INFORMATION

FOR

CLUBS

8 1. AFFILIATION FEES Affiliation Fees for 2007 will remain unchanged from those in 2006 which were (all figures inc of GST): Premier Division…………………………….$1,540.00 per team First & 2nd Division…………………………$1,320.00 per team Under 18’s Premier…………………………$1,540.00 per team Under 18’s Challenge………………………$1,320.00 per team Invoices will be issued to the clubs in May and are to be paid in full prior to the commencement of the finals series.

2. FIXTURES Forfeits Clubs are to advise the league by 10am on the Friday of the match concerned that they are unable to participate. The forfeiting club will be invoiced for the umpires fees, if League is unable to advise appointed umpires prior to attending the forfeiting match.

If for any reason a club is not ready to commence play 20 minutes after the appointed commencement time for the match, the opposing club may claim the match as a forfeit. If however the start of the match is delayed for unforeseen circumstances and by mutual agreement between the competing clubs the match is still played, the clubs must agree on shortened time of play to ensure that any following matches will not be delayed.

If a club has to forfeit a senior match, the reserve grade match must be the game that is forfeited (i.e. they must play the first grade fixture).

Where a forfeit occurs, the team receiving the forfeit shall; a) be attributed a win b) have it’s “points for” increased by the average of the points scored by the winners of the other matches in the round c) have no points added to its “points against”.

The forfeiting team shall: a) be attributed a loss b) have no points added to its “points for” c) have it’s “points against” increased by the average of the points scored by the winners of the other matches in the round.

Teams receiving a forfeit my submit a team sheet for the purpose of player eligibility for finals. Such team list must be input via on-line results by 9pm on the day of the match.

Wet Weather

Where wet or adverse weathers conditions prevail, clubs are to advise the Football Operations Coordinator as early as possible of the likelihood of ground closures to enable alternative arrangements for the playing of scheduled matches.

If a ground is deemed to be unplayable the Football Operations Coordinator will: a) in liaison with both clubs, provisionally reschedule the match to be played on the away club’s ground, if available. That club would then assume the home clubs responsibility. Where practicable, the venue for the next match between the two clubs concerned will be reversed to compensate for the loss of the home ground privilege. b) Where neither ground is available the League will make every effort to move the fixture to an alternate venue. In this situation the home team will remain as nominated in the fixture. c) If the match is unable to be played on the scheduled day, the League will decide whether or not the match is rescheduled to another date or cancelled.

Details of transferred and cancelled fixtures will be listed on Sydney AFL website.

3. TEAM LIST

For each match, three (3) copies of an official team list containing player’s names and jumper numbers and the names of team officials is to be prepared by each competing team. One copy is to be handed to the Field Umpires at least 30 minutes prior to the commencement of the game. The second copy is to be given to the timekeeper, to be clearly marked with the quarter-by- quarter scores and goal-scorers at the conclusion of the game and returned to the League Office with the match paperwork. The third copy is to be exchanged with the opposition club.

Team Lists are to be completed in alphabetical order.

Alterations or additions may be made to the original Team List up until the end of the half time interval by arrangement with the Field Umpires. Players arriving late may take the field prior to being listed on the Team List provided that the opposition Team Manager is advised. Such players must be included on the Team List before the second half commences. No amendments may be made to any team after the half time interval.

Premier Division clubs are expected to have available to the Administration Committee their selected senior team for that weekend’s match by 10am Friday, prior to the weekend matches.

4. QUARTER LENGTHS, INTERVALS, WARNING SIRENS, STARTING TIMES and NUMBER OF PLAYERS

In competition where time on is applicable:

The Timekeepers shall stop the clock which is used for timing when:

(a) directed to do so by a field umpire by blowing the whistle and raising one arm above his or her . (b) the goal umpire signals that a goal has been scored (c) the goal umpire signals a behind has been scored (d) when the field umpire crosses his or her arms to indicate he/she is going to bounce or throw the ball up

The Timekeepers shall recommence the clock when:

(a) directed to do so by a field umpire by blowing the whistle and raising one arm above his or her head. (b) the football is bounced or thrown up by the field umpire (c) The football is brought back into play after a behind has been scored. (d) the football is obviously in play

In competition where time on is not applicable:

The clock is only stopped for (1) the blood rule or (2) when a player is replaced using the stretcher.

INTERVALS AND WARNING SIRENS SAFL Premier Division Senior Grade The time between 1st and 2nd quarters shall be sufficient to permit teams to change ends, but shall not exceed 6 minutes. The half-time interval shall not exceed 20 minutes. The three-quarter time interval shall not exceed 6 minutes. 5. MATCHDAY REQUIREMENTS

Home Club – Venue Requirements

• Ensure ground is correctly marked - Goal squares, boundary lines, 45 metre centre square, 50 metre arc at each end of the ground, 3 metre centre circle (with intersecting line) and an interchange area must be clearly marked. The interchange area comprising two short lines across the boundary line 15 metres apart should be marked on one wing and adequate seating provided equidistant on either side not less than 50 metres apart for the interchange players and team officials of each club.

The boundary line must be marked at least three (3) metres inside the fence line. If there is no fence spectators must stand behind a second marked line, which is marked three (3) metres outside the boundary line around the whole ground.

A coaches line should be marked comprising 5 metres in length and 1 metre in from the fence/ fence line. It should be marked in front of the coach’s box/area. No official or bench player is allowed to stand in front of this line during play.

• Ensure goal post padding to a height of at least 2.5m is in place.

• Have seating in place for the coaching/bench areas of both competing clubs.

• Have facilities for timekeepers (table, clock and seating with an unobstructed view away from spectators) in place for all matches.

• Have a suitable, clearly visible, scoreboard in operation for all matches.

• Ensure that changerooms are in a clean and tidy condition. Changerooms should be separate and adequate for competing clubs and umpires and should each have facility for showering.

• Ensure that toilets for use by the public and players are clean and sanitary.

• Have an adequate siren, clearly audible to both players and umpires, operational for all matches.

• Have a stretcher readily available for all matches.

• Ensure emergency medical procedures are in place for all games and that visiting clubs are advised of them. (This would include making sure keys are available to the gates for vehicle access onto the ground, and that there is clear, unobstructed access to this entrance at all times). Canteen • Have canteen opened before commencement of first match. The canteen should not close until after the completion of the final match.

Prior to Match Day

• Team Lists with Player positions (SAFL Premier Division Only) to be available by 10am of the Friday prior to weekend fixtures.

• Advise the League and other club involved if a side has to forfeit by 10 am Friday at the latest (note – clubs may be fined for forfeits).

