Additional Information Appendix 2 The London Borough of Havering (Rainham and Beam park Housing Zone Regeneration Area) Compulsory Purchase Order 2019 No. 1 1 Introduction 1.1 The London Borough of Havering (“the Council”) has made The London Borough of Havering (Rainham and Beam Park Housing Zone Regeneration Area) Compulsory Purchase Order 2019 No. 1 (“the Order”) pursuant to the statutory powers contained in s226 (1)(a) of the Town and Country Planning Act 1990 as amended (“the 1990 Act”) and associated provisions within section 13 of the Local Government (Miscellaneous Provisions) Act 1976 (“the 1976 Act”). This Statement of Reasons (“this Statement”) is a non-statutory statement provided in compliance with paragraph 154 of the Department of Communities and Local Government (“the DCLG”) “Guidance on Compulsory Purchase Process and The Critchel Down Rules for the disposal of surplus land acquired by, or under the threat of, compulsion” published 29th October 2015 and last updated on 28th February 2018 (“the CPO Guidance”) and it is made in accordance with Cabinet resolution of 10th October, 2018. -

Photograph: Christopher Thomond for the Guardian FirstGroup has emerged as a frontrunner for the multibillion-pound west coast rail franchise alongside incumbent Virgin Trains, with the contest now a two-horse race between the experienced operators. Aberdeen-based FirstGroup is vying with Virgin despite announcing last year that it is handing back its Great Western rail contract three years ahead of schedule, avoiding more than £800m in payments to the government. The Department for Transport is expected to bank a considerable windfall from the new 14-year west coast contract, with Virgin currently paying an annual premium of about £150m to the state. Both bidders are expected to promise an even bigger number over the life of the new franchise. The winner is expected to be announced next month. It is understood that FirstGroup and Virgin are still in talks with the DfT, but two foreign-owned bidders on the four-strong shortlist are no longer considered likely contenders. They are a joint venture between public transport operator Keolis and SNCF, the French state rail group, and a bid from Abellio, which is controlled by the Dutch national rail operator. -

Primary Health Properties PLC Primary Health Properties PLC Annual Report 2019 Annual Report 2019 A transformational year of growth “ 2019 has been a transformational year in PHP’s history following the completion of the all-share merger with MedicX in March 2019, bringing together two high quality and complementary portfolios in the UK and Ireland. The business provides a much stronger platform for the future and has already created significant value delivering a total shareholder return of 49.2% in the year. We have also delivered the operating synergies of £4.0 million per annum outlined at the time of the merger, as well as a 50bp reduction in the average cost of debt. We have continued to selectively grow the enlarged portfolio, particularly in Ireland where we believe there is a significant opportunity, and further strengthened the balance sheet with a successful, oversubscribed £100 million equity issue, £150 million unsecured convertible bond issue and €70 million Euro-denominated private placement loan note. PHP’s high quality portfolio and capital base have helped to deliver another year of strong earnings performance and our 23rd consecutive year of dividend growth.
