1Welcome from the President

Bienvenidos a Barcelona - I am delighted to welcome you to Barcelona on behalf of the Local Planning Committee and the Association for the 32nd Annual Course on International Law and Legal Information.

I hope you will enjoy the programme and the social events which have been organised for us.

The Association is most grateful to our host, the Faculty of Law, University of Peta/ Kinder Barcelona for their generosity and hospitality in making us welcome and IALL Presiden! allowing us the use of their excellent facilities. Their kindness and generosity of spirit has made this conference possible.

The theme of the conference is Catalan Law and Legal Information in a Global Context. Speakers at the sessions include some of Barcelona’s leading legal academics, scholars, legal practitioners and law librarians who will provide us with presentations covering topics reflecting ’s unique perspectives on international and domestic issues.

The programme will open with a welcome ceremony in the very beautiful and ornate Historic Building of the University of Barcelona which dates back to 1450. The room, known as the Paranimf, is where the University’s main institutional ceremonies are held, including the inauguration of the new academic year and the awarding of honorary degrees. As such, it is a fitting place in which to hold our first event. A presentation on the history of the Catalan legal system will be given by Professor Oriol Oleart, professor of law at this University. We will be taken on a visit to the Rare Room and Manuscript Library situated within the Historic Building.

Further visits during the week will be made to the Barcelona Bar Association, the and the of Catalonia.

The Optional Day on Thursday will take those of us attending to the rugged mountainous region of Montserrat where we will be provided with a tour of the Benedictine Abbey, Santa Maria de Montserrat. Inside the Abbey you will find Publicacions de l'Abadia de Montserrat, a publishing house which has one of the oldest working presses in the world, its first book was published in 1499. On the second visit we will see greener pastures at Món Sant Benet, the site of a medieval Monastery founded in the 10th century.

On behalf of all of us, I would like to take this opportunity to sincerely thank the Local Planning Committee, especially Montse Morante who has been our main conference contact, together with our Board Liaison, Pedro Padilla Rosa, all of whom have worked quietly and tirelessly to put together this excellent and varied programme.

I am certain that over the next few days all of you will enjoy not only hearing about the significant legal aspects of Catalan law but also experiencing the art, architecture and cultural heritage of this most vibrant city.

Petal Kinder President, International Association of Law Libraries.

1Welcome to the University of Barcelona

Dear colleague,

As Rector of the University of Barcelona, it is my pleasure to announce the official opening of the 32nd Annual Course on International Law and Legal Information of the International Association of Law Libraries: Catalan Law and Legal Information in a Global Context.

When the International Association of Law Libraries contacted our university’s Learning and Research Resources Centre about hosting this year’s event, we knew this would be an excellent opportunity to contribute to the Association’s work; and we were aware of the academic honour involved in being chosen to organize the event and the importance, for our own studies, of being the gathering point for so many distinguished experts in the field.

One of the aims of this year’s Course is to bring to the fore the subject of Catalan Law — a legal system whose origins go back to the seventh century, no less, to the Liber Iudiciorum or Visigothic Code of the Hispanic king Chindasuinth and his son Recceswinth. In more recent history, the foundations of Catalan law were reinforced in the historic rights that the Principality of Catalonia held under the and brought together in the federal Pact of Tortosa of 1869, the letter of the Memorial de Greuges of 1885, the document les Bases de Manresa of 1892 and, finally, in ’s most recent Statutes of Autonomy.

Today, that same body of law also defines our Catalan culture and customs. Closely tied to the institutions that constitute our territory, including the University of Barcelona, its agile and complex character reflects its long historical trajectory.

Catalan Law will be one of a number of subjects examined during this year’s Course, which will feature presentations by speakers of particular academic renown. I sincerely hope you will find the experience profitable and that, during your stay, you will also have time to enjoy our city and its cultural heritage.

Welcome to the University of Barcelona and welcome to the International Association of Law Libraries’ 32nd Annual Course on International Law and Legal Information.

Dídac Ramírez i Sarrió, Rector of the University of Barcelona.

1Welcome to the Faculty of Law

Dear delegates,

I am pleased to welcome you to the Faculty of Law at the University of Barcelona, where the 32nd Annual Course on International Law and Legal Information will be held.

The theme of the conference is Catalan Law and Legal Information in a Global Context. The program aims to offer an overview of the Catalan Law in the Spanish, European and International context. It presents a variety of topics, which reflect Catalonia's unique perspective on some legal issues, both traditional and modern. Speakers at the sessions include highly regarded Catalan legal academics, scholars, and law librarians.

Law libraries play a key role in legal research. There is a perceived need to re-invent them in order to embrace a new role in the access and management of legal information. The International Association of Law Libraries provides a forum which is highly valued, since it provides a unique network for information sharing.

I would like to thank the Board of the International Association of Law Libraries for choosing Barcelona, as well as the extremely dedicated and efficient members of the local planning committee (academics and librarians) who run all aspects of the academic, cultural and social program of this conference. Special thanks to our Speakers and to all the delegates who came to Barcelona to attend this conference!

I hope you will find this conference both interesting and stimulating and that you enjoy meeting up with old friends and making new contacts.

Sincerely,

Enoch Albertí, Dean of the Faculty of Law.

As a consequence of the confiscation of the ecclesiastical goods of 1835, the holdings of the convent libraries in Barcelona, very rich in manuscripts, incunabula and printed books from 16th to 18th centuries, were gathered in the University in order to create a great Public Library. These books constitute, nowadays, the main body of the collection of the Rare Book and Manuscript Library of the University of Barcelona, with an important collection of engravings and parchments, and some donations, as the one of Rudolf Grewe about kitchen and gastronomy.

Parliament of Catalonia http://www.parlament.cat PAl'I L AME N T DE CA I ALUN YA The Parliament is the institution that represents the people of Catalonia, which places it at the heart of Catalonia's institutional self-governing system.

Parliament sits at the Parliament Palace, in the city of Barcelona. However, it may also sit at other locations in Catalonia.

The Saló de Sessions, or Assembly Hall, is where the Plenary Assembly of the Parliament of Catalonia usually sits. The Members of Parliament, in Parliamentary groups, are seated in their seats forming a semicircle - half a circumference split by an aisle - in front of the Presiding Committee. Members' seats are usually referred to as "benches", because in former parliaments they did actually used to sit on benches.
