(3) Notes that there are many reasons to support Taree as the preferred location for a university campus, including: Taree's close proximity to Sydney and Newcastle; close location to the Pacific Highway; regular train services to Taree; and, that Taree's airport has regular services on commercial airlines.

(4) Notes that Taree has cheaper housing available for university students and staff as well as a wonderful natural environment to offer a quality lifestyle.

2436 HEALTH SYSTEM CUTS MS to move— That this House: (1) Notes the Government plans to cut $3 billion from the health system. (2) Notes with concern that the Minister for Health has stated that nurses will not be exempt from these cuts. (3) Calls on the Minister for Health to rule out any cuts to health services in the Bankstown area. (4) Condemns the Government for removing much needed funds from the health system.

2437 CHRONIC DISEASE DENTAL SCHEME MR STEPHEN BROMHEAD to move— That this House: (1) Condemns the Federal Government on its plans to stop the Chronic Disease Dental Scheme from the end of November 2012. (2) Notes that this scheme pays for just over $4,000 worth of dental treatment for people whose teeth have become so bad it is affecting their general health. (3) Notes that whilst the Chronic Disease Dental Scheme closes at the end of November 2012, the replacement scheme will not be operating until July 2014. (4) Notes that there is a concerted effort by academics, the dental association and groups such as the Australian Diabetes Council to prevent many poorer people who need dental treatment from falling between the two schemes. (5) Condemns the federal member for Lyne for voting with Federal Government to close the Chronic Disease Dental Scheme. (6) Condemns the federal member for Lyne for failing in his responsibilities to his poorest constituents who will bear the heaviest impacts of the closure of the Chronic Disease Dental Scheme. (7) Condemns the federal member for Lyne for his failure to take note of the particular impact on the indigenous communities with the closure of the scheme and the 19 month gap until the replacement scheme.

2438 WALLSEND POLICE STATION MS SONIA HORNERY to move— That this House: (1) Notes that despite the concerns of locals regarding crime the Minister for Police and Emergency Services and the Minister for the Hunter has stated there are no plans for a new police station in Wallsend. (2) Notes that to date approximately 2,000 constituents have signed a petition seeking funding for a police station in Wallsend. (3) Calls on the Minister for Police and Emergency Services and Minister for the Hunter to reconsider his decision due to the risk to the safety of the community.

2439 MANNING RIVER AND WALLIS LAKE DREDGING 8028 BUSINESS PAPER Wednesday 8 May 2013

MR STEPHEN BROMHEAD to move— That this House: (1) Notes that dredging of and from the Farquar Inlet at the mouth of the Manning River near Old Bar has provided a much needed boost to local residents, businesses and to bird watchers who can now see birds nesting in safety on the newly created sand islands. (2) Notes that the dredging of sand from the estuary areas of Wallis Lake near Forster-Tuncurry is removing sand from around the valuable oyster leases in the area and providing a safer boating environment for recreational boating and fishing. (3) Commends the Government on undertaking this vital work to revitalise these areas and for fulfilling its election commitments to the dredging. (4) Condemns the former Government for not taking any action to assist people and businesses affected by the influx of sand that had built up for more than a decade before the dredging work commenced.

2440 SMOKING IN OUTDOOR DINING AREAS MS TANIA MIHAILUK to move— That this House: (1) Notes that the Government does not have plans to increase the number of Authorised Public Health Inspectors in New South Wales. (2) Notes that all inspections by Authorised Public Health Inspectors of alleged breaches of the Tobacco Legislation Act 2012 will only be on a complaints based monitoring system. (3) Notes that the Government's legislation will not prohibit smoking in outdoor dining areas until 2015. (4) Condemns the Government for failing to take action to reduce the harmful impact of smoking in outdoor dining area, playgrounds and sporting fields.

2441 NEW PLANNING LAWS MR STEPHEN BROMHEAD to move— That this House: (1) Commends the Minister for Planning and Infrastructure for developing a streamlined planning code that will assist new housing with development approvals in just 10 days. (2) Commends the Minister for Planning and Infrastructure for recognising the need to cut through red-tape and fast-track simple development applications to get new housing built as quickly as possible. (3) Commends the Minister for Planning and Infrastructure for recognising the need to protect neighbours within 50 metres of a proposed development with time to discuss the proposals to achieve better neighbourly relations. (4) Recognises that the proposed new codes will also cover development of commercial and industrial premises. (5) Condemns the former Government for its 16 years of inaction as adequate levels of new housing approval numbers fell. (6) Encourages all residents with an interest in faster approval of development applications to make a submission on the proposed codes to the Department of Planning and Infrastructure.

