Call to Order Chair Wilson called the meeting to order at 8:07 a.m. MOTION: Sen. Buxton moved to approve the minutes of February 5, 2021. The motion passed with a vote of 11 - 0 - 8. Municipal Road Improvements Request Sen. Michael Kennedy gave a funding proposal for municipal road improvements and responded to questions. Rep. Brammer commented on the poor road conditions in Pleasant Grove. Sen. Buxton suggested that this request would be better funded out of class B&C road fund allocations. 4 . Stephen Handy and Spencer Kinard, Friends of Antelope Island, gave a presentation on funding for building Antelope Island State Park Learning Center and responded to questions. Sen. Mayne asked if they charge a fee for entering the state park. 5 . Non-state-funded Capital Development 5a-University of Utah - West Village Ruth Watkins, President, and Robin Burr, Chief Facilities Officer, gave a presentation on funding for a new building and responded to questions. Rep. Maloy asked if the height would be a problem for family housing. Sen. McCay asked if the university has a cost per square foot estimate and if the university should partner with private development. Rep. Stenquist commented on his experience of married housing at the University of Utah. Rep. Sagers commented about using revenue bonds to fund the building. 5b-University of Utah - Impact-Epicenter Ruth Watkins and Taylor Randall, Dean of the School of Business, gave a presentation on funding for a new building. 5c-Utah State University (USU) - Electric Vehicle and Roadway Facility Dave Cowley, Vice President, Business and Finance at USU, gave a presentation on funding for an electric vehicle and roadway building project and responded to questions. Sen. Mayne commented on the benefits of this project. 5d-Weber State University (WSU) - Stewart Stadium East Bleachers Mark Halverson, Associate Vice President, Facilities and Campus Planning at WSU, gave a presentation on funding for new stadium bleachers. 5e-Weber State University - Noorda Engineering Mark Halverson gave a presentation on funding for a new building. 6 . Performance Audit of the Office of State Debt Collection 6a-Audit of the Office of State Debt Collections Benn Buys, Audit Manager, and Chris McClelland, Supervisor of the Audit, gave a presentation on the audit of the Utah Office of State Debt Collection (OSDC) and responded to questions. 6b-OLAG Presentation - OSDC Audit Rep. Brammer asked how to obtain greater efficiency during wage garnishment. Prioritization and Voting Brian Wikle gave an overview of the prioritization and voting packet and responded to questions. MOTION: Rep. Brammer moved to a approve the intent language, budget adjustments and reallocations, and other items listed in items 1 through 4 of the voting packet. The motion passed with a vote of 14 - 0 - 5. Hinkins moved that lines 33 and 34 move to lines 12 and 13 respectively. SUBSTITUTE Rep. Brammer moved that line 33 (Wayne County Courthouse) move to line 12, that line 34 MOTION: (Sanpete County Courthouse) remain at line 34, and that intent language be included directing the courts to consider cost per square foot and utilization for the project. Rep. Brammer then divided this motion into two motions. The motion to move line 33 to line 12 passed. The substitute motion passed with a vote of 15 - 0 - 4.
