On the 75th Anniversary of Quit India Movement, our Hon’ble Prime Minister Shri Narendra Modi the people to take a pledge to free the country of problems like communalism, casteism and corruption and create a 'new India' by 2022. Movements such as Quit India are a source of inspiration and it’s incumbent on the current generation to pass on the legacy of such crusades to those who come after them. The prime minister recalled that even as senior leaders such as Mahatma Gandhi were jailed at the beginning of the Quit India movement, a new generation emerged to fill the vacuum and take the campaign forward.

Also noted that the freedom struggle went through several phases, and recalled various leaders and movements that emerged at various points since 1857. He added that the Quit India movement that began in 1942 was a decisive campaign. Quoting Gandhiji, Hon’ble Prime Minister said that all sections of people joined in, inspired his call of “karenge ya marenge (do or die)”. Once the entire country shared this common resolve, independence was achieved in five years. Modiji said the ‘karenge ya marenge’ slogan should be adapted to ‘karenge aur karke rahenge’ in pursuit of six key aims — the elimination of corruption, ensuring the poor get their rights, youth self-employment, an end to malnutrition, empowering women and ending illiteracy. These are challenges that India needs to overcome, he said. He also mentioned the role played by women in the freedom struggle and said that they will bring immense strength in the effort to achieve common objectives.

“We are well aware of our rights, we cannot forget our duties, and these too, must become part of our way of life,” the prime minister said. The prime minister said that colonialism began in India and its decline began with India’s independence, which was soon followed by its collapse across Asia and Africa. Modi said that the next five years should also be about “Sankalp se Siddhi” – a resolve that will lead India achieve its ambitions.

Our District Navsari has pledged to be part of Hon’ble PM Vision for New India to fulfill the dreams and objectives realized by our freedom fighters. Keeping in mind of the Vision for 2022 Administration undertake a resolve to overcome corruption, give the poor their rights, give youth self-employment, end malnutrition, end barriers to women empowerment, and end illiteracy by 2022.

1 BRIEF DISTRICT PROFILE Navsari district, located on the eastern side of the , is one of the most pleasant and historical districts of Gujarat state. Before freedom Navsari was the main city of old State. From 1st May 1949 Navsari had been included in district and in 1964 in month of June, was reformed and Navsari was included in district. Presently, since October 1997, Navsari as a separate district has come into existence. The district is bounded by Surat district in the North, Dang district in the East, in the South and Arabian Sea on the western side. Navsari is an important station of broad gauge railway line between and . Through Ahmedabad, Mumbai National Highway No.8, Navsari is connected to big cities of Gujarat.

According to old writing it can be seen that Navsari was famous in 7th century. In 671 AD known as “Samana Navsarika” this region was ruled by (Vavshaj Laat Branch). At that time Shila Dritniya Guru Naavdrdha is known to have stayed in present Naagtalavdi area. Due to this area, it became famous as “Naag Mandal” and gradually with passage of time this district present name “Navsari” came.

In ancient times Navsari was known for its trade and industry. Before AD, amongst Greek, Navsari is mentioned as a famous port of western cost of India. Navsari’s weaving work was praised and “Baasta” means “Jug” become famous and foreign traders visited Navsari to know about weaving. Navsari also become famous for “Jardoshi” work (Jari embroidery).

Navsari District covers a geographical area of 2246 sq. Km with 6 talukas viz. Navsari, Jalapore, , Chikhli, & Khergram. For the administrative purpose, Gujarat has a three-tier arrangement: Gram Panchayat, Taluka Panchayat and District Panchayat.

Navsari is one the progressive districts of the Gujarat State. geographical area of 2246 sq. Km with 6 talukas viz. Navsari, Jalapore, Gandevi, Chikhli, Vansda & Khergram. There are a total of 392 inhabited villages in these 6 talukas put together. As per the Census of India (2011) Navsari district saw a decadal growth of 8.15% in the total population in the year 2011 over 2001. About 70% of the population still resides in the rural areas of the district. The sex ratio for the district in 2011 stood at 961, a marginal improvement over 2001 figure. Navsari ranks 5th among 26 districts of Gujarat state with regards to the sex ratio. In terms of basic amenities, the district fares well with about 91% of the households having access to electricity and about 90% having access to drinking water through either tap, hand pump or tube well. Around 57% of the households have latrine facility within the premises. This is at par with the state figures.