• Ensure wet weather procedures are followed (if applicable) - - home clubs to advise Senior Football Operations Manager ASAP of likelihood of ground closure. - away clubs to be prepared to host transferred matches if so requested. - Check the AFL NSW/ACT website- www.sydneyafl.com.au .

• All clubs are to ensure that every player who is selected to play is eligible to do so.

• Make prior arrangements with the League in the event that a jumper clash will occur (away team to wear an alternative strip).

• If the League cannot provide umpires in certain grades, clubs are to organise their own umpires in advance. Confirmation of umpire appointments will be provided every Friday prior to the game via e-mail

13 Home Club – Match Day

• Appoint Ground Manager and ensure duties as per Match Day Check List are completed. • Distribute match day paperwork as follows – - TO EACH COMPETING CLUB (PER MATCH) - - Club Report on Umpires; - Goal Umpires’ Cards (if club goal umpires are being used) - Injury Report - TO THE TIMEKEEPERS (PER MATCH) – - Timekeepers’ Card - Send-Off Form

Umpire Responsibilities - Umpires’ Match Report; - Goal Umpires’ Cards (when official Goal Umpires are present); - Best and Fairest Voting Slip (Clubs are to ensure spare umpires paperwork is held at the ground and distributed to club umpires where necessary).

• Ensure that suitable standard footballs with the AFL (NSW/ACT) logo are supplied for use in all matches (as a suggestion, it would be a good idea for all home clubs to have a pump on hand for inflating footballs) - - SAFL Premier Division and First Division Seniors – at least one new football must be provided. - All other grades – used footballs of a standard approved by the umpire may be used. - SAFL Matches Under Lights – top quality yellow leather footballs to be used.

• Ensure escort (must wear league supplied vest) is provided to umpires for each game, on each occasion they enter or leave the field of play, as well as at quarter and three-quarter time breaks. As a courtesy, clubs should ensure umpires are provided with drinks at all breaks.

• Collect completed match day paperwork as follows - - FROM OFFICIAL UMPIRES (PER MATCH) – - Sealed Envelope - Team Lists x 2 - Original of Report Forms (if any)

- FROM CLUB UMPIRES (PER MATCH) – - Team Lists x 2; - Goal Umpires Cards; - Best and Fairest Votes; - Umpires’ Match Report; - Original of Report Forms (if any)

- FROM THE COMPETING CLUBS (PER MATCH) – - Injury Report - Club Report on Umpires (if completed by the club on the day)

14 - FROM THE TIMEKEEPERS - Team List x 2, complete with ¼ by ¼ scores, goalkickers & best players - Sendoff Form; - Timekeepers’ Card

Following Completion of Match

• Within 10 minutes of the match being completed, SMS scores to 0437 996339 (Full Scores from 1 st Grade games, winners of Reserve Grade & Under 18’s) • Ring through final scores for all games to Mark Spooner Ph: 0414 439745 by 5.30pm. For SAFL Premier Division Seniors also advise goalkickers and best players – from each club’s teamsheets. • Arrange for all results and player information (i.e. team lists, goalkickers, best players) from all the days matches to be input into Footyweb by 9.00pm (11.00pm for night matches) on the day of the match. • Arrange for Matchday Paperwork to be returned to AFL office or collected by courier.

Competing Clubs

Prior to Game

• Team Manager is to ensure that his/her team’s players and officials comply with any reasonable requests made by the umpires.

• Ensure field, goal and boundary umpires are supplied if not provided by the League.

• At least thirty (30) minutes prior to the game, Team Manager to hand two legible, correctly completed Team Sheet to the Ground Manager, for handing to the umpires & timekeepers.

• At least fifteen (15) minutes prior to the game, Team Managers are to exchange legible correctly completed Team Sheet.

• Team manager to ensure that no unregistered players take the field.

• Ensure that each team takes the field in the correct uniform –

After Game

• Arrange for goalkickers and best players (numbered 1-6) to be given to timekeepers for inclusion on team sheet. • Team manager to ensure an official from the club obtains the “All Clear” from the umpires (must actually ask “All Clear”).

• If club umpires have had to perform field umpire duties, ensure the Best and Fairest Votes are completed.

15 • If a club has any reported players, a club official should – - collect the copy of the report sheet. - if possible, commence discussions with any reported players regarding the prescribed penalty procedure (if offered by the umpire)

6. Uniforms

All players must play in their club uniform as registered with, and approved by the league.

Jumpers All jumpers must be numbered between 1 & 99 (whole numbers only) and must correspond with those recorded on team list & where possible listed in the Football Record. Where there is a clash of uniform in 1 st or 2nd Division/ Under 18’s Clubs for 1 st Division Clubs the away club must wear an alternative uniform.

Shorts All Premier Division Clubs must wear white shorts when playing away from home.

Lycra/Bike Shorts My be worn under club shorts provided that they are either natural colour or same colour as club shorts.

7. Club Officials Duties

Ground Manager • Must wear league supplied vest • Duties as per Attachment “A” • Responsible for maintaining the League’s Code of Conduct • SMS Scores to 0437 996339 within 10 minutes of game finishing • Phone scores (inc goalkickers & best players for Premier Division 1 st Grade) to Mark Spooner (Ph 0414 439745) by 5.30pm. • Ensure match results and player information for all the days matches are input into Footyweb by 9.00pm (11.00pm for night matches) on the day of the match.

Team Manager • Ensure players and officials comply with requirements set out in the By-Laws and adhere to any reasonable request by the Umpires; • Provide correctly completed Team List (x2) to the Ground Manager at least thirty (30) minutes prior to scheduled game time. • Exchange correctly completed Team List with opposing Team Manager at least fifteen (15) minutes prior to scheduled game time. • Provide timekeeper with list of goalkickers and best players (numbered 1-6) immediately the game has finished for inclusion on official team sheet.

• Ensure a team representative obtains “All Clear” from umpires after the completion of match, and received copy of player report, if any.

Umpires Escort

• Must wear league supplied vest • Escort umpires for each game, on each occasion they enter or leave the field of play, as well as at quarter and three-quarter time breaks. As a courtesy, clubs should ensure umpires are provided with drinks at all breaks. • Assist in providing and/or obtaining details of any breach of the Code of Conduct immediately after completing his or her duties in liaison with /at the request of Umpires or Ground Manager.

