REGULATION

Amendments to the National Health Service (Pharmaceutical Services) (Scotland) Regulations 2009 were made in June 2014, introducing changes to public consultation arrangements in respect of applications to join a Health Board’s Pharmaceutical List.

The amended arrangements now require an Intended Applicant (IA) to work with the Board and undertake a joint public consultation. The consultation must aim to reach, as far as possible, the majority of residents within an identified neighbourhood in which the proposed premises are located. At the end of the consultation, an agreed Consultation Analysis Report (CAR) must be sent to the Pharmacy Practices Committee (PPC) Chair.

CONSULTATION PURPOSE

The aim of the public consultation was to:

• assess the views of local people as to whether they believe there was adequate access to pharmacy services within the neighbourhood identified by the Intended Applicant (outlined on map below) for premises proposed at 26 Corlic Street, Greenock, PA15 3LJ

• measure the level of public support for a new pharmacy in this area.

METHODOLOGY

The Health Board and Mr Edward McAnerney initially met on 25 April 2018. A subsequent Joint Consultation Meeting took place on 10 August 2018 during which the public consultation content, scope, methods of public engagement and commencement date were agreed and a Consultation Plan developed ( Appendix 1 ). The consultation commenced on 10 September 2018 and ended on 17 January 2019, a total of 90 working days. The local holidays on 25 & 26 December and 1 & 2 January 2019 occurred during this consultation and as such were discounted.

On 10 September 2018 the consultation commenced through the following:

• Inverclyde HSCP’s Solus Screen advertisement - see Appendix 1 for details • Greenock Telegraph Newspaper Advertisment (Appendix 2) • NHSGG&C Social Media Programme (Appendix 3) • Stakeholders consulted by NHSGG&C (Appendix 4) • Questionnaire - appearing on Board Website (Appendix 5)

All communications encouraged responses using the electronic questionnaire available from the Board’s website during the consultation period.

In recognition that some members of the public would not be able to access the electronic questionnaire, it was also made available (on request) in paper format and translated in other languages. A large font type paper version was also available.

In recognition that some of the public might not wish to complete the questionnaire but would like to make general comments (letter/email), it was agreed that if received, comments would also be included within the CAR. No such comments were recieved .

CONSULTATION SUMMARY

In 2017 the population of the neighbourhood identified by the Intended Applicant was 3133 (Small Area Population Estimate - SAPE). This figure comprised as follows:

The public consultation would however have been available to a much wider population, including people living in the wider area around the neighbourhood as well as those commuting into this general area e.g. for employment.

During the consultation period: 100 postal questionnaires and 45 electronic questionnaires were received. Of the 145 questionnaires received 99% were submitted from individuals.

1 postal questionnaire was received on 22 January 2019, 1 on 28 January and 3 on 1 February 2019. As the consultation period had ended on 17 January 2019 these questionnaire’s have been disounted. 100 paper copies of the questionnaire was requested by the Intended Applicant; however there were no other requests from members of the public for questionnaires in paper, large font type or, translated in other languages.

The majority of the survey responders :

• Agreed with the proposed neighbourhood for the pharmacy – 102 (72.86%) ; • Lived within the proposed neighbourhood 128 (93.43%) ; • Agreed the current services to the neighbourhood were adequate - 51.20%; • Have ease of access to a Community Pharmacy 78 (56.9%); • Agreed the location of the proposed premises would provide adequate access to pharmaceutical services in and to the neighbourhood – 81 (57.04%) ; • Agreed the proposed Monday-Friday opening hours were just right – 98 (72.59%) ; • Agreed the proposed Saturday opening hours were just right – 97 (72.93%) ; • Agreed the services were needed within the neighbourhood – 64.48%; • Agreed the proposed application would have a positive impact on the neighbourhood in having a new community pharmacy - 97 (69.30%); • Agreed the proposed pharmacy would have an impact on other healthcare providers; 64 (45.07%) and • Supported the opening of a new pharmacy at - Corlic Street 101 (70.63%)

Generally, the responders believed that the proposed NHS services were needed within the neighbourhood but were unable to identify any other services that might be needed.

