Bosnia and Herzegovina – Flood Disaster Situation Report June 5, 2014

HIGHLIGHTS/KEY PRIORITIES:

§ Immediate needs estimation: 153 Million USD;

§ UN and IC humanitarian assistance: 30 Million USD (cash and in-kind) – already provided. And other 30 Million USD from private contributions and remittances (estimate).

§ Weather conditions are getting better and water levels are going down;

§ Landslides still threatening several communities and hampering traffic on numerous roads;

§ 60,000 children aged 0-18 affected by the floods;

§ 121 education buildings need assistance (reconstruction, refurbishment, etc.);

§ Thematic coordination meetings are ongoing (WASH, Health, Education, Psychosocial Support, Livelihoods and Recovery, etc.).

SITUATION OVERVIEW:

Most affected areas

§ In Posavina water levels are receding, but some locations are still under water (Domaljevac, Kopanice, Vidovic, Lepnica, Jenjic); § Few locations are still cut-off; § In , materials left by the floods caused the elevation of the river bed, threatening the town at every major future rain.

Landslides

Local authorities have been taking necessary measures to evacuate the population in danger and to keep the landslides under control. An increase in the number of landlides and risk of landslides has been reported, most notably in areas of:

§ , , Sekovici, , , , , Milici, , and .

Weather Conditions and Water Levels

§ The Federal and the RS meteorological Institutes report that the weather conditions will be getting better and temperatures will be rising in all parts of the country. Occasional showers may be expected on Sunday in the Eastern part of the country. § Water levels are in most locations going down.

WASH

UNICEF held on the 3rd of June the second WASH coordination meeting with the FBiH Ministry of Health, RS Ministry of Health and Social Welfare, Brcko District department of health and 17 partners.

§ Heavily affected areas (, Samac, Bjeljina, Orasje, Odzak, Brcko, Domaljevac, , Zepce) are still under epidemiological risk due to water contamination; § In Brcko District the situation is critical in the southern part; § Public health authorities are collecting soil and water samples across the affected areas to assess extent of water contamination; § About 30 communities are still without potable water; § There is a need for water pumps, water treatment units and generators according to public health authorities; § Disinfection of soil and buildings have started in the two entities and Brcko district; § There is a great need for coordination in allocating high capacity pumps (HCP), water treatment units (WTU) and water storage equipment;

§ Government representatives agreed to share needs and equipment specification to the WASH Coordination group; § In the north the EU Civil Protection team is providing both HCPs and WTUs at the request of local authorities; § The EU Civil protection team is also building capacity to prepare a hand over of water treatment activities back to local authorities; § The Swiss embassy will provide a water testing lab in Doboj, along with automatic chlorination system. In Maglaj two pumps have been provided;

Education

§ Affected children: o 60,000 children 0-18 years o 16,000 children 0-5 years § Main priorities: o Child friendly spaces for children during summer months; o Resumption of school activities on 1st September (disinfection, refurbishing of schools, didactic material, school furniture, etc.); o Repair of institutions supporting children with disabilities. § 121 education buildings requested assistance; § 2 child-friendly spaces are being prepared and 10 will be implemented in the coming weeks with an objective of reaching 50 centers for the whole country; § First Education coordination meeting held on 30 May with 27 attendees, 16 organizations and chaired by UNICEF.

Health risks

Epidemiological situation remains stable and unchanged, with no reports of infections or disease outbreaks in flood-affected areas recorded.

§ Health authorities in BiH are finalizing activities to reduce risks for vector-borne transmission of certain diseases, which include aerial mosquito spraying in the flood-affected areas of Bosnia and Herzegovina, Croatia and . The initial round of spraying in BiH is about to be initiated. § Final delivery of two Interagency Emergency Health Kits (IEHK) provided by WHO to the Ministry of Health of the Federation of BiH and the Ministry of Health and Social Welfare of the Republika Srpska, to be deployed. § Second UN Health Sector Coordination Meeting took place on 4 May under the lead of WHO and with participation of the representatives of all health authorities in BiH.

