In 1965, from a vision to create an oasis of luxury on the Oregon Coast, a legend was born. Unquestionably a success, over the years Salishan earned its fabled status and set the bar for Hospitality on the Oregon Coast. Salishan has always been a nature-facing resort. Our vision is to promote further use and appreciation of Salishan’s remarkable natural resources by instituting a comprehensive Eco-Adventure program. OPERATING CHARACTERISITICS and HOURS OF OPERATION

Please note, these activities have been designed to work in conjunction with, not in lieu of, existing activities and uses. Accordingly, these activities have been carefully sited so that they will have minimal impact (visual or auditory) on golf, nature trails or existing residential units.

At Synergo we pride ourselves on constructing courses that are not only challenging but aesthetically pleasing and harmonious with the natural environment. Our work as facilitators, trainers and guides makes us uniquely capable of creatively designing parks and courses to maximize programmatic success and participant satisfaction. Each project we build is individually designed to meet the client’s programmatic needs, site specific requirements, and budget. Synergo has been a member of the Association for Challenge Course Technology (ACCT) for a number of years and became an accredited Professional Vendor Member (PVM) in 2002. We specialize in Aerial Adventure Parks, Challenge Course and construction and design.

• GENERAL STAFFING

All proposed outdoor activities will be headquartered in a facility to be known as Salishan Adventure HQ (“Adventure HQ”). The Adventure HQ will be housed in space B4 of the Salishan Marketplace (see appendix A). The Salishan Marketplace is currently only 33% occupied. A total of approximately 11 – 17 employees will operate the outdoor activities during peak season (July – August), with fewer employees operating the activities during slower seasons. Our preliminary model for staffing the operations at Salishan calls for the following:

• Director of Adventure and outdoor activities • Activities Managers of land and water activities – 2 people • These 2 people will rotate schedules, so we always have someone on site. They will also be doing direct programing as time permits. • Operations Manager – this person helps with programing but is also responsible for the equipment, its care and maintenance • Adventure Guides: 8 – 12 front line staff who will work with the Activities Managers as a co- guide on both the adventure park and water-based activities

• GENERAL OPERATING STANDARDS

FOR ALL OF THE ELEMENTS, GEAR AND OPERATIONAL DOCUMENTS:

• A pre-use inspection shall be completed and documented each morning prior to participant use.

• All guides shall undergo thorough training per ACCT standards.

• A periodic inspection shall be completed and documented monthly by the course manager.

• A professional in-depth inspection shall be completed and documented yearly.

• All elements will be engineered and an Acceptance Inspection shall be conducted prior to opening and documented in the Commissioning Report (per ACCT standards).

: 8am-8pm daily

- General Overview § The proposed Mountain Biking facility will be comprised of two connected trials that will be sited among forested areas adjacent to the front nine golf holes of the Salishan Golf Course. § No trees will be removed to create the mountain biking trails. § The trails will be designed for family / casual ridership. - Facilities § Both hotel guests and the general public will have the opportunity to experience the Salishan Bike Park. The park is made up of multiple paths each focused on a different ability level: green, blue and red courses. Guests will check in at the Adventure HQ welcome point where they will meet their guide, check out their equipment and receive a quick orientation about the park. § The trails will generally be composed of compacted DG surface material, wood chips and / or gravel. § A full set of plans and construction documents will be submitted for building department approval before any work commences. - Activities § Mountain biking typically be an individual-paced activity. § A fully trained employee will monitor monitoring course activity / guide individual tours. § All patrons, public and resort, will register, collect bike rentals, and stage their outings from the Adventure HQ, with resort guests either walking or being shuttled via one of the resort’s coachman golf carts to the Adventure HQ. § The bikes and associated equipment will be stored within a storage room in Building A of the Salishan Marketplace. - Daily Operations § Guests will have the option of experiencing the mountain bike park or renting from a variety of bike options geared towards the coastal landscape. The Bike Rentals Staff will be responsible for dispensing, cleaning and maintaining all bikes and equipment while the Mountain Bike Instructor will be responsible for providing lessons and instructions along with emergency assistance on the course if necessary. § The Mountain Bike Instructors and Bike Rentals Staff will be supervised by both the Land Adventures Assistant Manager and the General Manager. They will work closely with the Adventures Office Manager to schedule guests lessons and rentals. § ADDITIONAL BIKE TOURING & RENTAL OFFERINGS • MOUNTAIN BIKE INTRODUCTION LESSONS • Our experienced mountain bike instructors will provide introductory lessons for people of all ages and abilities when requested by guests. Potential to add in transportation options for a mini-endurostyle ride down the trail. • MOUNTAIN BIKE RENTAL PACKAGE • Guests will have the option of renting the mountain bike package which includes a downhill mountain bike, helmet, body armor and an all-day or half-day bike park pass. • CRUISER BIKE RENTAL • Guests who are looking for a more mellow ride through downtown can rent Cruiser Bikes for either full or half-days. • TANDEM CRUISER BIKE RENTAL • Tandem Cruiser Bikes will be available for rental for families and couples - also for both full and half-day options. • FAT BEACH BIKE RENTAL • For more curious guests, Fat Tire Beach Bikes will be available to rent to cruise on the sand walks along the beach - Hours of Operation § The operating hours will be daylight hours with the first tour being one hour after sunrise and the last tour being one hour before sunset. - Operating Load § The daily capacity for the biking operations is 200 people per day with an average tour length of 30 minutes. § We anticipate up to 20 riders would be on the mountain biking course at peak usage levels. § Anticipated clientele 70% Salishan Resort Guests, 30% public - Parking § The parking required for the mountain biking operations will be more than covered by the offset of parking demand for other businesses that do / would occupy the spaces being allocated to the Adventure HQ. § With an estimated 30% of the up to 200 users per day coming from the general public, we anticipate no more than 10 cars associated with the mountain biking operation (assuming two riders per car) will occupy spaces in the Salishan Marketplace at any given time (e.g. we anticipate up to approximately 30 cars per diem associated with the mountain biking operation, with average users occupying spaces for 1.5 hours., with peak load occurring in early afternoon). § To accommodate any overflow parking requirements, the resort itself currently contains over 500 parking spaces (serving just 205 guest rooms).

