; and • access to high speed broadband and installation of electrical sockets, storage and sufficient space in dwellings such that allows homeworking. • Provision of facilities for charging plug-in or other ultra-low emissions vehicles.’

4.20 Policy CS8 also requires ‘parking and vehicular site access should be well integrated and

situated so it supports the street scene and does not compromise walking, cycling or public transport infrastructure and highway safety’ and ensure that safe and secure cycle parking is provided in line with standards.

4.21 PolicyCS4A includes a presumption in favour of sustainable development, taking a pro-active and ‘positive approach’. Where policies are potentially outdated, the council will grant permission, unless material considerations indicate otherwise, taking into account whether ‘granting permission would significantly and demonstrably outweigh the benefits when assessed against…’ the NPPF, Local Plan, other planning documents and any emerging policy which may be relevant.

4.22 Policy CS17 on Housing Diversity notes that housing developments must contribute to the provision of homes suitable for ‘older people, persons with disabilities and those with other special needs, in a way that integrates these people with the wider community’.

4.23 Although Policy CS16 requires housing developments to provide densities that are informed by the character of the local area, it notes the importance of making an efficient use of land ‘particularly in and around town centres… where there is good pedestrian access to frequent public transport services’.

4.24 Policy CS18 commits to improving affordable housing provision to meet housing needs including purpose built accommodation suitable for older, (possibly vulnerable) persons which provide safe local walk and cycle routes and access to good quality public transport.

South Gloucestershire Policies, Sites and Places – November 2017

4.25 The SGC Polices, Sites and Places Plan (PSP), was adopted on 8th November 2017. It replaced remaining “saved” policies of the 2006 Local Plan.

4.26 Traffic Impact is set out in PSP 11 which states:

“Development proposals which generate a demand for travel, will be acceptable where:

1. appropriate, safe, accessible, convenient, and attractive access is provided for all mode trips arising to and from the proposal; and

2. any new or improved bus stops meet the Council’s adopted standards and the appropriate national guidance; and

3. residential development proposal(s) are located on:

i. safe, useable walking and, or cycling routes, that are an appropriate distance to key services and facilities

and then

ii. where some key services and facilities are not accessible by walking and cycling, are located on safe, useable walking routes, that are an appropriate

distance to a suitable bus stop facility, served by an appropriate public transport service(s), which connects to destination(s) containing the remaining key services and facilities; and

4. commercial development is located on safe, useable walking routes, that are an appropriate distance to a suitable bus stop facility, served by appropriate public transport services, linking to major settlement areas; and

5. appropriate on-site loading, unloading and waiting facilities are provided for commercial developments; and

6. it would not generate traffic that would:

i. create or contribute to severe congestion;

ii. severely impact on the amenities of communities surrounding access routes (local network to strategic road network);

iii. have an unacceptable effect on highway and road safety;

iv. harm environmentally sensitive areas; and

7. any new transport related infrastructure provided in relation to the proposal would not create or exacerbate traffic congestion or have an unacceptable effect on highway and road safety; and

8. unobstructed emergency vehicle access is provided; and

9. potentially significant transportation impacts are accompanied by an appropriate Transport Assessment and where necessary a Travel Plan.

PSP Parking Standards

4.27 Parking requirements are set out in PSP16 (2017) and in SGC’s Residential Parking Standards 2013 Supplementary Panning Document (SPD), and define the following minimum residential car parking standards as Table 4.1 shows.

4.28 The standards outline that only garages that meet the following internal space standards will count towards the parking requirement:

1. Single garage: 6m x 3m

2. Double garage: 6m x 5.6m

3. Where a garage is provided to the minimum size standards it will be accepted as providing the ‘secure undercover [cycle] spaces’ as required in policy T7 of the South Gloucestershire Local Plan. Where garages are provided below the minimum size requirements only 50% of them will count towards the parking standards. Garages will not be acceptable as the sole parking spaces(s) serving a dwelling.”

4.29 Cycle parking is set out in Policy T7/Schedule A, which, for houses and flats is summarised as:

• 1 bedspace/bedroom unit: Minimum of 1 space (provided garage design accommodates both car and cycle storage).Otherwise 1 secure, undercover space. • 2 or more bedrooms: Minimum of 2 secure, undercover spaces.