There is a strong linkage between a nation’s economic development and the level prevalent among its nationals. Literacy level in a society is an important indicator of how the society is progressing. Navsari ranks as the 5th most literate district of the Gujarat State with the overall literacy rate of 83.90% in the year 2011. The gender gap as well as the regional gap between rural and urban locations in terms of literacy is also falling in 2011 as compared to 2001. Literacy levels across all the 5 talukas of the district has improved in 2011 as compared to 2001 there by indicating that there is less disparity among the Talukas in terms of education and literacy levels. In terms of literacy level among the SC and ST population, the district fare well as compared to other districts in the state.

In terms of school infrastructure and intellectual capital, the district is progressing at relatively moderate rate. Over the period 2009-2014, there has been a marginal increase in the number of schools in the district, mainly accounted by the increase in number of private schools. Almost 90% of the schools in the district have access to electricity and about 60% of them have computer lab. The total number of teachers in schools in Navsari district as a whole has increased from 7464 in 2009-10 to 8358 in2013-14, a modest increase 894 teachers over a period of 5 years. Number of enrolments in the schools has seen a fluctuating trend with a particular range. Maintaining a high level of retention at the primary level is a challenge with the rate atabout 82% in the year 2012. A good sign is in terms of a very low drop-out rate in the year 2012 which needs to be maintained.

The Constitution of the World Health Organization, which came into force on April 7,1948, defined health “as a state of complete physical, mental and social well- being.”Most recently, three types of definition of health seem to be possible and are used. The first is that health is the absence of any disease or impairment. The second is that health is a state that allows the individual to adequately cope with all demands of daily life (implying also the absence of disease and impairment). The third definition states that health is a state of balance, an equilibrium that an individual has established within himself and between himself and his social and physical environment.

A health system comprises of various elements such as infrastructure, human resources, data system and financial systems. Adequate infrastructure which includes 3 buildings, equipment, supplies and communications equipment’s forms an integral part of health services. The concept of primary health care lead to a rapid expansion of outpatient service facilities in the form of Primary Health Centre (PHCs), Dispensaries and Sub Centres (SC), with a view to take health care to the community. Developments in medical technology have led to more and better inpatient care facilities at nursing homes and hospitals that include super-specialty care and sophisticated equipment for diagnosis and treatment.

The quality of health care at the grassroots level depends on numerous factors like the size of the village, access to the nearest road or railway station, the cost of transportation, the time taken for travel to the Community Health Centre or PHC or sub-centre, the availability of doctors, nurses (ANMs) and para medical staff at these health centres, the timely availability of drugs, the physical infrastructure in terms of buildings, drinking water and toilet, the supervision of the staff, the rate of absenteeism and above all, the management of health facility in the public sector.

In the case of health, the term infrastructure takes on a wider role than mere physical infrastructure. Healthcare centers, dispensaries, or hospitals need to be manned by well trained staff with a service perspective. In chapter 3 the current conditions of physical infrastructure, staff, access, and usage are laid out here before identifying critical gaps and requirements in infrastructure and services. Here, we shall discuss the health care services in Navsari district. The chapter has been organized in the following manner.

From health sub- center to district hospital, there is an elaborate arrangement for providing state sponsored medical services to the people at large. To what extent the medical need of the people could be met by the government health infrastructure is an issue which has discussed in this section. Different schemes and flagship programmes of the Government are further discussed in remaining sections.

The detailed discussion of Healthcare scenario of Navsari indicates that there is an immediate need is for an effective management of the health delivery system, focusing on CHCs, PHCs and Sub-Centres, especially in the “tribal belt.” One important point highlighted in Chapter 3 is findings related to hospitals in remote areas. The availability of the hospitals in remote areas is a major challenge in increasing utilization of different healthcare schemes. New demand demonstrates that the establishment of additional hospitals even in these areas. To successfully implement a complex flagship programmes in Navsari district, capacity building is necessary at all levels. Building the managerial and conceptual capacities of the organization and individuals involved has proved to be a major challenge

Following are some recommendations to improve healthcare services in Navsari:

a. Management capacity should be improved by creating additional permanent posts at different facilities at the directorate to plan, implement successful health programmes.

b. Improvements and maintenance of the health infrastructure of the existing infrastructure are necessary to provide good quality healthcare services.

