Of course maxed out Sword and Shield is preferable, but this is not too easy to get. Because of above comparison I have been loyal to my Sir Agravain instead of replacing it with a 3 star Sword and Shield set. Once you have your maxed out Sword and Shield set, you can work on improving this further, either replace the heroes from Sword and Shield with their better alternatives (Morien, Igraine, Caribou) or go for Rise of Glory. Rise of Glory is by far superior, and also consider here it is just 2 heroes, so you can just add your best High Constable for additional boosts. Damage/Damage Reduction Boosts. There are so many different ways to get Attack, Defense, and Health boost and only a very limited amount of ways to get Damage and Damage Reduction boosts, while in my eyes these Damage and Damage Reduction boosts are far more important, and the more attack, defense and health boosts are added, the more important it becomes you max out your damage and damage reduction boosts as much as possible. From that perspective I suggest the following order in developing your heroes. 1. Max out Agravain and use that as long as you don't have a 5 star Sword and Shield (or 3 star Rise of Glory) covenant, never go down in damage/damage reduction boosts, no matter what benefit you will have in attack/defense/health boosts. 2. Get an Arthur, Baudwin, Elaine Royal Return maxed at 5 stars. 3. Get a Gaul, Sebile, Red Knight Sword and Shield (or Morien or Igraine if you get those easier) at 5 stars. Only once you have done those, start working on improving things further (e.g. get your Royal Return to 6 stars, or get the ultimate Monarch Strike or Rise of Glory sets. Where to Get Hero Fragments. You get a lot of good hero fragments from Gold Summoning Horns. Summoning Horns you can get from the Daily Rewards (10+20 from the last two chests), killing monsters and rallying barbarians. If you have some farms you can consider transferring 15 a day. Also available in the Netherfall shop. From Kingdom Threat you get 10 Round Table Hero Fragments and 2 Legendary Hero Fragments. For Round Table Hero Fragments you can select from King Arthur, Sir Baudwin, Elaine of Garlot, Tristan and Sir Kay. You can select from The Red Knight, Sebile and Accolon of Gaul from the Legendary Hero Fragments. You can get Epic Hero Fragments from the Spirit Store, and the Trials Shop, but you can only use those to summon simple purple heroes. Nice for economic purpose and perhaps a Sir Gawain (if you don't have a maxed out Royal Return or Monach Strike yet). You get hero fragments from completing Merlin Hero Trials, but also mostly just the simple heroes. From the Goods Exchange you can request King Arthurs Soul, Sir Baudwin, Elaine of Garlot, Sir Kay, Tristan, Sir Agravain and all regular purple, blue and green hero fragments. Useful if you have some in your farms that you still need in your main. From the Hero Soul Shop you can get King Arthurs Soul, The Red Knight, Bors the Elder, Oberon Lord of Shadow, Morien son of Aglovale, Igraine the Peerless. Conclusion.