4.30 Para 5.67 requires developers to ‘address parking provision in the comprehensive Transport Assessment or Statement where it is submitted with the planning application (see Policy PSP11)”

4.31 Paragraph 5.68 states “South Gloucestershire Council has adopted minimum parking standards for residential uses to accommodate car ownership rates. The absence of adopted standards would result in parking congestion upon local residential streets. Parking provision that does not accord with the standards set out in Policy PSP16 and the cycle schedule, may be acceptable. In such cases, conclusive factual statements confirming why deviation from the standards is necessary, must be included in the Transport Assessment. Where such departures from standard are agreed with the Highway Authority, a Travel Plan or other measures may be required to mitigate any intensified transport impact.”

Residential Parking Standards 2013 SPD

4.32 As para 5.68 of the PSP states, minimum car parking standards are set to accommodate car ownership rates, but in some cases, a relaxation may be acceptable when ‘conclusive factual statements confirming why the deviation is necessary’ (Para 5.68) are provided.

4.33 The SPD document reiterates this and notes that there may be ‘exceptions where anticipated levels of car ownership may well be less than the proposed standards’ and therefore variations to the standards may be appropriate, when justified as part of a detailed TS.

4.34 In terms of communal visitor parking, Para 3.1 suggests one additional visitor space for every five homes is generally acceptable unless the scheme provides half of its parking as unallocated spaces. If a significant proportion of parking is communal (unallocated) it allows greater flexibility as a common resource for both visitors and residents.

4.35 Para 3.2 identifies that a mix of both allocated and unallocated parking is usually the best solution, with the latter required to provide for average car ownership levels, to suit residents needs and allow for changes in car ownership over time. It indicates that when opportunities to maximise the levels of communal parking are provided, a reduction in the number of allocated spaces may be appropriate.

4.36 Section 6 of the SPD requires Electric Vehicle Charging Points (EVCPs) should be provided in the external walls or garages of suitable houses to serve private parking spaces. This may also include a charging point in a communal/unallocated visitor parking space.

4.37 Site design should also meet the parking needs of people with disabilities.

Emerging Local Plan

4.38 Although not yet adopted, the Emerging Local Plan (ELP) for South Gloucestershire (2020) outlines key ‘issues, opportunities and choices’ for future development within the area including responding to the declared ‘Climate Emergency’ positively and proactively by locating housing

appropriately to enhance connectivity, meet identified housing needs to reflect the changing population, and encourage healthy and active lifestyles.

4.39 Section 6 of the ELP outlines a new ‘Urban Lifestyles’ approach to urban development which encourages optimised densities in sustainable locations, which while maintaining the area’s prevailing character and setting, would provide higher densities in the right locations with sustainable travel options to help make public transport services more viable.

4.40 The ELP specifically identifies Bradley Stoke as potentially suitable location for Urban Lifestyles developments whereby densities can be optimised. Sites within 800m to 1km (a 10-minute walk) of local shops and facilities would be considered.

4.41 Optimising development requires the diversifying the choice dwellings available to provide more flats and apartments which benefit downsizers, younger buyers/renters, and wider range of potential users. Although this may include larger buildings or a different arrangement of building types to the surrounding built-up area, a key component would be a reduced level of car parking which is integrated into the design with increased cycle/motorcycle parking.

4.42 In terms of issues and opportunities, the ELP specifically refers to existing high levels of car use (Issue 7) which puts pressure on the transport network and drives higher levels of car parking which in turn takes up valuable development land. In the future, we may see the decline of private car use which requires the use of more flexible policy options.

4.43 Theme 6 of the ELP highlights that new parking policies will be required to replace PSP16 to allow lower levels of parking where ‘Urban Lifestyles… development sites… [are] close to existing high streets, town centres, rail stations, major destinations and facilities on significant public transport routes, and the strategic cycle network in the North and East Fringes’. This allows the focus to shift towards the provision of secure and covered cycle and motorbike parking, and the use of ‘car clubs’ or other shared private vehicles.