Both parties noted agreeing to this report that responses appeared to be personalised and made independently given the range of opinions expressed and vocabulary used.

McDades pharmacy already covers this area well. Based on Belville St which is only 0.6 miles away Less than half a mile away from the proposed shop is McDade’s that already provide an excellent service to this area The edge of this ‘neighbourhood’ is very close to the pharmacy already in the area, there is no need for a second one in the same area The area in the map does not include most of the east end and it’s not included in the map as there is already a pharmacy which provides all the services required to the whole of the ‘east end’ 8

The area is larger than in the map, the reason the rest hasn’t been included is due to the fact there is already a pharmacy which happens to be about 0.2miles away from the edge of the boundary The bit right beside this just happens to have a pharmacy in it, the current pharmacy serving the area is a street away from the edge of the boundary The map conveniently stops in a place about 0.2 miles away from the current pharmacy, the area already has a pharmacy and this intended one is too close already a pharmacy in that area so theres no need The area is larger than this and has a pharmacy already in it, strange where the boundary is considering it ends about 0.3 miles away from the current pharmacy The neighbourhood is bigger and the boundary suspiciously ends very close to the existing pharmacy. Convenient The area is much larger than in the map provided and already has a pharmacy just outside the made up boundary It doesn’t include most of the rest of the neighbourhood, that’s not surprising considering there is a pharmacy very close to the boundary, I wonder why?! Border stops just before current pharmacy, I wonder why Very funny that the it stops just before the chemist that is already there, I wonder why!! Mr McAnerney seems to have not remembered the area is bigger, surprising when just outside his boundary is the current chemist who has and is serving this whole area so well Half of the area is missing and the other half has my pharmacy in it which shows this is a waste of time and money NEIGHBOURHOOD PROBABLY BIGGER THAN SHOWN There is pharmacy in the area Can't see the map. This area is lacking in such an establishment. the area adjoining this outline is served however this area and indeed the demographic would be ideally suited to a pharmacy. I use the seevices already provided Current services are more than adequate, we have a very accessible pharmacy in the area, we don’t need another one The current chemist is more than adequate, and only a few hundreds yards away from the edge of the area outlined in the map, therefore a second one isn’t required The area is well served by the current pharmacy HAVE ALWAYS USED MCDADES PHARMACY NO ISSUES 13

