NOTICE is hereby given that West Sussex County Council propose to make permanent Orders under the provisions of the Road Traffic Regulation Act 1984, the effect of which will be to introduce:-

(i) lengths of prohibition of waiting at all times (double yellow lines) on sections of Furnace Drive at its junction with The Glade and, on Ashburnham Road either side of the junction with Furnace Parade; and (ii) a 2 hour limited waiting restriction between the hours of 8.00am to 6.00pm Monday to Saturday on the parking bays at the western extent of Furnace Place and on Furnace Parade.

The consultations for these proposals will start on 25 July 2018 and, AT THAT TIME, full details of the proposals in this Notice can be viewed on our website www.westsussex.gov.uk/tro. The website includes a response form for comments or objections.

The documents will also be available to inspect at West Sussex County Council, County Hall, Chichester during normal office hours, and at the Crawley Public Library, Southgate Avenue, Crawley during normal library opening hours.

Any objections or comments about the proposals must be received by 15 August 2018. STATEMENT OF REASONS FOR PROPOSING TO MAKE THE ORDER

The County Council in exercise of their powers under the Road Traffic Regulation Act 1984, propose to introduce a permanent Order the effect of which will be to introduce:-

Vehicles are routinely parking too close to the junctions of The Glade and Furnace Drive and Furnace Parade and Ashburnham Road so as to obstruct visibility and affect the free flow of traffic. The parking areas in the vicinity of the community shopping area in Furnace Green are routinely being used for all day parking by commuters and commercial vehicles. Crawley County Local Committee approved progression of a Traffic Order to resolve these issues.

The parking areas in Furnace Parade and Furnace Place are currently unrestricted and are being used to advertise vehicles for sale, van storage and commuter parking. It is proposed to introduce a 2 hour waiting restriction on the parking areas on Furnace Place and Furnace Parade to deter all day parking and encourage a turnover of vehicles and footfall for the shops and businesses in Furnace Parade. The car parking spaces will be remarked to encourage better parking practice and the disabled bays re-sized.

Vehicles are frequently parking in close proximity to the Doctors surgery at the junction of The Glade and Furnace Drive. It is proposed to introduce double yellow lines in and around the junction of The Glade and Furnace Drive to enforce Highway Code Rule 243. It is also proposed to extend the existing double yellow lines on Ashburnham Road at the junction with Furnace Parade.

These proposals aim to encourage drivers from parking in unsuitable locations and will mean that enforcement action can be taken against drivers contravening the waiting restrictions.

The opportunity is being taken to correct the Order to reflect the existing single yellow line restrictions on Stephenson Way.

This Order is proposed for avoiding danger to persons or other traffic using the road, to prevent damage to the highway and to facilitate the passage on the road of any class of traffic (including pedestrians).

Plan Nos. TQ2835NWN TQ2835NWS TQ2836NES TQ2836NWS TQ2836SWN show the lengths of road, which are the subject of the proposed Order.

West Sussex County Council in exercise of their powers under Sections 1 (1) 2 (1) and (2), 4 (2), 45, 46, 49 and 53 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 “the Act” as amended and of all other enabling powers and after consultation with the chief officer of police in accordance with Part III of Schedule 9 to the Act hereby make the following Order:-

1. This Order shall come into operation on the X day of X 2018 and may be cited as "West Sussex County Council ((Crawley Borough) (Parking Places and Traffic Regulation) (Consolidation) Order 2010) (Furance Green Amendment) Order 2018."

2. The “West Sussex County Council (Crawley Borough) (Parking Places and Traffic Regulation) (Consolidation) Order 2010” is hereby amended by the deletion from it of the plans specified in the First Schedule to this Order and, the substitution of the plans attached in the Second Schedule to this Order.
