No. : 27.21.0000.101.07.232.19.3001 Issued on: May 28, 2019 Preface This Bidding Document for procurement of Plant (Design, Supply, and Installation) has been prepared by Power Grid Company of Bangladesh Ltd. (PGCB) and is based on the World Bank‘s Standard Procurement Document (SPD), version October 2017, for procurement of Plant (Design, Supply & Installation). This Bidding Document is being issued for the procurement of Plant through international competitive procurement using a Request for Bids (RFB) method when prequalification has not taken place in projects that are financed by the World Bank through Investment Project Financing. iii Specific Procurement Notice Request for Bids Plant Design, Supply and Installation (Without Prequalification) (Two-Envelope Bidding Process) Employer: Power Grid Company of Bangladesh Ltd. (PGCB) Project: Enhancement & Strengthening Of Power Network In Eastern Region Project Contract title: Reconductoring 132KV Transmission Lines in Eastern Region on Turnkey basis. Contract No.: PGCB/WB/ESPNERP/132KV/TL/REC/P3 Country: The People‘s Republic of Bangladesh Loan No. /Credit No. / Grant No.: 6010-BD RFB Ref. No: 27.21.0000.101.07.232.19.3001 Issued on: May 28, 2019 1. The Government of the People‘s Republic of Bangladesh has received financing from the World Bank toward the cost of the Enhancement & Strengthening of Power Network In Eastern Region Project, and intends to apply part of the proceeds toward payments under the Contract for Reconductoring 132kV Transmission Lines in Eastern Region on Turnkey basis [Contract No. PGCB/WB/ESPNERP/132KV/TL/REC/P3]. For this contract, the Borrower shall process the payments in accordance with the Terms and Procedures of Payment mentioned in the bidding document. 2. The Power Grid Company of Bangladesh Ltd. (PGCB) now invites sealed Bids from eligible Bidders for Design, Supply, Erection, Testing & Commissioning on turnkey basis of Reconductoring with ACCC conductor of 132kV double circuit transmission lines located at two different locations of Bangladesh. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB), Two Envelope Bidding Process, as specified in the World Bank‘s ―Procurement Regulations for IPF Borrowers, July 2016 (Revised November 2017)‖ (―Procurement Regulations‖), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Interested eligible Bidders may obtain further information from and inspect the Bidding Documents at the Head office of the Power Grid Company of Bangladesh Limited (PGCB) at the address given below during office hours i.e 09:00 a.m. to 05:00 p.m. (Bangladesh Standard Time). Bidding Document is also available at PGCB website i.e. http://www.pgcb.org.bd. However, the web version of the bidding document is for information purpose only. iv 5. The bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the Company Secretary, PGCB at the address below and upon payment of a nonrefundable fee of USD 300.00 (United States Dollars Three hundred) only or BDT 24,000.00 (Bangladesh Taka Twenty Four thousand) only in the form of Pay Order/ Demand Draft in favour of the Power Grid Company of Bangladesh Ltd. The Bidding Document may be sent through a courier for an additional fee of BDT 1,000.00 (local delivery) or USD 120.00 (International delivery) in the form of Pay Order/ Demand Draft in favour of Power Grid Company of Bangladesh Ltd. 6. Bids must be delivered to the address below on or before 11.00 a.m. (Bangladesh Standard Time) on July 29, 2019. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders‘ designated representatives and anyone who chooses to attend at the address below on PGCB Head Office at 11:05 a.m. (Bangladesh Standard Time) on July 29, 2019. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 7. All Bids must be accompanied by a Bid Security of USD 250,000.00 (US Dollars Two hundred fifty thousand) only or an equivalent amount in any freely convertible currency. 8.
