    Centrul Judeţean pentru Conservarea şi Promovarea Culturii Tradiţionale Cluj, instituţie aflată în subordinea Consiliului Judeţean Cluj, are rolul de culegere, cercetare, transmitere şi promovare a culturii tradiţionale din judeţul Cluj. Este o instituţie publică de cultură ce-și desfășoară activitatea, în principal, pe bază de programe și proiecte elaborate de conducerea acesteia, în concordanţă cu strategiile culturale și educativ-formative, stabilite de autoritatea în subordinea căreia se află. Cultura tradiţională este o componentă fundamentală şi definitorie a identităţii naţionale a unui popor, ceea ce dă o importanţă majoră Centrului între instituţiile subordonate Consiliului Judeţean. În ultimii ani, ca urmare a măsurilor şi legislaţiei adoptate de UNESCO prin declaraţia de la Paris (2003) pentru salvgardarea patrimoniului cultural imaterial,(ca o contramăsură la curentul de globalizare care duce rapid la dispariţia identităţii popoarelor lumii) şi a alinierii legislaţiei româneşti la aceste imperative, rolul acestor centre a devenit foarte important şi s-a reflectat imediat în noua denumire a lor: Centre Judeţene pentru Conservarea şi Promovarea Culturii Tradiţionale. Prin Legea nr. 292/2003 de organizare şi funcţionare a aşezămintelor culturale, apoi prin O.U.G. nr. 118 din 27 dec. 2006 şi prin alte două legi (Legea nr. 143 din 21 mai 2007 şi O.U.G. nr. 65 din 27 iunie 2007), Guvernul României a încercat să nuanţeze şi să definească şi mai bine rolul acestor instituţii, acela de „conservare, cercetare, protejare, transmitere, promovare şi punere în valoare a culturii tradiţionale şi a patrimoniului cultural imaterial”, adaptând structura acestor instituţii la imperativele secolului XXI: salvgardarea patrimoniului cultural imaterial, naţional și universal. După anul 1989 instituţia s-a dezvoltat permanent.

    The Demographic Risc în the Arieş Inferior Basin Vasile Surd, Vasile Zotic University “Babeş-Bolyai”, Cluj-Napoca, Romania Introduction The demographic risk can be defined as a negative phenomenon which affects the human communities in present time and in an emergent future. The result of the demographic risk consists in human sufferances and the incapacity of some collectivities or individual persons of turning to the best the economic potential of the belonging territories. Hence the imperative need of social sustainability, which systematically claims financial founds from collectivities or from the state. In parallel the drastic decrease of the demographic potential associated with the ageing over the limits of the parameters of normal situations, lead to a more and more poor administration of the territory (map 1). In order to define the demographic risk in the annalysed territory the following indicators have been taken into account: Demographic potential; Natality and Mortality; Infantile mortality; Natural demographic increase; Demographic rejuvenating index; Demographic ageing index; Feminine ratio; Singularity index; Commutation index (departures); Commutation index (arrivals); Demographic stabilization index; Abandonment index; Agricultural population; Un-agricultural population; Unemployment ratio; Gipsy population ratio; Level of superior education; Abandoned households; Persons without a personal income; Criminality ratio; Broken families; Handicapped persons; Divorcing ratio; Families with three or more children; Concubinage families; Deliquency ratio; Illiteracy index; Economic dependence index; General density; Agricultural density; Physiological density; Ecological density. 407 SURD and ZOTIC These indicators have been established on the basis of the questionnaires filled in by the city halls from November 2000 until April 2001, and also on the basis of the verbal information received from mayors, secretaries and fiscal agents from communes, from doctors in the rural area and also from the rural population.
