TORBAY ROYAL REGATTA 2020 SAILING EVENTS Friday 21st to Sunday 23rd August Incorporating: IRC South West Championship Torbay Admiral's Cup – Team Racing Addison Gold Cup RS Tera Open The Organising Authority is the Royal Torbay Yacht Club NOTICE OF RACE 1. RULES 1.1. The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS). 1.2. IRC Classes shall comply with IRC Rules 2020 parts A, B & C, but excluding rules 21.1.5(d) and (e) and rule 22.4 1.3. One design boats, other than those sailing in IRC and Cruiser classes shall comply with class rules applicable for 2020. 1.4. Competitors should note that the Organising Authority implements the RYA Racing Charter and that they will be expected to sail in compliance with it. The charter can be found at the front of the RYA edition of the Racing Rules of Sailing 2017-2020 or on the RYA website at rya.org.uk/racing/charter 1.5. The sailing instructions may also change racing rules. 1 10.03.20 2. ADVERTISING 2.1. Boats may be required to display bow numbers and/or advertising chosen and supplied by the Organising Authority. 2.2. If required these will be provided free of charge by the Organising Authority. 2.3. Advertising shall comply with World Sailing Regulation 20. 3. ELIGIBILITY AND ENTRY 3.1. The regatta is open to all monohull boats of the following classes. 3.1.1. Boats holding a valid IRC Certificate and a minimum SSS number of 8 (IRC Class). -

DEFINITION The Northern California Performance Handicap Racing Fleet Committee (NCPHRF Committee) is a Standing Committee of the Yacht Racing Association (YRA) of San Francisco Bay. Its sole function is to determine the performance potential of yachts in racing applications and provide a handicap value in an attempt to equalize the chances of winning across a broad spectrum of competitors. This handicap value (rating) will be provided to a yacht that applies for a rating and meets the criteria listed in Section II. II. CRITERIA Vessels applying for a rating shall meet the following minimum criteria: 1. The vessel shall have a single hull (Monohull type). 2. The vessel shall have a minimum, fixed, external ballast weight of 400 pounds. a. An exception to this rule is granted to vessels with ratings assigned prior to 1998. 3. The vessel shall have a minimum canoe body length of 19 feet. The committee may decline to provide a rating for any vessel it considers unable to fairly evaluate. For new and unfamiliar vessels, a provisional rating may be provided by the committee, and subject to re-evaluation at the committee’s discretion after a period of observation. III. APPLICATION Ratings will be provided as described above to yachts that apply for a rating. -

Part 1 applies to all RORC organised races and includes rules that affect every race unless modified by Part 2, which details rules that apply to specific races. When a rule is modified in Part 2, it takes precedence over the rule in Part 1. Specific races which have a separate NoR (see 1.1 Programme) are exempt from this document. Races organised in association with the RORC will have their own NoR and details of races that are part of the RORC Season’s Points Championship are included in this NoR for information only. DEFINITIONS Class - The term Class includes IRC, ORC and MOCRA rating systems, or appropriate One-Design Classes. Closing Date - is the date after which a late entry/late pay- ment fee is charged and cancellation fees apply. Competitor - A Competitor is any sailor competing in a race. Inshore Regatta - Inshore Regattas in 2014 are the RORC Easter Challenge, the IRC National Championship and the Brewin Dolphin Commodores’ Cup. -

Falmouth Area Yardstick, or Wolstenholme revisited Malcolm Clark Flushing Sailing Club September 29, 2015 1 Background In 2015 PoFSA (the Port of Falmouth Sailing Association) adopted a new hand- icap or rating system, the Falmouth Area Yardstick (FAY), for Falmouth Week and the Village Regattas, replacing the previous handicaps for those cruising yachts without an IRC certificate. Cruising yachts in the Port of Falmouth Sailing Association area have for some years used either the RYA's Portsmouth Number (PN)1 [RYA, 2013] as a basis for handicaps, or RORC's IRC rule [IRC, 2015]. Diminishing returns to the RYA for cruising yachts, and a proliferation of yacht types eventually led to the demise of the PN system, and its replacement by a personal handicap, the National Handicap for Cruisers (NHC) [RYA, 2015], which owes much to the Irish ECHO handicap system [Irish Sailing Association, undated]. An advantage of PN and NHC is that they are free, while an IRC certificate incurs a cost (and is only valid for the year it was issued). For at least one Falmouth Week (2013) the Byron handicap [Thompson, 2013] was also used, but perhaps because it also incurred a small cost in addition to the entry fee for the Regatta, the practise did not survive into a second year and was replaced by NHC. Byron is effectively a way of replicating a PY but from a suite of measurements taken from the yacht. Apparent dissatisfaction with NHC led Mylor Yacht Club in particular to pursue another rating system which was developed by Wolstenholme [2010, 2012a,b, 2015a] who developed a series of equations to assist in the creation of a rating for cruising yachts.