Team Runners • Clubs are permitted to use two runners however only one runner is permitted the field at any one time. • Must wear an iridescent green top with clubs name and the word “Runner” clearly marked on the back. The runner must also wear iridescent green shorts or black trackpants. Footwear must be either running shoes or football boots. • Must deliver messages then leave the field immediately. • Suspended players are not permitted to act as official team runner

Trainers, Other Medical Staff & Water Carriers • Clubs are permitted to use six (6) of these personnel • Only permitted onto the field to treat injured players or to provide water. Must not be used to deliver messages to players • Must all wear white tops or club shirts (all the same), either club shorts or black trackpants, running shoes or football boots. • Will be asked to leave the field if not dressed correctly

Timekeepers

• To record the scores of the game • To keep the time of each quarter, record details on the time cards and hand the completed cards to the designated person at the end of the game • To sound a siren at the start and finish of each quarter and to keep sounding it until one of the field umpires indicates that he has heard it • To sound reminder sirens prior to the game and during breaks as applicable • To add time on to the playing time • Record quarter by quarter scores, goalkickers & best players (numbered 1-6) on team sheets at conclusion of game • Record the time that players, who have been ordered off by the field umpires, leave the field and be the sole judge as to when such players may resume playing.

Officials on the Bench • Apart from runners and medical staff etc mentioned above there is a maximum of four other officials permitted on the bench area inside the ground during play.

17 8. UMPIRES

Appointments

The League will appoint official umpires to matches as available and the names of the appointed umpires will be provided by the League to clubs in advance of each round of matches.

At this stage umpires are to be expected to provided in season 2007 as follows -

Sydney AFL Premier Division First Grade – Field, Boundary and Goal Reserve Grade – Field (if available), Boundary (if available) and Goal (if available)

Sydney AFL First Division First Grade – Field Reserve Grade – Field (if available) Second Division – Field (highly unlikely)

Sydney AFL U18s SAFL U18 Premier Cup – Field, Boundary (if available), Goal (if available) SAFL U18 Challenge Cup – Field (if available)

Club Umpires

From time to time each senior club is required to provide suitable persons for the AFL Sydney Club Umpire Program.

Where the League has not appointed official field umpires or accredited club umpires, it shall be the home club's responsibility to arrange for a suitable person or persons to umpire the match. Club field umpires are to be attired in a green shirt (as supplied in 2006) and white shorts.

Club Field Umpires must complete a Club Umpires Registration Form prior to officiating their first match. Such Registration Forms are to be returned to the League with the Matchday Paperwork.

Where official goal and boundary umpires have not been appointed by the League, each competing club must be prepared to provide a suitable goal and boundary umpire to officiate. Club goal umpires must be equipped with two white flags and attired in a white coat and club boundary umpires must be attired in white and equipped with a suitable whistle.

Official field umpires shall have the power to overrule decisions by club goal and/or boundary umpires and remove them should they consider that such club umpires are not competent to carry out the required duties.

Payment of non-accredited club umpires (if any) shall be the responsibility of the providing clubs. Non-accredited club umpire's names must not be added to the umpire’s attendance sheet.

Appointed umpires are to sign the umpires’ attendance sheet on arrival at the ground. Clubs will be invoiced for the appropriate fee based on actual attendance of officially appointed umpires.

In the event of a match being cancelled other than because of forfeit as provided for in by-law 5.1.2, no payment shall be due to the affected umpires.

Club Reports on Umpires To assist the League in its assessment of umpires, clubs may at their discretion, provide a report on the umpire(s) performance to the League. Such report should be provided on the prescribed form, duly signed by the team Coach or Captain and forwarded either with the match paperwork or to reach the Manager Football Operations at the League Office during the week following the match concerned.

Minimum Umpire Age

For all open age and under age AFL Sydney competitions, all field, boundary and goal umpires (official or club umpires) are required be no younger than fourteen (14) years and nine (9) months.

9. REPRESENTATIVE FOOTBALL

In 2007, the Sydney AFL will play a Representative Fixture against ACT in Canberra on the June long weekend. A general bye has been scheduled for all Sydney AFL competitions.

The League shall have first call on the services of all players for its representative matches and representative training sessions. In accordance with AFL (NSW/ACT) Regulations, any player who does not make himself available or declines selection for such training sessions and matches may

19 automatically be suspended for two club competition matches subsequent to the representative match concerned.

Any player who declares himself unavailable because of injury or illness must be prepared to undergo a medical examination by a doctor of the League's choice.

Any player who fails to attend a scheduled representative training session of which he has been properly notified must tender an explanation to the Administration Committee. If in the opinion of the Administration Committee the player's explanation is unacceptable, such player may be dealt with as that Committee thinks fit.

Except in exceptional circumstances as approved by the Administration Committee, players selected in a representative team will not be permitted to play with their club on the same weekend of the representative match concerned.

10. INSURANCE Insurance cover is provided by JLT Insurance and the clubs are required to Register prior to each season commencing. Procedures are as follows:

11. FINALS CATERING

Catering rights for finals matches will be allocated to clubs in the respective Leagues on a rotational basis.

The League shall charge a fee for the catering rights and will have the authority to limit the prices of any articles it thinks fit. The Administration Committee shall determine the fee at the commencement of the season and such fee should not exceed the amount anticipated to be 25% of the net profit.

The catering club shall have sole responsibility for the supply of food, soft drinks and alcohol and the operation of a raffle. No other person or club shall be permitted to take alcohol into the ground. No products which conflict with AFL (NSW/ACT) sponsors products are to be supplied.

The catering club shall also be responsible for obtaining a liquor license where necessary.

The catering rosters as from 2007 are as follows.

In respect of the above rosters, where two clubs agree, places may be exchanged on the roster however any club which otherwise declines to participate in its allocated turn shall revert to the end of the list. Any new club admitted to the League shall adopt a position at the end of the roster except at the discretion of the Administration Committee where special circumstances exist.

21 12. FOX FOOTY

Foxtel in conjunction with Digital Sport will again be featuring Sydney AFL matches in 2007. The coverage will include the following which will be shown on Foxtel’s Aurora Channel (183):

• Sydney AFL junior and senior club promotion through a weekly, hour long, magazine program screened nationally on prime time Wednesday nights (8.30 to 9.30 pm). • Match of the week, a one hour edited coverage of Sydney AFL Premier Division to be screened Saturday mornings (8am to 9am).

Matches will be allocated on the basis that all clubs will be allocated at least one televised fixture in the first eight rounds. Following this, televised fixtures will be allocated four weeks in advance and will be allocated based on the attractiveness of the fixture.

In 2007 there will be no club levy for Fox Footy Match of the Week.

