NOTICE

Special Traffic and Transport Arrangements on Island and in on 1 July 2017 for Fireworks Display for the 20th Anniversary of the Establishment of The Hong Kong Special Administrative Region

Notice is hereby given that special traffic and transport arrangements will be implemented on 1 July 2017 (Saturday) to facilitate the fireworks display for the 20th Anniversary of the Establishment of the Hong Kong Special Administrative Region.

I. Special Traffic Arrangements

Hong Kong Island

A. Road Closures and Traffic Arrangements

The following roads will be closed to all vehicular traffic and the following special traffic arrangements will be implemented until the crowd is dispersed and the road closure is lifted:

(a) From about 1.00 pm onwards:

Central District

Tramway Lane outside Garden Road Lower Station will be temporarily closed to all vehicular traffic (except for franchised buses) until the crowd is dispersed and the road closure is lifted.

(b) From about 7.00 pm onwards:

Wan Chai District

(i) Street eastbound; (ii) Lung King Street; (iii) The section of Fenwick Street northbound between Gloucester Road and Harbour Road; (iv) Harbour Road; (v) Expo Drive; (vi) Expo Drive Central; (vii) Expo Drive East; (viii) Road P2; (ix) Convention Avenue; (x) Fleming Road flyover; (xi) The section of Fleming Road between Gloucester Road and Convention Avenue; (xii) The section of Tonnochy Road between Harbour Road and Hung Hing Road; (xiii) The section of Marsh Road between Gloucester Road and Hung Hing Road (if necessary); (xiv) Marsh Road flyover (if necessary); (xv) Hung Hing Road (if necessary); (xvi) Hung Hing Road flyover (if necessary); (xvii) Wan Shing Street (if necessary);

(xviii) Wan Ying Street (if necessary); (xix) The access road leading from Victoria Park Road eastbound to Promenade; (xx) Lung Wui Road; (xxi) The section of Tonnochy Road flyover between Gloucester Road and Harbour Road; (xxii) The section of Tonnochy Road northbound between Gloucester Road and Harbour Road; (xxiii) Fenwick Pier Street westbound; (xxiv) Fenwick Pier Street flyover; (xxv) The section of Fenwick Street southbound between Gloucester Road and Harbour Road; (xxvi) Harbour Drive; and (xxvii) The section of Tonnochy Road southbound between Harbour Road and Gloucester Road (if necessary)

The Peak District

(i) The section of Stubbs Road westbound (uphill bound) between Stubbs Road roundabout and Peak Road (for all goods vehicles with gross vehicle weight over 5.5 tonnes only); (ii) The section of Peak Road northbound beyond the car park entrance of Peak Galleria (except for local residents’ vehicles); (iii) Lugard Road (except for local residents’ vehicles or with permits); (iv) Harlech Road (except for local residents’ vehicles or with permits); (v) Mount (except for local residents’ vehicles or with permits); (vi) Barker Road (except for local residents’ vehicles); (vii) All laybys along Stubbs Road between Peak Road and Stubbs Road roundabout; and (viii) All laybys along Magazine Gap Road between Peak Road and May Road.

Central District

(i) Yiu Sing Street; (ii) Central Concourse; (iii) The loading and unloading area outside Central Ferry Piers 7, 8 and 9; (iv) The section of Chung Kong Road between and Rumsey Street; (v) Man Kwong Street; (vi) Man Chiu Street; (vii) Man Fai Street; and (viii) The section of Man Yiu Street between Man Kwong Street and Man Po Street.

(c) From about 7.55 pm onwards:

Eastern District

(i) The section of westbound between Victoria Park Road and Man Hong Street will be temporarily closed to all vehicular traffic (except franchised buses); (ii) Vehicles on Island Eastern Corridor westbound will be diverted onto Man Hong Street; and

(iii) The slip roads leading from Healthy Street Central and Tong Shui Road to Island Eastern Corridor westbound will be temporarily closed to all vehicular traffic (except for franchised buses).

