Minutes of the Council meeting held on Thursday 23 rd October 2014, in Penllwyn Hall, Capel Bangor at 7.30p.m.
Present: Councillors Richard Edwards(Chairman), Jean Watson (vice -chair),Gareth Daniel, Bethan Bebb, Dafydd Fryer, Andrea Jones, and the clerk.
Apologies: The Councillors Aled Lewis, Jean Watson, Llinos Jones and Councillor Rhodri Davies (Ceredigion).
The Chairman welcomed everyone to the meeting.
Councillors requested if they could receive minutes a week prior to the meeting.
Minutes: The minutes of September 2014 was presented and accepted.
MINUTES ARISING:
Notice boards: The councillor Gareth Daniel reported that he hadn't been able to contact Owen Hopkins about the poles. The chairman reported that he will have poles from a co- worker and hopes to re-place the noticeboard at Goginan soon. Website: The clerk reported that the website is nearly completed. The clerk will send an email to confirm the address of the website. Clean bus shelters: The clerk reported that the work has been completed by Aled Jones to clean the bus shelters. Vacant Seat: The chairman reported a resignation letter has been received from Alistair Dryburgh. It was decided that the clerk will let the Electoral Services about the vacant seat. Tree near Penllwyn School: The Chairman reported that the tree has been trimed near Penllwyn School, Capel Bangor. Need to cut trees in Capel Bangor: The clerk reported that the trees still have not been cut at Llwynteg, Old Post Office, Isfryn and Penllwyn Chapel Bangor. Potholes: The Councillor Andrea Jones reported that the potholes in the road from Llwyniorwerth to Penlanoleu has been completed.
PLANNING MATTERS 1) The clerk presented the following planning application to the attention of the councillors: A140748 New dwelling and associated entrance works on land adjacent to Panteg, Goginan, Aberystwyth. Relocation of road access for Rhoseithin, Pant y crug, Capel Seion, Aberystwyth. The councillors decided to support the above planning applications. 2) The clerk presented that a planning application has been passed with Ceredigion County Council: A140572 Erection of a two storey extension at Lletty Bach, Pant-y-Crug, Capel Seion, Aberystwyth. 3) The clerk presented that planning application A130417 retention of a summer house at St Mathew's Church, Goginan, Aberystwyth has been withdrawn. 4) The clerk presented that U1105 Dolypandy road, Capel Bangor will be closed between 1-3 December 2014 to excavation of trench to refurbish electricity cables.
FINANCIAL MATTERS 1) It was reported that £3,670.48 in the bank account on the 13th September 2014. 2) It was authorised to pay £180.00 to Aled Jones for cleaning of the bus shelters in the area. 3) It was authorised to pay £210.00 to BDO for the external audit 31st March 2014.
CORRESPONDENCE The following was received and presented to the attention of the members: 1) Standardisation of place names – Ceredigion County Council. 2) Financial funding application received from RAY Ceredigion. 3) Strategic plan 2015-20 and draft for improvement plan 2015-16 – Fire and Rescue Mid and West Wales Authority. 4) Public meetings with Ceredigion County Council to discuss budgets 2015-16. A meeting is held on Tuesday 18 November 2014 at 6.30 o'clock yn Council Offices, Canolfan Rheidol, Aberystwyth.
OTHER MATTERS The following were presented which need to be addressed to the relevant bodies: BT pole at Penllwyn estate. Water gathering near Dolfawr fields, Cwm Rheidol. Water gathering on the road from Llwyniorwerth to Penllwyn estate near Penllwyn Estate. Green box been placed near the new bridge at Goginan to monitor the speed of the river. Potholes in the road from Dollwen to the new bridge at Goginan. Big lorries wide loads creating problems when passing one another from Cwmbrwyno to Capel Bangor. What arte the rules for big loads lorries?
