None of these river access points are specifically designed to welcome the public to the water’s edge or address public swimming, but all hold potential for some level of improvements. -
South Waterfront Operations Plan
South Waterfront, Portland, Oregon Neighborhood Emergency Team (NET) Operations Plan Overview The South Waterfront Neighborhood Emergency Team (NET) is a trained volunteer arm of the Portland Bureau of Emergency Management (PBEM), responsible for providing emergency assistance when deployed by PBEM or self- deploying when communication with PBEM is not possible. South Waterfront NET covers the area from the Ross Island Bridge at the north to and including the south side of Bancroft on the South, and from Interstate 5 on the west to the Willamette River on the east. South Waterfront is a complex community. There are no single-story family residences within its boundaries. Rather, it is composed of several high-rise residential buildings, one of which is a retirement community, three multi-story Oregon Health and Science University buildings, one of which houses overnight patients, one of which has units for longer-term stays for patients and families. In addition, in South Waterfront, there are several (mostly six story) medium-rise residence buildings, three lower grade schools or day care centers, and a variety of shops, restaurants, and professional offices. 1 South Waterfront NET Operations Plan, Nov 30, 2020 South Waterfront NET Leaders Team Co-Leaders (TLs): Laura McKinney and Ed Parker Amateur Radio Operators (AROs): Bill Waldman, Ed Parker, Barbara Short At present, South Waterfront has one NET team. Members of this NET live in various residence buildings and are in the process of developing disaster preparedness groups within their own buildings. With the help of NET members, other residents, referred to as Affiliated Trained Volunteers (ATVs), are being trained to prepare themselves to survive a disaster and to assist their neighbors. -

The Oregonian Portland Hikes Commercial Garbage Fees to Fund Homeless Camp Clean-Ups By Gordon Friedman June 22, 2018 Portland businesses will soon pay more to have trash collected and hauled away. The extra $1 million the city will take in annually will be used to clean up debris left on public property by homeless people. The City Council on Thursday raised the per-ton fee businesses pay to have their garbage hauled from $9.60 to $12.60. Increased costs take effect July 1. City crews pick up tons of garbage left on public property by litterers, revelers or homeless people each year, and labor and disposal costs are rising, said Carmen Merlo, the city's deputy chief administrative officer. Workers have removed more than 2.3 million pounds of waste this fiscal year alone, she said. Portland is all but certain to ban plastic straws after a City Council vote Wednesday. Mayor Ted Wheeler said the increasing the garbage fee is a good move because it will help "maintain and expand clean-up of our city." "When I first became mayor, the amount of trash on our streets, business districts and open space shocked me," Wheeler added during a hearing Wednesday. Commissioners voted 4-0 to approve the ordinance, with Commissioner Nick Fish absent. APPENDIX B4.2 – LAND USE BACKGROUND INFORMATION Existing Land Uses Existing land uses are shown on Figures B4.2‐1 to B4.2‐3, which include the ½‐mile study areas surrounding the potential stations as well as the ¼‐mile study areas on each side of the alignment alternatives. Segment A begins in the southern end of downtown Portland, the central city of the region, includes the South Waterfront District and extends south to the Hillsdale neighborhood. Existing land use here has been historically influenced and constrained by the presence of SW Barbur Boulevard (formerly a rail line) and the Willamette River, and more recently by the development of Interstates 5 and 205 (I‐5 and I‐205) as well as SW Naito Parkway. The northern portion of this segment is an extension of the central city (downtown) in its more densely developed blocks, and is similar in feel to other neighborhoods in the southern downtown area. The southern section of Segment A is dominated by auto‐oriented uses separated by parking lots and driveways. Properties on SW Barbur Boulevard are predominantly zoned for general commercial uses, and are developed with many auto‐oriented uses separated by parking lots and driveways. The zoning along SW Barbur Boulevard includes a mixture of commercial, open space and residential uses on the northern edge, transitioning to primarily multifamily and single‐family housing through the steep and wooded area, and then mostly low‐density commercial for the remainder of the corridor heading south to Tigard. Along SW Barbur Boulevard, existing land uses include auto‐oriented low‐ density commercial uses involving offices, personal services, and retail, followed by restaurants, apartments, auto‐specific uses (mechanics, tire and oil centers, body shops) and hotels. -

PORTLAND DEVELOPMENT COMMISSION Portland, Oregon RESOLUTION NO. 7094 APPROVING THE FOURTH AMENDMENT TO THE NORTH MACADAM URBAN RENEWAL PLAN WHEREAS, the Portland City Council (“City Council”) adopted the North Macadam Urban Renewal Plan (“Original Plan”) on August 11, 1999, by Ordinance No. 173651 to provide tax increment funding and urban renewal authority to eliminate blight and foster development and redevelopment within the North Macadam Urban Renewal Area (“URA”) in order to protect the public health, safety, and welfare of the city of Portland; WHEREAS, the Original Plan was subsequently amended through the Third Amendment to the North Macadam Urban Renewal Plan (as amended, the “Plan”); WHEREAS, City Council adopted Resolution No. 37072 on May 7, 2014, directing the Portland Development Commission (“PDC”) and the Office of Management and Finance (“OMF”) to prepare proposed amendments to the North Macadam URA as part of a package of amendments to six URAs; WHEREAS, City Council also directed PDC and OMF to work with the Bureau of Planning and Sustainability and the Portland Housing Bureau to coordinate with partner taxing jurisdictions and engage community stakeholders to consider, discuss, and finalize the proposed amendments; WHEREAS, PDC and OMF have completed this coordination process including the appointment of an advisory committee that has reviewed and recommended the proposed amendment (“Fourth Amendment”); WHEREAS, the Fourth Amendment adds property and projects, most from the former Education District Urban Renewal Plan, to the North Macadam Plan, as shown in the attached Fourth Amendment to the Plan; WHEREAS, Section 900 – Procedures for Changes or Amendments of the North Macadam Urban Renewal Plan requires that any amendment that adds property in excess of one percent of the existing plan area is a substantial amendment to the Plan.