(d) From about 8.08 pm onwards:

Wan Chai District

(i) Stewart Road; (ii) The section of Fleming Road between Hennessy Road and Gloucester Road; (iii) O’Brien Road; (iv) The section of Jaffe Road between Percival Street and Luard Road; (v) The section of Lockhart Road between Percival Street and Luard Road; (vi) The section of Tonnochy Road between Gloucester Road and Hennessy Road; (vii) The section of Marsh Road between Gloucester Road and Hennessy Road; (viii) The section of Canal Road West between Gloucester Road and Hennessy Road; (ix) The section of Canal Road East between Gloucester Road and Hennessy Road; (x) The section of Luard Road southbound between Gloucester Road and Jaffe Road; (xi) The section of Percival Street between Lockhart Road and Gloucester Road (if necessary); and (xii) The section of Gloucester Road service road westbound between Percival Street and Canal Road East (if necessary).

B. Suspension of Parking Spaces

(a) All metered parking spaces and motorcycle parking spaces (including disabled parking spaces) on Tramway Lane outside Garden Road Lower Peak Tram Station will be suspended from about 1.00 pm to 10.00 pm.

(b) All metered parking spaces and motorcycle parking spaces at Garden, Mount Austin Road will be suspended from about 6.00 pm to 10.00 pm.

(c) All on-street parking spaces, metered parking spaces and motorcycle parking spaces (including disabled parking spaces) at the following locations will be suspended from about 4.00 pm to 10.00 pm:

(i) Lung King Street; (ii) Hung Hing Road; (iii) Expo Drive East; (iv) Lung Wui Road; (v) Gloucester Road service road; (vi) The section of Stewart Road between Jaffe Road and Gloucester Road service road; (vii) The section of Marsh Road between Hennessy Road and Lockhart Road; (viii) The section of Jaffe Road between Percival Street and Luard Road; and (ix) The section of Lockhart Road between Percival Street and Luard Road;

C. Restrictions on Access to/exit from Carparks

Vehicles parked in car parks within the closed areas in Wan Chai and Central will not be permitted to enter or leave the car parks during the road closure period until the road closure is

lifted. The carparks on Gloucester Road westbound between Paterson Street and Percival Street may be closed at short notice by the Police subject to the crowd and traffic condition.

Kowloon

(1) and

(a) Road Closures The following roads will be closed to all vehicular traffic: (i) Hung Hom Bypass between Salisbury Road and Hung Hom Road; (ii) Link between Metropolis Drive and Hung Hom Bypass. (b) Traffic Diversions (i) Vehicles from Hung Hom Road southbound will be directed to Hung Hom Bypass and the roundabout at Cheong Tung Road South; (ii) Vehicles on Princess Margaret Road Link southbound will be diverted to turn right onto Metropolis Drive westbound; (iii) Vehicles on Metropolis Drive eastbound will be prohibited from turning right onto Princess Margaret Road Link southbound; (iv) Vehicles on Kowloon Park Drive northbound will be prohibited from turning left onto Canton Road southbound; (v) Granville Road between Nathan Road and Carnarvon Road will be re-routed as one-way eastbound; (vi) Granville Road between Chatham Road South and Science Museum Road will be re-routed to one-way eastbound and restricted for entry of franchised buses and green minibuses only; (vii) Vehicles on Science Museum Road will be prohibited from turning onto Mody Road westbound and Granville Road; (viii) Vehicles on Canton Road southbound will be diverted to make an U-turn onto Canton Road northbound outside China Hong Kong City; (ix) Vehicles on Nathan Road southbound will be diverted to turn left onto Granville Road eastbound; (x) Vehicles on Chatham Road South southbound will be prohibited from turning right onto Cameron Road westbound; (xi) Vehicles on Chatham Road South southbound will be prohibited from turning left onto Granville Road eastbound; (xii) Vehicles on Chatham Road South southbound will be diverted to turn left onto Mody Road eastbound; (xiii) Vehicles on Hong Tat Path will be prohibited from turning onto Science Museum Path; (xiv) Vehicles on Salisbury Road westbound near Cheong Wan Road will be diverted to the slip road leading to Tsim Sha Tsui East; (xv) Vehicles on Granville Road eastbound near Chatham Road South will be diverted to turn left onto Chatham Road South northbound; (xvi) Vehicles on Salisbury Road eastbound will be diverted to turn left onto Kowloon Park Drive northbound; (xvii) Vehicles on Kowloon Park Drive northbound will be prohibited from turning right onto Peking Road; (xviii) Vehicles on Mody Road eastbound will be prohibited from turning onto Mody Lane; and