4 With new initiatives, such as training of doctors for specialized skills and public- private partnerships for improving health services, Navsari is fast emerging as one of the progressive Districts of Gujarat. The goal of reducing maternal mortality and infant mortality can be achieved only by creating awareness among policy-makers, implementing evidence-based interventions and through mobilization of professionals and society. The speed of implementation of flagship programmes in health where public participation is required depends on strategies adopted to ensure skilled professionals in healthcare, the extent of accountability of professionals responsible for overall health, and the willingness of politicians to support maternal health, child health and adolescent health and family planning programmes by allocating resources to strengthen the health system.

The total reported area of Navsari is about 220000 Sq.km. Out of which 11.41% is forest area, 8.95% is under non- agricultural use, 2.42% is grazing land and 57.27% of total reported area is net cropped area. As per 2011 census, 69.23 % population of Navsari districts lives in rural areas of villages. Since majority of the workforce is engaged in agriculture sector, it is essential that this sector develops to ensure sustainable earnings to the people engaged in the primary sector. Geographically, Vansda is the largest taluka sharing 27.26% of district area while Gandevi is the smallest taluka sharing12.93% of area of district. Vansda shares maximum forest area (80.78%) of the district, while Navsari do not share forest at all. Chikhli shares largest net cropped area (32.82%) of the district, while Gandevi shares least portion (14.33%) of net cropped area of the district. As per the latest data available cropping intensity of Gandevi is highest and is lowest. The total cropping intensity of the district is 125%. The cropping intensity of each taluka has increased compared to previous year except Jalalpore. There is no major change in land holding pattern of land holders in Navsari as per the data except large land holding pattern. The major vegetable grown in the districts are French bean, cabbage, ladyfinger, Cucurbits and cluster bin. The major fruits grown in the districts are , chiku and bananas. From 2009 to 2013 the yield of rice of Navsari is more as compared to Gujarat. Navsari taluka has highest share of irrigated area where as Vansda taluka has lowest share of irrigated area. Vansda Taluka contributes the highest work participation (52.6%) while Jabalpur Share the lowest work participation (40%) in the Navsari District. The male participation rate of Chikhli is higher and female participation rate of vansda is higher in the district. The total live stock in the district is augmented by 32.5 % and total poultry in the district is enlarged by 43% as compared to 2007. The highest numbers of BPL families are in the Chikhli taluka and the lowest numbers of BPL families are in the Jalalpore taluka. Cotton Textile, Wood based furniture enterprise, metal and mineral based enterprise, chemical and paper based enterprises are growing sector in Navsari district. The growth of dairy industry and sugar industry are incredible. The below poor line families are increasing in the district. Farmers are ready to adopt the new technologies in the sector and they are very progressive.

5 Health In Navsari District We have one District Hospital, Two Sub-District Hospital, Twelve Community Health Centers, Forty Five Primary Health Centers are Functioning in Government Buildings. Two Hundred Nine Six Sub Centers, One Thousand Three Hundred Twenty Nine Aganwadis & Five- Urban Health Centers are Functioning. Three Hundred Ninety Six Gram Sanjivani Samiti, Forty D.M.C (Govt), & Two N.G.O, One D.T.C, are Working in District. Fourteen 108 Ambulances are running For Medical Emergence Cases, One - 181 ABHAYAM Ambulance is running for Females Helps, Four Khilkhilat Ambulances are running 24*7 to drop new Born Child & Mother ,Seven Arogya Sanjivani Van are also working for Medical in tribal Villages. Total Eight PHC’s are functioning as 24X7 for All Health Services, Five First Referral Units For any Medical Emergencies in District, Five C.M.T.C & One N.R.C are functioning under KuposhanMukt Gujarat Abhiyan where Malnourished Child are admitted which are traced by R.B.S.K. Doctor & M.O. for prevention of malnutrition. Six Doctors are empanelled under Chiranjivi Yojna for Free Delivery & Caesarian operation, four Doctors are empanelled under Baalsakha Yojna for Free Treatment of Child. Total Twenty Seven Hospitals are empanelled with R.S.B.Y. Yojna (out of Twenty Seven, Fourteen are Private hospitals and Thirteen are Govt. Hospitals) Where patient are given treatment under limit of 30,000/-. One-Blood Bank at Red cross are Functioning, Three Blood Storage unit are Functioning for Blood Storage. In Navsari We have total Eighteen Pediatrician, out of four are posted in Government facilities, Seven A.F.H.C & three P.P.Unit are there in Navsari District.