4.44 The ELP emphasises the need to improve the design of the public realm, include design elements such as private amenity space, and is currently undertaking a new approach to parking.

Waste and Recycling

4.45 Guidance on waste collection is provided in the Waste & Recycling Collection: Guidance for New Developments SPD September 2019 and relevant extracts are provided below.

External collection points The council collects waste and recycling from the boundary of a property where it meets the public highway. Residents are responsible for moving their containers to the collection point. As with external storage points, external collection points should be sensitively designed, considering landscaping objectives, free from obstructions such as bollards and parked cars and should not result in reduced visibility at junctions. Adequate measures must be taken to prevent waste littering the area, particularly if the collection point is next to open public space. Developers must ensure that containers can be left out for collection without blocking the footway or presenting a hazard. Collection vehicles The collection vehicles should be able to approach to within 10m of a collection point. 5. SITE ACCESSIBILITY

5.1 This section considers accessibility from the development site to key local services and facilities using sustainable travel modes such as walking, cycling and public transport, and considers whether they offer a viable alternative to car-based travel.

5.2 The National Travel Survey (NTS): 2019, published in August 2020, provides details of all trips per person per year, and is shown in Table 5.1 below. This provides clear evidence of the relationship between distance and probability of use of different modes of transport. The analysis shows that walking is the dominant mode for trips under 1.6km (79.81%).

5.3 For distances over 1.6km but less than 3.2km, use of a car is the most popular mode of travel (58.9% for car driver and passenger), while walking is the second most popular mode, chosen by almost a third (31.03%).

5.4 The NTS is consistent with guidance in the CIHT document Providing for Journeys on Foot (2000). This identifies that the preferred maximum walking distance is around 2km. DfT guidance contained within Local Transport Note 1/20 – Cycle Infrastructure Design, notes that five miles is an achievable distance for most people to cycle. The recent development of electric cycles is such that this distance can comfortably increase.

5.5 The locations of various key local facilities are shown on Figure 2. This plan includes straight- line walking radii for 400m, 800m, 1,200m and 1,600m. These represent an approximate walking travel time of 5, 10, 15 and 20 minutes respectively. Travel Isochrones obtained from the Travelwest website for walking, cycling and bus travel are provided in Appendix H.

5.6 Facilities within 400m of the site include:

• The Willow Brook Centre which includes retail and food and beverage units;

• Tesco Extra;

• Bradley Stoke Dental Centre;

5.7 Facilities within around 800m of the site include:

• Broadmead Medical Centre;

5.8 Facilities within 1200m of the site include:

Primary School, St Chad’s CE Primary School, Holy Family Catholic Primary School and Holy Trinity Primary School;

• Little Stoke Sort It Centre;

• Riverside Leisure Club,

• Aldi and Tesco Express; and

• Bradley Stoke Surgery;

5.9 Facilities within 1600m of the site include:

• Patchway Community School and Baileys Court Primary School;

• Toby Carvery;

• Tesco Express; and

• Baileys Court Inn

Pedestrian Facilities

5.10 Access to the Willow Brook Centre is provided via a footpath between Hornbeam Close and the Willow Brook Centre vehicle access. Approximately 70m north of the footpath, a zebra crossing provides safe pedestrian access to the Willow Brook centre. An additional potential pedestrian/cycle connection between site and the access road to the Willow Brook Centre has been identified through the northern site boundary. However, as the access road is private,this could only be provided with the agreement of the owner of the access road.

5.11 A continuous footway runs though the majority of Hornbeam Close, interrupted by a small area of shared space, linking the site to Savages Wood Road. To the west of Hornbeam Close, a continuous footway runs from Savages Wood Road to the southbound bus stop on Brook Way. An uncontrolled pedestrian crossing is present on Brook Way to access the northbound bus stop.

5.12 An uncontrolled pedestrian crossing is present on Savages Wood Road crossing the access road into the Willow Brook Centre.

5.13 To the east of site, a footway is present from Savages Wood Road to the northbound bus stop on Bradley Stoke Way. A controlled crossing is present on Bradley Stoke Way to access the southbound bus stop, Bradley Stoke Leisure Centre and Bradley Stoke Community School. These facilities can also be accessed through the Willow Brook Centre.