(xix) Vehicles on Austin Road West westbound will be prohibited from turning left onto the unnamed access road to West Kowloon Waterfront Promenade.

From 6.00 pm

Tsim Sha Tsui East (Mody Road) Bus Terminus will be suspended. From 6.30 pm

(a) Star Ferry Bus Terminus will be suspended.

(b) Road Closures The following roads will be closed to all vehicular traffic:

(i) Salisbury Road between Canton Road and Kowloon Park Drive; and (ii) Kowloon Park Drive.

From 7.00 pm

(a) Road Closures The following roads will be closed to all vehicular traffic: (i) Kin Wan Street.

(b) Traffic Diversions (i) Vehicles on Hung Luen Road will be prohibited from turning onto Kin Wan Street.

From 8.00 pm

(a) Road Closures The following roads will be closed to all vehicular traffic:

(i) Nathan Road southbound between Jordan Road and Granville Road; (ii) Nathan Road northbound between Jordan Road and Bowring Street; (iii) Bowring Street between Pilkem Street and Nathan Road; (iv) Pine Tree Hill Road; (v) Hillwood Road; (vi) Kimberley Road between Nathan Road and ; (vii) Kimberley Street; (viii) Shun Yee Street; (ix) Granville Road between Nathan Road and Chatham Road South; (x) Granville Circuit; (xi) Carnarvon Road between Granville Road and Kimberley Road; (xii) Chatham Road South northbound between Granville Road and Observatory Road; (xiii) Chatham Road South southbound between Cheong Wan Road and Mody Road (except for franchised buses and green minibuses); (xiv) Mody Road eastbound between Chatham Road South and Science Museum Road; (xv) Mody Square; and (xvi) Tak Shing Street between Nathan Road and Tak Hing Street. 6

(b) Traffic Diversions (i) Vehicles on Nathan Road southbound will be diverted to turn right onto Jordan Road westbound; (ii) Vehicles on Jordan Road westbound will be prohibited from turning left onto Nathan Road southbound; (iii) Vehicles on Austin Road westbound and Cox’s Road southbound will be prohibited from turning onto Pine Tree Hill Road; (iv) Vehicles on Observatory Road will be prohibited from turning onto Kimberley Street westbound; (v) Vehicles on Chatham Road South southbound will be diverted to Austin Road westbound or Cheong Wan Road eastbound; (vi) Vehicles on Cheong Wan Road westbound will be prohibited from turning left onto to Chatham Road South southbound; (vii) Vehicles on Pilkem Street northbound will be prohibited from turning right onto Bowring Street eastbound; and (viii) Vehicles on Bowring Street eastbound will be diverted to Pilkem Street northbound.

Additional Road Closures on 1 July 2017 (Subject to crowd situation)

Depending on the crowd situation, the following additional road closures and traffic diversions will be implemented by the Police:-

(a) Additional Road Closures The following roads will be closed to all vehicular traffic:

(i) Hung Luen Road between Wa Shun Street and Hung Lok Road; (ii) Oi King Street; (iii) Austin Road West between Canton Road and Nga Cheung Road; (iv) Nga Cheung Road Flyover between private road (North) on podium level of Kwoloon Station and Austin Road West; and (v) Nga Cheung Road between Station Perimeter Road (South) on ground level and Austin Road West.