Growth Rate of Navsari district as per Census 2001 was 13.24 with, great efforts and services of health department Navsari we have achieved growth rate 8.15 as per census 2011 which is lowest number of whole Gujarat state. Even in Tribal Talukas Permanent family planning method after 2 child and other methods are adopted in tribal as well as urban areas. Sex Ratio in Navsari district as per 2001 was 955, in 2011 it was 961 and in 2015 it was 913. Even with BETI VADHAVO AND BETI PADHAVO programme we are motivating the people for Girl child birth. Leptospirosis , the disease which is endemic in are mainly associate with Farmers and the peoples who are engaged with animal and cattle. The mortality of leptopirosis is high. Sickel cell anemia is a Hereditary disease mostly affected in the tribal areas. we have screen the 655494 population out of them 61215 are sickle cell positive. Out of 61215 sickle positive patients of Navsari District 41309 are Sickle trait and 1559 are sickle Disease. Under RNTCP programme sputum are examined in all health centers. The patients which are diagnosed with TB, DOT treatment are provided by Heath workers. All the positive TB patients are screened for HIV and DM. Nutrition Food Are given to 554 patient every Month in D.T.C.

7 Primary Education Student Enrolment in primary school is 100%. Now we have to focus in quality education and values education. We also have to focus to increase facilities in schools and also use of ICT in education. In Navsari district total numbers of government primary schools are 766 and 93976 students are studying. And total private schools are 171 and total 55230 students are studying in private schools. The gross enrolment ratio of Navsari district is 99.72% which will be increase by 100% up to the year of 2022. In District the shortage of class rooms is 376 which will be finish in the year of 2022. The facility of SMART CLASS ROOM will be available in all government upper primary schools in the year of 2022.

8 Girl Education 1. The Background- The Literacy rate of country is 74.04%, In state is 79.31% and in District 83.00%. Our target is to achieve above 95.00% literacy rate in the District. Low level of girl’s education is the main big hurdle to get the important target of “Education for all”. There are so many social reasons of inadequate enrolment of girls of secondary & higher secondary education. Plan is proposed to elevate the secondary & higher secondary education level of girls. 2. Vision 2022 To Improve quality in primary education. To avail secondary & higher secondary education level, education facility to all girls who have passed VIIIth class in the district so that girls can get secondary & higher secondary education successfully. The progress made so far- 1. There is a cycle distribution plan is being conducted for the girls who come to school from 2 to 5 Kilometer in the school. 2. Free Pass is given to the girls who do up and down from home through Transport of State Transportation. 3. Construction is in progress of the proposed girls Hostel in the 3 backward blokes of the district. Hostel facility will be available very soon. 4. The Kasturba Gandhi BalikaVidhyalay is working for girls education for the girls which are note going into schools yet. 5. In current situation 99.5% teachers are allotted in primary schools. 6. In primary schools the Gunotsav grade of last four year is increased in A+ and A grade, and number of Schools are decreased in B,C and D grade respectively. 7. Special facilities are provided to students like Transportation, seasonal hostels, Tent school, Alternative learning, Students with special needs.

EDUCATION OF SC/ST/OBC EDUCATIONALLY BACKWARD MINORITY Education for scheduled caste/scheduled tribe 1- The Background: All efforts are to get target of education for all. The % of SC and ST students is lower than general despite the high literacy percentage rate so plan is proposed to add/include children of these groups toward education. 2- Vision 2022 To provide education for all SC/ST children in the district.

9 3-The progress made so far: Scholarship is provided to the student of SC/ST, studying in school of the district by the government. Besides this, special facility will provided to the girls in the residential Girls Hostel under the elementary education. Girl’s hostels are being constructed in 3 backward block of the district under secondary educations. Enough representations is given in the school SDMC to SC/ST group. INTERVENTION FOR MINORITY COMMUNITY 1. The Back Ground : In spite of broad expansion of education, education level and % of among minority community is very low in comparison to general. There are so many social and economic reasons of it. There is a need to remove them. The present plan is to add children of minority community in the mainstream of education and to raise their study %.

2. The progress made so far: 1. Education is being given through MADRESA to minority in elementary education. 2. Minority Scholarship is provided.

ACCESS ENROLMENT. a. Number of school needing up gradation. b. Number of new schools needed under expansion. c. Number of teachers needed for special focus group. d. All students in age group of 6 to 14 years in are needed to admit in nearby primary schools.