2442 GLENDALE TAFE COURSES MS SONIA HORNERY to move— That this House: (1) Acknowledges that Glendale TAFE provides a variety of skills courses, including fabrication and welding, fitting and machining, panel beating and heavy vehicle mechanics. (2) Notes that the fabrication and welding course will not be offered due to the Government's proposed cuts to education. (3) Notes that there is a waiting list for the welding and fabrication courses at Glendale. (4) Notes that TAFE runs outreach programs for people with disabilities, indigenous people and year 10,11 and 12 students. (5) Urges the Minister for Education to reconsider and keep these vital skill courses with full funding.

2443 CHILDREN'S COURT ASSISTANCE SCHEME MS NOREEN HAY to move— That this House: (1) Calls on the Government and the Attorney General to ensure the continuation of funding for the Children's Court Assistance Scheme (CCAS). (2) Notes the CCAS is entirely funded by the Public Purpose Fund administered by Legal Aid NSW and assists approximately 13,000 vulnerable young people each year in the Children's Court. (3) Calls on the Government to provide appropriate funding and staff for the CCAS in its valuable work in the Illawarra community as well as across New South Wales.

2444 MARGARET JURD COLLEGE SUPPORT SERVICES MS SONIA HORNERY to move— That this House: (1) Acknowledges the vital work done by Margaret Jurd College in providing education and welfare support to marginalised students. (2) Notes that two caseworkers are a very necessary part of that support work. (3) Notes that funding from the Department of Family and Community Services is under threat. (4) Urges the Minister for Family and Community Services to maintain this funding.

2445 PENSIONER RELATED ISSUES MS NOREEN HAY to move— That this House: (1) Supports the calls of the Leader of the Opposition for the Government to address the problems facing pensioners in NSW, including issues such as the cost of living, the uncertainty of the future of the Pensioner Rebate Scheme and funding cuts to the hospital system. (2) Notes that budget cuts to health services will result in fewer beds, longer waiting times and compromised patient care to the detriment of pensioners in Wollongong and across New South Wales. 8030 BUSINESS PAPER Wednesday 8 May 2013

(3) Calls on the Government and the Minister for Finance and Services to outline their plans for the Pensioner Rebate Scheme which currently provides eligible pensioners with an annual rebate of $250 per property on ordinary rates and domestic waste management services and an $87.50 annual rebate each for water supply and sewerage special rates or charges.

2446 WALLSEND AGED CARE FACILITY MS SONIA HORNERY to move— That this House: (1) Notes that $3 billion is proposed to be cut from the Health Budget. (2) Notes that Hunter clinicians have expressed concerns about the future of the Wallsend Aged Care Facility, including privatisation. (3) Calls on the Minister for Health to guarantee to the Hunter community that the facility will not be privatised.

2447 COAL SEAM GAS INQUIRY MS NOREEN HAY to move— That this House: (1) Condemns the Government for rejecting and ignoring more than half of the recommendations made by the Legislative Council Standing Committee inquiry into coal seam gas. (2) Notes that such inaction is a broken election promise to protect our waterways, environment and prime agricultural land from coal seam gas. (3) Notes that some of the recommendations the Government will not implement are to ring-fence high value land as promised, maintain the moratorium on fracking, or ban the use of evaporation ponds. (4) Notes the Opposition made a dissenting report to the inquiry calling for no further exploration or production licences to be issued in New South Wales until a tight regulatory framework can be established based on independent scientific research.

2448 HUNTER ARMED ROBBERIES PROTECTION MS SONIA HORNERY to move— That this House: (1) Notes Hexham Bowling Club hosted a free seminar offering advice to Hunter clubs and small businesses on how they can best protect themselves from armed robbery. (2) Notes with concern that 17 per cent of all robberies committed in New South Wales this year have been in the Hunter. (3) Congratulates Hexham Bowling Club, and General Manager, Jon Chin, for this initiative and urges the Minister for Police and the Hunter to increase police resources in the region to address the clear concern of Hunter businesses.

2449 EDUCATION SPENDING PRIORITIES MS NOREEN HAY to move— That this House: 8031 BUSINESS PAPER Wednesday 8 May 2013

(1) Condemns the Government and the Minister for Education for wasting in excess of $100,000 to change the name of the Department of Education and Training to the Department of Education and Communities. (2) Notes that simultaneously the Government was cutting $1.7 billion from schools and TAFE colleges and sacking 361 teachers and support staff. (3) Acknowledges that the Government has its priorities wrong in relation to education. (4) Demands the Minister for Education stop wasting money that could be used on vital resources such as laptops and text books for schools and TAFE's across Wollongong and the Illawarra.

