City of Chesapeake, Proclamation Know all citizens by these presents that:

WHEREAS, today, we recognize the years of the fortitude and sacrifice of an extraordinary citizen who has lifted our spirits, strengthened our union, and helped to push us toward progress. Every person has the power to fortify the fabric of our society and make the world a better place. Each day, VFW Post 2894 Commander Christopher U. Mulholland, realized this enormous mandate through service to others. He has personified the meaning of the word citizenship. He is a true follower of humanity, deeply committed to his family, his country, and his community; and

WHEREAS, Mr. Mulholland is the 14th generation of his family to wear a uniform in service to America. In 1980, with unwavering courage and steadfast devotion, he was commissioned as a Second Lieutenant in the Marine Corps, promoted to Major in August 1992 and retired in March 2000. He served above and beyond the call of duty and kept the faith with the highest traditions of the Marine Corps. He was powered by the drive to make a difference that earned him countless major honors, international recognition, and combat awards during his military career; and

WHEREAS, in 1991, Mr. Mulholland and his family relocated to the City of Chesapeake, Virginia. He made it his life’s mission to use his energy, talents and resources to help build a strong community; and

WHEREAS, Mr. Mulholland serves, beginning 2013, as the Commander of Veterans of Foreign Wars (VFW) SSG Dozier Memorial Post 2894 in Chesapeake, Virginia. As Commander, the post has been named an All-American, All-State, and National Community Service Post for five years in a row, 2016-2020; their Teachers of the Year won three consecutive State awards, while one won National VFW’s Award and another placed 3rd; six Public Servant awardees won national awards; the Post Newsletter won a National Grand Award. Post 2894 won the 2018 National Community Service Project Award and the 2020 VFW Fred C. Hall Memorial Outstanding Post Special Project Award, which recognizes VFW Posts for unique and outstanding community service projects. Post 2894 is nationally known for their years of outstanding community service of disabled Veterans and their widows; and

WHEREAS, Mr. Mulholland serves as a Fourth Degree Knight and Past Grand Knight of KofC Council 8240. As Grand Knight, his council grew 30% in membership in one year and achieved numerous state and national awards; and

WHEREAS, Mr. Mulholland refereed soccer around the world for 44 years, beginning with intramural games in college. He was first certified as a USSF Referee in 1985 and was one of only 200 individuals to earn the prestigious National Referee badge in 1998. He has officiated thousands of matches in 14 countries at the professional, international, amateur, collegiate, youth, , sand-soccer, and powerchair levels. He established the Virginia Power Soccer Association (VPSA) and have traveled together to , Rio de Janeiro, and Buenos Aires. Mr. Mulholland was also the first Director of International Referees for the Fédération Internationale de Powerchair Association (FIPFA) and the first Vice President of the US Power Soccer Association (USPSA). He recently retired as the Technical Coordinator for the Powerchair Futbol Confederation of the Americas (PFCA) after 9 years and was the National Supervisor of Officials for USPSA; and

WHEREAS, Mr. Mulholland currently serves on the City of Chesapeake Mayor’s Commission on Veterans Affairs. He has also served as a board member of the Mayor's Committee for Persons with Disabilities; the Chesapeake City Council’s Youth Committee; the Board of Directors for Eggleston Services; Vice President of the Tidewater Soccer Referee Association and the Cheshire Forest Home Owners Association; Committee Member with Troop 57 of the Boy Scouts of America, and Cubmaster of Pack 57 (both his sons are Eagle Scouts). As a Tiger Cub Den Leader, six of his 10 scouts eventually earned Eagle Scout. Mr. Mulholland is a life member of the National Rifle Association and the Disabled American Veterans and is a member of the Marine Corps League and the American Legion; and

WHEREAS, Mr. Mulholland has been married to the former Barbara A. Langone of Woburn, Mass. for 39 years, April 2021. They have three children: Kevin, Kathryn DeLacy, and Christopher - a Sergeant in the US Army Reserves and the 15th generation in the family to wear a uniform, a granddaughter, Adelyn DeLacy, and son-in-law, Richard DeLacy; and

WHEREAS, Mr. Mulholland has enriched our City with his service and he is worthy of the esteem of all citizens.

NOW THEREFORE, BE IT RESOLVED THAT, I, Dr. Richard W. West, Mayor of the City of Chesapeake, Virginia and the members of the Chesapeake City Council, do hereby present this proclamation to Commander Christopher U. Mulholland of VFW Post 2894, as an expression of the admiration and great respect in which his legacy is held in our City and call upon all citizens to join in recognizing his lasting contributions for the betterment of the City of Chesapeake. A great gift to the City of Chesapeake.

Proclamation

Know all citizens by these presents that:

WHEREAS, Grant Holloway, representing America and Chesapeake, Virginia on the international stage, was born and raised in the City of Chesapeake. From his humble beginnings, he built a reputation for superb performances while blazing trails and gaining the World stage in . Grant is known as the future of the of Track and Field and is the fastest collegian ever at the 110m hurdles; and

WHEREAS, Grant’s journey to greatness began as a youth athlete on Track 757, Track and Field Club of Hampton Roads. The love of the sport was soon discovered in his DNA and his stardom was imminent; and

WHEREAS, in 2016, Grant graduated from Grassfield High School. During his high school journey, he remained true to his passions and competed in both track and football while earning numerous awards and accolades. Notably, he was recognized as 2015 and 2016 Virginia Gatorade Boys Track and Field Athlete of the Year, and 2016 USA Today Boys Track and Field First Team. Grant won 16 individual state championships and played a major part in Grassfield High School winning the boys’ team championship in 2015; and

WHEREAS, even with being rated a 4-star football recruit upon graduating from high school, Grant ultimately chose the University of Florida Track and Field over 17 football scholarship offers. Grant is the winner of eight NCAA titles. He is the only athlete in collegiate history to win three consecutive indoor and three consecutive outdoor high hurdles titles. He is also the collegiate record holder for both indoor and outdoor hurdles; and

WHEREAS, Grant capped off his collegiate career by breaking a 40-year-old outdoor hurdles collegiate record and was presented “,” 2019, as the most outstanding male NCAA track and field athlete in the nation. This award is equivalent to football’s Heisman Trophy; and

WHEREAS, in June 2019, the pro star signed a multi-year endorsement deal sponsored by Adidas. In October 2019, Grant won a gold medal at his first World championship. He was the first American 110 meters hurdler to win a global championship since the 2013 World Championships. Grant followed that amazing feat with a spectacular indoor season where he set a new American and World record in Madrid, Spain, 2021.

WHEREAS, Grant Clinton Holloway, a trailblazer, American Hurdler, Sprinter, World Record Holder, and Olympic Gold Medalist is meshed with a heart of compassion and love for the sport, the community and his family. He has paved the way for young athletes to walk into their destiny without limitations and now; therefore, be it

RESOLVED, that the members of the Chesapeake City Council do hereby honor Grant Clinton Holloway and express our great respect in which his legacy and lasting contributions is held throughout our City.