• ADVENTURE PARK: 8am-8pm daily

- General Overview § The proposed Adventure Park facility will be comprised of inter-connected challenge features, including both low and high elements. Synergo has experience designing and installing these types of elements and we work directly with our clients to create unique elements specifically designed for their course and the programs they offer. - Construction § The adventure park, ranging in height from 10’-50’, is comprised of a series of obstacles, strung between trees using ½”and 3/8” Galvanized Aircraft cable. Around each tree is an octagonal platform, mounted using 6 Garnier Tree Attachment bolts, to promote tree health and longevity. All tree connections, whether for elements or platforms, have been engineered multiple times (drawings available by request) and meet or exceed our 5:1 safety factor. Upon arrival, guides will help harness up guests and deliver the 30 minute orientation on policies, procedures, safety and etiquette. Guests access the course via a staircase. After arriving at the first octagonal platform, guests connect into lifelines using CLiC-It smart belay technology. The CLiC-It devices ensure the guest cannot unclip from the safety cable—there is always at least one side connected into the cable. Guests then traverse these obstacles and bridges, ranging in difficulty and span from approximately 10’-100’. The course eventually circles back to the original platform where they descend the stairs and guides help them de-harness. § Various challenge elements will be located on cables that are affixed to trees using a proprietary system designed not to harm the trees themselves. The Adventure Park will be sited among forested areas adjacent to the front nine golf holes of the Salishan Golf Course. § No trees will be removed to create the mountain Adventure Park. § All structures and cables meet or exceed the Association for Challenge Course Technologies’ current standards for construction. Full engineered plans will be available upon completion, along with a third party inspection and final Engineer’s inspection. - Facilities § The Adventure Park will be designed for family / casual participation. § Low elements allow groups to create a greater sense of trust, cooperation, willingness to take positive risks, and to develop leadership skills. A group or team problem solve together as they participate on a low challenge course element. They are vital to any challenge course program because they serve as an important foundational step in the sequence of the day. Many high element mimic the skills learned from these lower elements and groups take away more from a well sequenced course. These elements are built using wood, cables, rope and other found materials installed in either trees, poles, or directly on the ground. § High Elements offer participants the opportunity to challenge themselves emotionally and physically as they push past self-imposed limitations. Our high elements are typically installed using either trees or poles as support structures and range in height from 20 to 60 feet off the ground. Participants wear a harness and are attached to a belay system when using the high elements. Synergo uses a variety of group belay systems which allow the other participants to be directly involved with the physical safety of the climber including: “n” belay, “M” belay, double traversing “n” belay, and various group hauling systems. High elements are visually exciting, programmatically powerful, and often are the literal “highlight” that participants remember for years. These elements typically make up what is known as a “high ropes course” or a “challenge course”. § The Aerial Adventure Park will consist of variety of challenges for differing abilities, each of which are composedof elements and platforms. Guests will be provided an orientation, outfitted with proper gear and equipment and access to the courses. Guides will be on-hand to lead and assist guests when needed. The purpose of the Adventure Park is two-fold: provide a fun and thrilling experience as well as an intentionally challenging team/individual obstacle experience. - DAILY OPERATIONS § Guests will be comprised of both hotel guests and public walk-in guests. On top of welcoming and outfitting guests and providing orientations, aerial adventure park guides will be on-hand to provide encouragement, support and emergency assistance if needed. § The Aerial Adventure Park team will be supervised by both the Land Adventures Assistant Manager and the General Manager. They will work closely with the Adventures Office Manager to schedule guests as well as coordinate large groups. § Each group may take between one - three hours on the park depending on ability, group size, needs, etc. § Guests will reserve their spot either through the Salishan Adventures HQ, TBD online portal or through Salishan Resort. - MONTHLY OPERATIONS § In-House monthly trainings will need to take place for all guides assigned to the Adventure Park. These two trainings will be followed by a monthly performance evaluations from the GM and Land Assistant Manager: § 1. Scenario Team Training: Pre-assigned training teams will be made up of each level of Adventure Guides § 2. Individual Skills Assessment: Individual walk through of each required rescue and skill. Periodic Inspection will be performed by the GM or Land Assistant Manager. - ANNUAL OPERATIONS § The General Manager will be responsible for coordinating with Synergo to ensure that annual trainings and inspections occur, per ACCT Standards. § The Aerial Adventure Park will be open year-round with a heavy focus on summer activity. § An employee will monitor course activity / guiding individual tours. The patrons will register, collect bike rentals, and gather at the Adventure HQ. § The associated equipment will be stored within a storage room in Building A of the Salishan Marketplace. - Operating Load § The daily capacity for the Adventure Park is 120 people per day with an average tour length of 2 hours. § All of the public use will originate out of the new adventure HQ, which will occupy two of the retail spaces in the Marketplace. The parking required for these operations will be covered by the offset of parking demand for other businesses that do / would occupy the spaces being allocated to the Adventure HQ. Aside from the offset, the resort currently contains over 500 parking spaces. § Anticipated clientele 60% Salishan Resort Guests, 40% public - Parking § We estimate that the parking required for the Adventure Park operations will be more than covered by the offset of parking demand for other businesses that do / would occupy the spaces being allocated to the Adventure HQ. § With an estimated 40% of the up to 120 users per day coming from the general public, we anticipate no more than 8 cars associated with the Adventure Park operation (assuming two riders per car) will occupy spaces in the Salishan Marketplace at any given time (e.g. we anticipate up to approximately 24 cars per diem associated with the Adventure Park operation, with average users occupying spaces for 1.5 hours., with peak load occurring in early afternoon). § To accommodate any overflow parking requirements, the resort itself currently contains over 500 parking spaces (serving just 205 guest rooms).