(b) Additional Traffic Diversions

(i) Vehicles on Hung Luen Road westbound will be diverted to turn left onto Wa Shun Street; (ii) Vehicles on Wa Shun Street will be diverted to turn right onto Hung Luen Road eastbound; (iii) Vehicles on Hung Lok Road southbound will be prohibited from turning left onto Hung Luen Road eastbound; (iv) Vehicles on Hung Luen Road eastbound will be diverted to turn left onto Hung Lok Road northbound; (v) Vehicles on Canton Road northbound will be prohibited to turn left onto Austin Road West westbound; (vi) Vehicles on Austin Road westbound will be prohibited from entering Austin Road West; (vii) Vehicles on private road (North) on podium level of Kowloon Station will be diverted to turn right onto Nga Cheung Road Flyover northbound;

(viii) Vehicles on Nga Cheung Road southbound will be diverted to turn left onto Station Perimeter Road (South) eastbound; (ix) Vehicles on Station Perimeter Road (South) westbound will be diverted to turn right onto Nga Cheung Road northbound; and (x) Vehicle on Nga Cheung Road Flyover southbound will be diverted to turn left onto private road (North) on podium level of Kowloon Station.

B. Suspension of On-street Parking Spaces

All on-street parking spaces in Tsim Sha Tsui area south of Austin Road and Cheong Wan Road will be suspended from 3.00 pm on 1 July 2017 to 3.00 am on 2 July 2017. All illegally parked vehicles will be towed away without prior notices.

C. Restriction on Hotel and Carpark Access

(a) Hotel Access

Vehicular access to and from hotels within the affected areas will be banned during the period of road closures. Vehicles bearing hotel logos will be allowed to set down passengers at the following locations before relevant road closures:

(i) Chatham Road South/Mody Road; and (ii) Kowloon Park Drive/Peking Road.

(b) Car Park Access

Vehicular access to all car parks within the affected areas will be banned during the period of road closures. Motorists wishing to park their vehicles in these car parks are advised to do so before the road closures and shall prepare to accept that their vehicles cannot leave the car parks until uplifting of the road closures.

II. Public Transport Service Arrangements

A. MTR Service

(a) Island Line: About 3-minute headway from 8.00 pm to 11.00 pm; (b) : About 3-minute headway from 8.00 pm to 11.00 pm; (c) Line: About 3.6-minute headway from 8.00 pm to 11.00 pm; and (d) : 4-minute headway from 8.30 pm to 11.30 pm.

B. Tramway Service

Tram services will operate in accordance with the holiday service schedules, and will be strengthened to meet passenger demand when necessary.

C. Central Mid-levels Escalator

The service of Central-Mid-Levels Escalator and Walkway System will be extended to 2.00 am on 2 July 2017.

D. Bus Service

(c) Temporary Bus Stop Arrangements

(d) Service Suspension

The service of NWFB route no. H1 (from Central to Tsim Sha Tsui (Hankow Road)) will be suspended from 5.00 pm onwards until road closure is lifted.

Kowloon

(a) Suspension of Bus Termini

Tsim Sha Tsui East (Mody Road) Bus Terminus and Star Ferry Bus Terminus will be suspended from 6.00 pm and 6.30 pm respectively.

(b) Relocation of Bus Termini

From 6.00 pm

During Additional Road Closure (Subject to crowd situation)

The following bus routes may be diverted during additional road closure by the Police depending on crowd situation:

KMB 85X and 297

(d) Temporary Bus Stop Arrangements

Temporary bus stop arrangements will be implemented in connection with the above diversion. Members of the public can make enquiries to the bus companies on the details of the arrangements: 11

Depending on the crowd situation, the bus stop on Canton Road northbound outside China Hong Kong City will be suspended.

(e) Service Suspension

The services of KMB Route 5A will be suspended with effect from 5.20 pm in and 5.45 pm in Tsim Sha Tsui respectively.

The services of NWFB Route H1 will be suspended with effect from 5.00 pm until the road closure is lifted.

