STAFF Receive the Fiscal Year 2020 October Service Change Report. RECOMMENDATION:

BACKGROUND The North County Transit District (NCTD) updates schedules for BREEZE, INFORMATION: , FLEX, and in April and October on an annual basis. The service changes align with the start and end of the Padres baseball season and San Diego’s extended summer season. The service changes allow NCTD staff to add, eliminate or make other transit operations adjustments to meet the needs of customers. For BREEZE and FLEX, NCTD staff develop the travel times between timepoints, when the trips start, and how the trips are divided into vehicle assignments – commonly referred to as blocks. NCTD’s contractor, MV Transportation, Inc. (MV), then divides the blocks into operator workloads or duties. The trip start and end times are primarily driven by the SPRINTER schedule with BREEZE routes scheduled to arrive before the SPRINTER departs and leave after the SPRINTER arrives. Staff reviews connections with the COASTER and other services to improve the connectivity of the system as well. NCTD staff develops travel times based on recorded arrival and departure times from the automatic vehicle locator (AVL) system. Changes to the times between timepoints are done to ensure that operators have enough time to travel to mid-route timepoints within the on-time threshold of five (5) minutes and fifty-nine (59) seconds, connect with other services, and reach the trip destination at the scheduled time. For COASTER, schedule changes are primarily a result of changes in service levels, long-term track construction, or the completion of track improvements. Additionally, NCTD staff coordinates with the other rail operators on the corridor (, , BNSF Railway, and the Pacific Sun Railroad) to ensure that proposed schedule changes by one operator will not result in potential delays for other operators on the corridor. Below is a summary of the schedule changes that NCTD made for the October 13, 2019 service change. COASTER The COASTER returns to non-summer service with the removal of extra service on Friday night and Saturday. COASTER trains 640, 661, and 662 were shifted by 1-2 minutes to improve train meets on the corridor. SPRINTER No changes FLEX The last in-service trip on FLEX 371 formerly traveled from Escondido Transit Center to Ramona and the vehicle would deadhead back to Escondido. The deadhead trip has been changed to in-service to transport anyone wanting to travel from Ramona back to Escondido in the evening.