5.14 Street lighting is provided in the vicinity of site.

Cycle Facilities

An extract of the better by bike map is provided as Appendix F and displays the local cycle facilities. An approximate 2 minute cycle from site, Concorde Way signed cycleway links and Bristol City Centre via Bradley Stoke. The cycleway links the site with Bristol Parkway railway station.

A number of shared footway/cycleways form traffic free routes within Bradley Stoke.

Public Transport

Bus

5.15 The closest bus stop to the site is located in the Willow Brook Centre, approximately 100m north of site. The stop has a shelter with seating. This bus stop serves the 73 bus service which runs regularly between Bristol Temple Meads and Cribbs Causeway.

5.16 Approximately 180m to the west of site, the Manor Road Roundabout bus stops are served by the 73,10,11 and S7C bus services. The 10 and 11 link Avonmouth to Aztec West with the 10 providing hourly services and the 11 providing approximately 3 services per day. The S7C is a school service which runs between and Thornbury. Both bus stops have raised bus borders, flag, real time information and shelters with seating.

5.17 Approximately 250m to the east of site, the Willow Brook bus stops on Bradley Stoke Way are served by the T1, T1s and m1 metrobus bus services. The T1 links Bristol City Centre and Thornbury with services every 30 minutes and the T1s links Harry Stoke and Thornbury with 1 service per day. The m1 metrobus links Hengrove and Cribbs Causeway with services every 12 minutes on weekdays. Both bus stops have raised bus borders, flag, real time information, shelters with seating and ticket purchasing facilities on the stop.

5.18 The buses currently serving the area are summarised in Table 5.2 with the local bus stops displayed in Figure 2. Bus Timetables are provided in Appendix G.

Train

5.20 Patchway railway station is located around 1.5km from the site and is on the South Wales main rail line, positioned between Abbey Wood station to the south, and Severn Tunnel Junction railway station to the north. This distance would take around 7 minutes to cycle or up to 22 minutes to walk, with a car journey taking around 6 minutes.

5.21 Patchway railway station includes 15 car parking spaces and 8 unsheltered cycle spaces.

5.22 Bristol Parkway railway station is located around 2.3km from the site and is on the South Wales main rail line providing direct trains to Swansea, Cardiff, Bristol Temple Meads, Swindon, Reading and London Paddington. This distance would take around 10 minutes to cycle or up to 37 minutes to walk, with a car journey taking around 9 minutes.

5.23 Bristol Parkway station has a ticket office and staff members on site, a café, cash point and, waiting rooms. Step-free disabled access is available to all platforms and a removable ramp is provided to access the train services.

5.24 Bristol Parkway railway station includes 1,810 pay and display car parking spaces within its boundary. In addition, there are also many sheltered single and two-tier cycle racks located near the station entrance and a bike hire scheme is available.

Summary

5.25 There is a wide range of facilities located within an easy walking or cycling distance from the site, whilst frequent bus services can be accessed close to the site which provides good access to the surrounding areas. It is concluded that the site enjoys excellent accessibility.

6. TRAFFIC IMPACT

6.1 This section considers the likely impact of traffic associated with the proposed development on the local road network using the TRICS database to estimate likely trip rates using suitable residential comparison sites.

Trip Generation

6.2 Surveys have been selected from the TRICS 7.7.4. database. Although the flats will be occupied by residents with learning difficulties who will not drive we have selected the general Affordable Houses & Flats mixed category to obtain robust trip generation figures.

6.3 Sites in Greater London, Northern Ireland and Ireland have been excluded.

6.4 The trip generation rates obtained are provided in Table 6.1 below. The TRICS output is provided as Appendix I.

6.5 On the basis of these trip rates the proposed development of 22 dwellings would generate the morning and evening peak hour trips shown in Table 6.2.

6.6 It can be seen from Table 6.2 above that the proposed development would generate a maximum 8 two-way movements in the morning and afternoon peak hours. This is equivalent to around one additional vehicle every seven and a half minutes during the peak hours, which is likely to be barely perceptible when distributed onto the local highway network.