Mines and UXOs

Doboj, Maglaj, Olovo, Una-Sana Canton and Posavina regions at the basin of Bosna, Krivaja and Usora rivers have been identified as mine and UXOs suspected areas (BH MAC):

§ 33 flood and mine-affected communities; § 33 landslides have been identified in mine suspected areas; § 10 so far identified places are in need of priority assessment; , Brcko, Samac, Orasje, Petrovo, Gracanica, Lopare, Doboj, Maglaj, Olovo; Odzak, Brcko and Maglaj with the largest mine suspected area impacted by floods; § Intervention in is due to take place in the next 72 hours; a back-to-back mission to clear the land of mines in order to fix an interrupted water supply; § The ammo depot in Orasje flooded (source: the MoD); § 6400 SALW ammunitions (416 were UXOs) were discovered and destroyed; § 43 mines were discovered and destroyed; § Landslides remain an issue and a threat to communication and mine clearance activities.

Displaced persons and temporary accommodation facilities

§ Number of temporary accommodation facilities: 55 o 26 in RS, o 25 in FBiH, o 4 BD § Number of persons accommodated in temporary accommodation facilities: 1390. § Number of reported casualties remains the same: Federation 7; RS 18 casualties. Number of injured has not been yet confirmed.

Agriculture and Livestock

§ 250t of animal feed delivered to the municipalities of , Doboj, , Domaljevac, Samac, Odzak, Orasje, Maglaj, . § Maize seeds and fertilizers to re-seed 400 hectares delivered to Bijeljina, Vukosavlje, Maglaj, Zivinice, ; to be delivered by 13 June to: Samac, Bijeljina, Vukosavlje, Zivinice, Kalesija (additional quantities); and Doboj, Domaljevac Samac, Odzak, Orasje, Brcko, Maglaj, Zvornik, Gracanica, Srebrenica, Bratunac, Milici. § Up to 50.000 shots of vaccines for animal diseases prevention: first delivery will be completed next week through BiH veterinary system to the local veterinary stations. Second delivery will follow in 15 days. § 2000 liters disinfection agents for farms: delivery on Monday 09.06.2014. § Priorities: disinfection of cattle stalls and premises; replanting of available land with animal feed, mostly maize. The planting has to be completed by the June 15th. § Growing concern is presented in the food safety risks for human and animal food. The BiH Food Safety Agency has issued a brief guideline for disposal of contaminated food. However, the monitoring and food testing is still not done systematically. completed, the monitoring and testing of cattle should be performed to avoid possible disease outbreaks.

Damages to infrastructure

• Traffic stopped on M-17 Doboj-Maglaj (Kosovo) until further notice; possible restrictions for commercial vehicles on the R-465 detour, near Ševarlija. M-18 Tuzla-Bijeljina (Seljublje) closed for vehicles over 3.5t. Traffic is occasionally slowed down. • Some main and regional roads are still closed (M-14.1 Brčko-Lončari, R-458 Lopare-Gornja Tuzla, R- 454 Bratunac-Drinjača, R-454 Fakovići- i R-455a Šekovići-Kaštelj), while circulation is limited to one lane or restricted for commercial vehicles on several other roads. • Samac and Brcko border crossing closed.

COORDINATION

• Ongoing coordination with the Ministries of Security and Defense, the Ops Center, as well as entity, cantonal and local civil defense. • Nine sessions of the International Community Coordination Meeting have been hosted by UN Resident Coordinator. Sessions will continue every Monday and Thursday until further notice. • WASH, Education / Child Friendly Spaces, Health, Mine Action and Psychosocial Support Coordination Meetings are taking place and Livelihoods and Private Sector Recovery will take place next week • A joint UN-EU-World Bank rapid assessment teams are conducting field visits.