RETENTION • Students showing good attendance should be awarded by certificates, prizes. Organization of on regular intervals retention drives to put regular pressure on parents and the schools system to ensure. • Retention of girls organized at regular intervals to sustain the pressure and take up corrective measures as may be necessary. ACHIEVEMENTS • Special coaching class/remedial classes especially for educationally backward minority girls and children who are not performing academically well.

Quality of Primary, Secondary & Higher Secondary Education 1. The Background-

10 Regardless of broad expansion of education and efforts, quality of education concern to exam is not satisfactory. There are so many reasons behind it. There is necessity to overcome from them. The present plan is to increase board result gradually up to higher level.

2. Vision 2022 To increase SSC, HSC board result level of all the students in the district so that they can achieve their desire goal and get higher level of education successfully. To increase quality education and values education in primary and secondary schools.

The progress made so far- 1. Remedial teaching is done for weaker students and plenty of efforts made toward to raise their level of education to score as best as they can. 2. Schools getting result below 30% is adopted by voluntary organization and schools who got 100% result in board exam for their result improvement. 3. Specialized material made by experts and resource person of concern subject to achieving higher score in exam.

11 Secondary & Higher Secondary

Introduction:

 There are 198 secondary/higher secondary schools in Navsari district.  Among them 09 are managed by State Government, 123 by private aided trust, 12 by state social welfare department and 58 by private un-aided trust.  64544 students are studied in various secondary /higher secondary schools of district. In which 32850 are boys and 31694 are girls.  SSC board result of Navsari district is 68.68% followed by HSC General Stream result which is 68.42% and HSC Science Stream result is 69.62%.  Navsari district is also take lead in various education indicators all over the state.  Navsari district hold the first position in Transition Rate all over the state with achieving 99.69%.  District also performs well in other essential education indicator namely Gross Enrollment Ration (87.82%), Retention Rate (95.28%) and got the second place all over the state.  Dropout Rate (95.28%) which is very essential indicator for education, Navsari district also given consistent performance to decrease it gradually and hold the top position in state.  With the view of the expansion of education access to weaker and needy people of society and improve the quality of education in mind we had identified some areas for improvement for our future goal which is as below.

Organization of on regular intervals retention drives to put regular pressure on parents and the schools system to ensure. • Retention of girls organized at regular intervals to sustain the pressure and take up corrective measures as may be necessary. ACHIEVEMENTS • Special coaching class/remedial classes especially for educationally backward minority girls and children who are not performing academically well.

Quality of Secondary & Higher Secondary Education 1. The Background- Regardless of broad expansion of education and efforts, quality of education concern to exam is not satisfactory. There are so many reasons behind it. There is necessity to overcome from them. The present plan is to increase board result gradually up to higher level. 2. Vision 2022 To increase SSC, HSC board result level of all the students in the district so that they can achieve their desire goal and get higher level of education successfully.

15 Agriculture: “Our farmers are pride of our nations”

Organic agriculture in India has its root in traditional agricultural practices that evolved in countless villages and farming communities over the millennium. The richness of Indian traditional farming system was recognized by Sir. Albert Howerd (1873-1974), an English botanist, who observed and came to support traditional Indian farming practices over conventional agricultural science. Thus, the basic roots of International organic movement lie in India. Export market for organic sector was the main driver for the growth of organic sector in the country. Gujarat has remained a pioneer state in the adopting organic farming. There are more than dozen groups and network across the state working voluntary for prompting, training and marketing of organic produces. The rural youth shall be the key target for engaging them into meaningful rural enterprises by providing opportunities to Youth, SHGs and marketing enterprises. Organic agriculture is a production system that sustain the health of soils, eco- system and people. It relies on ecological process, bio diversity and cycles adopted to local conditions, rather than the use of inputs with adverse effects. Organic agriculture combines traditions, innovation and science to benefits the shared environment and promote fair relationship and good quality of life for involved. In addition to this, department will also conducts training programs on regular basis thus educating farmers regarding new technological advancement in the field of horticulture and Farmers are very enthusiastic and adopting advance technologies like Protected Cultivation, Precision Farming, Cold Chain Management, Processing Units which will help to increase the productivity and quality of the produce.In the recent years this has helped the farmers to increase their income and more and more farmers are diverting towards horticultural crops. The total Horticultural area is 70,146 hectares approximately. The area covers Fruits like Mango, Sapota, Banana; Vegetables like Cucurbitaceous Crops, Okra, Brinjal; Flowers like Spider-Lily, Marigold, Gerbera and high value Orchids; Spices like Turmeric etc. are largely cultivated in the district. Agro based industries for Pickles, Pulp, Jam/Jelly etc. are established in the district which converts Horticultural produce into value added products and exports them abroad. 1. The cultivated area under horticultural crops in Year 2017 is 70,146 hectares approximately which will be increased in Year 2022 by approximately 87,683 hectares. 2. At present 21 agro based industries are established in the district which will be increased to 42 units by Year 2022.