• ZIPLINE TOUR: 8am-8pm daily

- General Overview § Zip Lines and Zip Line Canopy Tours are said to have originated centuries ago as a mode of transportation. Temple Jacks are known to have zipped from the tops of cathedrals to carry their gear and Australian solders are said to have zipped across canyons to flee the enemy. Today the United States are experiencing a boom of the industry and instead of a Zip Line being at the top of a Bucket List, it is becoming a weekend hobby. Single zip lines at summer camps have evolved into Commercial Zip Line Tours creating a 3 hour experience with multiple lines and even some suspension bridges. Typically, Zip Line Tours contain two guides and a group of 8 – 12 participants and the tour moves as a group. § Synergo has been a member of the Association for Challenge Course Technology (ACCT) for a number of years and became an accredited Professional Vendor Member (PVM) in 2002. As a PVM our work is periodically reviewed to assess compliance with the construction standards set forth by ACCT. § Synergo is a full-service provider for Zip Line Tours and as such, we offer design, installation of your zip cables and platforms, braking system installation, fall protection access, rescue equipment, creation of a policy and procedure manual specific to your site, staff training and testing. § Our trainings provide zip guides with the technical and interpersonal skills needed to effectively guide participants through the tour. These trainings include a comprehensive series of topics covering the major areas of zip line/canopy tour guiding and the technical standards that are set by the Association for Challenge Course Technology (ACCT). - Facilities § The zipline tour will be located to the East of the Aerial Adventure Park and will take people through a path of zip lines interdispersed with platforms. § Platforms range in height from 5’ to approximately 35’. The platforms can easily be built in a way so as not to be visible from the condo units. They are fabricated from 4 x8” fir which we stain dark for visually non-invasive aesthetics. § All cables are comprised of 5/8” Galvanized Cable that has been swaged down to ½” diameter to eliminate noise. Cables are terminated into a vertically oriented bracket with multiple mounting height that has been mounted to the tree using ¾” galvanized threaded rod. The brackets are spaced off of the tree to promote tree growth and longevity. These brackets have been engineered multiple times (drawings available by request). - DAILY OPERATIONS § Guests will be provided an orientation outlining what to expect and be outfitted in proper gear and equipment. § Led by two certified guides, each tour will consist of up to eight guests and will take between 1.5 to three hours in length. § The zipline guides will be responsible for properly orientating their guests, clipping them in and out of proper clip-in points throughout the tour, ensuring all guests properly “take off” and “land” correctly, be responsible for providing braking assistance, continually assessing guest’s abilities and comfort along with providing emergency assistance on the course if necessary. Guests will be not responsible for braking themselves as they land on a platform or making sure they are properly clipped in at all times - this is the responsibility of the guides. § The zipline tour staff will be supervised by both the Land Adventures Assistant Manager and the General Manager. They will work closely with the Adventures Office Manager to schedule tours. § Each our may take between 1.5 - three hours depending on ability, group size, tour pace, etc. § Guests will reserve their spot either through the Salishan Adventures HQ, TBD online portal or through Salishan Resort. § Upon arrival, guests will be aided in getting their harness and PPE fitted by two guides (a sending and receiving guide). Guests ascend a short staircase to the first 9’-wide octagonal platform mounted in the tree using Garnier Tree Attachment Bolts. They are