MCDADE PHARMACY MORTON TERRACE GREENOCK McDade’s order and deliver my prescription for me Mcdades are very good at delivering my meds Mcdades deliver what I need I collect my medication from the pharmacy which is already in the area, they organise everything for me, if I can’t get out they deliver it to me if I give them a phone, fantastic service if i am unable to go into the pharmacy the staff are more than happy to deliver my prescription to me I have ease of access as mcdades deliver my prescription to me, very good service Mcdades deliver to me and I have no issues accessing their service, they are one phone call away and have never let me down, don’t damage this valuable asset to the area please. Mcdades deliver my tablets to me, there is no need for another pharmacy in the area. Area is well provided for and not needed. I don’t have any issues accessing the current pharmacy, I like to go in myself to collect what I need, if I need it they will deliver to me, mcdades have a lovely girl in a wee car who delivers to us if we need them. I have ease of access because I get mine delivered by mcdades, they even walked to my house last year and delivered to me during all that snow! That’s service! My box is delivered to me by mcdades, fantastic service My box is delivered to me without fail, mcdades provide everything needed in the whole area, not the one that seems to suit this application RELIANT ON PUBLIC TRANSPORT OR TAXIS Have to travel by bus We do not have any of these services in this area, to get any of these services you have to get a bus Ideal centre pharmacy. Often have to return for balance. 2 bus rides extra, any other pharmacy bus rides and often long waits. have to trael into town ie 2 buses their & back NEED TO GET A BUS INTO TOWN TO VISIT PHARMACY I STAY QUITE FAR FROM A PHARMACY AND HAVE TO TAKE A BUS T + FROM PHARMACY OR ITS ABOUT A HALF HOUR WALK TO IT AND HALF HOUR BACK. SO HAVE TO RELY ON BUS Bus route is excellent even for people who don't have access to a car. No car at the moment so have to get bus into town. All the family drive HAVE TO GO IN TOWN FOR SCRIPT If I was did not have a car would not say that I have ease of access. Having a Pharmacy back within or area would be beneficial I move access as I own a car but a more local/closer pharmacy would be good for other people CAN DRIVE TO NEAREST CHEMIST As a driver, I find it easy to get to pharmacy, local or other wise HAVE TO WAIT TO SOMEONE IS GOING TO GREENOCK TOWN CENTER TO GET MY MEDS I recently moved to the area & used tesco/Boots pharmacy, there is always a long wait for prescription, if we had a local pharmacy, you get to know the staff & feel comfortable asking for help or advice. I travel to Mr McAnerney pharmacy @ barrs cottage & find the staff very helpful & friendly. By opening in my local area this would save me a lot of travel time. Only that people don't have to travel far for their medication, I would use the pharmacist and my children also. My family aren't on any medication Drive so can get to one easily. I DRIVE SO I DONT HAVE ANY ISSIES. BUT THIS WOULD BE BENIFICAL A THERE IS A LOT OF ELDERLY & DISABLED PEOPL IN THE AREA I'm a driver The nearest pharmacy in Belville Street has parking problems for access and residents from Corlic Street area have quite a distance to travel for a chemist. Parking once you go there I avoid it altogether OTHERS REQUIRE TRANSPORT; PARKING POOR |Due to the age of my relatives they find it difficult accessing the lower end of the area and indeed over winter months this is more so true than in fair weather I have family who are wheelchair users find it difficult to get to other Pharmacies and the usually go further to Port Glasgow, having a Chemist near to our home will make this a million times easier. I have family who get daily and weekly prescriptions, I have to drive them to other pharnacies in Greenock. My sister in law uses a wheelchair and it would be much easier if there was a more local pharmacy. I have a child who has been unwell, a chemist nearby would make getting medicine for my children easier and less stressful. I suffer from several health issues including seizures, my wife is wheelchair bound and has no movement in her arm, we both need carers and we usually have to get family to either take us to get prescriptions or pick them up for us. Certain medication not in stock, also the high demand of the substance missuse patients over crowding the pharmacies - which leaves other customers / collection of prescriptions. No separation of a queue system or a privacy booth so we do not need to see the people been handed there medication in front of a queue - do not need to be in this atmosphere! I use a wheel chair Dont always have new medication or equipment straight away - Need to order The period of time to get a prescription processed. The nearest pharmacy is Bellvile st it is quite a walking distance MY PARTNER AND I HAVE LONG TERM ILLNESSES, NEAREST PHARMACY IS TESCO OR MCDAIDS ON BELVILLE STREET 15

THE NEAREST CHEMIST DOSE NOT STOCK A LOT OF MEDICTIONPLUS YOU HAVE TO WAIT FOR DAYS FOR NORMAL THINGS CHEMIST NEAREST BELVILLE ST STAFF ARE VERY HELPFUL AT PRESENT PHARMACY Ive never known a pharmacy to bar people so much who have problems with drugs as Bellive St McDade is a joke of a chemist NO DRUG ADDICTS GETTING METHADONE THE PROPOSED SITE WOULD BE ALOT CLOSER AND EASIER TO ACCESS The only other pharmacy near is out of neighbourhood MacDades Belville Street. THE HEALTH CENTRE HAS A PHARMACY. IT IS EASYJUST TO GO THERE AFTER THE DOCTOR. A COMMUNITY PHARMACY SOUND GOOD closes for lunch closed early on Saturday THERE ARE MANY PEOPLE DISABLED IN THIS AREA WHO ARE NOT ABLE TO GET TO THE NEAREST CHEMIST PREVIOUSLY STAYED IN THIS AREA POOR SERVICE. AREA I STAY IN NOW IS A LOT BETTER I get my weekly prescription from Boots but it would be better if it was nearer casue ive got to get my daughter to go in the town every week to pick my medication up I am a Home support worker, and my clients do not have easy access to a pharmacy for there medication or if there was a problem with their medication it is hard for them or family to solve this as alot of them have to go into town or Gourock for their medication. Both myself & husband use the one at our doctors Practice but his New one would be very handy as it is right were we live As just moved would be handy to use a pharmacy closer to me

