Concentrations within most of the AQMAs still exceed the 40 µg/m3 annual mean standard for nitrogen dioxide at some relevant receptors and the AQMAs should remain. This Progress Report incorporates detailed assessments for four areas, Portswood Road; the southern section of Romsey Road, 2 residential receptors within the docks and Queens Terrace/Orchard Place. The detailed assessments have used NOx tube monitoring and appended at the end of the report as appendix B, C, D and E. This report recommends that the existing AQMA on Romsey Road is extended to include the NOx tube locations that are exceeding the 40 µg/m3 annual mean standard for nitrogen dioxide at the southern section, the junction with Shirley Road. The existing Bevois Valley AQMA should be extended to include the NOx tube locations that are exceeding the 40 µg/m3 annual mean standard for nitrogen dioxide on Portswood Road to the north. The monitoring in the docks at the residential receptors shows that this location is very unlikely to exceed the 40 µg/m3 annual mean standard for nitrogen dioxide, and no further action is required.

    ITEM NO: C2a APPENDIX 1 Background Information Approximately 3600 flats and houses were built in Southampton in the five year period up to March 2006. About 80% of these were flats. Some 25% of these flats and houses were in the city centre, where the on-street parking facilities are available to everyone on a "Pay and Display" basis. Outside the central area, only about 10% of the city falls within residents' parking zones. So, out of the 3600 properties in all, it is estimated that only about 270 (or 7.5%) will have been within residents' parking zones and affected by the policy outlined in the report. Only in a few (probably less than 20) of these cases have difficulties come to light. In general, there is no question of anyone losing the right to a permit, although officers are currently seeking to resolve a situation at one particular development where permits have been issued in error. There are currently 13 schemes funded by the City Council and these cover the following areas:- Polygon Area Woolston North Woolston South Newtown/Nicholstown Bevois Town Freemantle Coxford (General Hospital) Shirley University Area (5 zones) These schemes operate from 8 a.m. to 6 p.m. on weekdays and, in some cases, at other times as well. In addition, there are three further schemes at Bitterne Manor, Itchen and Northam that only operate during football matches or other major events at St Mary’s Stadium. These are funded by Southampton Football Club. Within all these schemes, parking bays are marked on the road for permit holders, often allowing short-stay parking by other users as well.

Southampton City Council designated the Ethelburt Avenue (Bassett Green Estate) as a Conservation Area in September 1988. This recognised that ‘the special quality of this early example of the Garden City Movement is derived from its residential character, architectural quality and its generous layout in terms of the ratio between open space and buildings.’ It is not the purpose of conservation area designation to prevent change, rather it is to manage changes within a framework that allows adaptations to be made that will ensure the viability of an area without detracting from it’s special character. This document provides that framework. Planning applications for development in the Conservation Area are decided with regard to the need to preserve and to enhance it. In 1992 an Article 4 Direction removed some of the general permitted development rights and the following year Design Guidance for the Ethelburt Avenue (Bassett Green Estate) Conservation Area was published. All properties within the boundary are covered by the Article 4 with the exception of the infill development in Field Close and flats on the corner of Bassett Green Road and Stoneham Lane (shown in blue on the plan below).

    FINAL VERSION JULY 2016 1 FOREWARD NATIONAL PLANNING POLICY FRAMEWORK ‘Local and neighbourhood plans should develop robust and comprehensive policies that set out the quality of development that will be expected for the area. Such policies should be based on stated objectives for the future of the area and an understanding and evaluation of its defining characteristics ’ (National Planning Policy Framework 2012 – Section 7, paragraph 58). THE OBJECTIVE OF THIS NEIGHBOURHOOD PLAN This Neighbourhood Plan seeks to address the challenges that a vibrant community will place on the area. It will outline the vision and aspirations of the local community in maintaining the distinctive, spacious but urban character of the area, whilst taking into account the demands for development. Bassett is renowned for its green spaces and abundance of trees, which encourage a large variety of wildlife. We look to encourage all sections of society into the area, particularly growing families. The plan accepts that there will be development and change, and seeks to ensure this is to the benefit of both the area and its residents. The plan is designed to run from 2014 for 15 years to 2029 and should be reviewed every 5 years to ensure it is up to date and takes full account of the National Planning Policy Framework, other planning legislation, the Council’s Local Development Plan and additional supporting documents. The boundaries and area covered by this Plan and the Bassett Neighbourhood Development Forum that developed the Plan have both been formally agreed following public consultation. Under the Localism Act 2011 and in conformity with the Neighbourhood Planning (General) Regulations of 2012, I submit this Bassett Neighbourhood Development Plan on behalf of the residents of Bassett Ward and the Residents Associations and groups who have worked exceedingly hard over the last two and a half years consulting on and preparing this plan.
