NARAYANASAMY has given a notice of the following Resolution which has been admitted:- "That this House approves the proposal of the Government to reject the Award given on 5th February, 2002 by the Board of Arbitration in CA Reference No. 6 of 1995 relating to removal of upper pay limit of Rs.2199/- per month (as per IV Central Pay Commission pay scale) for eligibility of Night Duty Allowance (NDA), in terms of Para 21 of the Scheme for Joint Consultative Machinery and Compulsory Arbitration, as the implementation of the Award – (i) involves an additional financial expenditure of Rs.2.25 crore per annum; (ii) may also lead to demand for removal of the upper pay ceiling in respect of Overtime Allowance (OTA), as one of the modes of compensation of NDA is in the form of OTA and in which case the expenditure may be much higher; and (iii) will lead to diversion of scarce resources from development expenditure to non-productive expenditure and will thus adversely affect the National Economy.” ——— 2 No. 51529 Committee Co-ordination Section Constitution of the Parliamentary Forum on Millennium Development Goals The Speaker, Lok Sabha, in consultation with the Chairman, Rajya Sabha, has constituted the Parliamentary Forum on Millennium Development Goals w.e.f. 11th December, 2013 with the following composition:- President 1. Hariprasad, Member, Rajya Sabha, who was nominated as a candidate for election to the National Board for Micro, Small and Medium 5 Enterprises, was duly elected to be a member of the said Board on the 13th December, 2013. ——— No. 51531 Committee Co-ordination Section Result of election to the Council of the Indian Institute of Science, Bangalore Dr. Ashok S. Ganguly, Member, Rajya Sabha, who was nominated as a candidate for election to the Council of the Indian Institute of Science, Bangalore, was duly elected to be a member of the said Council on the 13th December, 2013 for the quadrennium 2014-2017. ——— No. 51532 Conference & Protocol Section Unveiling of Photographs of Presidents of Central Legislative Assembly and portraits of former Speakers of Lok Sabha in Parliament House Presently the photographs of Presidents of Central Legislative Assembly have been displayed in the inner lobby of Lok Sabha Chamber in the Parliament House. In order to continue this tradition, the portraits of former Speakers of Lok Sabha Sarva Shri G.V. Mavalankar to Somnath Chatterjee and also the photographs of Presidents of Central Legislative Assembly are being installed in the outer lobby of Lok Sabha Chamber, Parliament House in a chronological order so that there exists a Gallery of Portraits of Presiding Officers in the Parliament Complex. A function to unveil the photographs/portraits will be held on Monday, the 16th December, 2013 at 9.30 A.M. in the Central Hall, Parliament House. Hon’ble President of India will unveil the portraits. Members are cordially invited to attend the function and requested to occupy their seats in the Central Hall by 9.00 A.M. Members are also requested to join for tea in Courtyard No.1, Parliament House after the function. ——— 6 No. 51533 Simultaneous Interpretation Service Avoiding Disturbance in the sound system It has been observed that some Hon. Members do not turn off the volume knob of their earphones while leaving their seats, which causes disturbance in the sound system in the House. Hon. Members are, therefore, requested to turn the knob to the left while leaving their seats. ——— No. 51534 Library and Reference Unit, LARRDIS Deposit of Archival/ Historical Material in Parliamentary Museum & Archives The Parliamentary Museum & Archives, Lok Sabha Secretariat undertakes acquisition, storage and preservation of precious records, historical documents and articles connected with the origin, growth and functioning of Parliamentary institutions and Constitution in India. It is desirable that these objects, which are part of our national heritage, are collected, scientifically treated and preserved for the benefit of posterity. Members are requested to kindly consider depositing material which they have in their possession like private correspondence, notes, articles, records, manuscripts, speeches, memoirs, diaries, relics, art pieces, mementos, personal belongings and collections, paintings, photographs or any other material of archival/historical value connected with their career and activities as Parliamentarians and freedom fighters, in the Parliamentary Museum & Archives, FB-094, Parliament Library Building (Tel. Nos. 23034131, 23034017, Fax No. 23016580) for permanent preservation and display. The material will enrich the Parliamentary Museum & Archives and be useful for research work. If desired, the material received would be returned after making necessary copies. Any secretarial assistance in sorting out and listing the material will be made available by the Lok Sabha Secretariat. Kind cooperation of the Members is solicited. SHUMSHER K.
