EFL - CHA Covid Relief

The Centre for Humanitarian Affairs (CHA) continues Covid relief providing bread to families and persons in difficult circumstances funded by EFL. Bread is supplied to lock down areas, distributed by the Police Stations/ personnel of the relevant areas. We thank EFL for enabling this assistance program. Daily distributions commenced 28th November 2020. The following are the details of each distribution.

Dear Chairman,

RE: Protecting women, men and children I wish to draw your urgent attention of HRC to the following.

Due to a variety of reasons,Sri Lanka has constantly seen and reported incidents on violence of women, very large number of children in homes committed through courts, family separations and large number of unreported cases of violence, trafficking and failed relationships. Relief for reported incidents is primarily found in institutional mecha- nisms of the police before courts of law.

However, the law alone is ill equipped and incapable of taking a 360 degree approach to matters affecting human beings. I therefore, very sincerely urge the Human Rights Commission to convene consultation on the institutional remit, capacity and the effectiveness dealing with complex emergencies affecting men, women and children, domestic violence and exploitation or broken relationships.

Might, hence the Human Right Commission kindly inform and invite for a consultation representatives in decision making related to the above from;

a) Police Head Quarters b) Probation Department c) Attorney General Department d) Child Protection Authority e) Official Directing Women Development Officers f) Representative of Ministry of Health focused on mental health g) Director Women Bureau - Ministry of Women’s affairs h) Secretary or representative of Ministry of Justice i) Commissioner General of Department of Samurdhi

The intended outcome is to have effective real time, effective and coordinated systems able to respond early and adequately for on behalf of vulnerable men, women and children in Sri Lanka. In conclusion I sincerely reiterate the urgency of focusing on these matters. By way of illustration please find attached a submission to the IGP by me.
