B&NES are holding a budget engagement meeting in this area on Tuesday 24th November at 6 p.m at the Community Space (above the library) in Keynsham. – members of the public can attend and there will be the opportunity to ask questions and feed into to discussions on budget proposals. 13.9 EMAIL - INVITATION TO PARTICIPATE IN THE JOINT SPACIAL PLAN: ISSUES AND OPTIONS Views are to be sent by Friday 29th January 2016. 13.10 EMAIL - INVITATION TO PARTICIPATE IN THE WEST OF ENGLAND JOINT TRANSPORT STUDY This consultation is open from 9 Nov 2015 at 10:00 to 29 Jan 2016 at 17:00.

Parishes Liaison Meeting 21st October 2015 • The West of England Partnership. (WEP) The four unitary authorities - Bath & North East Somerset Council, Bristol City Council, Council and South Gloucestershire Council - continue to work together and co-ordinate high level planning to improve the quality of life of their residents and provide for a growing population. This joint work focuses on things that are better planned at the West of England level, rather than at the level of the individual council areas. One example is major transport schemes, which have an impact on the West of England as a whole and which may cross the council boundaries. This area has a good history for a devolution bid which the partnership has been working on. A bid of 1 billion pounds is to be submitted on September 4th. It is expected that with investment this could equate to 2 billion pounds. The bid monies will also allow for the devolution of some powers e.g. Transport issues and business rates Some of these monies, if the bid is successful will be invested in to training of young people aged 16+ in construction industry skills. The WEP will work with the Local Enterprise Partnership (LEP) to create more economic output creating more growth in this western region. A small change in governance is suggested which be under the control of a Metro Manager. Meetings will be arranged with Ministers and is hoped that the funds will be agreed by 25th November. There will be no return to the old Avon System. • The East of Bath – Park & Ride was discussed. • Petition for a Mayor of B&NES A petition has been received from 5% of the electorate to bring about a Mayor of B&NES. This will be a person on par with George Ferguson of Bristol. It is thought that a referendum will be held early next year possibly in May. • The Parish Sweeper scheme – Agenda item – discuss at next PC meeting. Do CDPC want a visit from the Cleansing Department and to register to become part of the scheme in the future? Carol Maclellan, Waste Services Manager B&NES presented on this item. A full review of the Parish sweeper scheme is to be undertaken. 18 parishes are currently part of the scheme and a review of how they spend the monies given to them is used. B&NES need to know what cleansing they are doing and how it works. cleansing training and the purchase of equipment that may be used by Parishes on the Parish Sweeper scheme. There is no budget for further parishes to join the scheme but there is a possibility for Parishes to record an interest in being part of the scheme in the future. Part of the review would include how to fund new parishes that want to join the scheme. The cleansing team is happy to come out and speak with all parishes. The Parish Ranger scheme was discussed and it was reported that this scheme failed due to Health and Safety reasons wherein many of the tasks would have required the rangers working in pairs or someone qualified to do spraying was needed, and rangers were not trained for spraying. Clearance of gutters and gullies is not undertaken by the street cleansing dept.

• Presentation on instances where a planning application is referred to Development Management Committee. Copies of slide show presentation to be forwarded to parish councils in due course. IMPORTANT - As the Chair of Development Control is our Ward Councillor, Compton Dando Parish Council may ask any Ward Councillor to call an application in in order that it may go before committee • Local Plan Development Scheme Under the scope of the joint spatial plan the November programme sets out a scheme for the future of planning. It was reported that The Placemaking Plan and Neighbourhoods Plans form the meat on the bones of the Core Strategy. The refresh of policies will be reported to the December Committee meeting. After a consultation period the policies will be looked at by an inspector to check that they are sound.

• The West of England Joint Spatial Plan From the Localism Act formal statutory frameworks will be formed for S. Glos, Bristol, B&NES and North Somerset. As part of the plan additional housing requirements have been calculated as follows:- 85,000 supply need for the whole region 56,000 are already planned or are predicted to come forward. 17,000 additional houses are needed in green field sites across the region 12,000 additional houses will be achieved through urban intensification. Greenfield sites will be used however some spatial scenarios need to be considered:- 1. Protection of the Green Belt – what will it look like in the future. 2. What affect will an expansion of Bristol urban area have? 3. Transport needs to be a big focus 4. Could dispersed development occur? 5. Will there be a need for new settlements. Between November 2015 and Jan 2016 there will be a 12 week issues and options engagement period, September 2016 – the draft West of England Joint Spatial Plan will be published – followed by a 6 week consultation July 2017 – After review, the plan will be submitted for a further 6 week consultation www.comptondando-parishcouncil.org.uk Mob: 07746930582 [email protected]

Autumn/Winter 2017 the plan will go for examination. • Gypsy & Traveller sites. B&NES are working with other West of England Partners to assess areas not in the Green Belt for future sites. B&NES needs to look at meeting its accommodation requirements and will do so by ensuring greater protection for the GB. • Community Transport was discussed briefly. Future agenda items to include – Rural Broadband Future meeting dates – 24th Feb 2016, 11th May 2016, 12th Oct 2016 & 15th Feb 2017.