18 Rural Development 1) Swachh Bharat Mission (Rural):

3) DeenDayalAntyodayaYojana (DAY) - National Rural Livelihood Mission:

 We include the poorest of poor & most vulnerable members (especially women) in our institution(SHGs). Out of 100990 (At list one deprivation criteria) we have done 80% work that is 80,792 families join in our institution & remaining work is done in future.

 70% families should provide livelihood training under NRLM & should be given credit facilities. Out of 70% families, credit linkage facilities is given to 75,000 families that is 62% of which 47,544 families already benefited with credit linkage facilities.

 With the help of District SHGs product which are made in SHGs will be branded and also be funded as per the market standard to support their livelihood.

19 Urban Development In Navsari District there are 4 Nagarpalikas named Navsari, Vijalpore, &Gandevi. Navsari having population around 161000 ‘A’ Class Municipality. Bilimora and Vijalpore municipalities having population more than 50,000 and Gandevi ‘D’ Class municipality having Population around 20,000.

In all 4 municipalities’ 100% door to door garbage collection is in operation and all the Household having individual Toilets. All 4 Municipality ODF status under Swaach Bharat Mission. In the national cleanliness survey 2017 Navsari Nagarpalika ranked 25th at the National level. Navsari Nagarpalika covered under Atal Mission for rejuvenation and Urban transformation project of Government of India.

Vision 2022 A. Solid Waste Segregation and Processing :

 At present in all 4 municipalities we are collecting more than 95% of Solid Waste which we targeted 100% Solid waste collection by 2018.

 At present Segregation of Solid Waste in all municipalities around 30 % and we have targeted to achieve 100% by 2019.

 At present processing and recycling of Solid waste system is not in operation in any municipality, by 2022 we have targeted 100% Solid Waste Recycling and Processing.

B. Water Supply through Supervisory control and Data acquisition(SCADA) best water supply metering system:

 At present in all 4 municipalities Urban population cover by individual water supply connection. We have targeted for 50% water supply connections under the SCADA metering system of water supply.

C. Pradhan MantriAwasYojana (Housing for All):

 As per demand survey in all 4 municipalities around 12000 beneficiaries identified. Under this scheme we are planning for 100% coverage of Homeless family under Pradhan MantriAwasYojana.

20 Water Supply

In Navsari District there are 12 Towns and 372 Rural Villages. Out of 372 Villages 116 Villages has Water Supply facilities covered by 09 Regional Water Supply Scheme based on surface water. These Villages are getting filter water from Regional Water Supply Scheme. In which O&M Work of RWSS is carried out by GWSSB. Out of 372 Villages they are 256 Villages which are covered under Individual source of water and O&M Work is carried out by local body and Village Water Supply Committee.

 In Navsari District at present there are 17577 no. of Hand pump and 1208 no. of Mini Pipe Water Supply Scheme are in functional.

 Out of total 203297 Nos. Households, 166382 Nos. Household tap water connectivity having in rural area completed and functional. Vision 2022

 According to District action plan for achieving the objective of 100% Households connectivity in all habitations remaining 36915Nos. Households having water supply through Water Tap connectivity will be completed by 2022.

21 LABOUR & EMPLOYMENT Navsari primarily provides employments in agriculture, agro related services, service sector and MSME. Absence of large scale industries and establishments hinders and limits generation of employment. But at the same time Navsari is quite a literate District with quite a good education and skill development facilities. Hence, proper channeling and linking available men power is key to achieving optimal employment level. Creating awareness and readiness among the job – seekers about various opportunities through regular awareness and counseling mechanism, which could ultimately make them industry – ready. It is also essential to improve basic income generating skills in order to emancipate unskilled lot in the rural areas.