2450 JOINT GROUP TRAINING SCHEME MS SONIA HORNERY to move— That this House: (1) Notes that the Government's $1.7 billion education cuts include a cessation of funding for the Joint Group Training Scheme, which provides funding for 44 Group Training Organisations across New South Wales. (2) Recognises the importance of apprenticeships and traineeships to the development of a stronger and more diversified skilled workforce. (3) Acknowledges that Group Training Organisations employ 8,000 apprentices and trainees, with more than 2,500 of whom are based in the Hunter, and is jointly funded by the Federal and State Governments. (4) Urges the Minister for Education to uphold the Government's obligation and continue funding the Joint Group Training Scheme.

2451 MINISTER FOR ILLAWARRA MS NOREEN HAY to move— That this House: (1) Notes the appearance of the Minister for the Illawarra before a recent Budget Estimate Hearing demonstrating a very poor grasp of Illawarra related issues. (2) Notes the admission made by the Minister that he did not know the cost of a train fare from Wollongong to Town Hall in Sydney. (3) Notes the Minister's dismissive response to the building of the easy lift access at Unanderra Railway Station by saying "I do not build lifts myself".

2452 SCHOOL EDUCATION REGIONS MS SONIA HORNERY to move— That this House: (1) Notes the 10 public school education regions, that accounts for 67 per cent of school students, will be reduced to five regions under additional reforms of the Minister for Education. (2) Notes Catholic schools have 11 diocesan school areas with supporting local education offices and networks, that accounts for 18 per cent of school students. (3) Calls on the Minister for Education to explain what the impacts of this detrimental decision will be on Hunter schools. 2453 DEPARTMENT OF PRIMARY INDUSTRIES JOBS MS NOREEN HAY to move— That this House: (1) Condemns the Government for its decision to cut 300 jobs from the Department of Primary Industries, impacting adversely on vital services in regional New South Wales. (2) Notes that this decision will break a core election promise not to cut jobs in the Department of Primary Industries. (3) Acknowledges that the 300 jobs are to be cut because of budgeting constraints even after the announcement of the $1 billion accounting error in the State's finances indicating a $680 million surplus.

2454 ADAMSTOWN RAILWAY CROSSING GATES MS SONIA HORNERY to move— That this House: (1) Notes the acknowledgement made by the Minister for Roads and Ports that the waiting time at Adamstown railway crossing gates is an issue in urgent need of a solution. (2) Recognises that there has been no indication from the Minister's office regarding how long motorists will have to wait for a solution. (3) Notes that the Draft New South Wales Long-Term Transport Master Plan includes the Fassifern to Hexham rail link, as well as the replacement of the crossing with a grade separation or flying junction, all of which would reduce waiting times and relieve traffic congestion. (4) Urges the Minister for Roads and Ports to consider and enact, as a matter of urgency, solutions to the issue such as those identified by the Draft New South Wales Long-Term Transport Master Plan.

2590 POLICE NUMBERS MS SONIA HORNERY to move— That this House: (1) Notes that New South Wales has reportedly the lowest police-to-population ratio in Australia with one police officer for every 463.5 people. (2) Notes that South Australia has one police officer for every 363.9 people. (3) Notes that on the weekend of 23 and 24 March 2013, at least six police officers were injured in the line of duty, including two at Woodberry who were trying to break up a fight. (4) Notes that Scott Weber, President of the NSW Police Association, has called for more staff around the clock in order to better deal with crime. (5) Urges the Minister for Police to increase police numbers in order to better protect police and the community.

(2) Supports local government councils that choose to include a statement on rates notices outlining the cost of the carbon tax. (3) Calls on all aligned councillors to support transparency in alerting ratepayers to the cost of the carbon tax.

2594 HOSPITALS PARKING SHORTAGES MS SONIA HORNERY to move— That this House: (1) Notes that patients and visitors to Calvary Mater and John Hunter Hospitals, in Newcastle, have difficulty in finding a car parking spot. (2) Notes that this situation is stressful for both visitors to the hospital and surrounding residents. (3) Notes that local council compliance officers patrol these areas and issue fines. (4) Urges the Minister for Health and the Minister for Planning and Infrastructure to examine ways to improve parking at the hospitals, including the possibility of a shuttle service for the Calvary Mater Hospital.
