PRELIMINARY RELEASE BASED ON ENUMERATOR'S SUMMARIES Preface.
This publication was released as a remedy to the urgent need of data users and planners who are at present without any reliable estimates at their disposal. Estimates given here are based on the summaries furnished by the enumerators in the field which are in the raw form but not edited. Final estimates are expected in the second quarter of 1995 and those could vary from the current estimates due to reasons as explained in the next few pages of this publication. Coverage and changes in the definitions are also summarised in the note for the benefit of the user. The data may be used cautiously taking into consideration the matters which are explained in the note.
The mapping and listing operations were carried out by the Census Division of this department and the survey was planned and conducted by the Sample Surveys Division. Additional Director Mrs.D.B.P.S.Vidyaratne, Deputy Directors Messrs. A.P.G.S. deSilvaand H.R.Gunasekara handled the execution of the many operations of the survey.
The manual editing of the summaries, the computer processing of data and the release of this publication were done by the Sample Surveys Division headed by Mr.A.P.G.S. de Silva with guidance of Additional Director Mrs.D.B.P.S.Vidyaratne. A team comprising Statisticians Mr.K.G.Tillakaratne, Mr.D.M.S.Dassanayaka, Statistical Officer Mr.P.V.D.T.L.Saparamadu and Statistical Investigators Miss.W.A.S.M.P. Gunasekara and Mr.H.T.Fonseka performed the major task.
The survey operation was handled by the Statisticians of the Sample Surveys Division Mrs.S.M.Rajapakse, Mr.K.G.Tillakaratne, Mr.M.A.N.Fernando and Mr.J.A.P.Balasooriya with assistance of the respective Statistical Officers, Statistical Investigators and the Clerical Officers of the division. I would also wish to mention the contributions made by the District staff, District coordinators and many other staff who took part in different stages of the survey operation.

Introduction
A National Census of Population and Housing which provides basic data on demographic and socio-economic characteristics of the population could not be undertaken due to the disturbed conditions in the Northern and the Eastern Provinces. As such the Department of Census & Statistics (DCS) conducted a large scale demographic survey (excluding the Northern and the Eastern Provinces) during the year 1994 to meet the urgent needs of the planners and other data users, with a view to provide estimates at Divisional Secretariat, District, Provincial and National levels.
Survey coverage
It should be noted that only the people living in housing units were covered in this survey. The institutional population which include those who are living in barracks, hostels etc. has not been covered. The institutional population accounted for 2.3% of the total population in Sri Lanka in 1981 and is expected to be much higher at present. However, it should be noted that in this survey,the general household definition has been expanded to include all the households without an upper limit for boarders and lodgers. As such, the data user should note of this fact when comparing figures with figures from other surveys and censuses.
Population coverage —^
Population was enumerated on the usual residence (or de-jure) basis. Therefore, the persons who belong to a particular household, but usually residing elsewhere due to employment, studying or other reasons were not included under that particular household, as such persons would get enumerated elsewhere. This method was followed in order to avoid enumeration of same person more than once. The details of those people living outside their households have been collected separately in the same schedule under section 'B' and will be analysed and presented in the future releases. Persons who have gone abroad temporarily have also been taken into account as they do not live elsewhere in the country for possible duplication. Sample design
A sample of 92,180 housing units distributed throughout the island, excluding Northern and Eastern Provinces, was selected for this survey. Stratification was done at sectoral level and all the Divisional Secretariat Divisions (DSD) were taken as domains. A minimum sample of 300 housing units were selected from each DSD in order to give reliable estimates at that level. Percentage of Urban housing units in the country was 13 percent and the balance 87 percent represented the Rural housing units. When allocating the total sample among these two sectors however, the Urban (MC and UC) sector was over sampled because this sector is. more heterogeneous in terms of the characteristics pertaining to which the data were collected through this survey. As such at national level 21,360 housing units (23 percent) were allocated to Urban sector and 70,820 housing units (77 percent) were allocated to Rural sector.
