    OUNCE ILLINOIS POLICY TEAM 2018 LEGISLATIVE SUMMARY 2018 LEGISLATIVE SUMMARY ABOUT THE OUNCE OF PREVENTION ILLINOIS POLICY TEAM The Ounce of Prevention Fund has a long history of advocacy work that is rooted in our deep experiences in Illi- nois. Through legislative, administration and grassroots advocacy, our Illinois Policy Team seeks to shape the founda- tional elements of the state’s early childhood system, including major funding streams, legislation, and federal and state initiatives. These elements should be designed, implemented and sustained to successfully achieve Illinois’ goal to equitably provide a continuum of high-quality, culturally and linguistically competent early childhood ser- vices that children and families need beginning prenatally and through the first five years. IMPORTANT SUCCESSES IN THE 2018 LEGISLATIVE SESSION The on-time, bipartisan, full-year, fully-funded FY19 state budget includes the Ounce and its partners’ request of a $50 million increase to early childhood education at the Illinois State Board of Education. It also protects funding for Department of Human Services early childhood programs, including home visiting, the Child Care Assistance Program and Early Intervention. The budget also contains a re-appropriation of more than $7 million in early childhood capital projects that had lapsed during the budget impasse. In addition to the budget wins, a number of other bills became law that are important for children and families, the early childhood system and early childhood practitioners.     Political Contributions Exelon Corporation’s (Exelon) success depends on sound public policies at the national, state and local levels. Issues vital to Exelon’s ability to recognize value for its stakeholders are debated and decided in the U.S. Congress, state legislatures and local forums across the country. Federal and Pennsylvania law prohibit companies from making political contributions to Federal and Pennsylvania candidates. Illinois and Maryland law limit the amount that Exelon and its affiliated companies can give to political candidates and PACs. In certain other states, corporations are permitted to contribute to state election campaigns. Exelon engages in political activity in accordance with all relevant state and Federal laws. Exelon Corporation, Baltimore Gas and Electric Company and PECO Energy Company have established political action committees that are funded solely through voluntary employee contributions (ExelonPAC, BGEPAC and PECOPAC).     Becoming a Modern American Playwright: Examining Hansberry, Miller, and Edson Katie Bauer Lee High School INTRODUCTION I grew up in a small town in East Texas where everyone knew everyone else. I went to school with basically the same kids from kindergarten all the way to high school. Every once in a while, a new kid might move in or an old one might move out, but it certainly wasn’t a regular occurrence. There was the occasional fistfight and there was a ton of gossip (he said/she said), but for the most part, not much of anything seemed to go on around there. Most of us lived in two-parent households. My parents had divorced, but my grandparents lived with us, so that kind of made up for the absence of one. It seemed like everyone either lived on a good piece of land or if they didn’t, they knew someone who did. We spent much of our time roaming over pastures and exploring in the woods. Even in town, we were free to walk the streets, buying an ice cream at the local five and dime and then eating it on the courthouse steps. I never thought much of the freedom with which I lived in my younger years, never really appreciated the idyllic nature of what I was allowed and able to do . until recently. I teach drama in an inner-city high school in Houston. It has never ceased to amaze me the kinds of things my students reveal to me about their personal lives.

    2018 ENVIRONMENTAL SCORECARD Dear Reader, Every year, the Illinois Environmental Council releases a scorecard assigning a percentage score to state legislators based on how they voted on bills affecting the environment. This year, we are pleased to award a record number of 100% scores, a development reflecting the fact that legislators increasingly ask IEC’s lobbyists if bills will be considered on the scorecard before deciding their votes. While breaking this record is a positive development, it’s tempered by the fact that many of the environmental community’s priority bills did not get a vote this session. For example, an important bill to stop federal rollbacks of Illinois’ environmental laws passed the Illinois Senate, but did not make it out of the House Environment Committee. Unfortunately this was the case for many of our bills in House Environment, which, despite having an excellent chair this year in Representative Carol Sente, a majority of the committee have strong industry ties and hold anti-environment positions. It is also still the case that many environmental priorities supported by a majority of the General Assembly, and Illinoisans generally, would be vetoed by Governor Rauner if passed. In the last two years, and at the direction of the Governor, executive agencies opposed bills that would have increased regulation on livestock operations, provided standing in court for those impacted by pollution-causing projects, and required replacing all lead service lines. Regardless of who is in the Governor’s mansion after the 2018 elections, IEC will continue to pursue each of these policies. With an unprecedented number of retirements in the General Assembly, we hope the 2018 Environmental Scorecard will serve to recognize the legislators who have lead but are leaving and inspire a new class of leaders.

    Women’s Leadership in Primetime Television An Introductory Study Natalie Greene Spring 2009 General University Honors Capstone Advisor: Karen O’Connor Greene 1 Women’s Leadership in Prime-time Television: An Introductory Study Introduction When television executives report their core audience, women always come out ahead. A 2007 Nielsen Media Research report showed that, with only two exceptions, every broadcast network channel had more female viewers than men. ABC’s female audience almost doubled its male audience during the 2007-08 season (Atkinson, 2008). 1 Women onscreen, however, seem to reflect a different reality, making up only 43% of characters in the prime-time 2007-08 season (Lauzen, 2008). 2 As studies going back as far as the 1970s show, women on screen not only fail to represent the proportional makeup of women in society, they also overwhelmingly show a stereotypically gendered version of women (McNeil, 1975; Signorielli and Bacue, 1999; United States Commission on Civil Rights, 1977). This paper aims to address the evolution of women’s leadership in prime-time network scripted television from 1950 to 2008. Because of the way that women have been traditionally marginalized in television, it is important to study the shows that have featured women as lead characters. Characters such as Lucy Ricardo ( I Love Lucy, 1951-1960) influenced later female leads such as Ann Marie ( That Girl, 1966-1971), Mary Richards ( The Mary Tyler Moore Show, 1970-1977) and Murphy Brown ( Murphy Brown, 1988-1998). Thus, along with an introduction to socialization theory and feminist television criticism, this paper covers a selection of some of the most influential female characters and women-centered shows of this period.