6.7 It is considered that the proposed development would not have a material traffic impact on the local highway network.

7. PARKING

Introduction

7.1 This section considers appropriate parking provision for cars and cycles.

Car Parking

7.2 As set out in Section 4 the South Gloucestershire Parking Standards SPD, standards for residential use are as follows.

7.5 The Residential Parking Standards SPD reiterates this and notes that “There may however be exceptions where anticipated levels of car ownership may well be less than the proposed standards in some development schemes. Such development proposals will need to be justified by a transport assessment. A travel plan(s) are also likely to be required to support lower parking standards.”

7.6 As set out in Section 5 of this TS, the site is in a highly sustainable and accessible location where residents will not be reliant on owning a car. This is recognised in the pre-app response received (provided as Appendix A) which state that in this location, there would be a justifiable argument to support the provision of only 1 space per 2- bed house, given how close the site is to the local shops and facilities. It is also noted in the pre-app comments that the site would appear to fall within the Urban Lifestyles section of the Emerging Local Plan ((ELP) for development in town centres with good accessibility and proximity to shops where lower levels of parking are envisaged. Bradley Stoke Town Centre is specifically noted as a location where the Urban Lifestyles approach may be appropriate.

7.7 Theme 6 of the ELP highlights that new parking policies will be required to replace PSP16 to allow lower levels of parking where ‘Urban Lifestyles… development sites… [are] close to existing high streets, town centres, rail stations, major destinations and facilities on significant public transport routes, and the strategic cycle network in the North and East Fringes’. This allows the focus to shift towards the provision of secure and covered cycle and motorbike parking, and the use of ‘car clubs’ or other shared private vehicles.

7.8 Also the development proposed comprises all affordable homes, where car ownership levels are likely to be lower than for private homes and further the flats and bungalow will be occupied by residents with learning difficulties who would not drive or own a car.

Proposed Car Parking for the Affordable Houses

7.9 The proposed allocated car parking for the houses is therefore 1 space per two-bedroom affordable house and 2 spaces (including a garage) for the 3 bed affordable houses.

Proposed Car Parking for the Flats Occupied by Residents with Learning Difficulties.

7.10 While 12 flats and one bungalow are to be constructed it is proposed that one ground floor flat would not be occupied and would be used as a communal space. There would therefore be 12 residents with Learning Difficulties.

7.11 The flats are all 1 bedroom and the bungalow has two-bedrooms to allow for a resident requiring live in care.

7.12 LiveWest manage a number of sites with accommodation for people with learning difficulties and generally such residents do not drive and do not own cars. Parking is needed for carers and visitors, further visitors do not generally visit and remain in the accommodation, visitors generally pick up residents and take them out for the day. For 12 residents typically there might be a total of 3 visitors in a day.

7.13 Examples of Learning Difficulty (LD) provision and associated parking provision at other schemes are:

• Blackhorse Court, Kingswood, South Gloucestershire, is a mixed site of 10 LD flats and 2 General needs homes with 9 parking spaces and no additional parking off site. None of the LD residents have a car.

• Crossways Court is a scheme of 14 LD flats with 6 parking spaces in Downend, South Gloucestershire. None of the LD residents have a car.

• Springfields, Filton, South Gloucestershire, 12 LD units with 6 parking spaces.

• Hunts Lane in Bristol, is a scheme of 6 LD flats with four 4 parking spaces and carers on site 24 hours a day.

• Passage Road, Bristol, is a scheme of 8 LD flats with 5 parking spaces and two carers on site 24 hours a day.

• 16 The Avenue in Taunton, is a scheme of 8 LD flats with no parking at all.

7.14 For the 12 residents 8 dedicated parking spaces are proposed which is a similar provision to the existing schemes outlined above. Three of the spaces are disabled parking spaces.

Visitor Parking

7.15 The parking standard requirement for visitors is 0.2 spaces per dwelling. If this is applied to all 22 dwellings the requirement would be 5 spaces. Five visitor spaces are proposed, however most are likely to be used by visitors to the affordable houses as the 8 spaces serving the residents with learning difficulties should be sufficient for carers and visitors.

