Summary Tens of thousands of Palestinian Arab Bedouin, the indigenous inhabitants of the Negev region, live in informal shanty towns, or “unrecognized villages,” in the south of Israel. Discriminatory land and planning policies have made it virtually impossible for Bedouin to build legally where they live, and also exclude them from the state’s development plans for the region. The state implements forced evictions, home demolitions, and other punitive measures disproportionately against Bedouin as compared with actions taken regarding structures owned by Jewish Israelis that do not conform to planning law. In this report, Human Rights Watch examines these discriminatory policies and their impact on the life of Bedouin in the Negev. It calls on Israel to place an immediate moratorium on home demolitions in the Negev and establish an independent mechanism to investigate the discriminatory and often unlawful way in which land allocation, planning, and home demolitions are implemented. The state controls 93 percent of the land in Israel, and a government agency, the Israel Land Administration (ILA), manages and allocates this land. The ILA lacks any mandate to disburse land in a fair and just fashion, and members of the Jewish National Fund, which has an explicit mandate to develop land for Jewish use only, constitute almost half of the ILA’s governing council, occupying all the seats not held by Israeli government ministries. While the Bedouin were traditionally a nomadic people, roaming the Negev in search of grazing land for their livestock, they had already adopted a largely sedentary way of life prior to 1948, settling in distinct villages with a well defined traditional system of communal and individual land ownership. Today they comprise 25 percent of the population of the northern Negev, but have jurisdiction over less than 2 percent of the land there. Planning in Israel is highly centralized, and state planners fail to include the Palestinian Arab population, especially the Bedouin, in decision making and in developing the master plans that govern zoning, construction, and development in Israel. Even though Bedouin villages in the Negev pre-date Israel’s first master plan 1 Human Rights Watch March 2008 in the late 1960s, state planners did not include these villages in their original plans, rendering these longstanding communities “unrecognized.”

    Jewish National Fund Tu BiShvat in the Schools, 2020/5780 Making the Desert Bloom Facilitators Guide Intro to Jewish Long before there was Earth Day there was Tu BiShvat, the Jewish New Year for Trees, which falls on the 15th day of the Hebrew month of Shvat. Tu BiShvat marks the time National Fund when trees emerge from their winter sleep and begin a new cycle. It is a celebration and Tu BiShvat of spring’s rebirth and renewal, an appreciation of the interconnectedness of man and nature, and the marker by which a tree’s age is determined. Tu BiShvat has its roots in the Bible: “On the third day of creation, God created ‘seed- bearing plants, fruit trees after their kind, and trees of every kind bearing fruit with the seed in it’” (Genesis 1:11). God then put Adam in the garden to “till it and tend it” (2:15), making humans stewards of the earth. Tu BiShvat was the date used by farmers to calculate the year’s crop yield and determine the tithe that the Bible requires. It also marks the beginning and end of the first four years of a tree’s growth, during which it is forbidden to eat its fruit. As the Jewish Arbor Day, Tu BiShvat embodies the strong dedication to ecology, environmentalism, and conservation that Jewish National Fund has championed since its inception in 1901. Since the time of the Kabbalah, Sephardi Jews, originally from Spain, held a special Tu BiShvat Seder at which they ate 30 kinds of fruit from Israel: 10 whose outsides and insides were both eaten (like grapes), 10 whose outsides were eaten but whose insides were thrown away (like carobs), and 10 whose insides were eaten but whose outsides were thrown away (like almonds).

Tamar builds a culture of excellence, empowerment and access in the Bedouin community. Tamar Center Negev was founded in 2015 by Ibrahim Nsasra, a 36-year-old Bedouin businessman, who brought together a group of Bedouin educators and community leaders to build the organization. Two-thirds of Bedouin society is under the age of 18. The youth are the worst performing students in Israeli society by all standards, with less than 2% achieving high-level high school matriculation in Mathematics and 36% dropping out by the end of 12th grade. Low matriculation rates are a key barrier to Bedouin student’s entry into competitive University faculties, limiting their ability to integrate into higher education and quality employment. Improved access to high achievement in STEM will enable Bedouin youth to break the cycle of poverty and become local role models. Tamar is not a substitute for state institutions, but rather a framework for improving the population’s access to state apparatuses. The educational initiatives at Tamar are chosen very strictly; after foundational research that enables us to design programs that will reach the roots of the challenges on a regional level and influence beyond the boundaries of the initiative.
