This document is one of three Appendices to a report on the Cardiff UDP for consideration by Cabinet on 29 November 2001.

Cardiff County Council is required to prepare a Unitary Development Plan (UDP) to replace existing structure and local plans. Prior to placing its proposed Plan on deposit, the Council must consult the National Assembly for , Councils, adjacent planning authorities, the Environment Agency and the Countryside Council for Wales, and provide an opportunity for local people and other interested bodies to express their views.

The County Council approved Outline Proposals for Consultation on 5 April 2001 and consultation was undertaken during May and June 2001.

195 organisations and individuals (listed on Page 3) have submitted written responses. This document summarises those responses (from Page 6 onwards). Wherever possible comments have been related to specific propositions; more general comments are listed at the end. The purpose has been to summarise the essence of the comment in respect of the particular proposition (e.g. support, objection, change sought). The full comments will continue to be considered in the ongoing preparation of the UDP for deposit.

Comments received relate both to the principles set out in the Outline Proposals and to related matters of detail. All comments received will be considered in preparing a full draft plan for deposit. Initially, however, it is important for the Council to review the key elements of its proposals before continuing with plan preparation. This particularly applies to those proposals that will need to be progressed in discussion with landowners, developers and other parties. Appendix 1 to the report, therefore, offers a response to comments received on key elements of the proposals. The ‘Outline Council Response’ provided in this document identifies where an issue is addressed in Appendix 1or is a matter that will receive consideration in the on-going preparation of the Plan for deposit.