25 ::Dandi Salt Satyagrah Memorial :: 19 km away from taluka’s main city, this village is colonized on bank of sea and famous

for Mahatma Gandhiji's historical Salt Satyagraha. This historical Dandi is near sea. “Kirti” pillar in remembrance of “Mahatma Gandhi” is established opposite this monument where there is “Safe villa” where during night Gandhiji had resided. At present in it Gandhi museum and library is there. Behind Gandhi Museum, DaudiVora’s famous “Dargah”, (tomb) Mai Saheba Mazar (HizlaaYusufi) is there where for belief peopleof all communities come from outside, also. The British had monopoly on salt no one could make , sell or purchase it from any other source except them. In February 1930, Gandhiji attacked the salt law which was supported by every individual in the country. The British Salt was expensive for the peasant and the principle disguisting for the intellectuals. To replace a few unjust laws, Gandhiji wrote a letter to the viceroy but he was left unheard, disgusted, he decided to start with the Dandi March on 12. :::: With trees reaching a height of 120 ft. the forests of Vansda are dense and varied. With the rain gods being generous (over 2,000 mm rainfall), parts of the Park have moist deciduous forest with kaatas bamboo. Dry deciduous forest occurring in other areas has 'manvel' bamboo and adds to the diversity of habitats. The variety of plants (over 450 species) keeps our eyes searching for more and leaves us content at the end of the day. Beautiful Orchids are a sight to behold thanks to their dainty and pretty flowers. Even a rotting log is decorated with ferns and mushrooms. The 'bracket fungus' on logs and tree trunks will definitely catch your attention. You may also come across a wild relative of the banana plant. Beauty is in the eyes of the beholder, but in Vansda it's everywhere in different forms. Small creatures with their amazing diversity are the real treasures. Among these are over 60 species of butterflies and 121 species of spiders. The largest of the spiders of Gujarat - the Giant wood spider is common here. For the bird-watcher too there are 115 species of birds including those found only in the Western Ghats like the Great Black Woodpecker, Malabar Trogon, Shama and Emerald Dove. It is located at the Dang Forest Division on the way to the Botanical Garden. It offers visitors a unique and exciting opportunity to stay in the forest and make friends with it. After an evening campfire under the stars you can spend the night at the center. In the morning you can hire a guide (Rs. 50) to take you through the forest and tell you the names of trees and their uses, show you leopard tracks, how to 27 recognize birds by their song, and other such secrets. There is a fantastic 3-story tree house made of bamboo which is perfect for early morning birdwatching. Entry to the center is free. ::Waghai Botanical Garden:: 2 km past Waghai, the nearest town, the garden and Bio-Diversity Conservation center have a wide range of native and exotic plant samples from which you can learn to identify plants, learn how they are used for food and medicine, and how much we depend on them. There is a nature education trail which leads you to and from Vansda Park. You might not find people to welcome and orient you, but there is plenty of written information about the plants posted around the center. The garden is open from 8am-6pm and entry is free.

::Unai Hot Springs:: This village situated on Billimora-Vaghai railway route is famous for warm water “Kunds” (Reservoirs) These “Kunds” of hot water are very old. It is said that, Lord Shri Rama could not get Brahmins over here for “Yagna” (Sacrifice) so he had called Brahmins for Gangakulgiri place on Himalaya for “Yagna” (Sacrifice) to fulfill their need of hot water Lord Sheri Ram's had produced hot flow of Ganga by targeting arrow in land. Besides as per other folktale when Lord Shri Ram, Sita and Lakshman living forest life came to Dand Karnaya’s Sharban Rushi’s Ashram then Rushi through there meditation power had changed their bad-smelling clothes, Lakshman knowing about it, Ram’s attention was drawn towards “Rishis” pain to relieve the condition of Rishi suffering from a very big disease. Lord Rama had aim Arrow at lands inner part (Patal) and from it. Medicinal waters started flowing and “Ushan Ambas” big idol become evident Sitaji established “Ushar Ambaji’s” idol in form of energy. Sitaji bathed at this place (In bathed) and its name was kept so. Here from surrounding villages at Unai Matajis temple people come for “Darshan” ::Dargah of SaiyadSaadat:: Hazrat Syed Noor Muhammad (RA) came to India from Iran(Rai). During that time King Siddhraj Jaysingh was under power. Hazrat is well known as "Saiyadus-sadat" as well as "Satgor-Noor-Muhammad". Sayyid (Saiyed) Noordin Noor Muhammad, PirSatgur Noor (light of the true master), Sayyid (Saiyed) Saadat. It is stated in 'Tawarikh-e-Pir' that Sayyid Noor Muhammad (Satgur Noor) famous SayyidSaadat, resting at Navsari, arrived in the period of king SidhrajJaysingh. So in the name of him a dargah was constructed.