Clubs involved in the Match of the Round are undertake the following in the week leading up to the fixture:

Home Club

• Contact National Hire on 136336 to arrange for scissor lift to be transported to your ground. The home club is responsible for payment of hire costs. • Contact Digital Sports on 0412 999742 to discuss their requirements. • Provide Sponsors Names & Logo’s to Digital Sport for use during the coverage

13. FOOTBALL RECORD

In 2007 Football Records will be provided to all Sydney AFL Premier Division Matches.

50 copies of the record will be couriered to a nominated address for each home club on Friday’s.

Club procedures are as follows: Provide Chris Mintern with Sponsors Name & Logo for inclusion on your club page. (A maximum of three sponsors is recommended). • Senior Playing List Jumper numbers (this is to be continually updated during the year) • Club notes are to be e-mailed to Chris ([email protected]) by 4pm on Monday.

22 14. CLUB OF THE YEAR A Perpetual trophy shall be awarded to the AFL Sydney Premier Division and First Division clubs that perform best across all grades of their respective competitions. Points will be accrued on the basis of on-field results and Club administrative completed tasks as per below:

25 15. PROCEDURES FOR COMPLETING REGISTRATION/CLEARANCE FORMS

When completing the above form, please make careful note of the following points -

SECTION 1 – APPLICATION FOR REGISTRATION

• Please ensure that all personal information for the player is recorded

• Ensure club name and correct division (i.e. Premier or First Division) are recorded

• Record whether player has been registered elsewhere for the purposes of senior football (Under 18 level and open age).

• Coaches should be registered via completing the ‘Coaches Registration Form’.

SECTION 2 – CLEARANCE/TRANSFER REQUEST

• To be completed if the player has played senior football (Under 18 level or open age) at any stage in the past

• The player should complete details for up to the most recent three clubs that he has played for.

• The League registrar shall rule upon if the player requires a clearance/transfer from his previous club in accordance with the Sydney AFL By-Laws, AFL (NSW/ACT) Regulations and AFL Interstate Transfer Guidelines. If a player has been registered at another club in the previous two years, a clearance/transfer transfer form is required unless he played solely in a - junior competition - Redbacks Under 18 side - Rams Under 18 side

26 • Ensure that the player receives a copy of and understands his responsibilities under the SAFL Code of Conduct.

• Club officials have the responsibility of verifying the age of a registering player. Where a dispute arises in regards to a players age, the club will be required to assist in producing proof of age.

16. REGISTRATIONS

Each player shall, prior to taking the field must be registered with the club they intend to play. A player shall considered to be registered when his details have been entered into the Footyweb system and appears on the respective Clubs on-line database. All registrations must be signed by the player, a designated club official, and where the player is under the age of 18 years, his parent/guardian, as acknowledgement of his intention to play with the club he is registering with.

Open age players are not required to re-register with their existing club each season, however Players under the age of 18 years are required to re-register with their club each year.

Once a player has been entered into the Club’s on-line database the players registration form must be retained by the club and be able to be provided to the league upon request.

Once a player has been registered with a club that player shall remain a registered player with the club until:

a) the player obtains a clearance to play with another club b) the player does not play for 24 months c) the player is deleted from the on-line database

It is the clubs responsibility to ensure that all players taking the field in a particular match are listed on the Club’s on-line database before permitting the player to take to the field.

Each new (or archived) player’s registration must be entered by the club no later than 9.00am on the Saturday of the players first match.

Player registrations not involving clearances will be accepted until the end of the home and away series.

No player shall be registered with Sydney AFL clubs and clubs affiliated with any other senior league or association (except AFL) at the same time.

All coaches must be registered with the League by completing a Coaches Registration Form which must be lodged with the League Registrar no later than 12 midday on the Friday before the first match in which the coach takes part. It is compulsory that all coaches are at least Level 1 accredited (Level 2 for all Premier Division senior coaches and all Under 18 coaches).

A player must be under 18 as at 31 December 2006 to be eligible to play in the 2007 Under 18’s competition.

The minimum age for open football shall be 16 years and for Under 18’s grade, 14 years, as at 1 January 2007. Special consent may be granted under these age limits upon written application by parent or guardian to AFL (NSW/ACT).

17. CLEARANCES

Any player wishing to play for a Sydney AFL club and has, within the past 24 months, been registered with a previous AFL club must first obtain a clearance from his previous club. Clearance procedures are as follows:

Domestic & Intrastate Clearances (i.e. AFL (NSW/ACT Clubs )

Transfer Criteria

In summary, a player will be free to transfer between clubs where that player:

• is not under contract;

• does not owe the former club money or property; or

• is not under suspension.

Transfer Procedures

The following provides an outline of the process where a player is seeking to transfer clubs:

• Player lodges registration/transfer with new club;

• New club forwards transfer to their affiliated league

• New affiliated league to forward transfer to former affiliated league for onforwarding to former club.

• Former affiliated league to forward tribunal history to new affiliated league within three (3) clear working days. Nil Reports are required.

• Former club to approve transfer if the player meets the transfer criteria. Approval is to be forwarded to their affiliated league.

• Player can commence playing for new club

• Should the player fail to meet the transfer criteria the former club has six (6) clear working days to lodge an objection to the transfer (Day one (1) is first clear working day after receipt of transfer with the new league 1, with objection by the former club to be received by the new league (via their league) by 5pm on the working day six (6)).

1 Clarification on “first clear working day” shall be the next full day after receipt of application.

• If the former club fails to respond within the six (6) clear working days, the transfer will be automatically granted.

• Where a former club objects to a transfer, the relevant documentation supporting their objection is to be provided with the refused transfer notice.

• If the player disagrees with the objection, he may endeavour to resolve the matter with his former club and lodge a new transfer or may lodge an appeal against the objection.

• The appeal process will be consistent with that of the existing appeal procedures of the new League (e.g. matter 3.8.1 of the AFL Sydney By-Laws) and of the relevant State Body (e.g. matter 10 of the AFL (NSW/ACT) Regulations).

• Should the former club fail to defend an appeal; the player will be granted the transfer

• Where it has been shown that a player has applied for a transfer and the former club has provided adequate proof of contract/debt, owes property or that the player is in fact still under suspension within the six (6) day timeframe penalties may apply to the player’s new club and the player. Penalties are to be a $200.00 fine for the club and a two (2) week suspension for the player.

• A new Player Transfer and Registration Form must be filled out and submitted as per the guidelines each time a player applies to transfer. There is no restriction on the number of times a player can transfer within the one season up until the final date of June 30 th , however leagues will remain to have discretionary powers to not accept an entering transfer application on the basis of extremely poor tribunal history or refusal to abide by that league’s rules, by-laws, codes of conduct and regulations. This extends to abuse of the system where a player may be transferring to play for a club while his former club has a bye before transferring back for the following week. An appropriate action for such an infraction would be the loss of competition points for matches involved, a fine of up to $500 and/or the deregistration of the involved player from both competitions for up to twelve months.