(f) Service Enhancement

The services of KMB Recreation Route 5R (Kai Tak Cruise Terminal to Ngau Tau Kok Station (Circular)) will be adjusted and strengthened subject to the passenger demand.

E. Cross Boundary Coach Service

The terminus at the Wan Chai North Temporary Public Transport Interchange and the stop on Harbour Road outside Harbour Centre for the cross boundary coach service plying between Wan Chai and Huannggang Control Point will be suspended from about 7.00 pm to 11.59 pm or until the road closure is lifted. A temporary terminus will be provided at Lockhart Road westbound near Lockhart Road Municipal Services Building and a temporary pick-up point will be provided at Hennessy Road eastbound underneath O’Brien Road footbridge.

F. Green Minibus Service

Hong Kong Island

(a) Suspension and Relocation of Public Light Bus Stand and Green Minibus Stands

(i) The public light bus stand at Lockhart Road near Canal Road West will be suspended from about 7.00 pm onwards until the road closure is lifted; and

(ii) The green minibus stands at Man Kwong Street (outside Central Ferry Piers) and Stewart Road will be suspended from about 7.00 pm onwards until the road closure is lifted.

During the above suspension period, the terminus of GMB route no. 22S will be temporarily relocated to Central (Exchange Square).

(b) Green Minibus Diversion

In connection with the road closures, 4 green minibus routes (including route nos. 10, 22S, 31 and 54) on Hong Kong Island will be temporarily diverted by phases from about 7.00 pm onwards until the road closure is lifted.

(9) PUBLIC OBSERVATION DECK

The public observation deck of Wan Chai Ferry Pier will be closed temporarily from about 7.00 pm until the pier is re-opened for public use.

H. Suspension of Taxi Stands and PLB/GMB Stands

(1) Taxi Stands

(a) The taxi stand at Tramway Lane outside Garden Road Lower Peak Tram Station will be suspended from about 1.00 pm to 10.00 pm. A temporary taxi stand will be designated at the layby on Garden Road outside St. John’s Building.

(b) On Hong Kong Island, the taxi stand at the following locations will be suspended from about 7.00 pm onwards until the crowd is dispersed and the road closure is lifted:

(i) Expo Drive; (ii) Harbour Road; (iii) Wan Chai North Temporary Public Transport Interchange; (iv) Outside Central Ferry Piers 6, 7 and 8; (v) Man Kwong Street; (vi) Edinburgh Place; (vii) The section of Jaffe Road between Percival Street and Canal Road East; (viii) Lockhart Road near O’Brien Road; (ix) Lockhart Road before the junction with Marsh Road; (x) Stewart Road; and (xi) Tonnochy Road. 16

(c) In Kowloon, all taxi and cross harbour taxi stands, including pick-up or drop off points along the closed roads will be suspended in phases until re-opening of roads.

(2) PLB/GMB stands

The PLB and GMB stands or stops along the closed roads will be suspended in phases until re-opening of roads.

Removal of Illegally Parked Vehicles Motorists are advised that strict enforcements will be taken by the Police, including multiple ticketing and towing of vehicles found illegally parked within the precinct of the special traffic arrangements specified above, without prior notice.

Attention and Appeal

Appropriate traffic signs will be erected to guide motorists. Public transport operators will also display notices to advise passengers of the above temporary arrangements. Other ad-hoc traffic and public transport measures, including additional road closures, traffic diversions, alteration and suspension of public transport services may be implemented by the Police depending on actual traffic and crowd conditions in the areas.

Due to extensive road closure, the Transport Department anticipates that the traffic in the vicinity of the affected areas would be significantly congested. Members of the public who intend to go to the affected areas are advised to use public transport services as far as possible, particularly the railway services, plan their journey early and allow more traveling time to cater for unexpected delay. Members of the public are advised to avoid driving to the affected areas. Motorists should exercise tolerance and patience in case of traffic congestion, observe the instruction given by the Police; and watch out for the latest traffic news through media.
