West Sussex County Council (Mid Sussex District) (Parking Places & Traffic Regulation) (Consolidation No.2) Order 2006) (Haywards Heath: Northlands Avenue and Various Roads Amendment) Order 2019 STATEMENT OF REASONS FOR PROPOSING TO MAKE THE ORDER West Sussex County Council proposes to make a permanent Traffic Regulation Order that will introduce or amend waiting restrictions on lengths of the following roads in Haywards Heath: Beech Hill, Greenhill Way, Frankton Avenue, High Point, Hoblands, Hurstwood Lane, Larch Way, Northlands Avenue, Rowan Close, Shenstone, Walnut Park The Order also prohibits waiting at any time at the following junctions in Haywards Heath: Beech Hill/Laburnum Way, Beech Hill/Maple Close, Beech Hill/Rushwood Close, Beech Hill/Sylvan Close, Laburnum Way/Rowan Close, Larch Way/Walnut Park, Newton Road/Dukes Road, Newton Road/Newton Close, Northlands Avenue/Hoblands, Northlands Avenue/Laburnum Way, Northlands Avenue/Larch Way, The Central Mid Sussex County Local Committee has prioritised a scheme to address local concerns about inconsiderate parking causing obstruction at various locations in the Northlands Avenue Area of Haywards Heath. This area experiences a high demand for parking due to its proximity to the Princess Royal Hospital and also the presence of a convenience store, GP Surgery and pharmacy at the junction of Northlands Avenue and Larch Way. The proposed restrictions are intended to manage the parking in the area to prevent obstruction, particularly at junctions, and to provide a turn-over of parking availability near the convenience store. The new Order is therefore proposed to avoid danger to persons or traffic using the highway and to improve the amenities of the area through which the affected lengths of roads run. The attached drawings, numbered TQ3422NWN, TQ3423NEN, TQ3423NES, TQ3423SEN, TQ3423SWN, TQ3423SWS, TQ3425NES and TQ3425SEN show the lengths of roads affected by the proposed Order. The representations set out the strong planning objections to the application which are unanimously supported by LRPC and LPC. In addition to the attached representation we would like to refer to the following matters which have been highlighted to us by many local residents in respect of the application. Sustainability The application fails to provide any recognition of the impact that the construction of 725 houses will have on Lindfield Rural Parish given that this will result in an approximately 65% increase in population. In terms of sustainability and infrastructure, particularly in respect of access to schools and doctors’ surgeries, facilities are already full and are under increasing pressure with families moving into the area through the construction of other residential schemes. Another 750 homes would generate large numbers of school age children at all levels up to Sixth Form thereby creating the need to travel, contrary to sustainability principles.

We pay some homage to that in this issue. Page 28 reminds us of the great work that Lindfield Bonfire Society does in the village. Putting on an event of that scale and quality is no mean feat and I’m sure you’d join me thanking all those who made it happen on 5th November. Similarly, I wanted to acknowledge the sterling effort that many residents made to come out on Remembrance Sunday to both the church and the parade down the High Street – captured on page 48. This month being the Christmas issue means we are certainly not short of things to say... As is tradition, the four village churches (including St Augustine’s, as Scaynes Hill is part of Lindfield Rural Parish - in case you didn’t know!) have taken the centre spread to ensure readers know where and when Christmas services take place – turn to page 37. There’s plenty of other Christmas content too.

    Local Green Spaces in Lindfield Rural Parish The Parish of Lindfield Rural lies within the heart of Mid Sussex and covers some 1967 hectares. The population at the 2001 census was 2595 and is concentrated in Scaynes Hill and to the north and south around the village of Lindfield. The settlements of Walstead, East Mascalls, Paxhill and Buxshalls are also within the Parish. The river Ouse cuts across the Parish at virtually its centre and its tributary, Scrase Brook, runs to the rear of the allotment gardens in Gravelye Lane and The Hollow and forms the western boundary with the Village of Lindfield and Haywards Heath. A number of areas within and adjacent to the built up areas of the Parish, especially in Scaynes Hill, are considered valuable Green Space assets for the community: 1. Scaynes Hill Common The Common, beside Church Road, was purchased by the Parish from the Manor of Balneath, in 1996. It is a Site of Nature Conservation Importance and is maintained in a natural state for the benefit of the community and the environment. 2. Anchor Pond and Common, Scaynes Hill Another area owned by the Parish is the pond and surrounding area in front of the Inn on the Green Pub at the top of Anchor Hill on the Lewes Road in Scaynes Hill. The pond is home to a variety of wildlife, including the protected Great Crested Newt, and would have originally been created as a dewpond, getting its water mainly from rainfall, although it is thought that before the road up Anchor Hill was widened, there had been a spring that also fed the pond; the road widening works are thought to have diverted the spring.

CHAIRMAN’S OVERVIEW (Chairman of Council, Councillor William Blunden) As ever this has been an interesting and challenging year for your Parish Council and also frustrating particularly in terms of planning as there is still no District Plan and five year land supply for Mid Sussex and the Lindfield and Lindfield Rural Neighbourhood Plan, which had passed referendum and was “made” by resolution of Mid Sussex District Council in March last year was challenged by a consortium of developers. We were very sorry to lose two of our Councillors recently - Alan Gomme and Stewart Shortland have both had to resign due to health reasons. Alan contributed a great deal to the work of the Council as a member for nearly ten years and Chairman of the Planning and Traffic Committee for the last five. As Chairman of the Neighbourhood Plan Steering Committee he devoted countless hours of his time, taking the plan through the various stages of consultation, drafting, revision etc.

In this issue of Lindfield Life we have crammed in numerous items of news. Some are retrospective and give us reports of what’s already happened. One such example is the Pink Ladies Night which took place back in November but we haven’t been able to cover it until now. Read Amanda Harries’ article on page 5. Elsewhere there is information about forthcoming events in the life of the village. One of great importance is the Referendum Vote for the Lindfied & Lindfield Rural Neighbourhood Plan due to take place on 28th January. Read more about it in the Parish Council newsletter on page 30, but you can also read a personal view by a resident on page 7. Many hundreds of hours have been put into this plan by a number of good folk for the benefit of all villagers - so please do look into what the plan suggests, and try and make time to vote on the day. On page 26 Caroline Young gives us a few quick and easy sauces to give the over-worked festive chefs some well-deserved down time this month.