A player seeking a transfer to a club from a League within this system will commence this transfer process by completing the Player Registration and Transfer Form (Appendix One - as attached for AFL NSW/ACT affiliates and will be available on-line when operational). The new club will then fax or email a scanned copy of this form to their league for processing.

Clubs should also be aware that should the player be currently under contract, or owes his former club money or property, the transfer form should not be lodged until these issues have been resolved with the players former club.

A player who transfers out of the Sydney AFL and then returns within 24 months must either:

- transfer back to the Sydney AFL club from which he was transferred, or - obtain a clearance from the Sydney AFL club from which he was initially transferred (if returning to a different club)

Transfers from Interstate State League Clubs

Interstate Transfers are also subject to the Interstate Transfer Regulations, which can be found on the Sydney AFL website. Please refer to these regulations when dealing with interstate transfers.

Interstate State Leagues are – Victorian FL WAFL SANFL AFL Canberra QAFL Northern Territory FL (Please note –Tasmania now has no State League)

Please note – For players transferring from the Northern Territory FL to Sydney AFL Premier Division clubs only, special provisions apply. Refer separate page.

These Interstate Transfers can be rejected on the grounds that a player is contracted to his interstate club or that he is currently under suspension.

These Interstate Transfers are automatic after the expiry of a 14 day period.

Transfer fees can apply in certain circumstances (Sydney AFL Premier Division clubs only) – refer separate page for details.

Transfers from Interstate District/Amateur Leagues

• These Interstate Transfers are automatic after the expiry of a 7 day period.

• These Interstate Transfers can only be rejected on the grounds that a player is currently under suspension.

Transfers from Northern Territory Football League

• This information is relevant to Sydney AFL Premier Division clubs only.

• State League players shall transfer to or from the NTFL on a temporary transfer basis only. Such players shall remain registered with the State League from which they have received the temporary transfer.

30 • Each temporary transfer shall be valid for one season only. Players wishing to continue on a temporary transfer basis shall be required to complete a new transfer request for each subsequent season.

• Where a club of a State League recruits a player on a temporary transfer its State League shall allow the club concerned the player to play for one season only.

• Where a player has participated under the temporary transfer arrangement and has not played for his original State League for a period of 24 months, he shall be required to be transferred on a State League to State League basis.

Transfer Fees – State Leagues

• Transfer fees are only applicable for players transferring from State League to State League. They are therefore only applicable to SAFL Premier Division clubs.

• State Leagues are categorized for the purpose of transfer fees – Category 1 – WAFL, SANFL, VFL Category 2 – AFL Canberra, Sydney AFL Premier Division, NTFL, QAFL

• Transfer fees apply for players transferring as follows – - Between Category 1 leagues - Between Category 1 and Category 2 leagues and vice-versa - Between Category 2 leagues

• There are three levels of transfer fees which are relevant to Sydney AFL clubs – - from Category 1 to Category 2 - from Category 2 to Category 1 - from Category 2 to Category 2

• A transferee State League may lodge an appeal with the Permit Committee for deferral of the registration fee or part thereof until the player has participated in one to five first grade games with his new club, as determined by the Permit Committee.

• It is important that when SAFL Premier Division clubs sign up a player coming into Sydney from an Interstate State League they consider the transfer fee requirements.

18. PLAYER ELIGIBILITY FOR FINALS

AFL Sydney Premier and First Divisions

The following eligibility clauses for each grade are separately applicable to the Premier and First Divisions of the AFL Sydney competition.

Senior Grade: To be eligible to play in senior grade finals matches, a player must play a minimum of four home and away matches with his club in that or lower divisions.

31 Reserve Grade: A player must play in a total of at least four reserve or under age grade home and away matches with his club in that or lower divisions to be eligible to play in reserve grade finals matches.

Under Age Grade: A player must play a minimum of four under age home and away matches with his club team to be eligible to play in under age grade finals.

AFL Sydney Second Division

Senior Grade: A player must play a minimum of four AFL Sydney Second Division home and away matches with his club team to be eligible to play AFL Sydney Second Division finals.

A player is only permitted to play in one finals match for his club on any given weekend.

Any player who has played nine or more matches in one grade is not permitted to drop back more than one level based on league ranking during the home and away season.

Any player who has played in a total of nine or more home and away matches of a higher grade or grades shall not be eligible to play final matches in a lower grade. For the purpose of calculating higher grade games under this provision –  Senior Grades will be ranked in the following order – AFL Sydney Premier Div (Senior), AFL Sydney Premier Div (Reserve), AFL SydneyFirst Div (Senior), AFL SydneyFirst Div (Reserve), AFL SydneySecond Div (Senior)  Under 18 Grades will be ranked in the following order – AFL Sydney18 Premier Cup, AFL Sydney Under 18 Challenge Cup.  Matches played by the NSW/ACT Rams in the National Under 18 Challenge Cup and the National Championships will be considered equivalent to AFL Sydney Senior Grade (a total of 5 possible matches).  Matches played for the Sydney Swans Reserves will be considered equivalent to AFL Sydney Senior Grade.

Where a club has senior, reserve and under age teams in the same division playing in finals on the same weekend, the only restriction under this rule is that a player must have played four home and away matches with his club in that or lower divisions (and be under the age limit in the case of under age finals) to be eligible to play in any of those finals. .

Where a club has multiple open-age teams playing in finals on the same weekend, and where these teams are consecutively ranked (based on league rankings), the only restriction under this By-Law is that -

32 • Clubs may play players one grade lower (based on league rankings) than the lowest grade for which they are eligible on a stand alone basis in terms of By-Laws 7.2.1 and 7.2.4

On application by a player's club, the Administration Committee may vary the number of qualifying games required where Services personnel are posted a significant distance away during the home and away matches; or where a player misses a significant number of matches due to serious injury; or under other exceptional circumstances.

19. CLUB ELIGIBILITY

If any club is financially in arrears to the League at a period of seven days prior to the first semi-final, teams of such club shall be ineligible to compete in finals series matches. In the event that this occurs, teams placed next on the respective competition table shall fill the place of the ineligible team and so forth.

For the purposes of this by-law, clubs, which are under, a financial scheme of arrangements with the League as provided for under by-law 10.6 and are up to date with all payments under that scheme and for the current year, shall be considered financial.