My wife,s parents live in the Corlic Street neighbourhood area, are elderly and not in the best of health. A pharmacy nearer would be ideal for them. not me personally but elderly family members would benefit greatly I would use it There is pharmacy already providing a very good service to this area which I use McDade’s chemist cover this area The area is well served by the current pharmacy which is in the area 17

McDade’s offer the services I need I use mcdades Why would I change when I have everything I need from mcdades already get everything I need at McDades Not needed and no point in the nhs spending more money on a service we already have Why would I change when the neighbour is serviced well by mcdades, area does not need another one. Why would we when we have ine We do not need it, already have one! We have used mcdades for all these years, why would we change when we don’t need it. NO ISSUES WITH CURRENT PHARMACY I USE MCDADE'S PHARMACY IN MORTON TERRACE GREENOCK Access to pharmacy in town which is close to doctors I would no used a local pharmacy who are reliable & efficient. I prefer to use larger pharmacies in town to avoid drug misusers hanging around outside It’s not needed and money is better being spent in other areas that it is needed Not needed in the area Not required Why would I! Why would the nhs pay to provide these services twice to the same area, not a good use of precious resources Because it’s not needed Because it’s not needed and no promises of dentists or subways that McAnerney is trying to use to entice the area would make us use him, he has his own shop in the town already Another Pharmacy isn't required I usually travel to Barr's Cottage for my weekly prescription, I live in the Strone area and would appreciate a Chemist nearby as I have young children, and a chemist on Corlic street would be easier to get to, without using public transport. I have older family members who find it very difficult to get to other nearby chemists. There are no pharmacy in the Strone (Corlic street) area, there are many elderly people who would benefit from one here. I would not have to travel so far for the services I need and use. Yes it would be easier and cheaper rather than travelling beyond area. IT WOULD BENISFICIAL TO MYSELF AND THE OLDER GENERTION IT WOULD EASIER TO GET PRESCRIPTIONS BECAUSE IT IS LOCAL I would us it . Save me going to Tesco or boots. Closer to obtain calpol, plasters, cough sweets and headrin, think it a great idea. It means i dont have to get my daughter to go in the town every week to get my medication It would be easeir to get to. because if there is to be a New one it will be handy for myself & husband as its right beside were we live 18

I'd go there to ask advice form the pharmacist. I think it would provide all medicines on domand rather that having to return. DONT LIVE IN THAT SPECIFIC AREA Currently use tesco pharmcy with average waiting time of 1 hour, New location only 2 ins from home.

Was good application was made public in local press. My Cathcart nurse also made me aware of a possible new chemist! My daughter in law heard about it after visiting Barrs Cottage chemist, as she was asked why we travelled so far. An advert in my GP surgery. My carer made us aware. I don't understand why the healthboard would be wasting time and money on this application which would be better spent improving and supporting the services already available in Inverclyde. Also why would Mr McAnerney feel the need to open another pharmacy when he already owns one in the town. There must 36 have been a valid reason for Mr McDade to have moved his pharmacy from Corlic st to Belville St all those years ago. Joint Public consultation for new community pharmacy

NHS Greater Glasgow & Clyde is currently in discussion with Mr Edward McAnerney (intended applicant) who wishes to open a new community pharmacy at 26 Corlic Street, Greenock, PA15 3LJ. Before Mr McAnerney submits a formal application, this joint consultation exercise is being carried out to seek the views of people local to the proposed premises, or those who might use the proposed new community pharmacy.

The consultation is looking for opinion on the current access to services people normally get from a community pharmacy within this area. It is also asking if the services provided by the community pharmacies already in the area are adequate to meet the needs of residents and others. To help you with this, the intended applicant has defined an area (shown in the map below) which they consider best describes the “neighbourhood” where the premises are situated and where services would be provided to. We encourage your response to this consultation as it will help identify the level of public support for this proposal.