7.16 The visitor requirement for the 9 houses, if considered separately, would only be 2 spaces. The 5 visitor spaces are considered reasonable and will provide some flexibility for parking across the site.

Cycle Parking

7.17 Cycle parking for the 9 houses will be provided in accordance with the South Gloucestershire standards in cycle sheds in the rear gardens.

Residents with learning difficulties would not generally cycle but stands will be required for visitors and carers. It is proposed to provide 2 visitor spaces (1 Sheffield Stand) and 2 carer spaces (1 covered secure Sheffield Stand) in a cycle store located at the end of the side road convenient for the entrance to the block of flats and the bungalow.

8. SUMMARY AND CONCLUSIONS

Summary

8.1 The site is located in a sustainable and highly accessible location.

8.2 This Transport Statement demonstrates that the proposed development is designed in line with policy requirements and would not cause any material traffic impact on the operation of the local highway network. Traffic generation from the proposed 22 homes would be barely perceptible once distributed across the wider highway network.

8.3 A review of the accident data does not indicate a particularly high number of accidents across the local highway network. However it does identify that there have been 5 accidents, spread across 3 roundabout junctions, over a 5 year period, where cyclists travelling on the circulatory carriageway at a roundabout have been hit by a car entering the roundabout. This illustrates the vulnerability of cyclists at busy roundabout junctions.

8.4 It is considered that the very small increase in vehicle trips on the network associated with the proposed development would not have a material impact on highway safety.

8.5 An appropriate level of car and cycle parking is proposed.

Conclusions

8.6 In view of the above, it is considered that the development proposals would not have an unacceptable impact on highway safety or lead to a severe residual cumulative impact on the highway network. The site is highly accessible by a range of sustainable travel modes and it is considered that there are no transport reasons why the planning application should not be approved.

Thank you for your request for pre-application advice on the above proposal received on 19th March 2020

1. Site and Development Pre-application advice is sought regarding the proposed redevelopment of land Off Savages Wood Road Bradley Stoke, although the submitted plans show the access from Hornbeam Close.

The site is currently vacant and the proposal relates to the erection of 22 new affordable dwellings (comprising houses, a bungalow and flats). The application form indicates 29 parking spaces are to be provided and the design statement indicates 32 spaces. The development would be by an affordable provider.

The application site is within the urban area of Bradley Stoke and is thus in a sustainable location with good access to facilities and services, and sustainable travel options.

In terms of constraints, there is a protected tree on the boundary of the site at the north-west corner. A public right of way runs outside of the site along the eastern side but this is set down from the site. The triangular plot of land is bounded on the north-western side by mature trees and a ditch, it comprises a grassed area set back from the road (where it is separated from the footpath by a grass verge).

2. Planning Policy All applications are assessed against the planning policy at the time. The development plan currently comprises the South Gloucestershire Local Plan: Core Strategy (Adopted) December 2013 and the South Gloucestershire Local Plan: Policies, Sites and Places Plan (PSP) (Adopted) November 2017. These policies are up to date and are in accord with the provisions of the National Planning Policy Framework 2019.

3. Initial views about your proposal Advice is requested regarding the erection of 22 affordable dwellings in Bradley Stoke. In your application form you have commented that you require advice on the site layout and density, access and parking. This advice will be provided below. As the development references affordable housing I will also provide advice from our Housing Enabling Team.

The level of advice given is in proportion to the information provided. A design statement, describes the existing characteristics of the site and gives a summary of the surrounding context (built form). The design approach is explained in terms of the layout, highways/parking, appearance, external works and refuse. An existing plan is provided referencing the protected tree and a sketch plan is provided of the proposed layout.

Please note, unfortunately the SGC IT system does not allow me to attach documents to this response. I have some additional attachments as part of the response relating to the design, provided by our Urban Design Officer. I hope that these are useful and I will send them as a separate e-mail.

Principle of Development

The site is within the existing urban area where, under policy CS5, development of this nature is directed. In terms of the site’s general location it is therefore an appropriate place for development. Therefore, the acceptability of the development would be determined on the site specific constraints and the impact of the proposal.