Log onto www.sydneyafl.com.au , click on results tab (left and side) Locate the game you wish to enter teamsheet for, click on enter results Input user name & password Select the match you wish to enter team sheet for & press enter results Click on team selection for your club Click on Load player list from previous match (located above filter by date of birth tab) , all players who played in the previous weeks match will be listed in the selected players column. Add the players who did not play the previous week by finding the players name in the players available column, click on the name, then click on add. This player will then be transferred into the selected players column. If you cannot find a player in the available column list it is because they are either not registered or suspended. If they are not registered you will need to have the player complete a registration form and input into the database via Membership On-Line. Please note this player will not appear on the available players list until the registration has been synchronised by the league administrator. Remove the players who will not be playing this week, by clicking on the players name in the selected player column and then click on remove. The player will be removed from the selected players column. Once all players have been added or removed click on Save List . Always ensure that the number of players listed equals the number of players selected.

23. Independent Tribunal

• For full details refer by-law 6.1, attachment E

• The tribunal will hear any player/official reports on the Wednesday after the match unless otherwise advised.

• All tribunal cases will be heard at the office at the SCG.

• The first case will be listed for 6.30pm., clubs will be advised of their tribunal time by 5.00pm Tuesday.

• Any club wishing to use video/dvd evidence must seek approval from Manager – Football Operations by 5.00pm on the Tuesday after the match and provide a copy of video evidence that will be used. No club will be permitted to use video evidence unless it has gained such approval.

• It is strongly advised that all clubs appoint a tribunal advocate at the start of season. This person needs should have a sound understanding of tribunal rules and procedures

24. Appeals

• Any club wishing to appeal a decision of the independent tribunal can only do so on the basis of an error in law or procedure.

• Clubs cannot appeal the guilt of a player or the harshness of a penalty.

• Appeals must be lodged within 10 days of decision and be accompanied by $100 deposit

25. Prescribed Penalty System

Umpires shall report and charge players in the usual manner. The umpire shall indicate on the report form whether the player will be given the opportunity to apply to accept a “prescribed” penalty for the offence.

"Prescribed" penalties may be offered for minor offences only in accordance with the table below.

The prescribed penalty is offered to the club/player on Monday morning after consultation between the umpire/s and the League. Club/player has to notify the League of acceptance or refusal to accept the set penalty by 10.00am on the Tuesday following the match. Under no circumstances will reported officials be offered a prescribed penalty.

26. Citings/Investigations

• Clubs have the opportunity to ask for an investigation into a serious on field incident that occurs behind play or goes unnoticed by the umpire.

• Clubs must lodge their complaint by 12 noon to the Senior Football Operations Manager on the second business day after the incident occurred. This letter must be accompanied by a $100 citing fee that will be refunded unless the complaint is deemed to be frivolous.

• Any such complaint will be investigated first, if it is determined that there may be a case to answer the matter will be referred to the independent tribunal.

42 Clubs are required to adhere to the Code of Conduct (as per below) and the Code of Conduct Guidelines and Disciplinary Procedures (as per Attachment H of the By-Laws). Clubs are required to ensure that all club members receive a copy of the Code of Conduct. The Code relates to regulating the conduct and behaviour of players, officials, club administrators, parents and supporters

27. PLAYERS CODE OF CONDUCT

• Play by the rules – the rules of your Club and the laws of the game. • Attend training sessions and matches at times advised by the Club. If unable, for a valid reason to do so, players will inform the Club as soon, as is practical. • Act respectfully toward the officials and players of their own and opposing Clubs. • Respect and follow the directions of coaching staff, match and club officials. • Treat all players with respect, as you would want them to treat you. • Act respectfully towards match officials at all times. Abusive language is unacceptable. • Avoid individual or collective behaviour, which may reasonably be held by spectators to be offensive. • Avoid all acts likely to incite spectators to violence or disorder. • Make no detrimental statements in public (radio, television, print or electronic media) in respect to the performance of any match officials, players, or any policy decisions of the Club or the AFL Sydney. • Abide by the By-Laws, (Rules & Regulations) and the Competition Rules of the AFL Sydney. • Respect the facilities and equipment of their own and opposing Clubs. • Do not use remarks based on race, religion, gender or ability as many such comments are politically incorrect and it is your coach, team-mates, Club and family that are let down with such remarks.

28. PARENTS & SUPPORTERS CODE OF CONDUCT

• Remember that you are there for the participants to enjoy the game. • Encourage participation, but don’t force it. • Teach that enjoyment is more important than winning. • Never ridicule mistakes or losses Supporters are there to support not downgrade. • Lead by example and respect all players, coaches, umpires, administrators and spectators. Physical or verbal abuse will not be tolerated. • Recognise all volunteers who give up their valuable time. • Never publicly criticise umpires, rather raise personal concerns with club officials in private • Do not use remarks based on race, religion, gender or ability as many such comments are politically incorrect and it is your coach, team-mates, Club and family that are let down with such remarks. • Respect the facilities and equipment of their own and opposing Clubs. • Do not engage in physical and/or verbal intimidation, abuse or conduct toward any player, official, umpire or supporter. Such actions are totally unacceptable. • Condemn the use of violence in any form, whether it is by spectators, coaches, officials or players. • Abusive language is unacceptable.

29. COACHES CODE OF CONDUCT

• Set a good example and display utmost honesty and integrity in all dealings. • Teach fair play and good sportsmanship • Never place the value of winning above that of instilling the highest possible ideals and character. • Be reasonable in demands, setting goals and expectations at an attainable level. • Maintain a current knowledge of the rules of the game. • Teach and interpret the laws of the game to the players. • Never ridicule players. • Respect the rights, dignity and worth of all individuals within the context of my involvement in Australian Football, including refraining from any discriminatory practices on the basis of race, religion, ethnic background, or special ability/disability. • Encourage and create opportunities to develop individual as well as team skill. • Ensure that all players understand the importance of regular attendance at training and positive attitude at training and that team selection throughout the season, including the finals, may be influenced by their training attendance and attitude. • Ensure that injured players are given prompt and competent medical attention and that doctor’s orders are strictly adhered to. • Endeavour to keep informed regarding sound principles of coaching and skill development and of factors relating to the welfare of my players. • Display and teach appropriate sporting behaviour, ensuring that players understand and practice fair play. • Display and foster respect for umpires, opponents, coaches, administrators, other officials, parents and spectators. • Abide by the By-Laws, (Rules & Regulations) and the Competition Rules of the AFL Sydney. • Do not engage in physical and/or verbal intimidation, abuse or conduct toward any player, official, umpire or supporter. • Involve others in planning, leadership, evaluation and decision making related to Australian Football. • Create pathways for people to participate and develop through the sport not just as players but also as coaches, umpires and administrators. • Ensure equipment and facilities are safe and appropriate to the ability level of the participants. • Establish that qualified and competent coaches and officials capable of developing appropriate sports behaviour and specific skill technique provide adequate supervision. • Help coaches and officials highlight appropriate behaviour and skill development and help improve the standards of coaching and officiating. • Assist all participants in Australian Football to know and understand the rules.