29 FISHERIES

 In Navsari 2600 Hector Land allotted for Brackish water Aquaculture to 355 Beneficiaries. Now a days 1200 hector land is under culture and the shrimp production is about 6500 MT.  In Brackish water Aquaculture Gujarat state get 2nd number in shrimp production in India. Where as 1st number in Export of Shrimp production. And The Navsari district is 2nd number in shrimp production in Gujarat. VISION 2022  Up to year 2022 next Five years 2500 hector lands to be allotted for Brackish water Aquaculture in Navsari District.  Training for Aquaculture should be given 600 Trainees  In Inland Fisheries Fresh water fish culture Benefit to be given to the 1000 tribal beneficiaries in Government fish farm in Spawn to fry and fry to fingerling scheme.  In Pagadiya Fisherman scheme about 1000 Pagadiya Fishermen given the Pagadiaya kit.  Increase foreign Exchange earning fish farmer Income and Create employment and business opportunities.

Revenue Department Land management is one of the most important factors in Revenue Department. Improper Land management creates lots of problems to public. By effective planning and management of Land, we will be able to overcome all the issues related to Land and assure quality services to public. Navsari District has decided the vision-2022 is " To resolve Land related issues with proper Land Management". Proper execution of our vision will help the public to overcome their Land related issues with least efforts, time and expenses in upcoming years. Vision 2022 1. Land related issues/cases will be minimized in the district with the effective Land administration. 2. "Land Bank" will be formed for government Land for different public purposes. 3. Government Land will be made available for the constructions of government offices, anganwadis, PHC & CHCs etc. 4. Government Land for "Gaamtal" and “crematorium” will be made available on the need base in the district.

30 Navsari 2022 - Vision Document Main Points 1) Health 1.1 To minimize IMR/MMR to near zero by 100% Immunization and ANC/PNC. 1.2 To enhance sex ratio in 0-6 category through awareness. 2) Education 2.1 100% Literacy by 2022. 2.2 No gender gap in literacy. 2.3 100% passing percentage in class 10th examination. 3) Agriculture/ Horticulture 3.1 To develop value chain by food processing. 3.2 At least 25% of the Agricultural produced to be organic with branding. 4) Rural Development 4.1 House to all in rural Navsari by 2022. 4.2 Good quality internet connectivity for enhancing E- Governance & digital transactions in rural areas. 4.3 All Gram Panchayat will be developed as “Gram Sachivalaya” to fulfill the dream of Hind Swaraj of Mahatma Gandhi. 5) Urban Development 5.1 Targeted 100% Solid waste collection by 2018, to achieve 100% by 2019 Segregation of Solid Waste in all municipalities & 100% Solid Waste Recycling and Processing by 2022. 5.2 100% coverage of Homeless family under Pradhan Mantri Awas Yojana.

6) Water Supply 6.1 According to District action plan for achieving the objective of 100% Households connectivity in all habitations, remaining 36915 Nos. Households having water supply through Water Tap connectivity will be completed by 2022.

7) Labour & Employment 7.1 Providing skills Upgradation of Tribal Youth for service sector. 7.2 At least one Standup India entrepreneurs in each village of the district. 8) Road& Building 8.1 Good quality connectivity to each hamlets of the district.

31 9) IRRIGATION (Panchayat) 9.1 Assured irrigation to 80% of the farmers. 9.2 At least 50% of the irrigation by MIS (Drip). 10) Electricity 10.1) 24 Hour good quality electricity supply to each household. 11) Banking 11.1 100 % financial inclusion with maximum focus on digital transactions. 11.2 100 % Credit Linkage on demand. 12) Tourism 12.1 Develop Dandi as a National tourist place by 2022 12.2 Develop Ubharat Beach as a tourist hub. 13) FISHERIES 13.1 Developing Navsari as main hub for Marine products. 13.2 Value addition through processing in Aquaculture. 14) Revenue Department 14.1 Land related issues/cases will be minimized in the district with the effective Land administration. 14.2 "Land Bank" will be formed of government Land for different public purposes.