To assess this, design and layout would be considered against the provisions of policy CS1, CS16, CS17, and CS25. Any landscape impact, for example to the protected trees, would in addition be considered against PSP2 and PSP3.

Design, Density and Layout

This development site has a lot of potential and is ideally situated very close to the various shops and services within the Willow Brook Centre. South Gloucestershire Council is developing a new approach to existing Town Centres, called Urban Lifestyles, which aims to focus higher density (or optimised density) schemes close areas which have good accessibility and shops/services. This site is certainly very well placed in these terms. While the policy has not been formally adopted as part of the emerging Local Plan, it was consulted on as part of the 2018 consultation document and was favourably received. This approach involves making more efficient use of land, through the provision of a range of unit types, with more of a focus on lower parking standards and quality of public realm. This allows more people to live closer to existing services which Town Centres offer, with a lower proportion of car ownership.

The density of the scheme at 22 units (0.35 Ha site area) = 63 d/h. Considering the character of the area, there is a range of development types, but the properties around Hornbeam Close seem to be higher density and would probably be the approach to follow in some ways – that area is dominated by access and parking space and this would not be supported in this site. Far more focus must be put on the quality of the public realm and how to integrate parking into the development in more visually positive ways.

Parking is potentially an issue here. The Local Plan PSP16 – Parking Standards, requires 1.5 spaces per 2 bed property. As such, the parking provision is a bit light, with reference to the

OFFTEM policy. It might be better to create more space along the row of houses by using rows of 3 properties, or semi-detached, which would allow more space for parking. I feel that in this location, there would be a justifiable argument to support the provision of only 1 space per 2- bed house, given how close the site is to the local shops.

All properties require private amenity space, which includes the apartments. Policy PSP43 sets out that a minimum of 5m2 is required for each of the apartments. This would likely be in the form of balconies, but can be provided at ground floor as enclosed gardens, or even as private spaces which are set into the façade of the building. The size of the gardens for the houses are also covered under this policy.

Direct access should be provided towards the Willow Brook Centre, through the NE boundary. This would allow residents to easily and directly access the local shops and services.

Advise that all of the vegetation along the western boundary should be retained. This row of trees and vegetation forms part of a wider corridor of planting which connects the wider area as a GI corridor.

The placement of the bungalow is awkward, in that it is a single-storey structure right next to a three-storey building. The adjacent building is also due south of the bungalow, meaning there could be significant over-shadowing issues.

The way in which bins are stored and collected is always important to consider, particularly when terraced properties and apartments are involved. One very poor local example is from Shepherd’s Walk, where rows of bins dominate the street - https://goo.gl/maps/BgezR8LRnfwAF62P6. If terraced forms are proposed at the application stage, these must be integrated into the built form. One of the more well-known examples of how this can be achieved is the Triangle, in Swindon (see attached files). This approach also helps to provide space for the storage of bikes, bins, shoes, garden equipment, plants and potentially for electric car hook ups and cable storage. This can also help define the ownership boundary of each property and helps to screen parked cars, through the use of planting and high quality boundary treatments.

The apartments are shown as mainly dual-aspect which is positive with a range of aspects. 3- storeys would be acceptable in this location.

As has been noted there is a protected tree to the north-west but also other trees along this boundary that form part of the landscaping of the site and wider area. There are no objections in principle to this proposal in terms of impact upon these trees however the applicant will be required to submit an arboricultural report and tree protection plan, arboricultural method statement with the full planning application in accordance with BS:5837:2012 for the protection of the existing trees. A phase 1 habitat survey (ecology) should also be provided.

Affordable Housing

Quantum As this is a 100% affordable housing scheme 35% affordable housing can be provided with public subsidy on the proviso all 22 dwellings are delivered as affordable housing, as defined by the NPPF. 35% of 22 dwellings generates a requirement of 8 Affordable Homes, to be provided on-site.

