    Driving efficiency at the BBC To deliver quality content for the Licence Fee payer Foreword November 2014 In February 2014, Tony Hall made a speech to the Oxford Media Convention where he argued that although the BBC had done much to become efficient, we must never stop looking for ways to do more. At the same time, Tony asked me to carry out an efficiency review, looking both at the BBC’s record and where we can go further to deliver value for money for Licence Fee payers. Having completed this review, I am immensely proud of the range, depth and quality of the BBC’s content and services. I see very clearly the significant financial challenges the BBC has faced and continues to face, the extent of change taking place across all parts of the BBC and the scale of achievement in doing more for less. Over the last 20 years the BBC has significantly increased the number of services it provides to Licence Fee payers for the same price in real terms. In 2010 the Licence Fee was held flat at £145.50 for six years and the BBC took on new annual funding obligations which build up to £500 million (13 per cent of the Licence Fee) by April 2014. Funding these obligations, absorbing inflation and finding the investment needed to stay relevant to audiences in the digital world requires an unprecedented focus on efficiency. Since the start of the current Charter, BBC staff have delivered annual savings of £1.1 billion and we are on track to deliver £1.5 billion by 2016/17.

Channel 4 faces a similar obligation under Section 288. On 3 April 2017, Ofcom became the first external regulator of the BBC. Under the Charter and Agreement, Ofcom must set an operating licence for the BBC’s UK public services containing regulatory conditions. We are currently consulting on the proposed quotas as set out in the draft operating licence published on 29 March 2017. As our new BBC responsibilities did not start until April 2017 and this report is based on 2016 data, the BBC quotas reported on herein were set by the BBC Trust.     Ayo Akinwolere BAFTA Nominated & RTS Award-Winning Broadcaster Ayo Akinwolere is an incredibly versatile BAFTA nominated and RTS award winning broadcaster. With an array of credits to his name, Ayo has worked across several genres and shows, starting his presenting career on the iconic national institution that is Blue Peter. It was at Blue Peter that he set a brand new world record for the deepest location for an open water swim, which saw him battle across a 5 mile stretch of water in the Pacific Ocean. This incredible feat of endurance was even more significant, as Ayo had a deep-rooted phobia of deep water, so much so that he only learnt to swim 10 weeks prior to the challenge! After completing this, he went on to devise the Swim Challenge, a national movement looking to address the dwindling number of swimmers in Britain. Within ten weeks, he took a group of non-swimmers and taught them to swim, whilst exploring the issues that stop so many from taking part. The project was supported by the BBC’s Get Inspired initiative and Speedo. The project’s legacy has seen hundreds of adults of different ethnicities and age groups learn to swim in East London; providing a more holistic and accessible way to teach the sport. With a natural aptitude and passion for sport, Ayo has gone on to present for flagship sports events and broadcasts at the BBC, including the London mini-marathon and commentary duties on the South African World Cup for CBBC. His work within this genre has seen him interview some of the greats of sport including Pele, Usain Bolt, Lewis Hamilton and Jessica Ennis.