then clipped into a “halo” security cable by the guides. The first guide zips the first line and waits on the arrival platform for the commands of the sending guide. Once the guides have determined the lines are clear, they send guests one at a time, with the receiving guide braking them as they go. All clipping and transferring is performed by the guides. All lines will have a primary AND emergency braking system, per ACCT standards. - MONTHLY OPERATIONS § In-House monthly trainings will need to take place for all guides assigned to the Zipline Tour. These two trainings will be followed by a monthly performance evaluations from the GM and Land Assistant Manager: § 1. Scenario Team Training: Pre-assigned training teams will be made up of each level of Zipline Guides § 2. Individual Skills Assessment: Individual walk through of each required rescue and skill. Periodic Inspection will be performed by the GM or Land Assistant Manager. - ANNUAL OPERATIONS § The General Manager will be responsible for coordinating with Synergo to ensure that annual trainings and inspections occur, per ACCT Standards. § The Zipline Tour will be open year-round with a heavy focus on summer activity. - Parking § The parking required for the Zipline operations will be more than covered by the offset of parking demand for other businesses that do / would occupy the spaces being allocated to the Adventure HQ. § With an estimated 30% of the up to 75 users per day coming from the general public, we anticipate no more than 4 cars associated with the zip line operation (assuming two riders per car) will occupy spaces in the Salishan Marketplace at any given time (e.g. we anticipate up to approximately 11 cars per diem associated with the zip line operation, with average users occupying spaces for 1.5 hours., with peak load occurring in early afternoon). § To accommodate any overflow parking requirements, the resort itself currently contains over 500 parking spaces (serving just 205 guest rooms).

• TREEOLOGY: 8am-8pm daily

- See Attached Document for an overview of the proposed Treeology Expedition. - Upon arrival, guests will stand at the base of a tree on a 12’ deck, railed in on all sides to code. Here they will gear up with the assistance of their guides and undergo a 25 minute orientation and safety briefing. Using arborist saddles, Petzl ID autolocking belay devices, Petzl Ascension Jumars, Steel and Foot Ascenders to ascend a rope, guests will climb up the tree to a series of small decks (one at 20’ off the deck and one at 60’ off the deck) mounted to the tree using Garnier Tree Attachment Bolts. A secondary rope will be dorsally attached to the guest as a redundancy. The objective being to teach guests how to ascend a rope and gain further appreciation for the unique ecology of the Northern Oregon Coast. - All ropes will be New KMIII Static 11mm to meet or exceed 22kn per ACCT standards. Ropes will be mounted to the tree using 5/8” eye bolts bolted through the tree, 9/16” French Maillon Rapides and backed up via ½” galvanized cable loops (has been engineered multiple times). - Once at the top platform, guests will descend via the Petzl ID autolocking belay device. - The daily capacity for the Treeology operation is 20 people per day with an average tour length of 1.5 hours. - All of the public use will originate out of the new adventure HQ, which will occupy two of the retail spaces in the Marketplace. The parking required for these operations will be covered by the offset of parking demand for other businesses that do / would occupy the spaces being allocated to the Adventure HQ. Aside from the offset, the resort currently contains over 500 parking spaces. - Anticipated clientele 80% Salishan Resort Guests, 20% public - We anticipate that virtually all of the public participants in Treeology will be included in the participant load for one of the three other Eco-Adventure activities, so we do not anticipate meaningful incremental parking load as a result of the Treeology operation.