OFFTEM Notwithstanding the fact this is a 100% affordable housing scheme, the Council will secure 35% affordable housing as it triggers the affordable housing threshold. Affordable housing will be secured through a Section 106 agreement in line with the following requirements. As the scheme is for 22 units, policy CS18 would apply and the Enabling Team will look to secure 8 units through a S106 based on a SHMA mix of 76% social rent and 24% shared ownership: 3 x 1 bed flat, 1 x 2-bed flat, 1 x 2 bed house & 1 x 3 bed house for SR and 1 x 2 bed house and 1 x 3-bed for SO.

Design

Affordable Homes to be built to the same high quality design standards and visually indistinguishable from the market units and in addition, Part M of the Building Regulations accessibility standards M4(2), Secured by Design Silver, Part Q Building Regulation standards and compliance with the RP Design Brief;

OFFTEM i. All rear gardens to be turfed and generally to have 1.8m high close boarded fencing to boundaries and privacy panels; ii. All properties to have vinyl/tiles on floor in all ground floor rooms; iii. Ceiling height tiling to 3 sides of bathroom to be provided; iv. Provide wall mounted shower (either electric or valve and kit); v. Provide gas and electric points to cooker space (where gas is available); vi. Painted softwood curtain battens to each window (where construction is traditional as opposed to timber frame)

No more than 6 Affordable Homes should share an entrance and communal area. Registered Providers would generally expect flats within a single block to be of the same tenure. Wheelchair Provision 8% of Affordable Homes to meet Part M of the Building Regulations accessibility standards M4(3)(2)(a). There is no requirement for a wheelchair unit on this scheme. Delivery and Phasing The Council to refer potential occupants to all first lettings and 75% of subsequent lettings. Delivery is preferred through the Council’s list of Approved Registered Providers. In the event of the developer choosing a Registered Provider from outside the partnership then the same development and management standards will need to be adhered to. Affordable Homes to be built out with the market housing on site in line with agreed triggers within the S.106 Agreement. Rent Levels and Affordability Social Rent homes to be let at Target Rent (Rent Standard Direction 2014). Shared Ownership homes to be sold at no more than 40% of market value, and annual rent on the equity retained by the RP should be no more than 1.5%. Affordable Rent homes to be let up to 80% local market rents including service charges, but not exceeding LHA. Service charges will be capped at £650 per annum (April 2016 base and linked to RPI) to ensure that all housing costs are affordable to future occupants. Capital receipts on intermediate housing to be recycled as capital expenditure on approved affordable housing schemes in South Gloucestershire, with subsidy levels to increase by any capital appreciation. Affordable Housing is sought in line with National Planning Policy Guidance: Planning Obligations and other requirements under Policy CS18 of the Council’s adopted Core Strategy Development Plan Document. This pre-application proposal for 22 dwellings generates the following affordable housing requirement which shall be provided in line with the comments set out above.

The following condition and informative would be applied on any decision notice:

Accessibility Planning Conditions M4(2) depending on type of application and requirements; 35% Affordable Dwellings with the exception of any above ground floor level shall be constructed to meet Part M of the Building Regulations accessibility standard M4(2). Reason To ensure inclusive design access for all in accordance with Policy PSP37 of the adopted South Gloucestershire Local Plan: Policies, Sites and Places Plan. The person carrying out the building work must inform the building control body of the above Condition as the building control body will be required to determine compliance with Part M of the Building Regulations accessibility standard M4(2) and/or M4(3)(2)(a)

Highways (Access and Parking)

 Tracking will need to be provided to prove that the Councils refuse vehicle can track the development and be able to service all the residential units.

 Parking needs to be in accordance with the Councils SPD on residential car parking which includes visitor car parking. The form indicates a different number provided to the design brief, the provision however appears appropriate.

 Each residential unit is required to have Electric Vehicle Charging Point.

 Secure cycle parking for all residential units is required.

4. Recommendations

This is an informal opinion based upon the information that has been submitted. The principle of development is acceptable subject to adherence to the above advice when considering the detail of the proposal.

It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus departures). Within each of these main columns are three sub-columns. These display the number of survey days where count data is included (per time period), the average value of the selected trip rate calculation parameter (per time period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals (whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip rates are then rounded to 3 decimal places.