44 • Set a conduct example for others to follow. • Make it clear that abusing people in any way is unacceptable and will result in disciplinary action. • Respect the rights, dignity and worth of every person. • Make no detrimental statements in public (radio, television, print or electronic media) in respect to the performance of any match officials, players, or any policy decisions of the Club or the AFL Sydney. • Do not engage in physical and/or verbal intimidation, abuse or conduct toward any player, official, umpire or supporter. 31. OFFICIALS CODE OF CONDUCT

• Display fairness and uniformity in applying the rules. • Be honest in your assessment of situations. • Be consistent and courteous in calling all infractions. • Condemn deliberate fouls as being unsporting and promote fair play and appropriate sports behaviour. • The health and safety of the players must be the most important reason to be weighed in during the decision making process. • Use common sense to ensure the ‘spirit of the game’ for players is not lost by being too pedantic when applying the rules. • Be a positive role model in behaviour and personal appearance. • Ensure you remain up to date with any rule changes and/or interpretation of rules as laid down by the AFL • Seek continual self-improvement through study, performance appraisal and regular updating of competencies. • Do not engage in physical and/or verbal intimidation, abuse or conduct toward any player, official, umpire or supporter. Such actions are totally unacceptable.

LAWS & POLICIES

46 32. LAWS OF THE GAME

Except where otherwise noted in these By-Laws, AFL Sydney Competition matches shall be played under the Laws of Australian Football as laid down by the Australian Football League. The Commission may alter, vary, delete or add to these rules on the recommendation of the Administration Committee.

33. ORDER OFF LAWS

The AFL (NSW/ACT) Order Off Laws shall be applied in all AFL Sydney matches:

A player who is reported by a field umpire or field umpires for a breach of the laws of the game shall be ordered from the field for a period of fifteen minutes. In this instance an umpire will hold up a yellow card.

A player who is reported by a field umpire or field umpires for a breach of the laws of the game twice in the same match for separate incidents, or who is reported for a serious breach (as listed below) shall be ordered from the field for the remainder of the match. In this instance an umpire will hold up a red card.

At the discretion of the field umpire, a player may be ordered from the field for a period of fifteen minutes and not be reported. In this instance an umpire will hold up a yellow card.

Serious breaches are defined as where a player or official; •Intentionally, recklessly or negligently makes contact with or strikes an umpire •Attempts to make contact with or strike an umpire •Behaves in an abusive, insulting, threatening or obscene manner towards or in relation to an umpire •Intentionally, recklessly or negligently kicks another person •Commits an act of misconduct - if the umpire is of the opinion that the act constituting misconduct is serious in nature

In all instances, a player ordered off shall leave the playing area immediately through the interchange area. In the case of a fifteen-minute send-off, the offending players club is responsible for obtaining the all clear from the timekeepers for such player to resume playing.

For the purposes of this rule, a fifteen-minute send-off will result in the player concerned remaining off the field for a flat period of fifteen minutes excluding breaks between quarters. E.g. a player sent off five minutes before half time would be permitted to resume playing ten minutes after the third quarter commenced.

All players who are ordered from the field for a period of 15 minutes can be replaced.

47 34. INFECTIOUS DISEASES POLICY

All AFL Sydney Competition Clubs are to comply with section 22 of the Laws of Australian Football in parallel with the AFL (NSW/ACT) Code of Practice for infectious diseases (H.I.V and Hepatitis B).

AFL (NSW/ACT) Code of Practice for infectious diseases: Clubs should strongly recommend to all players and officials that they be vaccinated against Hepatitis B.

Clubs should ensure that their dressing rooms are clean and tidy, with particular attention to hand basins, toilets and showers. Spitting and/or urinating in the team areas must not be permitted.

Trainers are to be instructed to wipe all blood away from player’s faces or limbs if they have been injured.

Soiled towels should be discarded and clean towels should be available to avoid re-use or sharing of bloodied material. Appropriate containers need to be accessible for storing soiled towels.

Jumpers soiled with blood should be changed at the earliest opportunity.

Trainers should wear protective gloves when dealing with bleeding wound.

Players with wounds that are bleeding profusely are to leave the field for treatment and will not be permitted to resume playing until the bleeding has stopped and the wound is adequately covered.

Field umpires who observe a bleeding player are empowered to stop play and send a player from the field for treatment if in their opinion such action is warranted. Such player shall leave the field immediately through the interchange area. The replacement player may enter the field of play while the bleeding player is in the process of leaving the field and should do so through the interchange area also. The umpire shall wait until the replacement player has reached his position on the field before restarting play. If there is any undue delay in the replacement player entering the field of play, the umpire may restart play at his/her discretion.

35. Racial & Religious Vilification Policy a) Prohibited Conduct No person subject to these By-Laws shall act towards or speak to any other person in a manner, or engage in any other conduct which threatens, disparages, vilifies or insults another person ("the person vilified") on the basis of that person's race, religion, colour, descent or national or ethnic origin.

48 b) Lodging Complaint In the event that it is alleged that a person has contravened By-Law (a), an Umpire, Club or Player may by 5.00 p.m. on the first working day following the day on which the contravention is alleged to have occurred, lodge a complaint in writing with the person appointed from time to time by the Manager–Football Operations as the Complaints Officer for the purposes of this By-Law. The complaint must outline the circumstances of the allegations made against a person. c) Complaints Officer The Complaints Officer shall:- (i) inform the person alleged to have contravened By-Law (a) of the complaint and provide that person with an opportunity to respond to it in writing; (ii) identify and obtain written statements from any available witnesses; (iii) obtain video or other relevant evidence; and (iv) arrange for the complaint to be conciliated and take all steps necessary for the complaint to be conciliated. d) Confidentiality and No Public Comment Subject to By-Law (g): - (i) the particulars of a complaint and the conciliation shall at all times remain confidential; and (ii) a person shall not publicly comment on or disseminate to any person information concerning a complaint at any time prior to, during or after the conciliation. e) Conciliator A conciliation arranged under By-Law (c) shall be conducted by the nominee of the Manager – Football Operations. f) Attendance at Education Program (i) Where:-  a person alleged to have contravened By-Law (a) attends a conciliation for the first time (other than as a person vilified); and  the complaint against the person is resolved at conciliation, the person may be directed by the conciliator and if so directed shall attend an education program approved by the AFL (NSW/ACT). (ii) Where a person employed, engaged or otherwise associated with a Club is required to attend an education program or similar body in another State, the Club shall pay the costs of that person’s attendance. (iii) A person who fails to attend the education program shall be deemed to have contravened this By-Law.

