As the primary enforcers of our respective states’ consumer protection laws, we offer a unique perspective as to the new legalized market of certain cannabis and cannabis-derived compounds, including CBD products. We write to express our hope that the FDA continues to explore manufacturing, testing, and marketing best practices so that consumers are not at risk of misleading advertising or harm to their health from dangerous additives or undisclosed risks of use. Although products containing cannabis or cannabis-derived compounds may well offer real benefits to consumers, it is important that consumers have reliable risk and benefit information to make informed choices about initiating and continuing the use of these products. A crucial element of FDA regulation and oversight should be an on-going assessment of the potential risks or benefits of these products, particularly for specific populations such as pregnant women, adolescents and children, and the elderly.

CHIN ATTORNEY GENERAL For Immediate Release News Release 2017-54 May 22, 2017 ATTORNEY GENERAL DOUG CHIN JOINS 32 ATTORNEYS GENERAL URGING CONGRESS TO OPPOSE ELIMINATION OF FUNDING FOR LEGAL SERVICES HONOLULU – Highlighting the need for legal services in rural and low-income communities across the country, Attorney General Doug Chin today joined a bipartisan group of 32 attorneys general in urging Congress to oppose the Trump Administration’s proposal to eliminate federal funding for the Legal Services Corporation (LSC). Attorney General Chin said, “A great number of Hawaii residents live in the type of rural and low-income communities that the Legal Services Corporation serves. Eliminating federal funding for this program hurts the exact same people we should be helping. That is why I joined my colleagues in asking the Trump Administration not to do this.” The letter, sent today to the United States Senate and the United States House of Representatives Appropriations Committees, notes that for more than 40 years, under Republican and Democratic administrations, the LSC has helped residents across the nation to access justice. LSC funding helps veterans and military families secure important benefits, it supports survivors of domestic violence seeking safety, and it assists families facing foreclosure and victims of natural disasters. LSC funding also fosters longstanding public-private partnerships between legal aid organizations and private firms and attorneys nationwide who donate their time and skills to assist low-income residents in our states. As you are likely aware, the Drug Enforcement Agency’s (DEA) temporary order classifying fentanyl-related compounds as Schedule I drugs is set to expire on February 6, 2020. The FIGHT Fentanyl Act would codify this temporary order, keeping fentanyl-related substances classified as Schedule I drugs. In the most recent data available from the Centers for Disease Control and Prevention, there were 72,000 drug-related deaths in the United States in 2017. Of those deaths, roughly 40% involved fentanyl or a fentanyl-related compound. Just last month, a coalition of local, state, and federal agencies in Ohio intercepted over 20 kilograms of fentanyl, 1.5 kilograms of methamphetamine, and half a kilogram of heroin. Further testing revealed that the 20 kilograms of fentanyl were laced with carfentanil, which can be over 100 times more potent than fentanyl. The potency of the fentanyl-related substances in this single bust was enough to kill every man, woman, and child in the state of Ohio several times over. This legislation is crucial to federal and state efforts to curb the opioid epidemic nationally and within each individual state.