A stratified two-stage sample design was used with Grama Niladhari Division or a part of the Grama Niladhari Division as primary sampling unit (PSU) and housing unit as the secondary sampling unit (SSU) in the Rural sector. Rural sector covers a total of 219 D.S divisions. A total of 3541 PSU's were selected from this sector and 20 housing units were selected from each of the selected PSU.
Urban sector covered all the Municipal Councils (MC)and Urban Councils (UC) in the Island, (excluding North and East) A stratified three - stage sample design was adopted in the Urban sector. Wards which were the Primary Sampling Units (PSU), were selected with Probability Proportional to Size (PPS.)The Wards were then divided into suitable number of area units which were treated as Secondary Sampling Units (SSU's). The housing units within the selected SSU's were the final sampling unit. Around 40 percent of the Wards in each MC/UC were selected for the survey. Thereafter, SSU's were selected from the selected Wards. Finally 40 housing unit's were selected from each selected SSU. The Urban Sector represents 10 MCs and 32 UCs in 42 Divisional Secretariat Divisions.
2 Survey Procedure
The survey was carried out in following three stages *
(a). Preparation of sketch maps of all the selected sample areas
(b). Listing of all units (Primary Sampling Unit-PSU) in the selected Sample area and
(c). Enumeration of selected housing units.
The first two stages of the survey were conducted by the Census Division of the DCS and the survey proper was conducted by the Sample Surveys Division of the DCS.
At the preliminary stage sketch maps of the selected Grama Niladhari (G.N.) Divisions (approximately 3S40) in the Rural areas were prepared by the respective Grama Niladhari and the selected Wards (approximately 535) in the Urban areas were prepared by the Department with the assistance of the Grama Niladhari and Other officers in Colombo Metropolitan area.
Once the preparation of these sketch maps were completed, the Primary Sampling Units were selected, identified and all the buildings within the selected PSU were listed. This list served as the basic sampling frame for the selection of Secondary Sampling Units. This listing operation was done in the Rural areas by Officers selected by the Divisional Secretary on the recommendation of the Grama Niladhari of the respective division.
Preparation of the sketch maps of the selected areas commenced in March 1994 and the listing operation followed.
During the third stage, the survey proper,was carried opt from 15th to 30th of September 1994.
The survey schedule
The survey questionnaire was similar to which is usually administered in a Census of Population and Housing, with a few exceptions. Summary Tables
In order to make available required tabulations to data users as early as possible the DCS decided to release sum mazy results pertaining to few important characteristics.
To fulfil this objective the Sample Surveys Division used a summary schedule prepared by the enumerators, in respect of their area of enumeration; v
The data processing of the summary schedules consisted of following two major phases.
(1) Manual editing of summaries and
(2) Computer Processing
Both activities were carried out by the staff of the Sample Surveys Division. This publication consists^f the tabulations thus obtained.
Limitations of data arid future releases
The Labour Force estimates which are obtained through a Census or a similar large scale survey like this could differ from a regular Labour force survey estimates; In the latter case the estimates are based on more detailed questions and answers given are screened to minimise the response errors,^whereas in a Census type questionnaire the number of questions on labour force which could be included is limited to about four.
As this release was prepared by using the enumerators' summaries, minor differences in-the estimates could be expected once the estimates based on original data are made available later;Once the computer data entry, editing and tabulation operations are completed, detail estimates will be released for the benefit of the planners and other data users.
Preliminary estimates given in the publication may differ from final estimates due to following reasons:
(1). Non adjustment for non response and coverage errors.when * inflating the data to obtain the required estimates.
(2). Use of summaries in place of actual schedules for preliminary * tabulation.
(3). Use of data in unedited form.

Note A tendancy was observed in respect of Indian origin Tamils, in reporting their natonality to identify themselves as Sri Lanka Tamils. This may be due to their obtaining citizenship in Sri Lanka by registration. Therefore the estimated figures for Sri Lanka Tamil population could include some of the Indian Tamil population .