49 g) Public Statement Where a complaint is resolved by conciliation, the only public statement that shall be made concerning the complaint and its resolution shall be that agreed upon by the parties. h) Unsuccessful Conciliation Where the Complaints Officer is of the opinion that the matter has not been resolved by conciliation, the Complaints Officer shall:- (i) in the case of a Player, refer the complaint to the Tribunal to be dealt with as a Reportable Offence; or (ii) in the case of any other person, refer the complaint to the Chief Executive to deal with as they see fit. i) Previous Involvement (i) Where a person alleged to have contravened By-Law (a) has previously taken part in a conciliation (other than as a person vilified), the Complaints Officer may refer the complaint directly to the Tribunal to be dealt with as a Reportable Offence in the case of a Player, or directly to the Chief Executive to be dealt with as they see fit in the case of any other person. (ii) For the purposes of this By-Law, a conciliation includes a conciliation arranged under By-Law (a) or such other form of conciliation arranged by the AFL or directly between the parties concerned. j) Evidence before Tribunal or Chief Executive In the event that a complaint is referred to the Tribunal or the Chief Executive under this By-Law, no evidence shall be given to or be accepted by the Tribunal or the Chief Executive relating to anything said or done in any conciliation carried out pursuant to By-Law (c). k) Manager - Football Operations In the event that a Complaints Officer has not been appointed for the purposes of these By-Laws or if appointed is for any reason unavailable to act under these By-Laws the Complaints Officer for the purpose of these By-Laws shall be the Manager - Football Operations of the AFL. l) Referring Complaint In any case where the Complaints Officer determines to refer the complaint to the Tribunal or the Chief Executive, the complaint shall be referred to the Tribunal or the Chief Executive, as the case may be, as soon as practicable. m) Legal Representation Where a complaint is referred to the Tribunal or the Chief Executive under this By-Law, the person alleged to have contravened By-Law (a) may be represented by a Legal Practitioner.

50 n) Time Limit Any time limit for the doing of anything referred to in this By-Law may be extended by the Manager – Football Operations if in the opinion of the Manager – Football Operations it is just and equitable to do so. o) Liability of Club (i) In the event that a complaint under these By-Laws in respect of conduct engaged in by a person is found to have been proven by the Tribunal or where the Chief Executive determines that a person the subject of a complaint has been involved in conduct which is unbecoming or prejudicial to the interests of the AFL, the Club employing, engaging or otherwise associated with the person at the time of the conduct shall be deemed to be vicariously liable for the conduct of the person and shall be liable to a sanction to be determined by the Chief Executive. (ii) By-Law (o)(i) does not apply to a contravention by a person if in the opinion of the Tribunal or the Chief Executive, as the case may be, the Club took all reasonable steps to prevent persons employed, engaged or otherwise associated with the Club from engaging in the conduct which contravened the vilification By-Laws. p) Continuous Education Each Club must:- (i) ensure that all of its Players, Coaches, Officials and other employees attend any education program organised and conducted by the AFL; and (ii) maintain and keep a written record of all such attendees, (to be signed by each attendee and the Chief Executive Officer of the Club), and provide a copy immediately upon request to the Manager - Football Operations . q) False or misleading information A person who:- (i) in a complaint lodged under By-Law (b) or during the conciliation process, provides any information or acts in a manner which is in any respect false or misleading or likely to mislead; or (ii) Falsely accuses a person of breaching By-Law (a).

Shall be liable to a sanction as determined by the Competition Management & Club Development Manager in his absolute discretion.

36. SYDNEY AFL KICK IN RULE

The Laws of Australian Football 2007 Law 13 shall apply with the following provision: - The same football, as that used to record the behind, must be utilised unless otherwise instructed by the field umpire.

Permit to Play 2.3 It is the Club’s responsibility to ensure that all players are listed on the Club’s On-line database prior to them taking the field.

Current Player not Registered 2.4 Clubs are required to maintain their On-line database i.e. archive players who have not played for the club in the previous 24 months; and amend and changes to personal details.

Clearances 3.0 Domestic & Intrastate Clearances have been amended to incorporate the new Transfer System 2007 Guidelines which are outlined in Attachment “K”

Team Lists 5.4.2 Clubs are required to provide three copies of their team list (preferably utilising Footyweb) for each match. The team lists no longer need to be signed.

One copy is to be given to the umpires, 30 minutes prior to the scheduled starting time. A copy is also to be given to the timekeeper for the recording of quarter by quarter scores, goalkickers and best players. The third copy is to be exchanged with the opposition team.

Team Lists are to contain Players names (in alphabetical order), jumper numbers and team officials, signatures are no longer required.

Ground Manager Duties 5.6.1 Some minor changes to the distribution of Matchday paperwork.

The Ground Manager is required to ensure that the results and player information from all days matches is input into the Footyweb On-Line Results system by 9.00pm (11.00pm for night matches) on the day of the match.

Team Runners 5.6.3 It is no longer necessary for the Team Runner, whether one or two, to enter the field via the Interchange Area.

Trainers, other Medical Support Staff & Water Carriers 5.6.4 Must wear black tracksuit pants or club shorts.

53 Interchange Steward The need for clubs to record interchanges and subsequently provide interchange stewards has been removed. AFL laws in relation to Interchange will now apply.

Timekeeper 5.6.6 Timekeepers are required to record the time that players, who are ordered off by the field umpires, leave the field and shall be the sole judges as to when such players may resume playing (if applicable). It is the offending players club’s responsibility to obtain the all clear from the timekeepers for such players to resume playing.

Club Umpires 5.7.2 Club Field Umpires must complete a Club Umpires Registration Form prior to officiating their first match. Such Registration Forms are to be returned to the League with the Matchday Paperwork.

Umpires Match Report 5.7.5 Both, the umpires match report form and best and fairest voting slip will be placed in the envelope provided and sealed. The Ground Manager will collect the sealed envelope and return to the League with the Matchday Paperwork.

Order Off Laws 5.8.2 The offending players club is responsible for obtaining the all clear from the timekeepers for such player to resume playing.

All players who are ordered from the field can be replaced.

SAFL Kick-In Rule 5.8.5 The Laws of Australian Football 2007 Law 13 shall apply with the following provision:

- The same football, as that used to record the behind, must be utilised unless otherwise instructed by the field umpire.
